The fourth Internet Governance Forum, held in Sharm el Sheikh, Egypt from 15-18 November 2009, demonstrated the continuing evolution and refinement of this unique process of global multistakeholder dialogue. As in the previous year, the agenda featured opening events followed by main sessions on the management of critical Internet resources; security, openness, and privacy; and diversity and access. New to the agenda was an experimental main session on Internet governance in the light of the WSIS principles that assessed the application of those principles within global Internet governance arrangements. Rounding out the agenda were an emerging issues session on the impact of social networks; a special stock taking consultation on the desirability of the continuation of the forum; and a special host country honorary session on preparing the young generations in the digital age, which featured a keynote address by H.E Ms. Suzanne Mubarak, First Lady of Egypt. In addition, the meeting included 103 workshops, open forums, best practice forums, and dynamic coalition meetings that were self-organized by the some of the more than 1,800 participants from around the world. The objective of this volume is to present in an easily accessible format the richness of the dialogues at Sharm el Sheikh. It presents extended and edited extracts of the main sessions, as well as the reports on the workshops and other events that were submitted by their organizers. In addition, to help set the context, the volume includes a set of background papers by an internationally diverse set of expert participants that illuminate the IGF’s treatment to date of its main substantive themes, as well as its unique procedural dynamics. The volume is edited by William J. Drake, a Senior Associate of the Centre for International Governance at the Graduate Institute of International and Development Studies in Geneva, Switzerland.

Knowledge is power. In the hands of the UN peacekeepers, it can be a power for peace. Lacking knowledge, peacekeepers often find themselves powerless in the field, unable to protect themselves and others. This book explains how technologies can increase the range, effectiveness and accuracy of UN observation. It also identifies potential problems and pitfalls with modern technologies and the challenges to incorporate them into the United Nations System. The few cases of technologies effectively harnessed in the field are examined and creative recommendations are offered to overcome the institutional inertia and widespread misunderstandings about how technology can complement human initiative in the quest for peace in war-torn lands.
