While the region has seen impressive gains – including a 20% drop in new HIV infections since 2001 and a three-fold increase in access to antiretroviral therapy since 2006 – progress is threatened by an inadequate focus on key populations at higher risk of HIV infection and insufficient funding from both domestic and international sources. This report features the most up-to-date information on the regional epidemic and response, and aims to provide perspectives on the situations, opportunities and challenges currently at play – to build understanding, inform discussion and inspire ongoing commitment for actions that will halt HIV and get Asian and the Pacific “to Zero”.

Corporate Social Responsibility (CSR) is used to describe the voluntary efforts of companies to assume a larger responsibility for the effect of their operations on society. As such, CSR is an important complement to development efforts of governments. This publication introduces ways businesses can practically integrate CSR in general and the ten principles of the United Nations Global Compact in particular, into business strategies and practices. It further provides examples of how a number of companies from the Asian and Pacific region have implemented the principles of the Global Compact in their day to day work. This publication brings together case studies from five different countries in Southeast and East Asia to examine the impact of IT-based trade facilitation measures already implemented, with a specific focus on their effect on small and medium sized-enterprises. The development of Information Technology (IT) systems to streamline the trade transaction processes has typically been partial and often uncoordinated across government agencies involved in trade control, often resulting in limited gains in trade efficiency. The publication argues however, that as big and small enterprises alike overwhelmingly rely on specialized third parties to complete trade procedures, IT-based trade facilitation measures are generally not found to have a discriminatory effect on smaller enterprises.

This report presents available evidence on public perceptions and attitudes regarding migration globally. It analyzes the way in which they are shaped, and how they can influence and be influenced by policy and the media. It suggests several ways to improve communication about migration to promote better understanding and recognition of the benefits of migration. The plublication comprises two parts: part A analyses major migration trends in 2010/2011, offering an overview of developments in policy, legislation, international cooperation and dialogue on migration, and part B reviews the evolution of the agency's approach to migration management since the end of the Cold War. It also presents a statistical overview of the organization's programmes over the last decade.

With the continued stalling of the international Doha Round of negotiations, regional trade agreements remain an important approach to controlling protectionism. A fresh look at negotiations of the rules under these agreements in order to make them perform their enabling role is recommended. The report emphasizes that governments need to step up efforts to improve the environment for business and investment.

HIV/AIDS and the Security Sector in Africa

Throughout history, communicable diseases have weakened the capacity of state institutions to perform core security functions, which compelled many African countries to initiate policies aimed at addressing the impact of HIV/AIDS on the armed forces, police and prisons. These policies address: 1) the role of peacekeepers in the spread or control of HIV, 2) public health versus human rights dilemma, 3) the gender dimensions of HIV in the armed forces, and 4) the impact of HIV on the police and prisons. While this volume does not address all aspects of the impact of HIV/AIDS on the security sector, the contributors nonetheless highlight the potentials and limits of existing policies in Africa’s security sector.
