Population and Development Report: Youth in Western Asia - Situation Analysis and Implications for Development Policies
This publication is one of a series of analytical Reports issued by the Population and Social Development Section of the Social Development Division at the Economic and Social Commission for Western Asia (ESCWA). It aims to deepen knowledge of the interrelation between population and development issues. The fourth edition of this Report is issued as one of the work programme activities of the Population and Social Development Section. These activities stress the importance to treat youth as a distinct sociodemographic group that needs to be targeted by specific national policies.
The countries of the region have substantially progressed with large-scale application of information and communication technologies (ICTs) to varied aspects of economic and social development: the installation of digital infrastructure, modernization of public administration, digitalization of economic processes to enhance productivity as well as the quality of education and health care, and natural disaster management. Rapid evolution turned ICTs into a real solution for the development agenda. In the effort to use ICT efficiently for development, it is important to bear in mind that these technologies are not an end in thsemselves. Should ICTs be the essential element in the approach applied by information societies to development, or should the different aspects of development rather guide the way this technological revolution is harnessed?

In 2009, the countries of Latin America and the Caribbean experienced the brunt of the global financial crisis on their levels of activity. However, since the second half of the that year, most countries in the region just begun a vigorous recovery that should strengthen with a regional GDP expansion of approximately 5.2 per cent. The factors behind a more positive performance are both external and internal in nature. Amongst the former can be included the continued dynamism of some key Asian economies, whose sustained demand for products from this region has created important conditions for a recovery in exports, especially in the case of South America.
This publication presents key debates that took place during the 2010 High-level Segment of the Economic and Social Council, at which ECOSOC organized its second biennial Development Cooperation Forum. The discussions also focused on the theme of the 2010 Annual Ministerial Review, “Implementing the internationally agreed goals and commitments in regard to gender equality and the empowerment of women”. It contains keynote speeches, issue papers, roundtable summaries, National Voluntary Presentations, transcriptions of other dialogues and discussions, including a video of the United Nations television debate “Face-to-Face”.

Evaluation of UNDP Contribution to Strengthening National Capacities
As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. The United Nations Development Programme’s (UNDP's) support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Of particular importance is rigour in engaging governments in all contexts in addressing the longer term requirements of capacity development.
A growing sense of increased economic insecurity has emerged worldwide. Though many parts of the world have seen increasing prosperity in recent decades, economic progress has been accompanied by highly volatile markets, rising inequality, greater job insecurity, and weakening or non-existent social protection. Concerns about income security have been compounded by new global threats like climate change and increasingly destructive natural disasters. The global financial crisis revealed the potentially devastating risks of inadequately regulated markets. Until recently, these heightened economic risks have often been met with the response that the forces behind them are autonomous and irresistible, beyond our collective political control. This book argues that such complacency is the wrong response to increasing levels of economic insecurity. Instead, it calls for more active and integrated policy responses.

The Report highlights the continued challenge posed by high unemployment rates in many economies and outlines a number of risks and uncertainties for the economic outlook such as a premature withdrawal of policy stimulus, increased exchange rate volatility and a renewed widening of global imbalances. Against this background, several policy challenges are discussed in greater detail, including the optimal design of fiscal policies as well as the coordination between fiscal and monetary policies, the provision of sufficient support to developing countries in addressing the fallout from the crisis and the coordination of policy measures at the international level.
In an increasingly interconnected and interdependent world, regional cooperation has immense potential. Countries are collaborating more to address challenges that cannot be addressed individually and also to promote regional public goods. The United Nations Development Programme (UNDP), structured along regional lines with five regional bureaux, has supported regional cooperation through its regional programmes and engagement with regional bodies. The entirety of UNDP work and presence at the regional level has not been evaluated to date. As countries are seeking quicker support and concrete results, and nurturing new forms of partnership in development, UNDP’s significant investment at the regional level needs to be justified and built on lessons learned. Assessing the regional dimension of UNDP work and contribution is thus timely and critical.

Report of the International Narcotics Control Board on the Availability of Internationally Controlled Drugs: Ensuring Adequate Access for Medical and Scientific Purposes
The International Narcotics Control Board was invited by the Commission on Narcotic Drugs in March 2010 to include in its Report for 2010 information on the availability of internationally controlled substances for medical requirements. In recognition of its importance, the Board decided to devote a supplement to its annual Report to this subject.
