- The registered unemployment rate by the end of Jan 2018 was registered at 1.4% of the total number of a working-age population.

- Ukrainian foreign trade as of Jan 2018 demonstrated an export growth by +23.5% vs Jan 2017 and reached USD 3 724.2 mio. At the same time, import increased by +31.4% during the same period to USD 4 008.3 mio. Negative foreign trade balance accounted USD 284.1 mio compared with the same indicator in Jan 2017 at USD 35.3 mio.

- The # of available vacancies registered by the State Employment Agency at the end of Jan 2018 increased by +18.7% to 59.8 ths.

E CO N O M IC NEWS IN FE B RUA RY 20 18 Industry decreased in Jan Ukraine’s industrial output decreased 3.6% y-o-y in Jan. Manufacturing accelerated to 9.7% y-o-y growth. The decline slowed to 0.2% y-o-y in mining and to 8.1% y-o-y in utility. The impressive manufacturing result was mostly due to machinery 22.1% y-o-y growth and chemicals 55.9% y-o-y. - The Pharmaceutical market of Ukraine in Jan 2018 has shown a traditional seasonal month-to-month decline in Jan 2018 in retail sales (both, in values (-12%) and in volumes (-3%). - A Year-over-year growth rate in Jan 2018 (vs Jan 2017) reached was at +21% (reaching USD 240.9 mio for 140.8 units).

P H AR MACEU TICAL MA R K ET N EW S I N JANUARY 2 018 Ludmyla Bezpalko Resigns as CEO of BCPP The long-term CEO of Borshchahivskiy ChemicalPharmaceutical Plant (BCPP) Ludmyla Bezpalko has left the office. Mrs. Bezpalko was replaced by Yulia Zdarevskaya. The decision was taken by shareholders at an extraordinary general meeting on Feb 13. Mrs. Zdarevskaya previously held the position of chief economist, head of the planning and economic department of the BCPP. She does not hold any shares in the authorized capital of the company.

The preparation will be available for customers in three product forms – OPTILACT ®, OPTILACT PLUS ® and OPTILAKT BABY ®. The contract will effective until 2022 inclusive. Swizz company Acino entered the Ukrainian market in 2015 through acquiring local company Pharma-Start. In Feb 2017, the company concluded a distribution agreement with the French company Laboratoires Gilbert SAS to obtain the right to commercialize and promote some of OTC products in Ukraine.

The MOH Canceled the State Registration of Espuzin-Zdorovye

Ludmyla Bezpalko ruled the company since 1993. She indirectly owns 43% shares of the BCPP through two offshore companies from the British Virgin Islands.

Lekhim may Start Producing Biotech Preparations and Raw Materials Ukrainian pharmaceutical company Lekhim considering the opportunity of establishing production of biotechnological preparations and raw materials for pharmaceutical production, the Head of the Board of Lekhim Group of Companies Valeriy Pechayev stated. The first investments in the organization of production of substances will amount USD 15-20 mio. The company plans to attract Japanese companies to the investment of the project.

The MOH fulfilled the Decision of the Economic Court of Kiev dated Mar 21, 2017 on cancellation of state registration and exclusion from the State Register of Medical Products of Espuzin-Zdorovye produced by Ukrainian company Zdorovye Group. The decision was made to avoid confusions with Espumisan (Berlin-Chemie). In 2013 the court of first instance prohibited Zdorovye to use the name with was similar to the famous German drug. The case was revised twice and in 2017 the Kyiv Economic Court of Appeal confirmed the illegality of the registration of the drug.

Mr. Pechayev also said that the group of companies compensated for the loss of the Russian market, which accounted for 40% of its total exports, accessing to other markets, in particular, to the markets of Vietnam and the Middle East. Currently, drugs are in registration process in Kuwait and Somalia. In addition, Lekhim is registering four drugs in Europe and prepares 10 more drugs for this. Lekhim Group includes JSK Lekhim, PJSK Technolog and PJSK Lekhim-Kharkiv. In 2017, the company’s turnover amounted UAH 1.3 bn.

Acino Ukraine Launched Danish Probiotic Acino Ukraine launched onto Ukrainian market probiotic Optilact produced by the Danish company Biocare Copenhagen A/S. The preparation contains a combination of useful microflora (probiotic) and Actilight ® (prebiotic), which contribute to the rapid recovery of the normal intestinal microflora and the strengthening of the digestive system.

From Mar 1 Importers Shall Comply with New License Conditions On Mar 1, 2018 the License Conditions for the Economic Activities for the Production of Medicinal Products, Wholesale and Retail Trade in Medicinal Products, Import of Medicines (other than APIs) approved by Resolution of the Cabinet of Ministers No. 929 as of November 30th, 2016, came into force. They establish additional obligations for importers of medicinal products: » » a pharmaceutical quality system should function, including relevant elements of GMP, GDP, GSP and risk management; » » the importer must have a contract with a foreign producer and / or a supplier of the medicinal product and / or the owner of the registration certificate, which should take into account the requirements of GMP, harmonized with the EU legislation concerning imports; » » it is necessary to establish a system for selecting and storing samples of medicines; » » the authorized person of the importer must confirm the compliance of the series with the registration dossier and the import license;

State Service of Ukraine on Medicines and Drugs Control will Carry Inspections in 2018 The State Service of Ukraine on Medicines and Drugs Control will carry planned inspections for the implementation of state supervision (control) in 2018 in accordance with Resolution of the Cabinet of Ministers No. 1104 as of Dec 18, 2017. According to the amendments to Article 2 of the Law of Ukraine “On Temporary Features of the Implementation of State Supervision (Control) in the Commercial Area” No. 1728-VIII as of Nov 3, 2016, a moratorium on planned activities for the implementation of state supervision (control) in the commercial area was extended by Dec 31, 2018. However, recently the Cabinet of Ministers of Ukraine approved a list of bodies that are not covered by the moratorium. According to the specified list of bodies, the State Employment Service, the State Service of Ukraine for Food Safety and Consumer Protection, the State Fiscal Service and other state supervisory (control) authorities will carry inspections together with the State Service of Ukraine on Medicines and Drug Control.

SES Conclusion for Medical Products Not Required Anymore for Customs Clearance On Feb 2 2018 Resolution of the Cabinet of Ministers No. 44 dated January 31st, 2018 “On Amendments to Resolution of the Cabinet of Ministers of Ukraine No. 1031 dated October 5 2011 and No. 256 dated May 25, 2016 came into force. With the entry into force of the resolution, the list of goods that were not subject to sanitary-epidemiological control (including in the form of preliminary documentary control) at crossing the customs control zone was expanded. Therefore, Ukrainian legislation does not require to provide the SES conclusion at customs clearance for medical products, medical products for in vitro diagnosis and aids to them, as well as active implantable medical products that have passed the procedure for assessing compliance with the requirements of technical regulations.

H E ALTH CA RE NEW S I N F EBR UA RY 20 1 8 The Head of the National Health Service Defined On Feb 27 the National Commission on Higher Civil Service Affairs chose Oleg Petrenko at the position of the Head of the National Health Service. 14 contenders took part in the competition. Mr. Petrenko’s last job was the Deputy GM on the strategic development of the ISIDA clinic. Before that, he was the first deputy general director of the Obereg clinic. In 2005-2006 he was adviser to the Minister of Health. It is worth noting that Mr. Petrenko was one of 12 experts who developed the concept of reforming the health care system, which formed the basis of the Draft Law approved by the Parliament. The National Health Service is to become a national insurer, which will enter into contracts with health care institutions and will purchase health care services for citizens from them. Herewith, the Service will not own funds, which are allocated from the State Budget for payment of medical services for the population, as money are kept on Treasury accounts. The launch of the Service is scheduled for the end of Jun 2018.

Canada and World Bank will Help Developing Telemedicine in Ukraine On Feb 7, President of Ukraine Petro Poroshenko held a pressconference at which the Ministry of Regional Development, the MOH, the World Bank and the Ministry of Foreign Affairs of Canada signed the Memorandum on increasing accessibility and quality of medical care in rural areas of Ukraine. This cooperation aims to assist Ukraine in the reform of rural medicine and the formation of a telemedicine network. In 2017, the government provided UAH 4 bn for the improvement of healthcare provision in rural areas. Creation of a telemedicine network should become a basis of the new system of provision of healthcare services in villages. The President of Ukraine did not rule out the need for training specialists, developing an optimal model, selecting software that has shown positive results in other countries, in particular in Canada. Mr. Poroshenko also said that during his talks with German Chancellor Angela Merkel, the issue of attracting the most advanced German telemedicine technologies was discussed.

The MOH Intends to Improve the Mechanism for Compulsory Licensing of Drugs The MOH intends to improve the mechanism for applying compulsory licensing of socially important medicines, which have a patent protection in Ukraine. The mechanism may concern some drugs against HIV/AIDS, tuberculosis, hepatitis B and C, as well as drugs used in treatment of soldiers and in emergencies or epidemics. “Compulsory licensing will help to ensure a significant reduction in prices for socially important drugs,” the MOH stressed. The mechanism for compulsory licensing of drugs was approved by the Ukrainian government in Dec 2013, but the MOH notes that it doesn’t work, as in 4 years it has never been used. Moreover, the Deputy Head of the MOH stated that the Ministry intends to solve the problem with so-called “evergreen patents”, allowing companies to obtain exclusive patent rights for many years more after the termination of a real patent.

New plant. Construction of the joint BelarusIndian pharmaceutical plant JivaPharm in Kolyadichi will be finished by the end of 2018, the representative of the Council of the Republic stated.

New plant. In 2018 JSC PharmstandardLeksredstva will open a manufacturing of antiasthmatic drugs in Kursk region. The cost of the project amounted RUB 1.9 bn.

Hep C generic. Ekzon company established production of a generic drug for the treatment of hepatitis C.

Industrial park. The Governor of the Moscow Region stated that 8 pharmaceutical plants are planned to be constructed in the Pushchino biopharmaceutical industrial park.

KAZAKHSTAN

New products. In 2017 Abdi Ibrahim Global Pharm established production of 10 new drugs in Kazakhstan. Currently the company produces more than 100 drugs. Price regulation. The government plans to introduce state regulation of prices of Rx drugs in Oct 2018, OTC drugs – since 2023. Investments. Polpharma Group will invest USD 37 mio in development of Chimpharm pharmaceutical plant (owned by SANTO company) during 2018-2022. The funds will be used for the development of IT infrastructure, production digitization, improvement and automation of quality control and quality assurance system, R&D of new products.

Market data. According to DSM Group analytical company, in 2017 retail sales of drugs in Russia grew by 6.5% in rubles and by 3.5% in volumes vs 2016 to RUB 940.7 bn for 5.066 mio packs. New plant. The GM of Bright Way Industries company signed the contract with the Mayor of Moscow to build a pharmaceutical plant in the Technopolis Moscow special zone in Zelenograd. The investments to amount RUB 1.9 bn.
