Adekola seeks more funding for research efforts By Fatima Abubakre

A

professor of Analytical Chemistry in the University of Ilorin, Folahan Amoo Abdulwahid Adekola, has canvassed a paradigm shift in the way research is managed in the country, noting that good research practice requires adequate funding and access to state of the art facilities. Prof. Adekola, who made the call last Thursday (April 25, 2013) while delivering the 130th Inaugural Lecture of the University, said this would be necessary if research findings are to provide practical solutions to identified problems towards improving the quality of life of the people and the environment. ‘Curb corruption, salvage the nation’ (Contd. from front page)

In his well-received lecture, Justice Akanbi said, “Bare-faced looting of public treasury, fuel subsidy scam, pension scam, money laundering, economic crimes of all sorts, oil bunkering, kidnaping, cold blooded murder, massacre, grand and petty corruption are now common day occurrences and they are all committed with reckless abandonment and impunity.” He submitted that given the frenzied and fluid state of affairs in the country, the nation is on the path to the predicted failed state because “corruption breeds inefficient economic outcome, impedes long term foreign and domestic investment, reduces ability of the state to revise revenue, impedes the state's ability to provide essential public goods and services, promotes inflationary trends, undermines and reduces efficiency of professionals, makes project planning difficult, creates social unrest and undermines the legitimacy of state.” The former ICPC Chairman opined that Nigeria's poor transparency rating is due largely to lack of political will to confront the menace of corruption frontally and head on. Justice Akanbi observed that the gradual decline and observable weaknesses of governmental institutions over the years to face the challenges of failing economy and political institutions and system are parts of the causes of corruption in the country. Challenging the judiciary to also take its place in the fight against corruption, the elder statesman said, “The judiciary must be independent if it is to effectively play the role of an arbiter and ensure that the rule of law prevails”. In his opening remarks at the Conference, t he President of the Nigerian Bar Association (NBA), Mr.

Okey Wali, called on universities in the country to review their curricula to include professional ethics. He noted that universities in the country must introduce professional ethics in their curricula in order to address the problem of lawyers lacking in ethical knowledge. The NBA President described corruption as the biggest cancer and worst problem facing the nation, Mr. Wali noted that the recent American report indicting the country on the issue of corruption only serves to remind the nation of a problem that is well known. In his welcome address, the Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali described the conference theme as apt and timely. The Vice-Chancellor, who was represented at the occasion by the Deputy Vice-Chancellor (RTI), Prof. Felix Oladele, also noted that corruption is not a new phenomenon but a disease that has eaten up every facet of the Nigerian society. The President of the Nigerian Association of Law Teachers (NALT), and acting Dean of Law, University of Ilorin, Dr. Abdulqadir Ibrahim Abikan, in his opening remarks, stated that the NALT Annual Conference has become a household event through which Law teachers throughout the country gather to ruminate on topical national issues. Dr. Abikan stated that the drive to eliminate corruption prompted the choice of the title of the conference. “The choice of this year's conference theme: “Corruption and National Development” is premised by the understanding that our collective resolve to “knock corruption off our systems” determines the possibility of our “getting it right”, he said.

VC commissions Audiology Boot

T

he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali, has commissioned a newly installed Audiology Boot recently acquired by the University. Commissioning the ultra-modern equipment last Wednesday (April 24, 2013), the Vice-Chancellor, who was represented by the Deputy Vice-Chancellor (RTI), Prof. Felix Oladele, commended the Centre for Supportive Services for the Deaf (CSSD) of the University, for making the Audiology Unit a reality and expressed his hope that the facility would be of service to the community and for research.

The Vice-Chancellor challenged the CSSD to maintain the equipment, which is the first of its kind in any Nigerian university. Speaking before the commissioning, the Director of CSSD, Prof. Alfred Adegoke, stated that the Centre was conceived to screen staff for hearing impairment. Prof. Adegoke explained that effort to purchase the Audiology Boot began last year and succeeded in January with the supply of the Audiology Boot, adding that the University was making history with the commissioning of the Centre, as no university in the country has such an equipment.

Don seeks 6 zonal research laboratories (Contd. from front page)

In the lecture, entitled “The Heart of Science in the Service of Man”, the don urged the Federal Government to establish key research laboratories in each geo-political zone of the country where advanced and state-of-the-art equipment would be readily available for the use of scientists in the area of cuttingedge research and technologies. Prof. Adekola, who described the field of Analytical Chemistry as a laboratory-oriented discipline, lamented the dearth of laboratories in electrochemistry and electro-analytical chemistry in most Nigerian universities. The scholar called on the Federal Government to grant procurement waiver to universities and research institutes for timely, quality and cost-effective procurement of research facilities, pointing out that “researchers should be able to order for their research needs directly from the manufacturers, on-line, right from their laboratories/offices without passing through the bureaucratic bottleneck of government.” Stressing the importance of research, Prof. Adekola decried a situation where registered Ph.D. and Masters degree students are left to fend for themselves, saying that “this does not augur well for productive research as some of these postgraduate candidates would not put their mind fully into research.” The don therefore recommended that each university should have a postgraduate fellowship scheme with which to attract brilliant postgraduate

students. Prof. Adekola also suggested the institution of a reward system by the National Universities Commission (NUC) and the Federal Ministry of Education as a national policy for motivating productive researchers. He said that efforts should be made to safeguard freshwater resources, adding that relevant agencies of government including the National Environmental Standards and Regulations Enforcement Agency (NESREA) and the National Water Research Institute (NWRI) should be mandated to engage in regular monitoring of endocrine disrupting compounds and other persistent organic pollutants in both fresh and marine water bodies in the country. Citing the water research efforts carried out by him and his colleagues on some water bodies in Kwara, Niger and Osun States, Prof. Adekola explained that major sources of contamination were traced to industrial discharges, domestic waste disposal, application of agrochemicals on farmlands, as well as the presence of heavy metals in run offs and road dusts in urban environments. He said, “There is growing evidence linking some of these chemicals to the problems in human health. These include breast cancer, infertility, low sperm counts, genital deformities, early menstruation and even diabetes and obesity”, stressing that “for sustainable development, it is important to minimize or eliminate human exposure, especially involuntary exposure to carcinogens and other toxic chemicals found in air, water, foods and consumer products.”

Oyeyemi bows out as Obafemi steps in By Olusegun Mokuolu

I

t was yet another seamless transition at the University of Ilorin last Friday (April 26, 2013) as Mrs. Olufolake Oladunni Oyeyemi formally completed her tenure as Registrar, passing on the administrative baton to Mr. Emmanuel Dada Obafemi. Mrs. Oyeyemi, the only female and longest serving Registrar in the 38 years history of the University, served two terms of ten years under three different Vice-Chancellors – Prof. Shamsudeen Amali, Prof. Is-haq Oloyede and the incumbent Prof. AbdulGaniyuAmbali. At the solemn handing over ceremony that took place in the Council Chamber, the Vice-Chancellor, Prof. Ambali, who was represented by the Deputy ViceChancellor (RTI), Prof. Felix Oladele, congratulated Mrs. Oyeyemi on the smooth and historical handover, which he said, is in line with the tradition of the University. The Vice-Chancellor described the former Registrar as “a hard working woman who has built a robust Registry for the University”. He thanked Mrs. Oyeyemi for the work she had done and challenged the new Registrar to build on the foundation she had laid. In her remarks, Mrs. Oyeyemi thanked God for granting her the opportunity to serve and to also hand over to a seasoned administrator. She said, “God has been marvelous and benevolent to me. I am really grateful to God who helped me to overcome all my challenges as the Registrar. I have always looked forward to such a day as this and I am very grateful to the Lord Jesus Christ for the day.” She noted that she became Registrar when it was not fashionable for women to be Registrar. While commenting on the appointment of the new Registrar, Mrs. Oyeyemi noted that due process was followed, adding that her successor is a seasoned and knowledgeable administrator who is capable of taking the University to greater heights.

May your tenure know peace, joy and progress.” Mrs. Oyeyemi however advised the new Registrar to “ensure that the standard already attained by the University does not go down while training must be sustained and you must be objective in your posting.” In his response, the new Registrar, Mr. Obafemi thanked God for what he described as “uncommon miracle” for him to be appointed as the Registrar. Mr. Obafemi assured that he would grow into all his responsibilities, noting that to be appointed Registrar is a call to service and not “a win or lose” contest. He urged the staff of the Registry to support him for the overall success of the University. The change of baton was witnessed by the Bursar, Mr. Ayo Sijuwola; the University Librarian, Dr. Joseph Omoniyi, the Deputy Registrar, Council Office, Mrs. M. O. A. Keep-fit exercise holds Saturday

T

he next Keep-fit Exercise for staff and students of the University of Ilorin will hold on Saturday, May 4, 2013. A statement by the organisers disclosed that the exercise will kick off at the University Main Gate at 7.00 a.m. prompt and terminate at the second Practising Football Pitch of the University Stadium.

Unilorin students for international leadership training

T

he Transatlantic Negotiation School of Business, California, USA, has made an offer of free training on negotiation, leadership and effective communication skills to students of the University of Ilorin. The training, which will be organised in conjunction with the Harvard Law School, Cambridge, Massachusetts, USA, comes up next month (May 2013). This was disclosed by the President, Transatlantic Negotiation School of Business, Mr. 'Lade Adeyemi, when he visited the Vice-Chancellor, University of Ilorin, Prof. AbdulGaniyu Ambali, in his office on Friday (April 19, 2013). Mr. Adeyemi, who is also the United Nations Millenium Development Goals Ambassador, said that the University of Ilorin is the first institution to be selected in the country for the programme because of the University's cyber presence and products. Describing the University of Ilorin as a University that practises what it preaches, Mr. Adeyemi noted that Africa has been spoon-fed for long but the time has come for the continent to invest in human capacity development. He added that for this reason, the United Nations is investing in human capital development on the continent. Mr. Adeyemi said that the training programme would be a two-day programme for capacity development and entrepreneurship prowess building in the students before they graduate from the University. He stated that the training is expected to equip the

students with opportunities, which they would otherwise not have within the walls of the University, disclosing that after the two-day training, the best two students would be sponsored on an all-expenses-paid trip to Harvard Negotiation and Leadership School, USA. He assured the Vice-Chancellor that the training would be conducted on a yearly basis and expressed happiness with the training and entrepreneurial programmes already in place in the University. He thereafter presented copies of his book, Negotiating as a Pro: 50 Key Techniques to the Principal Officers. In his response, the Vice-Chancellor, who was represented by the Deputy Vice-Chancellor (Academic), Prof. Bayo Lawal, commended the group for their choice of the University of Ilorin as the first beneficiary of the training programme in the country. Prof. Lawal noted that the best capital is human capital, which he said, must be developed in order for Africa to make appreciable progress, saying that Africa is not poor but impoverished. He expressed optimism that the training programme, which he described as “a great opportunity for the students”, would be sustained. The Registrar, Mrs. Olufolake O. Oyeyemi, in her remarks, stated that the University is committed to giving all-round education to the students, noting that investment in the youth is an investment in the future because today’s youth are tomorrow’s leaders.

Students Union inaugurates Electoral Committee for polls By Fatima Abubakre

s the University of Ilorin Students Union prepares to hold its election on May 9, 2013, a 20-member Independent Students Electoral Committee (ISEC) has been constituted. The committee, which comprises of two members from each Faculty, is saddled with the responsibility of conduct a free, fair and credible election. A statement made available to Unilorin Bulletin listed members of the ISEC to include: Ali Jubril, Chairman and Olubuse Ayodele, Secretary and Okunola Taofeeq, PRO. Others members are: Okoh Uzu Harrison, Giwa Sulyman, Akande Bimbola, Salami Tunde, Adeleke Akintunde, Adekunle Philip and Olushola Ibrahim. The other members are: Bolaji Muibat, MustaphaAsiat, Lawrence Oluwaseun, Rufai Jamiu, Akogun AbdulRasheed, Oketa Olalekan, Ogedengbe John, Aliyu BashirAdieza, OlumobiAdewale andAweda Jeremy.

Meanwhile, the ISEC has announced a time-table for the election of new Students Union Central Executive Council and Students Representative Council. According to the time-table, the ban on campaign activities had been lifted on April 25, 2013 with the sale of forms commencing onApril 26, 2013. The time-table also indicated that deadline for the submission of forms would be May 1, 2013 while verification will take place on May 2, 2013 and May 3, 2013. Screening of aspirants for the Central Executive Council is expected to take place on May 4, 2013 while screening for aspirants into the Students Representatives Council will take place on May 5, 2013. Presidential debate has been fixed for May 6 while all cleared candidates will present their manifestoes on May 7, 2013. The election will hold on May 9, 2013 and elected officers will be inaugurated on May 14, 2013.

‘Visionary leadership, recipe for national stability’ By Mustafa Abubakar

T

he former Amir of the Muslim Students' Society of Nigeria (MSSN), Bayero University, Kano Chapter, Mr. Abdullahi Bulawa Bukarti, has said that only the enthronement of visionary leaders could guarantee the social stability and economic growth of Nigeria. Mr. Bukarti, made the submission last Sunday (April th 21, 2013) at the 5 Quarterly Public Lecture and 1434 Jihad Week, co-organized by the University of Ilorin Muslim Community and the Muslim Students Society of Nigeria (MSSN), Unilorin Branch, held at the University Auditorium. In his lecture, entitled “Eight unavoidable questions and the other elected”, the guest speaker attributed the problems of Nigeria especially the insecurity in the North to the absence of visionary leaders who could salvage the region and make it stable in all ramifications. Explaining the essence of his lecture, Mr. Bukarti said that it centered on the eight unavoidable questions that will be answered after death , which he said are in line with the six general broad stages of human life. The stages , he said, include when human being was not, when man was conceived in his mother's womb, when he was born, the life of the barzaq, when man will be on his feet on the day of judgment and the final stage is entry into Paradise or Hell fire. The lecturer who spoke to a large audience comprising staff and students of the University, advised Muslims to reckon and accept that the great day is real and urged them to reflect on their existence in life and prepare for the day when they would render account before the AlmightyAllah.

In his own lecture entitled, “Why are we here?", Dr. Abdul-Qadri Sambaki of Kogi State University said that the Quran has already answered the question, “Why are we here?”, which he said is “to recognize and serve Allah. Dr. Sambaki noted that in Islam, worship is the complete activities of man towards seeking the face of Allah and every human being needs to ask himself or herself why he or she is on this earth. Earlier in his remarks, the former Vice-Chancellor of the University of Ilorin, Prof. Is-haq Oloyede, who chaired the event, called on Muslims to devise appropriate means of propagating Islam, warning against doing things that are un-Islamic. Prof. Oloyede, who is also the National Coordinator of the Nigeria Inter-Religious Council (NIREC), advised Muslims in the country to ensure that they contribute their own quota to the development of humanity. In his opening remarks, the Vice-Chancellor of the University of Ilorin, Professor AbdulGaniyu Ambali, represented by Prof. Y. Quadri, said, the programme was meant to re-awaken the Muslims from their slumber and urged them to ensure they work hard and do well in their studies The Vice-Chancellor advised Muslims to be of good conduct and behaviour in their actions and dealings with others. The Chairman of the University of Ilorin Muslim Community, Prof. B. L. Adeleke, in his address, said that the community, as father to the students, was proud that it was successful. He therefore congratulated and encouraged members to promptly attend the community programmes.

Decide your tomorrow today, Akinwale advises youths By Mubarak Oladosu

A

Professor of Theatre Sociology at the University of Ilorin, Ayo Akinwale , has advised youths to make the best use of the opportunities at their disposal to become important members of the society. Prof. Akinwale gave the advice while delivering a lecture at the Cultural Day organised by the Faculty of Arts Students Association on Wednesday (April 17, 2013). In his lecture, entitled “The Youth, Culture and National Development”, Prof Akinwale noted that African culture has the right values which are enough to guide youths on the path to living a successful and happy life. He decried arrogance and indulgence in illicit sexual relationships among youths, describing these as

strange foreign influences which have negative impacts on the youths. The don then counselled the youths to choose their role models among upright elders in their communities on account of the moral credential of such elders and not on account of their material wealth. He said, “Adopting foreign culture cannot help the youth achieve, a literate person is someone who respects all that is around him and not someone who is arrogant or rude. By being arrogant or rude, you pave the way to your own destruction.” Prof. Akinwale also urged the youths to seek guidance from their religions while at the same time, cautioning them against joining extremist groups.

Once upon a Registrar

A

nother milestone unfolds in the annals of the University of Ilorin today as a new Registrar, Mr. E. D. Obafemi, assumes office having received the hand-over note last Friday from Mrs. O. O. Oyeyemi. The former Registar will be remembered among many other things as the only Registrar that worked with three Vice-Chancellors of the University of Ilorin (Prof. S.O.O. Amali, Prof. I. O. Oloyede and Prof. A.G. Ambali) a record that cannot be broken based on the extant law. Appointed Registrar on April 28, 2003 with a renewal on April 28, 2008, the immediate past Registrar joined the services of the University of Ilorin in 1979 as an Administrative Officer I. With her exceptional qualities as a versatile and competent University Administrator, (with her background in language - she read French at Ibadan and a Master's Degree in Higher Education, at Surrey) little wonder that under her leadership, the University became a force to be reckoned with throughout the country and beyond. Apart from her striking beauty and remarkable physical fitness, the latter of which she once told me is due to her background as a sportsperson and award winning athlete, Mrs. Oyeyemi combines brain with diligence. Born in a family of many boys, the immediate past Registrar actually started off as a tomboy. She would later demonstrate that what a man can do, a woman can do better while operating competently in a domain hitherto dominated by men. She detests errors and sloppiness in writing with passion and expects efficiency from her subordinates. She is an advocate of good communication skills, personal development, discipline and decent dressing as qualities that earn people respect. On discipline, Mrs. Oyeyemi is a disciplinarian, which would make some refer to her as an “iron lady”, by her own admission. I recall that I was in her office a few years ago and she was talking to a senior Administrative Officer who was standing when a younger and junior one entered and took her seat. The person received an instant “discipline” that it was wrong to sit without being offered a seat, and was rude to even sit when her superior was on her feet. On her brilliance, I especially like her metaphor of the head and the neck as the relationship between the

academic and non-teaching staff. Speaking at an orientation programme for some new administrative staff of the University the other day, Mrs. Oyeyemi said the academic staff are the head and the administrative staff are the neck in the University system. The head cannot move without the neck, thereby showing the complementarity of the two categories of staff and passing across a subtle message at the same time. In her article, “Managerial Competencies – Veritable Tools for Higher Institutional Survival” published in the book initiated by the former ViceChancellor of the University of IIorin, Prof. Is-haq th Oloyede, to mark the 50 independence anniversary of Nigeria (i.e. 50 Years of University Education in Nigeria: Evolution, Achievements and Future Directions, 2010, pp.249-273), Mrs. Oyeyemi also memorably differentiates between the hard and soft skills needed by managers and leaders noting that hard skills appertain to Intelligence Quotient (IQ) while soft skills relate to Emotional Intelligence (EI). In her article under reference, she submits that hard skills are taught in class while soft skills, which are more relevant to personal and organisational success, are not formally taught. There is therefore the need for all, as she counsels, to cultivate and acquire such soft skills, which according to her, include delegation, entrepreneurial skills, crisis management skills, optimism, motivation, discipline, responsibility and integrity, time management, stress management and interpersonal traits such as empathy, humility, communication skills and managing diversity. I do not know whether culinary skills are hard or soft but Mrs. Oyeyemi still has them because I can still remember the delicious meals she prepared whenever the University delegation was at her house during Christmas in the last five years. Many staff and students of the University will miss her sorely as the beautiful, brilliant, elegant, suave, effective and efficient Registrar during whose tenure the University was ranked best in Nigeria. As Mrs. Olufolake Oladunni Oyeyemi gracefully steps out of the University, like Napoleon Bonaparte, she can as well justifiably proclaim, “Veni Vedi Vici” or “I came, I saw and I conquered”!
