United Nations Model Double Taxation Convention between Developed and Developing Countries: 2011 Update
This publication is designed especially for developing countries and countries with economies in transition. The revision updates the widely used 2001 version of the Model. It is important for countries that seek assistance in the negotiation and implementation of modern bilateral double tax treaties reflecting their current circumstances and policy priorities. The Model recognizes that to avoid double taxation of investment, the country where the investment takes place and country of the investor often share taxing rights. The Model helps to move forward in a way that preserves an appropriate share of taxing rights for developing countries. It also promotes cooperation to deal with tax avoidance and evasion. Primary audiences are policy makers, diplomats, the general public, media and universities. USD 69 ISBN: 978-92-1-133720-4 Published at the United Nations, New York

THE WORK OF THE INTERNATIONAL LAW COMMISSION
Parliaments perform vital roles in a democracy. Their authority rests on their ability to represent and articulate the interests of citizens in ways that no other institution can. However, in a complex and fastmoving environment, many parliaments are having to change the way that they perform in order to retain their legitimacy and relevance. This publication seeks to provide an overarching analysis of the state of parliaments worldwide. The central theme of this report is the changing relationship between parliaments and citizens. While emphasizing the diversity among parliaments, it looks in particular at reforms designed to enhance this relationship. This report benefits from inputs from parliaments, parliamentarians, parliamentary development practitioners and academics. The annex contains key statistical data on parliaments.
This volume contains the summary records of the meetings of the International Law Commission on its 57th session (2 May – 3 June and 11 July – 5 August 2005). The issues discussed at that session included: unilateral acts of States, diplomatic protection, State responsibility, reservations to treaties and international liability for injurious consequences arising out of acts not prohibited by international law.

No area of the world faces a greater challenge with regard to resource-related conflict than Central Africa. The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and perpetuated an environment of lawlessness and impunity. This publication assesses the mechanics of how contraband and resource smuggling fuel conflict, prolong instability and retard development.
Based upon the experience of the United Nations Development Programme (UNDP) in crisis affected contexts, this book provides insights on new approaches to governance promotion, analysis and programming, that are adapted to the challenges of fragility in the 21st century. Relying on interviews with policymakers, partners and programme staff, the publication draws attention to innovative and promising practices in governance and highlights the importance of ensuring approaches based upon rebuilding social contracts and consolidating peacebuilding gains. Estimating Illicit Financial Flows Resulting from Drug Trafficking and Other Transnational Organized Crimes
Estimating illicit financial flows rEsulting from drug trafficking and othEr transnational organizEd crimEs Research report
A number of leading experts in the fields of public law, political science and democratization studies contributed to this book to identify ways of making African governments accountable and describe the extent to which these mechanisms work in practice. It presents new knowledge about legal and political developments in a number of African countries that are relevant to the policy goal of developing and deepening democratic governance and accountable government on the continent. This book is of interest to academics, students and practitioners in the fields of public law, public administration, political studies and African studies.
Garnered through the proceeds of illicit trafficking and other forms of organized profit-motivated crime, dirty money promotes bribery and corruption and finances insurgency. It also destabilizes and deters legitimate enterprise, foreign investment and development. This overview analyzes the nature of illicit financial flows, the socio-economic impacts as well as the existing international instruments to tackle this problem, and provides a case study of the transnational cocaine market.
