Good Practices and Innovations in Public Governance 2003-2011
The Firearms Model Law has been developed by the United Nations Office on Drugs and Crime to assist States in implementing the provisions contained in the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime. By distinguishing between mandatory and optional provisions, and suggested provisions stemming from other legal instruments, the Model Law offers flexible solutions adaptable to the needs of each State, whatever its legal tradition and social, economic, cultural and geographical conditions. The Model Law is a voluntary tool, which requires careful adaptation to the specific domestic legal systems in which it is supposed to operate.

World E-Parliament Report 2010
This publication provides an overview of 144 successful innovations in governance and public administration from 50 countries that received the United Nations Public Service Awards, which is the most prestigious international recognition of excellence in public service. The purpose of this book is to disseminate, through descriptive case studies, information about innovative practices by looking at the problem that led to an innovation, at the solution that was designed and implemented to respond to the specific challenge, at the actors and steps involved in the innovation process, and lessons learned. Learning more about how public institutions from around the world solved difficult governance challenges can be a powerful and inspirational tool for those engaged in improving public sector performance.
This report, prepared by the Global Centre for Information and Communication Technologies (ICT) in Parliament, intends to help legislatures harness the potential benefits of ICT for their work and establish key goals and priorities for exploiting this valuable resource. While providing evidence of the complexities of e-parliament, the report suggests ways to overcome some of the obstacles to the effective use of technology in parliamentary settings. It also evaluates the progress accomplished by parliaments during the intervening two years since 2008 in their efforts to use modern technologies to strengthen their institutional role. It further provides a methodology that can serve as a tool for parliaments to improve their performance in key areas of e-Parliament.

Recommendations on Harmonized Europe-wide Technical Requirements for Inland Navigation Vessels
Vienna International Centre, PO Box 500, 1400 Vienna, Austria Tel: (+43-1) 26060-0, Fax: (+43-1) 26060-5866, www.unodc.org
This report aims to unify the divergent regulations in force within different intergovernmental organizations and within individual United Nations Economic Commission for Europe member countries. The unified regulations contained therein have been brought in line with relevant European Union legislation and are to facilitate the recognition of ship certificates issued on their basis, thus avoiding the need for vessels engaged in international transport by inland waterway to undergo double inspection. It contains, in particular, strict regulations on limitation of air and water pollution by vessels and on abatement of noise produced by them as well as the internationally agreed standards for minimum manning requirements and working and rest hours of crews.

This handbook describes an integrated approach to installing an effective police accountability system, including both preventive and corrective measures, and explains the role and functions of the different actors in this system. It is one of the practical tools developed by the United Nations Office on Drugs and Crime to support countries in the implementation of the rule of law and the development of criminal justice reform. It aims to assist countries in their efforts to develop effective systems of oversight and accountability within their law enforcement authorities and enhance police integrity. The issues addressed include enhancement of police integrity and the integrity of policing, dealing with complaints about policing (receipt, investigation and follow-up), setting policing priorities and encouraging policy input, and inviting external review, including from independent actors.

This report takes stock of the work of Local Networks around the world, featuring statistics and case examples on network governance, activities, issues and communications. It is developed annually to showcase the work of the networks. Global Compact Local Networks (GCLNs) are organized by participants who gather voluntarily to advance the Global Compact and its principles locally. There are over nearly 100 established and emerging GCLNs. Their mission is to advance the UN Global Compact principles in business. GCLNs serve an essential role in rooting the Global Compact within national contexts. Participation in a GCLN provides companies the opportunity to engage with other businesses and representatives from civil society, government, academia, business associations and investors.

Supply chain sustainability is increasingly recognized as a key component of corporate responsibility. Managing the social, environmental and economic impacts of supply chains, and combating corruption make good business sense. However, supply chains consist of continuously evolving markets and relationships. To navigate this complex terrain, this guide offers a few baseline definitions and practical steps that companies can take toward integrating sustainability into procurement strategies, using the United Nations Global Compact principles as the basis to work toward supply chain sustainability, and it includes numerous examples of good practice to illustrate the steps towards sustainable supply chain management.
