UNCITRAL Legislative Guide on Secured Transactions: Supplement on Security Rights in Intellectual Property

The overall objective of the Legislative Guide is to promote low-cost credit by enhancing the availability of secured credit. In line with this objective, this Supplement is intended to make credit more available and at a lower cost to intellectual property owners and other intellectual property rights holders, thus enhancing the value of intellectual property rights as security for credit. This Supplement, however, seeks to achieve that objective without interfering with fundamental policies of law relating to intellectual property.

Blood and Borders: The Responsibility to Protect and the Problem of the Kin-State

Inter-ethnic conflict and genocide have demonstrated the dangers of failing to protect people targeted by fellow citizens. When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? In particular, are they owed any protective responsibility by their kin-state? How can cross-border kinship ties strengthen greater pannational identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin-state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate interstate conflict.

Globally Harmonized System of Classification and Labelling of Chemicals (GHS): Fourth Revised Edition

New

The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) has been developed on the basis of a mandate given in "Agenda 21" by the 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro. The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements, including labels and safety data sheets. It aims at ensuring availability of information on physical hazards and toxicity from chemicals in order to enhance the protection of human health and the environment during the handling, transport and use of these chemicals. It provides a basis for harmonization of rules and regulations on chemicals at national, regional and global levels.

World E-Parliament Report 2010

The findings presented in this publication are based on the results of the Global Survey of information and communication techonologies (ICTs) in Parliaments conducted by the Global Centre for ICTs in Parliament between July and November 2009, to which 134 parliamentary assemblies responded. The rapid growth of ICTs is changing not only the economic, social and political landscape around the world, but also the environment within which parliaments operate. In both developed and developing countries, parliaments are exploring ways to use technology to strengthen democracy and encourage political participation. This Report evaluates the progress accomplished by parliaments in their efforts to use modern technologies to strengthen their institutional role. It provides a methodology that can serve as a tool for parliaments to improve their performance.

UNITED NATIONS PUBLICATIONS

Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services can play a critical role in human development. For the United Nations Development Programme (UNDP) to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strenghten its partnerships with its associated funds and programmes in order to enhance the effectiveness in local governance.

Cross-Border Governance in Asia: Regional Issues and Mechanisms

Rapid globalization has led to increased flows of capital, services, ideas, information and people between countries. Problems that face one nation often have a rippling impact throughout the region and globally. This growing list of cross-border challenges cannot be resolved by isolated policy action at the national or sub-national level. It is essential to forge cross-border strategic alliances and develop consolidated approaches through regional platforms for dialogue and mechanisms for action. This book discusses regional governance mechanisms and institutional arrangements to respond to emerging cross-border issues and trends in Asia and the Pacific.
