Multilateralization of the Nuclear Fuel Cycle: The First Practical Steps

UNIDIR

This book uses three examples of Nuclear Fuel projects to analyze the experience gained so far to help the way forward for multilateral approaches to the nuclear fuel cycle. Lately, governments, the nuclear industry and non-governmental organizations have put forward a dozen proposals regarding multilateral approaches to the nuclear fuel cycle and assurances of supply of low-enriched uranium and nuclear fuel. Of these, two Russian projects, the International Uranium Enrichment Centre and the guaranteed low-enriched uranium reserve, have actually been implemented and are functional, and the International Atomic Energy Agency's low-enriched uranium bank is in the early stages of implementation.

To Stay and Deliver: Good Practice for Humanitarians in Complex Security Environments

Providing humanitarian assistance amid conflict is a dangerous and difficult endeavour. Over the past decade, violent attacks against aid workers — resulting in killing, kidnapping and serious injury — have tripled, reaching over 100 assaults per year. From 2005 onwards, the largest numbers of security incidents on humanitarian personnel have been concentrated in a limited number of countries representing the most difficult and volatile operating environments. Even as aid workers come under increasing attack, however, they find ways to continue delivering life-saving services and providing protection to people in need. This study documents, across different types of security contexts and risk patterns, a variety of good practices and innovative strategies that enable humanitarians to maintain presence and ensure uninterrupted delivery of services.

Keeping Watch: Monitoring Technology and Innovation in UN Peace Operations

Knowledge is power. In the hands of United Nations peacekeepers, it can be a power for peace. Lacking knowledge, peacekeepers often find themselves powerless in the field, unable to protect themselves and others. This book explains how technologies can increase the range, effectiveness and accuracy of United Nations observation. It also identifies potential problems and pitfalls with modern technologies and the challenges to incorporate them into the United Nations system. It examines the few cases of technologies effectively harnessed in the field and offers creative recommendations to overcome the institutional inertia and widespread misunderstandings about how technology can complement human initiative in the quest for peace in war-torn lands.
