The Economic Commission for Latin America and the Caribbean (ECLAC), which is headquartered in Santiago, is one of the five regional commissions of the United Nations.
This publication looks at changes that have occurred with the production structure, trade and society in Central America and the Dominican Republic, and how they have influenced the countries’ growth trajectories. One of the conclusions it reaches is that the subregion has enjoyed faster economic growth overall than the rest of Latin America over both decades examined, 1990-2011; this has helped to raise incomes and living standards. Yet this progress falls short of what is needed, given the high levels of poverty and indigence and the glaring inequalities suffered by much of the population in Central America and the Dominican Republic.
ECLAC is committed to the development of Latin America and the Caribbean. For the Commission, development is a comprehensive process, originating in and designed for the region, in which economic and social dimensions are closely interwoven with concerns for environmental sustainability. For over 60 years, ECLAC has helped to shape Latin American and Caribbean thinking, drawing on its capacity for analysis and its wealth of new ideas and conducting technical cooperation activities that have directly benefited the countries of the region.

This publication was presented at the thirty-fifth session of the Commission (Lima, 5 - 9 May 2014) by the Economic Commission for Latin America and the Caribbean (ECLAC). In this third volume, the aim of equality dovetails with development that is more economically, socially and environmentally sustainable in the medium and long terms in Latin America and the Caribbean. This new proposal firmly embraces the gender perspective, natural resource governance and the dynamics of labour and consumption. It also advocates mediumand long-term social covenants, engaging a broad range of actors in the exercise of citizenship, as a condition for successful development.
