29 1.4.3. Report structure • Chapter 2 examines the various urban settings which have experienced recent growth of either internal or international or even both types of migration flows. It highlights the diversifying migration flows and underlines some of the challenges both migrants and their new host communities and cities are facing. • Chapter 3 looks at aspects of urban vulnerabilities in general – livelihood and mobility strategies, barriers to accessing resources and specific forms of vulnerabilities, as they affect the populations most at risk including migrant women. It highlights how mobile populations become more vulnerable to disasters by movement into cities, and how partnerships among migrants, non-governmental organizations and local governments can help build resilience to natural hazards. • Chapter 4 explores how urbanization and new mobility patterns can contribute to urban poverty reduction, growth and development and enhance migrant well-being. Mobility is an essential part of livelihood strategies for families and communities. Migration helps to build bridges across urban–rural divides and foster closer links between the two. It also examines how cities can turn urban diversity into social and economic advantages, by facilitating migrant access to formal labour markets and encouraging migrant-led businesses.
The chapter then turns to the emerging innovative partnerships around cities dealing with and potentially enhancing development impacts of migration and well-being among migrants. The central role of migrants is highlighted in forging the links between cities and communities of origin and destination and mainstreaming migration into local development planning.
• Chapter 5 studies some of the urban governance conditions for migrant inclusion and partnerships. How national and local government relations work and how the different governance entities share financial, budgetary and administrative authority and flexibility for migration governance to shape the opportunities structure that helps link migrant inclusion to economic growth and global competitiveness. Urban citizenship is a pragmatic policy tool to further enable migrants’ inclusion and an important element of such opportunities structures. The chapter highlights migrants as city-makers in the context of local opportunity that articulates the urban and migration policies and the global dynamics. • Chapter 6 brings together reflections and conclusions arising from the Report and proposes ideas and recommendations for the future.
