Handbook on police accountability, oversight and integrity

The present Handbook describes an integrated approach to installing an effective police accountability system, including both preventive and corrective measures, and explains the role and functions of the different actors in this system. The Handbook is one of the practical tools developed by the United Nations Office on Drugs and Crime to support countries in the implementation of the rule of law and the development of criminal justice reform. It aims to assist countries in their efforts to develop effective systems of oversight and accountability within their law enforcement authorities and enhance police integrity. The issues addressed include enhancement of police integrity and the integrity of policing, dealing with complaints about policing (receipt, investigation and follow-up), setting policing priorities and encouraging policy input, and inviting external review, including from independent actors.

World Migration Report 2010: The Future of Migration - Building Capacities for Change

This Report focuses on the future of migration and the capacities that will be required by States, regional and international organizations, civil society and the private sector to manage migration successfully over the coming decades. Ten years ago there were 150 million migrants. Now, the number of migrants has grown to 214 million, and the figure could rise to 405 million by 2050, as a result of demographic disparities, environmental change, global political and economic dynamics, technological revolutions and social networks. This Report argues that it is essential for States to be able to develop the comprehensive knowledge and efficient, flexible institutions that they will need to promote and implement humane and orderly policies for the movement of people, now and in the future.

The world continues to wrestle with the dual nature of nuclear energy. The proliferation risks stemming from the spread of sensitive technologies point to the need for a multilateral approach to the nuclear fuel cycle. Taking the dangerous aspects of nuclear energy out of national hands and placing them in multilateral hands could strengthen the non-proliferation regime and provide states with secure and equitable access to the benefits of peaceful nuclear energy. This book presents two studies. The first provides a historical overview of the issue of multilateralization and discusses the present situation and future prospects. The second discusses prospects for regional approaches to the nuclear fuel cycle using Eastern and South-Eastern Asia as a case study.

No area of the world faces a greater challenge with regard to resource-related conflict than Central Africa. The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and have perpetuated an environment of lawlessness and impunity. This Report assesses the mechanics of how contraband and resource smuggling fuel conflict, prolong instability and retard development.

The Firearms Model Law has been developed by the United Nations Office on Drugs and Crime to assist States in implementing the provisions contained in the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime. By distinguishing between mandatory and optional provisions, and suggested provisions stemming from other legal instruments, the Model Law offers flexible solutions adaptable to the needs of each State, whatever its legal tradition and social, economic, cultural and geographical conditions. The Model Law is a voluntary tool, which requires careful adaptation to the specific domestic legal systems in which it is supposed to operate.
