The People vs. The State: Reflections on UN Authority, US Power and the Responsibility to Protect

This annual study assesses how – and to what extent – the private sector companies that participate in the United Nations Global Compact are implementing its ten principles; taking action in support of broader UN goals and issues, and engaging with the Global Compact locally and globally. At the centre of the review are the findings from the Annual Global Compact Implementation Survey, an annual, anonymous online survey of Global Compact participants, conducted to take stock of environmental and social performance and identify trends and developments related to corporate sustainability policies and action issues.

Responsibility to Protect (R2P) aims to convert international conscience into timely and decisive collective action to rescue vulnerable communities. The choice is not whether international interventions will take place but where, when, how and under whose authority. Given the nature and victims of modern armed conflict, protection of civilians and populations at risk of mass atrocities is a core United Nations imperative. But while the UN has international authority, it lacks military power. Although its military might well have unmatched global reach, the United States acting unilaterally lacks international authority. This publication argues that progress towards good international society requires that force be harnessed to authority as the R2P moves from a universally validated principle to a routinely actionable norm.

International peace and security - and therefore disarmament - stand at the core of the UN mandate. This publication is designed to inform, educate and generate public understanding of the importance of multilateral action, and to rally support for it, in the field of arms limitation and disarmament. Intended primarily for the general reader, this basic guide may also be useful for the disarmament educator or trainer. It is published by the United Nations Office for Disarmament Affairs in collaboration with the NGO (nongovernmental organizations) Committee on Disarmament, Peace and Security pursuant to the purposes of the United Nations Disarmament Information Programme.

The world continues to wrestle with the dual nature of nuclear energy. The proliferation risks stemming from the spread of sensitive technologies point to the need for a multilateral approach to the nuclear fuel cycle. Taking the dangerous aspects of nuclear energy out of national hands and placing them in multilateral hands could strengthen the non-proliferation regime and provide States with secure and equitable access to the benefits of peaceful nuclear energy. This book presents two studies. The first provides a historical overview of the issue of multilateralization and discusses the present situation and future prospects. The second discusses prospects for regional approaches to the nuclear fuel cycle using Eastern and South-Eastern Asia as a case study.

The benefits and risks of UN integration for humanitarian space have been intensely debated for many years. Based on evidence collected during field visits to Afghanistan, Somalia and the Democratic Republic of the Congo, the study explored the impact of UN integration arrangements on five areas of humanitarian space: security of aid workers; humanitarian access; engagement of non-state actors; the perception of humanitarian workers, and humanitarian advocacy. The study found that UN integration had both positive and negative impacts on humanitarian operations, yet that positions across the peacekeeping, political and humanitarian fields (UN and non-UN) remain polarized.
