UNIVERSITY OF NICOSIA

INTRODUCTION BY THE DEAN, PROF. DR ACHILLES C. EMILIANIDES This year-in-review of the School of Law of the University of Nicosia covers some of the main activities of the School during 2018. The School houses two departments, the Department of Law and the Department of Politics and Governance and accordingly this newsletter refers to the three pillars of the School: law, politics and governance. The School of Law is one of the most active in the region, as shown also by the sample of events detailed in this newsletter, offering its graduates specialized knowledge and skills in handling difficult situations and resolving practical day-to-day problems. We offer a wide range of programs at LLB/BA, LLM/ MA and PhD level. Most of our Master programs are offered not only in conventional form, but also in Distance Learning (DL) and both in Greek and English. We have further heavily engaged in international cooperation with joint and dual degrees offered in cooperation with leading universities. The Department of Law offers an LLB with three distinct routes: (1) an English law, English language LLB, (2) a Cypriot Law, Greek language LLB and (3) a Greek law, Greek language LLB. The LLB is unique for accommodating a comparative legal environment and for offering a full range of courses of common law (English law), continental law (Greek law) and mixed law (Cypriot law). The Department of Politics and Governance also offers a well-recognized BA in International Relations and European Studies. At a postgraduate level there is a wide range of options at School 2

level: an LLM with concentration on European Business Law, as well as Human Rights and Criminal Justice, which is offered both in the conventional mode and the distance learning teaching mode, an MA in International Relations and European Studies, which is also offered both in the conventional and distance learning teaching modes, a joint MA in the Law of the Economy and of the Enterprises with the Hellenic Open University which is of-

fered as a distance learning programme, a joint MA in Criminal Law and Addictions with the Aristotle University of Thessaloniki; as well as an MA in Law and Politics in the European Union and an MA in Public Administration, both offered in conventional and distance learning modes, and with the support of the well-known Centre of European Constitutional Law-Tsat-

sos Foundation. At PhD level, the School offers a PhD in Law, a PhD in International Relations and European Studies, a PhD in Public Administration, as well as a joint PhD in Human Rights, Society and Multi-Level Governance with the Universities of Padova, Zagreb and Western Sydney. As former Dean of Yale Law School Anthony Kronman noted, living in the law is beyond learning law - it is about becoming a particular kind of person. Law facilitates the development of right judgment and the advancement of your way of thinking- it enables you to become a better version of yourself in many ways. The same stands true for students studying in the field of politics and governance, fields which by definition are associated with the way we view ourselves and the questions on how to best apply right judgment in difficult situations. We live in an era of liberalization and unprecedented technological change and we need to be as open-minded and innovative as possible in order to address the challenges and opportunities that this presents. In order to stay afloat, our field needs to adapt. We can aim for more jobs, only if we innovate instead of automate, i.e. we should aim to engage in fields previously not thought possible and to adjust our working and educational practices accordingly. Academia cannot disassociate itself from society and this applies even more forcefully when we refer to fields which are by definition linked with the professional world, such as law, politics and governance.

SIGNIFICANT DEVELOPMENTS Honorary Degree to Prof. Van Coufoudakis The School of Law awarded its first ever honorary degree to Prof. Van Coufoudakis, as recognition of his contribution to political sciences. Prof. Coufoudakis has been the author of more than 100 papers and of influential monographs on the Cyprus Question, such as International Aggression and Violations of Human Rights: The Case of Turkey in Cyprus and Cyprus: A Contemporary Problem in Historical Perspective. He is widely considered as the leading scholar in Greek-US and Cyprus-US relations and a pioneer in the study of the foreign policies of Greece, Turkey and Cyprus, as well as post-World War II U.S. foreign and defense policy in the Eastern Mediterranean. Prof. Coufoudakis has served as Rector of Intercollege, Dean of the School of Arts and Sciences and Associate Vice-Chancellor for Academic Affairs at Indiana-Purdue University and has been the President of the Modern Greek Studies Association, an Honorary Consul of the Republic of Cyprus for the State of Indiana and the President of the Quality Assurance Agency of Greece. In his acceptance speech Prof. Coufoudakis referred to the experiences that shaped his life and professional career, explaining that he is a member of the Greek diaspora who chose an academic career because it offered freedom of thought and expression and gave him the proper tools

Membership to European Law Faculties Association (ELFA) The Board of the ELFA admitted in 2018 the School of Law as a regular member. ELFA was founded to increase the quality of legal education in Europe and to coordinate the process of reform of legal education in Europe, promoting cooperation between Universities in Europe and representing Law Faculties vis-à-vis European Institutions. It currently has over 150 law schools as members and the University of Nicosia is the first Cypriot university to be admitted as member. The Dean of the School will represent the School to the 2019 meeting in Turin, Italy.

to participate in public affairs. His speech focused on the Cyprus Problem and commented also on the current state of the international system in a call for commitment to the principles of human dignity, democracy and individual freedom. He concluded by stating that: “…even though we may never be able to reclaim the Garden of Eden, we can cultivate our own garden, live in it peacefully, and continue contributing to the world around us”.

Memorandum of Cooperation with Unidroit

The School of Law signed a Memorandum of Understanding with Unidroit, an intergovernmental organization where 63 contracting States have acceded since 1940 and with headquarters in Rome. Unidroit aims at harmonization of private international law and produces international conventions and model laws. Of particular importance is the Unidroit Convention on Stolen or Illegally Exported Cultural Objects of 1995. The Secretary-General of Unidroit Prof. Tirado signed the agreement, thanks to the support also of the Cypriot Ministry of Foreign Affairs and especially the Cypriot Embassy in Rome. The Dean of the School, together with Dr Irene Stamatoudi, have undertaken on behalf of the School to consider how the agreement will be implemented with specific target-actions in 2019.

The 2018 Joint Sessions of Workshops of the European Consortium for Political Research (ECPR) held at the University of Nicosia The 2018 Joint Sessions of Workshops of the ECPR took place at the University of Nicosia. Nicosia was also the location of the 2006 ECPR Joint Sessions of Workshops. 29 workshops covered a varying range of subjects. The workshops were complemented by an interesting plenary programme which included the Stein Rokkan lecture by Kevin Featherstone (LSE) which focused on Grexit and Brexit and discussed populism, social inequalities, the functioning of the EU, British and Greek politics. The joint sessions always provide an ideal forum for international scholars to share ideas, to network, and to make new contacts with scholars who share their very specific research interests. Nearly 500 academics joined the conference which is one of the largest of its kind and discussed topics such as immigration, organized crime, Euroscepticism, the financial crisis, digital democracy and others. The local organizing committee was led by Dr. Emilios A. Solomou who noted that this was the second time that the University of Nicosia organized this leading event, a fact which confirms the University’s adherence to excellence.

The University of Nicosia founding partner to the Black Sea and Eastern Mediterranean Academic Network (BSEMAN) BSEMAN is an association of over 50 Universities in the broader region aiming to strengthen their cooperation in serving a peaceful, collaborative, creative, socially and environmentally sustainable future in the region. The Rector of the University of Nicosia signed on 26 May 2018 the Memorandum of Understanding for the foundation of BSEMAN. As a founding member, the University of Nicosia actively participated in the Task Force Committee that prepared the MoU and in the founding conference. Among other tasks, the University’s Marketing Department designed BSEMAN’s logo and worked for the creation of the Network’s website. School Faculty, Dr Michalis Kontos, was appointed as the representative of all participating Cypriot Universities in BSEMAN’s Coordinating Committee. The University of Nicosia, as part of a group of the Cypriot Universities, members of BSEMAN, will co-host BSEMAN’s annual General Assembly in 2020.

UNIC and MGIMO to offer Dual MA Programmes

The Rector of the University of Nicosia Professor Philippos Pouyioutas, and the Vice-Rector for Graduate and International Programmes at the Moscow State Institute of International Relations (MGIMO) Andrey Baykov, signed an agreement in December 2018, through which the two Universities will offer dual Masters degree programmes. The signing ceremony took place at UNIC and was attended by H.E. Mr Stanislav V. Osadchiy, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Cyprus. MGIMO is an academic institution run by the Ministry of Foreign Affairs of Russia and is widely considered as the most elite university in Russia, even described as the ‘Harvard of Russia’ by former US Secretary of State Henry Kissinger. Students enrolled in the dual programmes will receive diplomas from both universities upon graduation. The joint academic project will be launched in September 2019.

Cypriot students will spend their first year in Nicosia and move on to Moscow the following year. At the end of the second year, students will defend their thesis under the supervision of MGIMO’s top academics. The double MA degree programmes will be offered in MGIMO’s ‘International Political Consulting’ degree in the field of study of ‘Political science’ conducted by MGIMO on the one hand, and in UNIC’s ‘International Relations and European Studies’/‘Law and Politics in the European Union’ degree (depending on student choice) on the other hand. 5

Inauguration of the Royal Commonwealth Society Cyprus Branch (RCS Cyprus) The inauguration of RCS Cyprus took place at the University of Nicosia. The Cyprus Branch forms part of the international network of the RCS, which aims at contributing towards improving the well-being and prospects of the citizens of the Commonwealth. Prince Michael of Kent, a member of the British Royal Family, delivered the keynote address at the event, in which he spoke about the new role of the Commonwealth in business and investment. The establishment of RCS Cyprus comes following the recent Commonwealth Summit in London, and in light of the imminent exit of the United Kingdom from the EU. RCS Cyprus further participated in the biennial International Meeting of the RCS Branches, which took place in London from 14 to 18 October 2018. The official programme of the International Meeting included discussions and exchanges on various Commonwealth-related topics as well as a reception at Lancaster House on the occasion of the 150th anniversary of the Royal Commonwealth Society. Dean Emi­lianides acts as the Chair of RCS Cyprus, while Anna Karafoulidou is the Director of the Branch. The first Board of Di­rectors of RCS Cyprus further consists of the following members: Dr Christina Ioannou, Prof. Cosntantinos Phellas, Dr Emilios A. University of Nicosia - Campus

The Eastern Mediterranean Studies Initiative (EMSI) comes under the School of Law The Eastern Mediterranean Studies Initiative (EMSI) came under the School of Law in 2018. EMSI aims to enhance international academic collaboration among universities interested in the geopolitics of the Eastern Mediterranean for students, faculty and researchers. Focus areas include European Integration, including Migration policies, Multiculturalism, the Euro crisis, the EU and its Mediterranean neighbours, EU Governance, Conflict Analysis and Resolution, including Nationalism, Ethnic Conflict and Peace, Security Studies, Southern and Eastern Mediterranean studies, Middle Eastern challenges and dilemmas, Energy Security and Geopolitics. The 3rd EMSI Annual Conference was held during 21-23 June 2018. The 4th EMSI Annual Conference will be held on 19-20 September 2019 and a call for papers is available at https://www.unic.ac.cy/emsi/ wp-content/uploads/sites/14/2018/11/EMSI_2019-Call_for_Papers. pdf. Election of Dean Emilianides to the European Academy of Sciences and Arts

The election of Professor Achilles C. Emilianides to the European Academy of Sciences and Arts (EASA), one of the most prestigious global academic networks, is an important distinction for the University of Nicosia and its School of Law. The European Academy of Sciences and Arts is an independent transnational and interdisciplinary network of experts in Sciences, Arts, and Religions, linking some of the world’s leading scientists, academics and intellectuals, including numerous Nobel Prize laureates. The European University “Alma Mater Europaea” operates under its aegis. The election of Professor Emilianides is a recognition of his internationally acclaimed academic and scientific work in the field. The present Dean of the School of Law is the first Cypriot jurist to receive this honour. The ceremony to induct Professor Emilianides to the European Academy of Sciences and Arts is scheduled for 2 March 2019, in Salzburg, Austria. 7

MAJOR EVENTS Human Rights and Religions

Political History of Cyprus

The Joint PhD Program on ‘Human Rights, Society, and MulUNIVERSALITY ti-Level Governance,’ offered v PARTICULARITY: by the University of Padova, HUMAN RIGHTS AND RELIGIONS CONFERENCE the University of Zagreb, the FRIDAY & SATURDAY University of Western Sydney, 8-9 JUNE 2018 Panteion University of Athens, UNESCO Amphitheatre and the University of Nicosia, University of Nicosia organized a successful conference on “Universality v. Particularity: Human Rights and Religions”. The conference was The Joint PhD Programme on «Human Rights, Society, and Multi-Level Governance» held at the University of Nicosia offered by the University of Padova, the University of Zagreb, the University of Western Sydney, Panteion University of Athens, and the University of Nicosia premises on 8-9 June 2018 and examined the aspects of the relationship between human rights and religions, universality and particularity, considering both the internal aspects of regulating human rights within a religious group, as well as the external aspects of regulating the interaction between religion and human rights on behalf of the state. Achilles C. Emilianides, Giuseppe Giordan and Christina Ioannou led the organizing committee for this conference, which was addressed by Commissioner for Administration and Protection of Human Rights, Maria Stylianou Lottides. School Faculty members, Achilles C. Emilianides, Nikos Koumoutzis, Christos Papastylianos, Ioannis Kastanas and PhD Candidate Elena Mara, presented papers at the conference.

The School of Law, the leading Greek review ‘New Hestia’, with the support of ‘The Cyprus Review’ and the Cyprus Center for European and International Affairs organized a major international conference on 12-13 October 2018 on the political history of Cyprus after 1974.

The conference re-examined modern Cypriot political history through original academic research and with the participation of 30 scholars from Cyprus and Greece. Multifaith and Multiculturalism in Education

Lecture by the Rt. Hon. Sir Geoffrey Vos on LegalTech

On 16 October 2018 the School of Law co-organised with the High Commission of Cyprus in London and RCS Cyprus a panel discussion on ‘Multifaith and Multiculturalism in Education’. This well-attended event featured at the panel Dean Achilles C. Emilianides, Dr Emilios A. Solomou, Director of the UNESCO Chair of the University of Nicosia and member of the RCS Board, Andria Zafirakou, Global Teacher Prize Winner for 2018, who discussed vibrantly with a diverse audience including i.a. representatives of governments and intergovernmental organisations, religious leaders, academics and the civil society. On 15 June 2018 the School of Law co-organized with the British High Commission in Nicosia a lecture by the Rt. Hon. Sir Geoffrey Vos, Chancellor of the High Court of England and Wales, on “English Law Underpinning FinTech, Legal Tech and RegTech after Brexit” before an audience of students, aca­demics, government re­pre­sentatives as well as practitioners. Dean Emi­lia­nides addressed the event.

Criminal Aspects of Addictions The School of Law of the University of Nicosia collaborated with the Cypriot Police on a conference regarding criminal and psychosocial aspects of toxic addictions on 2 November 2018. The conference focused on the use of criminal justice for the prevention and combating of addictions and combined theory and practice thanks to the participation of expert academics and members of the police force. Vagia Polyzoidou led the organizing committee of the event, whereas School Faculty Nestor Courakis and Demetra Sorvatzioti delivered papers. The Associate Dean Dr Christina Ioannou addressed the event.

Video Games and IP Law An interesting seminar on Video Games and IP law was held on 26 February 2018. Following an address by Antonis Polemitis, CEO of the University of Nicosia, GAMES AND IP LAW Achilles C. The Department of Politics and Governance of the University of Nicosia collaborated with the Institute for Interdisciplinary Cypriot Studies, the University of Münster and the Friedrich-EbertStiftung (Cyprus Office) for an international conference entitled “When the Cemetery Becomes Political: Dealing with the Religious Heritage in Cyprus and its Neighbouring Countries”. The conference was organized on 16 March 2018 and focused on the way the religious heritage of “the others” is dealt with in multiethnic/religious countries, such as Cyprus, Lebanon and Greece. Prof. Hubert Faustmann led the organizing committee for this event.

On 21 February 2018 the Commissioner for Personal Data Protection Irene Loizidou Nicolaidou, Associate Professor of OUC Sofia Iordanidou and Prof. Achilles C. Emilianides, discussed with Ombudsman of the Region of Attica Vasilis Sotiropoulos, on matters of GDPR and data protection officers, and presented Sotiropoulos’ book: Data Protection Officer. Criminal Dimensions of Child Pornography

Law Studies

On 24 April 2018 the Professor of UCY Charalambos Papacharalambous and Advocate Elias Stephanou discussed with Lecturer of the School of Law of the University of Nicosia Vagia Polyzoidou, the criminal dimensions of child pornography and presented Polyzoidou’s book: Child Pornography. Criminal Dimensions of a Composite Offence (Nomiki Vivliothiki). Dean Emilianides addressed the event.

An interesting discussion on law studies and their future was held on 3 July 2018 in Athens between Dean Achilles C. Emilianides, Head of Department of Law Christos Papastylianos, the Chair of the Athens Bar Association Dimitrios Vervesos, the President of the Judicial Studies Society Ioannis Hamilothoris, and Retired Professor of AUTH Konstantinos Finokaliotis. Following the seminar, the programmes offered by the School of Law were presented to prospective students.

Final Tribute to Aristides Coudounaris

On 6 December 2018 Dr Matina Yiannakourou, Assistant Professor of EUC, Dr Nicolaos Zaprianos, Lecturer of NUP and Dr Anna Plevri, Lecturer of the School of Law of the University of Nicosia, discussed with Lecturer of the School of Law of the University of Nicosia Konstantinos Dimarellis, on the disciplinary law of employees, and presented Dimarellis’ book: Disciplinary Law between Punishment and Protection of the Employee (Sakkoulas). Dean Emilianides and Marina Ioannou Hasapis, Director of the Department of Industrial Relations, addressed the event.

On 29 November 2018 the Minister of Foreign Affairs Dr Nicos Christodoulides, Dean Achilles C. Emiliani­ des, Dr Emilios A. Solomou and Prof. Giorgos Georgis, presented the mo­nu­mental seventh and final edition of the Biographical Dictionary of Cypriots 1800-1920, authored by noted historian Aristides Coudounaris. This new edition published by the University of Nicosia comprised two volumes and more than 1000 pages and is one of the most important Cypriot publications. The book was presented only a month prior to the death of Aristides Coudounaris.

Training Seminar for the National Guard A training seminar for the National Guard on ‘‘Leadership and Command: The Future of Warfare’’ was co-organized with the National Guard on 18 December 2018. The training seminar was attended by a large number of military personnel and was organized by School Faculty Dr. Constantinos Adamides.

with the participation of 20 students from the Hebrew University of Jerusalem, UCY and University of Nicosia on comparative case studies of protracted conflicts. The workshop was organized by Dr. Constantinos Adamides.

‣ Mediation: On 27 April 2018 the School of Law collaborated with

the Department of Student Affairs for a speech on current developments in mediation. Dr Anna Plevri was the speaker to this event.

‣ Gender Equality: On 25 June 2018 the School of Law hosted a One Woman at a Time (OWAAT) event on the Istanbul Convention. Organized by Patricia Martin, a former University of Nicosia School of Law visiting researcher, the seminar focused on gender equality, women rights and empowerment. It was addressed by the School’s Associate Dean Christina Ioannou, whereas Anna Plevri was among the speakers of this seminar.

‣ Greek Ecclesiastical Law: On 6 November 2018 the Metropo­

litan of Andrianoupolis Mr Aphilochios, Director of the Athens Office for the Representation of the Ecumenical Patriarchate of Constantinople analyzed the Patriarchal and Synodical Act of 1928 to students and other invited guests during the class of Dr Ioannis Kastanas on ecclesiastical law.

‣ Energy Policy and the Eastern Mediterranean: On 20 Novem-

ber 2018 the policy paper of Dr Theodoros Tsakiris on Hellenic Energy Geopolitics and its implications for the Eastern Mediterranean was presented by the Center for European and International Affairs.

‣ EU and Public Debate: On 27 November 2018 the Department of

ios Meletiou, former senior official of the International Labour Organization (ILO) delivered an open lecture to law students and invited guests on the role of the ILO in promoting equal opportunities for decent work for all women and men. Associate Dean Ioannou and Dr Konstantinos Dimarellis organized and administered the event.

‣ Greek Foreign Policy: On 5 December 2018 a seminar organ-

ized by the Diplomatic Academy and the Department of Politics and Governance of the University of Nicosia on contemporary Greek Foreign Policy was held, with Ioannis Mallikourtis as speaker.

‣ The official premier of the film documentary Traces (Ίχνη) which

was organized by Advanced Media Institute. This took place on 14 November 2018 and narrated the political and legal aspects of the missing persons of 1974 in Cyprus, as well as the parallel narrative of the missing cultural property of Cyprus.

‣ The 4th Annual Hellenic Conference of the Review DIMEE (Law

of Media, Information and Communication) held in Athens on 26 January 2018, where Dr Irene Stamatoudi was a member of the organizing committee.

‣ Distinctions at Rome MUN: Students of the Department of Politics and Govern-

ance of the University of Nicosia excelled in the 2018 Rome Model United Nations (MUN), which was held in Rome during March 24-27, 2018. Their performance was of the highest standard and resulted in two top awards. Specifically, David Kapanadze was recognised with the Best Delegate Award for the General Assembly Committee, while Collin Lorenzo and Muhammad Aminu Isa won the Best Delegation Award for the United Nations Economic and Social Council (ECOSOC) Committee. The group of students was guided by Marinos Papaioakeim, Project Coordinator at the Diplomatic Academy, under the supervision of Dr Constantinos Adamides, Assistant Professor of International Relations and Director of the Diplomatic Academy at the University of Nicosia. The Rome MUN is Europe’s largest diplomatic simulation of the United Nations with over 600 delegates, which highlights the success of UNIC’s students.

‣ Award by the Marangopoulos Foundation: LLB student Anastasia Kerhanatzi-

dou was awarded the second prize in the 12th annual competition of Greek and Cypriot universities organized by the Marangopoulos Foundation under the general topic: “Developments in the Cyprus Problem in 2017. International political and legal aspects”. The award was given on 12 June 2018 in the presence of the Head of the Department of Law Dr Christos Papastylianos.

‣ First PhD in Public Administration: The School of Law bestowed its first PhD in

Public Administration in November 2018 to Dr Nikos Satsias. Dr Satsias completed his thesis entitled: “The Development of Policies of Guaranteed Minimum Income in the Cypriot System of Social Protection”. The internal examiner was Prof. Andreas Theophanous, whereas the external examiner was Dr Konstantinos Dimoulas of Panteion University.

‣ Field Trips: Students of the LLB of the University of Nicosia visited the Cham-

bre de Commerce Internationale in Paris and attended lectures on international commercial arbitration and alternative dispute resolution and further visited the law firm White & Case. The student visit was organized by Dr Konstantinos Rokas and Dr Anna Plevri. Students of the Department of Law further made field trips to Cypriot and Greek courts, whereas students of the Department of Politics and Governance made field trips to organized events by the House of Representatives, the Presidential Palace and the Ministry of Foreign Affairs.

NEWS FROM OUR AFFILIATED ENTITIES ‣ Cyprus Center for European and International Affairs (Prof. Andreas Theophanous)

In April 2018 the Cyprus Center for European and International Affairs completed 25 years of successful operation and public service. On the occasion of this anniversary, there was a special event on 8 May 2018 with the Foreign Minister of the Republic of Cyprus Mr N. Christodoulides as the Keynote Speaker. The Minister underlined the importance of the contribution of the Center and also expressed his intention for its utilization by the Ministry of Foreign Affairs. The record of the Center’s achievements is extensive and includes numerous publications, conferences in Nicosia and elsewhere, participation in international events, research projects and advisory work. The Center has consistently contributed towards enhancing the University’s research culture and towards creating multiple linkages internally and externally. Inter alia, it produces policy papers, the bimonthly electronic newsletter In Depth, the peer-review journal Eastern Mediterranean Geopolitical Review (EMGR) and the monthly electronic series Eastern Mediterranean Policy Notes. On the occasion of the completion of 25 years of public service the Center organized, on 12 November 2018, a Gala Dinner with the former President of the Eurogroup and former Minister of Finance of The Netherlands, Mr Jeroen Dijsselbloem, as keynote speaker on “The Eurozone Crisis and the Future of the EU”. The event was attended by politicians, diplomats, academics, bankers, business people, lawyers, civil servants and interested citizens.

‣ UNESCO Chair (Dr Emilios A. Solomou)

The UNESCO Chair of the University of Nicosia on “Cultural Diversity and Intercultural Dialogue for a Culture of Peace” was inaugurated in 2005 as the first UNESCO Chair in Cyprus. The main purpose of the Chair is to foster the vision of UNESCO for a world of peace. As the Director of the UNESCO Chair of the University of Nicosia Dr Emilios A. Solomou affirms: “the UNESCO Chairs are asked to play an important and active role in the promotion of UNESCO’s objectives”. During these 13 years the Chair has made an astonishing effort towards the completion of UNESCO’s vision, through several events, activities, international meetings and educational fora. Moreover, in the framework of an effective regional cooperation, the Chair has signed several agreements and MoUs. In 2018, the Chair participated in a number of substantial events and organized a series of seminars, conferences and book launches.

‣ Dialogue Chair in Middle Eastern Studies (Prof. Farid Mirbagheri)

The Dialogue Chair in Middle Eastern Studies and the Department of Politics and Governance of the University of Nicosia organized on 7 December 2018 a conference entitled: “Unthinking the Convention: Unlearning Religious Divides, Deconstructing the Past and Reforming the future in the Middle East” under the auspices of Dr Nicos Christodoulides, Minister of Foreign Affairs of the Republic of Cyprus. The keynote address was delivered by Ambassador Hesham Youssef, Assistant Secretary-General of the Organisation of Islamic Cooperation.

‣ Diplomatic Academy (Dr Constantinos Adamides)

The Diplomatic Academy is a non-profit institute, closely affiliated with the University of Nicosia, dedicated to the study and provision of education and training in the area of diplomacy. The Diplomatic Academy has organized and/or participated in a significant number of activities during 2018, including summer schools, roundtable discussions, public talks, workshops and book presentations. Inter alia, it co-organized a three-day closed workshop and training seminar with the Marshall Center for Security Studies (Germany) on ‘Youth and Local Government as Partners in Security’, as well as a training seminar for the National Guard on “Leadership and Command: The Future of Warfare”. 15

The Presidency of the Republic assigned to the School of Law of the University of Nicosia the task of preparing an official Guide for Overseas and Expatriate Cypriots in cooperation with the relevant ministries and governmental authorities. The Associate Dean Dr Christina Ioannou has the administrative supervision of the task, whereas the scientific co-ordination is carried out by Marinos Papaioakeim.

‣ School of Law assigned scientific report on lobbying by the House of Representatives

The House of Representatives of the Republic of Cyprus has assigned to the School of Law of the University of Nicosia to prepare a scientific report with proposals on the introduction of legislation on political lobbying. Dean Emilianides has the administrative supervision of the task, whereas the scientific co-ordination is carried out by Dr Vagia Polyzoidou.

‣ Presentation in Germany’s Max-Planck Institute of a

“Festschrift” in Honour of Professor Dr Nestor Courakis

During an official ceremony, which took place in Freiburg/Germany, at the Max-Planck Institute for Foreign and International Criminal Law, its Director Professor Dr. Ulrich Sieber presented a Festschrift (Honourary Volume with Essays) to Professor Nestor Courakis, a distinguished Faculty of the School of Law of the University of Nicosia. In this volume, of around 2,000 pages, 93 prominent penologists and criminologists prepared and offered to the honouree 84 essays in English, German, French and Italian. The title of the volume is Europe in Crisis. Crime, and Criminal Justice and the Way Forward and its theme deals with the phenomenology and the reactions needed towards crime in the modern Europe of crisis. The whole volume is freely accessible on line: http://crime-in-crisis.com/, where one can also find around 125 essays in Greek, equally dedicated to Prof. Courakis and included in another honourary volume, which was previously presented to him at the University of Athens on 21 December 2015.

‣ Achilles C. Emilianides appointed in significant scientific committees

In 2018 Achilles C. Emilianides was appointed: - As member of the Rules Committee of the Republic of Cyprus by the Supreme Court of Cyprus following recommendation by the Cyprus Bar Association for the amendment of the Civil Procedure Rules. The Rules Committee is chaired by Supreme Court Justice Persefoni Panayi and comprises five judges, four advocates and one registrar. - As member of the Intellectual Property Authority of the Republic of Cyprus by the Council of Ministers following recommendation by the Cyprus Bar Association. The Intellectual Property Authority is chaired by the Registrar of Companies and comprises five members. - As member of the Committee for the preparation of a national strategy on Digital Ledger Technology (DLT) and Block­chain by the Council of Ministers and the President of the House of Representatives of the Republic of Cyprus following recommendation by the Cyprus Bar Association and was further appointed by the members of the Committee as Chair of the Regulation/Legal sub-committee. In this capacity he chaired the panel organized on the DLT/Blockchain new regulatory framework. - As member of the Scientific Committee of the Centre of European Constitutional Law- Themistocles and Demetrios Tsatsos Foundation.

‣ Constantinos Adamides awarded competitive scholarship

Dr Constantinos Adamides was awarded a competitive award, full scholarship, to work for a full month with local experts as a Resident Research Fellow at the George C. Marshall – European Center for Security Studies in Garmish-Partenkirschen, Germany, on his work entitled “Challenges and obstructed opportunities: Formulating National Security Strategies (NSS) in the presence of overarching existential threats” during June 2018. Dr Adamides was also the academic co-ordinator of the high-level conference co-organized by the Ministry of Defence (RoC), the European Union Institute of Security Studies (EUISS), the European Security and Defense College (ESDC) and the Diplomatic Academy of the University of Nicosia, as well as module leader of the course entitled “CSDP High Level Course 2017-2018 ‘Johan Willem Beyen’ (Module 4)”, for the period 14-18 May 2018. He further participated in a seven-day field trip organized by the Marshall Center for Security Studies in Washington DC, USA in September 2018 (invited by the Marshall Center) and an academic field trip to Israel as a member of a European Academic Delegation (invited by the Ministry of Foreign Affairs of Israel).

UNIVERSITY OF NICOSIA tre of Excellence (JMCE) awarded in 2018 to Aristotle University Thessaloniki (AUTH) entitled “European Constitutionalism and Religion” for the period 2019-2022. The Jean Monnet Centre of Excellence is led by Dr Lina Papadopoulou of AUTH and the School of Law is one of three linked institutions, the others being the European Consortium for Church and State Research and the Centre for Religious Studies at Fondazione Bruno Kessler, Italy. Dean Emilianides is a member of the team of the JMCE. It is reminded that the University of Nicosia ran a JMCE as a leader for the period 2014-2017.

‣ Partner to the VIADUCT Project

The Department of Politics and Governance of the University of Nicosia joined VIADUCT as a partner. VIADUCT is a project aiming at creating an academic network linking universities and think-tanks from the EU, Turkey and the neighbourhood to build knowledge on EU-Turkey and is funded by the Erasmus+ programme of the Jean Monnet Networks. VIADUCT is a project organized by TEPSA (Trans European Policy Studies Association) where the Department of Politics and Governance is a member.

‣ Demetra Sorvatzioti joins the International Centre for Comparative Criminology

Dr Demetra Sorvatzioti was admitted to the International Centre for Comparative Criminology (ICCC) of Canada as a collaborator. The ICCC was established in 1969 to bring together researchers seeking a multi-disciplinary understanding of the processes by which criminal behavior is regulated and the control mechanisms put in place by public, private and community institutions. It is the largest francophone body of researchers in the study of criminal phenomena, control and security and one of the leading centres worldwide.

‣ Faculty Appointed to Management Committees of EU Cost Action

- Dr Costas Stratilatis was appointed to the Management Committee of EU COST ACTION 18144: European Non-Territorial Autonomy Network. He further provided an evaluation in his capacity as a national expert for Cyprus, of the national team report, for the needs of the EU funded project: Monitoring Risks for Media Pluralism in EU Member States - MEDIA PLURALISM MONITOR, operated by the Centre for Media Pluralism and Media Freedom - Robert Schuman Centre for Advanced Studies - European University Institute, Florence, Italy. - Dr Odysseas Christou participates in the management committee of the COST Action CA16233 “Drylands Facing Change: Interdisciplinary Research on Climate Change, Food Insecurity, Political Instability” funded by the EU. The Action will run until 2021. - Dr Maria Hadjiathanasiou was appointed to the management committe of the COST Action CA17119 “EU Foreign Policy Facing New Realities: Per­ceptions, Contestation, Communi­ cation and Relations” funded by the EU. Dr Irene Stamatoudi delivered the keynote speech on EU developments in relation to copyright/collective management in the international conference of the International Federation of Reproduction Rights Organisations (IFRRO), held in Athens on 24 October 2018. During the academic year 2018-2019 she was further appointed as a visiting Professor at the International Hellenic University, Thessaloniki, Greece, and as Head Tutor for Distance Learning Module 450: IP and Management at the World Intellectual Property Organisation (WIPO), Geneva.

‣ Anna Plevri recognized for her ADR work

Anna Plevri has been appointed as member of the Editorial Board of the Law Review Arbitration (Διαιτησία) published by Sakkoulas Publication. She has further been appointed as a member of the Arbitration Committee of the Bar Association of Thessaloniki and the Working Group of the same Committee on the drafting of the new Arbitration Rules of the Bar Association of Thessaloniki and participated for the second time as a judge at the 13th ICC International Commercial Mediation Competition, Paris, France. She produced a national report for the International Academy of Comparative Law Congress, Fukuoka, 2018 on medical malpractice and mediation in Cyprus and is currently working on a national report for Matrimonial Regimes and Registered Partnerships in Europe and concerning property consequences of marriage/partnerships and succession in EU law (PSEFSL).

PUBLICATIONS Volume 30(1) of The Cyprus Review A memorable spring 2018 volume of The Cyprus Review (TCR) has been published, comprising 430 pages of material. As Editor-in-Chief Associate Dean Dr Ioan­nou noted in her Editorial Note that this is a bigger volume than usual as a way of celebrating the Review’s ‘pearl anni­versary’, given that this is TCR’s 30th volume. TCR embraces a diverse selection of stimulating articles, which implement in practice the expansion of the Journal’s major scientific objective, namely that of multi­disci­ plinarity. TCR has further returned to its traditional biannual publication cycle so that a fall 2018 issue is also in print. Led by Dr Ioannou, the editorial team further consists of Dean Emilianides, Dr Emilios A. Solomou, Dr Maria Hadjiathanasiou and Aileen O’ Donoghue. This is the first comprehensive work discussing law and religion in Cyprus. The book assesses the legal framework in which religion is approached, from the principle of religious freedom through the rights and contractual obligations of religious communities, international, transnational and regional law effects, the legal parameters affecting the influence of religion in politics and public life, and the legal position of religion in specific fields, such as church financing, employment law and matrimonial and family law. Some parts of the book have drawn upon and expand on my previous published papers on various aspects of law and religion in Cyprus. Now in its third edition fully updated.

This is the first comprehensive work publi­ shed in the English language on Cypriot con­stitutional law. It contains a discussion of the sources of constitutional law, the organs of the executive, legislative and judiciary, the status of political parties, the doctrine of necessity, the functional separation of powers, the nature of the system and of the state, local administration, and specific issues, such as taxation and treaty making. The volume further contains extensive chapters on constitutional rights and liberties and on Cypriot administrative law and procedure. Some parts build upon and further expand on my previous work published in Greek (especially my 2006 monograph Η Υπέρβαση του Κυπριακού Συντάγματος, which was however mostly concerned with the normative aspects of the Constitution of Cyprus and with Cypriot constitutional history). This monograph provides a detailed expo­ sition and analysis of the essential elements of law with regard to family relations, marital property, and succession to estates in Cyprus. It further covers the legal rules and customs pertaining to the intertwined civic status of persons, the family and property. The book discusses the sources and instruments of family and succession law, the authorities that adjudicate and administer the laws, and issues surrounding the person as a legal entity and the legal disposition of property among family members. Such matters as nationality, domicile, and residence; marriage, divorce, and cohabitation; adoption and guardianship; succession and inter vivos arrangements; and the acquisition and administration of estates are all treated in depth. Some parts of the book build upon and further expand on my previous work published in Greek (especially my 2006 monograph Το Κυπριακό Δίκαιο του Γάμου και του Διαζυγίου and my 2008 textbook Κυπριακό Κληρονομικό Δίκαιο). This monograph on Cyprus not only describes and analyses the legal aspects of labour relations, but also examines labour rela­ tions practices and developing trends. It provides a survey of the subject that is both usefully brief and sufficiently detailed to answer most questions likely to arise in any pertinent legal setting. Both individual and collective labour relations are covered in ample detail, with attention to such underlying and pervasive factors as employment contracts, suspension of the contracts, dismissal laws and covenant of non-competition, as well as international private law. The authors describe all important details of the law governing hours and wages, benefits, intellectual property implications, trade union activity, employers’ associations, workers’ participation, collective bargaining, industrial disputes, and much more. Costas Stratilatis and Achilles C. Emilianides, Media Law in Cyprus, Kluwer Law International: The Hague, 2018, 2nd Ed., (1st Ed., 2015), (published as part of the International Encyclopaedia of Laws Series), pp. 246. This is a major work which analyses media law in Cyprus comprehensively for the first time and surveys the massively altered and enlarged legal landscape traditionally encompassed in laws pertaining to freedom of expression and regulation of communications. Everywhere, a shift from mass media to mass self-communication has put enormous pressure on traditional law models. An introduction describing the main actors and salient aspects of media markets is followed by indepth analyses of print media, radio and television broadcasting, the Internet, commercial communications, political advertising, concentration in media markets, and media regulation. Among the topics that arise for discussion are privacy, cultural policy, protection of minors, competition policy, access to digital gateways, protection of journalists’ sources, standardization and interoperability, and liability of intermediaries. Elena Drymiotou, Human Rights, Constitutional Law and Belonging. The Right to Equal Belonging in a Democratic Society, Routledge: New York, 2018, pp. 250. Theories of the right to equal protection of the laws as the right to anti-subordination are the most influential theories on the theory suggested by Drymiotou. Elena Drymiotou suggests understanding the right to equal protection of the laws in terms of belonging. She goes on to identify certain criteria and she offers a general theory of the Right to Democratic Belonging. This book uses political theory, constitutional provisions and case law to suggest this new theory of the right to equal protection of the laws; the theory of the Right to Equal Belonging in a Democratic Society or in other words, the Right to Democratic Belonging. Human Rights and Equal Belonging in a Democratic Society is the starting point of a more comprehensive theory of the right to democratic belonging. It will be of interest both to students at an advanced level, academics and reflective practitioners. It addresses the topics with regard to human rights and equality and will be of interest to researchers, academics, policymakers and students in the fields of human rights law, constitutional law and legal theory.

Όσο εξελίσσεται η ευρωπαϊκή ολοκλήρωση, τα εθνικά δίκαια των κρατών μελών δέχονται κατ’ ανάγκη επιρροές και από το ευρωπαϊκό δίκαιο. Δεν θα πρέπει λοιπόν να προκαλεί ιδιαίτερη έκπληξη ότι και το αστικό δικονομικό δίκαιο έχει παύσει πλέον να αποτελεί έναν κλάδο που περιορίζεται καθαρά σε εθνικό επίπεδο. Η επιρροή αυτή συνίσταται αφενός στη θέσπιση κανονιστικών πράξεων ευρωπαϊκού δικονομικού δικαίου, βάσει των σχετικών νομοθετικών αρμοδιοτήτων της ΕΕ, και αφετέρου στον περιορισμό της εφαρμογής των εθνικών δικονομικών κανόνων, όταν θίγονται οι αρχές της ισοδυναμίας και της αποτελεσματικότητας. Με επίκεντρο τις ευρωπαϊκές επιρροές που δέχεται το ελληνικό δίκαιο της διαιτησίας, η παρούσα μελέτη επιδίωξε να καλύψει αυτό το κενό με την ελπίδα παράλληλα να συνεισφέρει παραγωγικά στην περαιτέρω ανάπτυξη της διαλεκτικής στο εν λόγω ερευνητικό πεδίο.
