National aid workers constitute the majority of aid staff in the field — upwards of 90 per cent for most international NGOs — and undertake the bulk of the work in assisting people in need. Although the statistics show that international (expatriate) aid workers have a higher per capita rate as victims of violent attacks, national staffers, because of their higher numbers and greater exposure in frontline field positions, comprise the vast majority of victims every year. Despite overall improvements in aid agencies’ security risk management, national aid workers perceive continued inequities in security support compared with their international counterparts. This Report highlights the issue of national staff's specific needs in terms of operational security, expanding on the findings of the recent study To Stay and Deliver: Good Practice for Humanitarians in Complex Security Environments.

The League of Nations: From Collective Security to Global Rearmament
In the wake of the First World War, at the Peace Conference at Versailles, US President Wilson called for the creation of a League of Nations for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small nations alike. For the first time, conflicts between nations were a matter of global concern. Numerous key areas — social, economic and statistics, health, labour — were dealt with either directly by the League or indirectly by its specialized agencies. The League’s lifetime (1919-1947) saw the creation of bodies that would be at the origin of the International Labour Organization, the United Nations Educational, Scientific and Cultural Organization, the World Health Organization and the United Nations High Commissioner for Refugees. Their achievements were manifold and though some of them were "revived" as United Nations offices or specialized agencies after the Second World War, they were inherited from the League of Nations.
Providing humanitarian assistance amid conflict has always been a dangerous and difficult endeavour. However, over the past decade, violent attacks against aid workers — resulting in killing, kidnapping and serious injury — have tripled, reaching over 100 assaults per year. From 2005 onwards, the largest numbers of security incidents on humanitarian personnel have been concentrated in a limited number of countries representing the most difficult and volatile operating environments. Even as aid workers come under increasing attack, however, they find ways to continue delivering life-saving services and providing protection to people in need. This study documents, across different types of security contexts and risk patterns, a variety of good practices and innovative strategies that enabled humanitarians to maintain presence and ensure uninterrupted delivery of services.
