Human Development Report 2012

The technical and economic viability of energy efficiency (EE) has become more pronounced as concerns about energy security, climate change and low carbon development intensify. Although the promotion of EE has long been identified as an effective policy tool to manage energy demand, active pursuit of EE still lags behind in many Asia/Pacific countries. This gap can be attributed to programmatic, informational and financial barriers as well as weakened capacity of national and regional institutions mandated to promote EE. This report presents a review of the existing EE institutional arrangements in Central, South, and SouthEast Asia and includes a presentation of good practices and case studies of some national and international EE institutions.

The 2012 Report will continue to follow the progress on official development assistance, market access, debt sustainability, access to essential medicines and new technologies as prescribed by the Millennium Development (Goal 8). Closer attention will be given to the impact of the global crisis on meeting the targets, and ways to further increase aid effectiveness following the recommendations of the Fourth High Level Forum on Aid Effectiveness. Some evidence on whether the needs of developing countries are being met will be presented. The Report will also serve as a building block to start formulating the post-2015 development agenda by taking stock of the progress made so far.

This report sets out the background and context to the present-day conditions in Ogoniland, and provides a synthesis of UNEP's findings and gives a set of overarching recommendations to deal with thte multifaceted environmental challenges currently facing the Ogoni people. The assessment covers thematic issues of contaminated land, groundwater, surface water, sediments, vegetation, air pollution, public health and institutional reform. It represents the best available understanding as to what has happened to the environment of Ogoniland - and the corresponding implications for affected populations - and provides clear operational guidelines as to how that legacy can be addressed.

Development Financing and Economic Insecurity

Despite the rise in recent decades in the average income level, economic insecurity has also increased. True for both developing and developed countries, this increasing economic insecurity is harmful for human welfare for several reasons. Job and income insecurity directly affect the material and psychological well-being of people. Economic volatility and high uncertainty also tend to exert negative influence on productive investment, thereby hurting long-term development. This book sheds light on the causes of economic insecurity and how better functioning financial systems, more effective macroeconomic policies and extended micro-financing schemes could mitigate the degree of economic insecurity in developing countries and overcome many of its negative consequences.

This report offers an overview of issues and challenges in managing urban flood risks which reviews socioeconomic impacts of flooding. Impacts of urban development on flood risks are described in the context of adapting to climate change. The report comprises a synthesis of recent developments in innovative strategies for effective urban flood management, as well as case studies of innovative strategies for effective urban flood management. Finally, it reviews policy options derived from collaborative work on urban flood management and a regional expert consultation. Good Governance Governance, Development and Growth

This survey explains why the "Great Green Technological Transformation" will have to be fully realized in developing countries if they are to achieve food security and rural development, minimize the damage from natural hazards and extreme disasters partly induced by climate change, and transform their economies to beat destitution and create productive jobs. Avoiding the climate change tipping point will require fundamental shifts in existing technologies to transform manufacturing, agriculture, living arrangements and infrastructure and thereby reduce greenhouse gas emissions, make more efficient use of natural resources and derivatives, create less waste, preserve biodiversity and reduce social disparities. The survey assesses options and policies to facilitate a new technological revolution, and the challenges societies face in achieving sustainable development and poverty reduction.

Whilst good governance is a worthy goal by itself, this book argues that it is not a prerequisite for economic growth or development. Challenging the conventional good governance paradigm favoured by the donor community, this book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. It argues that aggregate good governance indicators are less helpful for identifying governance failure in specific areas needing policy interventions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book that focuses on such good governance issues.

In the light of the current economic difficulties facing traditional development partners and the nonsustainable and non-inclusive nature of performance of the Least Developed Countries (LDCs) over the last decade, LDC governments need to fashion new development paths which tap into dynamic growth poles in the South.
