TRANSNATIONAL TRAFFICKING AND THE RULE OF LAW IN WEST AFRICA: A Threat Assessment
West Africa suffers from a combination of factors that make it vulnerable to organized crime. It is one of the poorest regions on earth. In many countries governance is weak. Illicit trafficking routes can be found throughout the region. Criminal groups can recruit foot soldiers from a large pool of desperate youth. This publication recalls that West Africa is under attack, from within and especially from abroad. It argues that it is time for the world – and the governments concerned – to respond to the threat before more of the common wealth is stolen, more lives are lost, and before criminality deepens its penetration of state institutions and society at large.
The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) agreed in Geneva on 26 May 2000, under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR), entered into force on 28 February 2008. The Agreement currently has fourteen Contracting Parties. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles; provisions concerning their carriage in packages and in bulk on board inland navigation vessels; approval procedures, recognition of classification organizations, as well as monitoring, training and examination of experts.

The Model Law is a template for domestic procurement legislation. Its main objectives are to enhance efficiency and effectiveness, and to avoid abuse in the procurement process (through promoting competition and participation, integrity, fair and equitable treatment and transparency). The 2011 Model Law replaces a 1994 text, which proved very successful as the basis for some 30 national laws, and the inspiration for many more. It is used by the multilateral development banks as a tool for procurement reform and as part of the country systems approach to procurement. It contains procedures to implement its objectives, whether procurement is conducted electronically or on paper, and reflects the professionalization of the procurement function. The Model Law is accompanied by a Guide to Enactment, which explains the policy considerations and options for procurement systems.
This bibliography was compiled by the International Criminal Tribunal for Rwanda (ICTR) Legal Library and Reference Section. It contains most of the publications written on the work of the ICTR during its lifetime. Published documents cover various areas, including the establishment of the Tribunal, the cooperation with national courts, case proceedings, as well as the contribution of the Tribunal in the development of international criminal justice. This bibliography will serve as a helpful tool in locating resources written on the work of the ICTR during his existence.

Regional Transnational Organized Crime Threat Assessment

The UNCITRAL Model Law on Cross-Border Insolvency: The Judicial Perspective
This text responds to requests for information and guidance for judges on cross-border-related insolvency issues, particularly on the UNCITRAL Model Law on Cross-Border Insolvency. It examines the provisions of the UNCITRAL Model Law, ordered to reflect the sequence in which applications for recognition and assistance would generally be considered by the receiving court, under the Model Law, as distinct from an article by article analysis. It offers general guidance, from a judge's perspective, on the issues relevant to deciding those applications, based on the intentions of those who crafted the Model Law and the experiences of its use in practice. It does not purport to instruct judges on how to deal with such applications, nor does it suggest that a single approach is either possible or desirable.
