Mission
The UNM Land Grant Studies Program advances our historical and contemporary knowledge of land grants-mercedes in New Mexico and the Southwest and organizes, documents and disseminates information as a public service. In conjunction with government agencies and other partners it provides service to individual land grants-mercedes in order to promote good government and community and economic development in rural communities. Through its research, outreach, and analysis it connects the University with dozens of small and rural communities and provides learning, training, internship, and service opportunities for UNM students.
FY 2022 Goals and Status
1. Conduct documentary and oral history research
Status: Partnered with the New Mexico Land Grant Council to digitize 165 microfilm reels that included: all of Spanish Archives of NM Series I, consisting of 295 land grant records as well as 17 reels of court records for the Town of Tomé Land Grant; Conducted 4 oral history interviews with two land grants in Taos County.
2. Provide support to land grants and relevant organizations and agencies.
Status: Provided historical research support to 3 land grants (Juan Bautista Baldés, Santa Bárbara, San Joaquín del Río de Chama) including genealogical and water rights research; provided support to the Office of the New Mexico Attorney General with development of Land Grant & Acequia Repository and Gallery; Partnered with NM Highlands University and the New Mexico Acequia Association to co-convene an Acequia and Land Grant Education Teacher’s Institute; made recommendations NM Public Education Department on land grant and acequia curriculum.
3. Provide student internships related to NM's rural communities that adds to their skill base and provides networking opportunities with agencies and communities.
Status: Provided two graduate-student internships in 21-22 academic year. Graduate students assisted in providing commentary on forest land management plans for the Cibola, Carson and Santa Fe National Forests; conducted intergenerational oral histories with land grant heirs; worked with various NM state agencies, including Middle Rio Grande Conservancy District, NM Land Grant Council and Department of Finance and Administration, and the members of the New Mexico Congressional Delegation, to provide assistance to land grant boards of trustees.
4. Disseminate research and findings through written and video media.
Status: Partnered with NM Land Grant Council to publish one student dissertation that was distributed to land grants; produced 8 videos highlighting traditional use activities and distributed to NM Congressional Delegation and online; co-published Land Grant Forum monthly newsletter.
5. Through partnerships with academic departments & community partners develop presentations, seminars and courses on land grant and acequias
Status: Worked with UNM School of Law (SOL) to develop Continuing Legal Education (CLE) course for practicing attorneys and law students, held in October 2021; Work with UNM SOL on proposal for a Land Grant and Acequia course for Spring 2023.

• Outreach to rural land grant-merced communities throughout Northern and Central New Mexico.
• Developed and conducted continuing legal education seminar on Land Grants and Acequias for legal professionals, law students and general public.

• Serves as a resource for land grant-merced communities in areas of historical and genealogical research.

Return on Investment
Since inception of the Land Grant Studies Program in 2008:
• Has employed 21 graduate student & 28 undergraduate student positions.
• Has supported the publication of 4 journal articles, 2 monographs, and 5 working papers.
• Has produced over 70 GIS maps relating to land grant-mercedes.
• Has sponsored or participated in over 40 public presentations and workshops.
• Has advised students on 6 doctoral dissertations and 2 graduate professional projects.
• Has conducted over 45 oral history interviews.
Community-minded and knowledgeable staff with over 50 years of combined experience relating to land grants-mercedes, historical research and program management and development.
STRENGTHS OPPORTUNITIES
Creation of Land Grant-Merced Institute as stand-alone center will provide an administrative home for the Land Grant Studies Program and New Mexico Land Grant Council.
The current space that houses the Land Grant Studies Program and Land Grant Council is no longer adequate to meet present needs and future demands.
WEAKNESSES
Failure to resolve permanent home for LGSP, NM Land Grant Council will inhibit ability to grow and establish new programs.
THREATS
Looking Ahead to Fiscal Year 2023
• Creation of Land Grant-Merced Institute as stand-alone center.
• Conduct intergenerational oral history interviews in land grant-merced communities.
• Continue to foster cross campus partnership with School of Law, School of Architecture and Planning and College of Education.
• Organization and distribution of digitized historical records to land grantsmercedes and general public.
• Continued development of youth conservation corps activities in land grant-merced communities.
• Genealogical research support to land grant-merced communities.
• Continued collaboration with NMHU, UNM College of Education to develop recommendations to NM PED on land grant curricula.
• Continue research on U.S. v. Sandoval U.S. Supreme Court decision.
Summary
The UNM Land Grant Studies Program is the only university program in the state focused on conducting research on and providing services to land grants-mercedes in New Mexico. It provides historical and contemporary research used by land grants, the New Mexico Land Grant Council, the Land Grant Interim Committee of the New Mexico State Legislature, the New Mexico Congressional Delegation, and various federal and state agencies. It also provides a public service through its events, workshops, briefing papers and publications.
