Highly vulnerable neighborhoods in areas exposed to intense rain events, landslides and heat waves were identified in the study. Despite the inherent advantages of cities to improve adaptive capacity and to implement risk management strategies, the manner in which Mexico City has evolved, particularly in relation to land use change, has increased the vulnerability of the poor to climate change.
