NATIONAL UNIVERSITY OF PUBLIC SERVICE
INTRODUCTION The National University of Public Service is a unique institution in several ways. In addition to being ranked within the top three higher education institutions in Hungary, NUPS also has characteristics making it unique at an international level. First of all, it is the sole institution in Europe that offers degree programmes in public service with a comprehensive approach focusing on the needs of the whole of government, ranging from military sciences to policing and law enforcement, to public administration and international affairs. Hence our University operates in a model of cooperation together with the cooperative stakeholders within government.
Furthermore, NUPS not only pays attention to developing world-class education but also to creating a modern, lively, open and student-friendly environment with the most developed infrastructure. At the Ludovika Campus students enjoy the services of a modern educational building that combines 21st century technology with tradition and heritage of the former Ludovika Academy. The Ludovika Residence Hall offers outstanding living circumstances at an excellent location within Budapest with both green areas and the city centre being in proximity. The Ludovika Campus project continues, with students and staff soon benefiting from the new sport facilities currently under construction.
Secondly, lecturers of NUPS are members of academia and often practicing professionals at the same time, thus students not only receive theoretical knowledge but first-hand experiences as well. This knowledge base also plays a crucial role in promoting students’ career prospects, e.g. through the organisation of the EU career days in co-operation with the Ministry of Foreign Affairs and Trade with the participation of the European Commissioner for Education, Culture, Youth and Sport.
Internationalisation is one of the top priorities of our University. Therefore, welcoming international students and introducing them into the vibrant academic and student life of NUPS is the most important task of international officers working at the central administration or at the faculties. Developing and maintaining a close cooperation with partner universities and organisations from all around the world is a very complex issue and welcoming students from our partners deepen these ties and promote a mutual understanding.
Thirdly, due to the merger of these special fields, our University has a very diverse student body giving opportunity for the different professions to become acquainted with each other and cooperate in many fields of life. Besides creating a common introductory module embedded in each degree programmes, students also participate in joint public service exercises with the involvement of international students as well. Political Sciences and Public Administration The Faculty aims to educate professional civil servants for all levels of state administration and has done so since 1977. Its degree programmes reflect the swiftly changing environment of the civil service and pay special attention to providing work placements and internships. Students graduating from the Faculty have had a notable career trajectory and have become key decision makers in the public sphere or have had a successful career in the private sector. The Faculty is proud of its scientific student organisations that are constantly competing with each other by organising events with participation of recognised experts, participating in national competitions or writing studies and articles. These enthusiastic students are in close collaboration with teachers and members of the administrative staff thereby contributing to the vibrant student life and constant development of the Faculty. Although public administration in itself is quite a specific field of study
full of national characteristics, the importance of gaining international experience of its practitioners is inevitable. Therefore, the Faculty encourages all of its students to study and to conduct internships abroad. In order to further enhance student experience, one of the main priorities is to increase the number of incoming international students. The available courses for exchange students are included in two modules – Management and ICT in Public Administration, and Constitutionalism-DemocracyGovernance – offering subjects in the field of political sciences such as Democratic Transition in Central and Eastern Europe or Introduction to Public Policy, however, the topics of good governance, minority rights, e-governance are also very popular. Students also have the opportunity to improve their soft skills including leadership or intercultural awareness. The Faculty offers courses in Hungarian as a foreign language which is available for all international students of the University.

In the past three years NUPS has become the centre of unified public service training and education in Hungary. As an integral part of this process, the Institute of International Studies of NUPS has become a major pool of trainings, research and experts engaged in international studies connected to all of the professional fields of public service. The result of this organic development is the establishment of the Faculty of International and European Studies. The Faculty’s aim is to raise and train experts who can actively contribute to the effective management of international relations by empowering them with skills to (be able to) understand and analyse the political, economic, social and environmental dynamics shaping our world. Its Centre for Strategic and Defence Studies is recognised worldwide, although not only the experts of the centre are invited regularly to public lectures and media appearances, but of the whole Faculty as well.

according to Hungarian rankings. Only the most qualified applicants got the opportunity to start their studies at the Faculty in the fields of international relations or security and defence policy. While constantly shaping and formulating its student life, Hungarian and international students are spending their University years in of the most modern and yet most traditional campuses of Hungary. The Ludovika Campus, giving home to the Faculty, is also accommodating the central administration of the University situated in the heart of the city. The newly built Ludovika Residence Hall provides accommodation for international students together with Hungarian ones, just a few meters away from the educational building. Courses of the Faculty are based on its MA programme in International Public Service relations, although bachelor students also have the possibility to take courses in the fields of international organisations, regional studies or security challenges.

MILITARY SCIENCE AND OFFICER TRAINING The Faculty is a unique entity in Hungarian higher education, as within NUPS, it is the sole institution to provide bachelor and master level degree programmes in military sciences and to educate military officers in Hungary. The Faculty educates professionals in the fields of infantry, armour, artillery, reconnaissance, maintenance, logistics, military engineering, signalling, nuclear, chemical biological and air defence. The Faculty works with its partners in the neighbouring countries to develop joint programmes in order to facilitate the international mobility of military cadets and thus the top quality training of internationally recognised experts and military officers. As a result, the Faculty is extremely popular among exchange students in the region of Central and Eastern Europe with about 15-25 incoming international students
each semester. Exchange students are integrated into the everyday life of Hungarian cadets, training and studying in close cooperation. Furthermore, students of the Faculty are eager to organise trips to international students and to involve them in sport events such as Spartan races or running competitions organised around Budapest. Students of the Faculty were among the founding members of the Erasmus Student Network and they still are the most active and important members of the organisation. The Faculty offers a great variety of courses for exchange students who can collect about 30 ECTS credits per semester. Incoming students can choose one of the three modules – Military Leadership, Logistics and Maintenance, and Aviation –which include various courses of their interests.

law enforcement NUPS is the single higher education institution to conduct law enforcement training in Hungary with the graduates of the Faculty of Law Enforcement becoming the elite of law enforcement and police officers. The Faculty provides highlevel, top quality training for students interested in working at law enforcement organisations, especially the Hungarian Police Force, the Hungarian Prison Service, the National Tax and Customs Administration, the National DirectorateGeneral for Disaster Management, the Office of Immigration and Nationality and the private security sector. As current challenges in international affairs require joint operations of national police forces and related agencies, it is more and more important to provide opportunity for future professional to gain international experiences and prepare them for these challenges. Accordingly, the Faculty welcomes exchange students and encourages outgoing mobility as well. In addition to providing courses taught in English, the Faculty also participated in the elaboration of a new joint master programme initiated by the European Police College (CEPOL).
The Faculty receives many international students from its partner institutions within the region, however, its international network extends to Western European, e.g. British and Belgian partners as well. Usually the majority (nearly twenty) of international students register for the second semester, forming a real community among Hungarian students, yet the first semester is also an excellent choice for student mobility. Hungarian students do their best to make international students feel comfortable and integrate them into the special student life of young/future officers. Their openness is represented by the fact that the second president of ESN came from the Faculty as well. The Faculty not only offers a great choice of courses taught in English, but incoming students can also enjoy the marvellous green environment of its campus with a fabulous view on Budapest. Available courses are offered through the Law Enforcement Module which includes (among others) Criminal Pedagogy, Tactics of Taking Police Measures, Law Enforcement Management Studies or Comparative Police Culture.

disaster management The Institute of Disaster Management was established in 2012 as an autonomous institute, functioning independently from the other faculties. Its mission is to train and educate professionals and experts of disaster management who will have the necessary knowledge of legislation, standards, principles, procedures and tools required during the management of an extreme situation like natural disasters, fires and industrial accidents.

Accordingly, the Institute offers bachelor level programmes through its Department of Disaster Management Operations, the Department of Fire Protection and the Department of Rescue Management. Its activities are supervised by the National Directorate General for Disaster Management and by the Ministry of Interior, enabling the Institute to have the best professional practitioners involved in the training processes and offering career opportunities for graduates.

The Doctoral School of Military Sciences has a wide spectrum of research fields from military history to security theories, to defence administration and to national security. The Doctoral School cooperates with the Ministry of Defence, the Hungarian Defence Forces and with other organisations related to military sciences. Its international scientific recognition can be most easily demonstrated by the fact that the number of international students has been increasing from year to year.
The Doctoral School of Military Engineering focuses on researches specifically related to the military application of engineering. This includes basic and applied R&D, technology and technology-transfer and innovation. The fields of research at the Doctoral School include military engineering infrastructure, robotics, defence electronics and ICT, environmental security and disaster management, military logistics and defence economy, security technology and defence management.

The Faculty of Military Sciences and Officer Training, and the Faculty of Law Enforcement have their own dormitories. Exchange students coming to these faculties can be accommodated on campus with special conditions.
The University’s sport facilities offer a wide choice of indoor and outdoor sport activities e.g. all sorts of ball games, combat sports and even specific sports such as shooting, fencing or indoor climbing. Due to the Ludovika Campus Project, a new sport complex will serve the needs of the University’s students and staff with a swimming pool, fencing hall, riding course and shooting range.
PhD students and other civilian students coming to the other two Faculties can apply for accommodation to the brand new Ludovika Residence Hall („Orczy Úti Kollégium”). Fees are ranging between HUF 30.000 and 60.000 depending on the the type of rooms. In each dormitory international students are living together with their Hungarian fellows. Since many of the ESN mentors are living in the dormitory as well, incoming students can get immediate assistence when needed. LIBRARIES NUPS has four special libraries at each Faculty offering a wide selection of scientific literature in specific topics. Students can browse the catalogue online or use online databases on sight. International students are eligible to use the libraries free of charge after registration. All of them are equipped with computers, internet access and copy machines. Printing and photocopying are fee-based services for all students. Outside opening hours students can use printing services near the campuses.
The NKE Sport Association is responsible for organising the sport life at the University and it also played a key role in establishing the “Athlete Life Programme”. The University Sport Day is organised each year during spring with the involvement of students and staff. Besides team sport competititons, participants can try many interesting activities from yoga to martial arts. THe sport event also hosts a cooking competition during which students and staff members can compete with each other. The aforementioned opportunities are all open to incoming students as well. The faculty coordinators and members of ESN gladly assist incoming students to enjoy the services offered by NUPS. Moreover, Budapest and Hungary offer a variety of opportunities with many fitness clubs, places to hike, bike rental services, just to name a few examples.

FRESHER’S CAMP
LIFE AT NUPS NUPS offers a unique environment as its student body incorporates cadets, future police officers and civilian students to become professionals of national public administration or international administration. The most interesting part of being a student of the University is to experience its vibrant and diverse community. The management of NUPS along with the main student organisations are continuously offering programmes to bring together the students of its faculties and institutions. The best examples are the so-called integration parties, the fresher’s camp and the fresher’s ball organised by the Students’ Union, or the joint public service exercise. The latter is a joint exercise for all of the faculties during which an imaginary crisis situation is solved in close cooperation. Exercise “Végvár” (“Bulwark”) in 2014 focused on an unexpected (and of course simulated) armed attack against the country with the participation of more than 800 students. Student organisations also offer opportunities for additional academic efforts and research. There are several special student communities

operating as groups of socially sensitive intellectuals who are devoted to their (and their fellow students’) talent management. These communities are found on all faculties of NUPS and are open to students with a stronger thirst for knowledge. Another form of intellectual self-development is the participation in the so-called scientific students’ associations. In essence, these communities provide a forum for talented students to publish and present their scientific/academic works thereby aiding them in their first steps towards PhD studies. Due to the work of the Erasmus Student Network (ESN), international students are always invited to events and parties organised by the various students organisations while the International Relations Office frequently invites international students to all relevant conferences and scientific programmes in English. One of the University’s most popular series of events is the Ludovika Ambassador’s Forum where ambassadors accredited to Hungary share their thoughts about current issues of international affairs related to Hungary and to their respective country.

CAMPUSES OF NUPS
The Ludovika Campus is soon to become the most prominent university campus of Hungary as its new educational building and sport complex is currently under construction. With its large green area including a lake, it offers a calm and relaxing environment for students while also not being far away from the city centre. Enjoying the support of the Government of Hungary, the The Ludovika Campus Project aims to enlarge this are with brand new buildings and facilities offering education, accommodation and sporting activities. The Faculty of International and European Studies is located at the Ludovika Campus. HUNGÁRIA CAMPUS The Hungária Campus gives home to the Faculty of Military Sciences and Officer Training. There are several educational buildings at the campus beside others that serve the needs of the administrative staff such as conference rooms, doctor’s office, library, sport facilities and the
dormitory. The campus is close to the city centre and easily accessible by public transport. The Ludovika campus can be reached in 20 minutes. FARKASVÖLGYI CAMPUS The Faculty of Law Enforcement is based at the Farkasvölgyi Campus in the green area of the city. The building complex is the heritage of the former Police College offering amazing view to Budapest and a student friendly environment. Dormitory, library, sport facilities and other services are also available on site.
MÉNESI CAMPUS The Faculty of Political Sciences and Public Administration is located on the Buda side of the city, located next to the main metro and tram lines. Although the campus could serve all the student’s needs, it will soon move to the newly built Ludovika Campus in order to integrate the education of civilian student’s to one exceptional location.
CREDIT SYSTEM
sTUDYING IN HUNGARY
In Hungarian higher education courses usually value 2 to 3 ECTS credits. Compared to other European systems it may be differents, although students studying Hungary are also obliged to complete appr. 30 credits per semester. Despite the differences, international students can easily adapt to these circumstances as the total number of credits indicates the same workload per semester. STRUCTURE OF COURSES There are different types of lectures and seminars at NUPS. The most common are the traditional lectures organised on a weekly basis. These are sometime accompanied with seminars that require more interaction. At NUPS there are some special cases when lectures or seminars are organised in two or three blocks during the semester. At the Faculty of Military Sciences and Officer training or at the Faculty of Law Enforcement there are special courses, such as tactical trainings or field visits. EVALUATION Courses are evaluated either in a threeor a five-grade scale. The latter is more common, „5” equals excellent whereas „1” means failed. The three-grade scale only indicates excellent, satisfactory or failed.

Different types of lectures are evaluated in a different way. Lectures ussually end with a written or an oral exam. In some cases students get the opportunity to sit
pre-exams during the last week of the study period or complete the course by helding presentations or writing essays. In the case of seminars students are evaluated according to their performance during the semester. In general students finish their exams until mid-January in the first semester and until mid-June in the second semester. ELECTRONIC ADMINISTRATION NUPS uses the so called NEPTUN system through which students can register for courses and exams, track their grades and manage their finances, e.g. paying dormitory fees online. Lecturers inform students through the system about issues regarding their coures, such as change of schedule. Therefore it is advised to log in to the system from time to time. The faculties have different ways of administering students, in some cases exchange students are not required to manage their studies in the system. Each student is identified by their NEPTUN ID in each academic matters. Incoming students get their IDs upon arrival. STUDENT ID Students can apply for a permanent student ID at the „Office of Government Issued Documents”. As the administration requires a few monthes, exchange students are provided a temporary student ID to benefit their student states e.g. at the local transportation.

It was founded by the Romans and 1000 year later it became the capital of the Hungarian Kingdom. Throughout the following centuries, Turks, Austrians, Jews, and many other nations affected the city’s evolution, so it became a diverse and exciting cultural melting pot. The location of Budapest is also special because the bank of the Danube divides it into two parts. Buda, the west side is dominated by hills and the magnificent view of the Buda Castle, while Pest, the other side is plain. The historical downtown is part of the UNESCO world heritage.

This option is open for students of our Erasmus+ partner institutions inside and outside Europe.
