With professionals in law enforcement, emergency response, and security, Public Safety works in partnership with University students, staff, and faculty to create a culture of safety on campus.

The Department of Public Safety has three departments dedicated to campus safety. The University of Minnesota Police Department (UMPD) is a state licensed police department. The Public Safety Emergency Communications Center (PSECC) is a 911 dispatch and monitoring center. The Security Monitor Program (SMP) is a uniformed security department.

UMPD University of Minnesota Police Department

UMPD is responsible for law enforcement at the University of Minnesota. The department responds to all police calls on the Twin Cities campus. In addition to conducting investigations, our Investigations and Outreach Unit provides training and presentations on safety topics. Our Patrol Unit includes K9 Units specializing in bomb detection, and motorcycle and bicycle patrol. Our officers provide a visible presence at campus events ranging from athletic events to visiting dignitaries.

started with the UMPD as a patrol Officer in 1997. He left in 1999 to work for the St. Louis Park Police, but returned in 2000. In 2001 he became an Investigator with UMPD’s Community Investigations Division, then was promoted to Investigative Sergeant in 2002. In 2004, he was promoted to Lieutenant and became the Patrol Lieutenant.

In 2012 he was transferred over to the Investigative Lieutenant position which he is currently supervising. Troy was an Honor Graduate from the United States Air Force Police Academy and received an Associates Degree from Minneapolis Community College.

He has attended the FBI’s Law Enforcement Executive Development Seminar and is a graduate of the FBI’s National Academy.

Lt. Chuck Miner

joined the UMPD in 1995.

He began as a patrol officer and has held the ranks and assignments of detective, sergeant, lieutenant and deputy chief of police. Chuck holds a Bachelor of Science from MSUMankato in both Law Enforcement and Public Administration and a Master of Public Affairs from the University of Minnesota’s Humphrey School of Public Affairs. He is a graduate of the FBI National Academy, the Police Executive Research Forum’s Senior Management Institute for Police and of the International Association of Chiefs of Police Leadership in Police Organizations, in addition to other law enforcement leadership programs.

Chief Matt Clark

is the Chief of Police for the University of Minnesota Police Department.

He oversees a 51-member police department, a dispatch and camera monitoring unit, and a security staff of over 150 personnel. The University of Minnesota Twin Cities campus is the sixth-largest in the nation for campus enrollment and host to over 80,000 students, faculty, and staff.

Before leading the UMPD, Chief Clark was the Assistant Chief of Police for the Minneapolis Police Department. He reported directly to the Chief of Police and oversaw the Bureau Chiefs as they managed the day-to-day operations of the Department.

Chief Clark started his law enforcement career in 1991 in two small Minnesota farm towns. He joined the MPD in 1993 and held positions in each of the three department bureaus: Patrol, Investigations, and Professional Standards. While with the MPD, Chief Clark commanded the Fifth Precinct (southwest Minneapolis). He has also held positions as Emergency Services Unit Commander (SWAT, K9, Bomb Unit), PreService Training Unit Commander, Patrol Supervisor, SWAT Team Leader, Financial Crimes Investigator, and Police Academy Director.

Chief Clark is a graduate of the Major Cities Chiefs Police Association’s Police Executive Leadership Institute, the Senior Management Institute for Police (SMIP), and the FBI National Academy. He holds a Masters degree from Concordia University and a Bachelors of Science degree from the University of Minnesota, Mankato.

In 2008, Chief Clark received an Award of Merit for his command duties at the 35W Bridge Collapse. He also received a Chief’s Award of Merit for his actions during the Republican National Convention. Chief Clark has received a Medal of Valor, three Medals of Commendation, three Awards of Merit, four Unit Citation Awards, and two Chief’s Awards of Merit.

Lt. Erik Swanson

has been with the University of Minnesota Police Department since 1995. He worked in the Patrol Division, the Investigative Division and the Support Services Division. He served on the FBI’s Joint Terrorism Task Force from 2005 until 2008.

His current assignment, Support Services, oversees: Special Events, Training, Hiring, Communications, Property and Evidence and the Fleet. Lt. Swanson also serves as the Scoutmaster for local Boy Scout Troop 254. The Troop has several University of Minnesota employees on its leadership team.

Lt. Dave Wilske

is a graduate of the University of Wisconsin — River Falls and has been with UMPD since 1997.

He worked the middle shift patrol until moving into the Investigative Division in the summer of 2001. Dave was promoted to Sergeant in 2007 and worked as a patrol sergeant until his promotion to Administrative Lieutenant in March, 2009.

Dave remained in this role until moving to the patrol division as the Operations Lieutenant in 2013. He graduated from the Northwestern School of Police Staff and Command School, class #377, in May of 2015 and served as the secretary for his class. Dave has been active as a Field Training Officer, Firearms Instructor and Bicycle Patrol Officer throughout his 20 year career at UMPD.

Security Monitoring Program (SMP) The Security Monitoring Program serves university students, staff, faculty, and visitors by enhancing personal safety, reducing risks, and acting as ambassadors of the University.

The SMP employs approximately 150 students who offer free walking and biking security escorts to and from campus locations and nearby adjacent neighborhoods for all students, staff, faculty, and visitors.

Security Monitors are given training in First Aid, CPR, and use of an AED. Security Monitors are equipped with a First Aid Kit and a portable police radio in the event of an emergency.

Justin Yarrington

is the Program Manager for the Security Monitor Program. Justin takes great pride in developing student employees into responsible leaders while providing valuable public safety services to the university community. Justin started as a student employee with the SMP in 1997 and held the positions of Security Monitor, Training

Monitor, Field Supervisor, and Corporal before graduating from the U of M with a B.A. in the Sociology of Law, Criminology and Deviance as well as a B.S. in Fisheries and Wildlife Management in 2001. Justin returned to the SMP in May of 2008 as Assistant Program Manager and has been the Program Manager since July of 2009.

Public Safety Emergency Communications Center(PSECC) The PSECC is a Minnesota Public Safety Answering Point, which provides

911 dispatch and security monitoring services to the Twin Cities campus. The communications center answers all 911 emergency calls from campus and dispatch the appropriate responders to assist in coordinating response.

The PSECC provides video surveillance monitoring and card access services for the University of Minnesota campuses. Employees assist in criminal and administrative investigations by reviewing video and collecting video evidence.

Jeff Lessard

manages the Public Safety Emergency Communications Center.

He started in the security field in 1995 working for a local security firm. In 1997, he joined the Minneapolis Emergency Communications Center (MECC) as a 911 operator, officially beginning his career in Public Safety. Two years and several thousand 911 calls later, he was promoted to the position of Police and Fire Dispatcher with MECC. In 2005, he moved to the Phoenix Metro Area for his wife’s work and decided to join the Maricopa County Sheriff’s Office. He worked patrol with

the Sheriff’s Office for 4 1/2 years until a promotion for his wife brought him back to Minnesota. He started with the University in November of 2010 as a shift supervisor, and was promoted to the manager position in 2012.

In 2016, UMPD launched a new endeavor for outreach and student engagement. Nerf Games were a combination of capture the flag, tag, and an obstacle course that was planned and executed in coordination with a student group, Humans vs. Zombies.

We provided HammerShot Blasters for players to use, as well as free t-shirts and lunch. Dozens of students joined in on the fun and officers interacted with students as teammates and coaches.

SOCIAL MEDIA ENGAGEMENT

Social media is an increasingly valuable tool for our officers to connect and engage with students. It also provides a platform for police officers to share information quickly and respond to questions or tips from students.

We joined Twitter this past year and are continuing to connect more with our growing audience on Facebook.

OPEN HOUSE

The community sees officers all over campus, but they don’t often get a chance to visit the Department’s “home” at the Transportation and Safety building. So we decided to open our doors to the campus community and throw our first-ever open house during National Police Week. The public got a chance to stop and tour the facilities and chat with officers and others on the department. We also gave away prizes and served lunch to make sure that no one left hungry. It was such a success that we decided to make it an annual event.

SPECIAL OLYMPICS UMPD has been a longtime partner of the Special Olympics, participating in fundraising and awareness events throughout the year. This past year we were also freezin’ for a reason. The Polar Plunge provides support for the Law Enforcement Torch Run.

IN 2015, SGT. JIM NYSTROM RECEIVED THE 2015 HALL OF FAME AWARD FROM THE MINNESOTA CHAPTER OF THE SPECIAL OLYMPICS.

J

im Nystrom’s involvement with the Special Olympics spans back more than 25 years, but he has been directly involved with the Minnesota Law Enforcement Torch Run (LETR) and Special Olympics Minnesota (SOMN) since 2005.

For the past 10 years, he has been the department’s liaison to the LETR and was part of the planning committee for the 2005 LETR International Conference in Minneapolis.

Nystrom joined the LETR Executive Council in 2006, and continues his efforts on the Executive Council today as the state’s Director, serving alongside dedicated officers from around the state!

He has also helped bring the LETR and Special Olympics mission to the University of Minnesota through the Police Department’s involvement in a fundraising event called Jail

N’ Bail. Each year UMPD, along with various fraternities and sororities, constructs a mock jail on the Northrop Plaza and makes mock arrests all day long of students, faculty, and staff. It’s not only an opportunity to raise funds, but also a wonderful opportunity to get the University of Minnesota community engaged in the movement of acceptance and inclusion. Special Olympics athletes interact with those who participate in events like these, sharing their stories and being part of our community.

MORE COMMUNITY ENGAGEMENT ORIENTATION

The University of Minnesota hosts approximately 35 orientations every summer from June to August.

Incoming college freshmen are excited and stressed about starting the year, their newfound freedom, and taking college-level courses. Their parents are worried about who will be looking out for them when they are away from home. We work to give new students and their parents less to worry about, ensuring everyone that we have the students’ safety as our main priority. The department has sessions with parents and students to educate them about the department and its services, along with information tables to give everyone an opportunity to talk to officers one-on-one.

NATIONAL NIGHT OUT

National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, better places to live.

Minneapolis has had more NNO block parties than any other major city for the past 4 years in a row, so we have plenty of parties to visit. Members of the department love getting out and spending time with our University Community!

FOOT BEATS

The Foot Beat Program was started in September of 2015. The basis of this program is to visibly provide safety and security on campus. The officers also provide an outlet for students, staff, and visitors to interact with the police department in non-emergency situations. The foot beat officers provide helpful law enforcement and safety information to the public.

COPS & DONUTS

Everyone knows that cops love donuts, but it turns out that college students do too! A few times a year we set up at locations across campus and give students free donuts and coffee, and a chance get to know our officers in a relaxed atmosphere. Everyone is encouraged to come early because donuts don’t stay well-stocked when cops are handing them out!

RONALD MCDONALD HOUSE

A few times a year, UMPD officers visit the Ronald McDonald House near the University of Minnesota campus. The House has rooms for 48 families — which are occupied over 95% of the time. Our officers visit the children and their families in hopes of bringing them some fun and cheer while they are going through serious medical treatments.

FINALS LATE NIGHT BREAKFAST

Finals week can be a stressful time around campus. Students busy studying sometimes even forget to eat or sleep, so during finals week of the spring semester officers cook a late night breakfast to give students that extra boost to ace their finals.

BICYCLE PATROL/MOTORCYCLE UNITS

When you take away the patrol vehicle, you remove a barrier between the officer and the community.

Officers on bicycles or motorcycles can move through campus quickly during high traffic times and go to areas on campus that are inaccessible by car. One of the greatest benefits of bike or motorcycle patrols is getting face time with students. They have greater opportunities to connect with students, and people are more likely to start conversations with them than an officer in a car.

STUDENT SAFETY SUMMIT

There’s no silver bullet when it comes to safety at the University. Keeping students safe is the responsibility of the entire community. UMPD hosted a Student Safety Summit to bring together UMPD leaders, students, and staff for a public idea exchange. The group discussed their perception of safety on campus, what is working, and where the University should be focusing in the future.

K9 UNIT

The three officers with canine partners that make up our K9 Unit are not only great for traditional police work, but also an extremely valuable community engagement tool. The department’s K9 Unit attends many community events and educational demonstrations for the campus community as well as outside organizations. Wherever they go, people love to interact and take pictures with the K9s.

VIKINGS GAMES Because of the ongoing construction of the new Vikings stadium, the team played 2 season games, along with a playoff game, at TCF Bank Stadium.

UMPD was in charge of security for those games, which brought tens of thousands of people and a heightened level of security to campus. Events of

this size require a secure perimeter and extensive screening of fans and vehicles entering the stadium. In addition to unruly fans, we must also face unruly weather — the playoff game versus the New York Giants didn’t get above -6 degrees, and a storm during the game versus the Raiders caused evacuations.

VIKINGS VS. RAIDERS The first wave of thunderstorms interrupted pregame warm-ups, forcing us to evacuate the stadium until about a half-hour prior to kickoff. The game began on time, but halfway through the second quarter lightning lit up the sky. Fans were ordered to evacuate to the basketball and hockey arenas across the street. Heavy rain came down during the delay, but once the storm passed, the Vikings ended with a 20-12 preseason victory over the Raiders.

BEYONCE CONCERT Just 15 minutes before Beyoncé’s scheduled start, an announcement came over the packed stadium’s loud speaker. Lightning had been spotted 6 miles away, the nearly35,000 fans had to evacuate the stadium.

Crowds were directed to the nearby Williams, Ridder, and Mariucci indoor

arenas to wait out lightning threats.

An “all clear” signal was given at 9 p.m., and the stadium quickly filled again.

As a Star Tribune Article reported, “Police politely helped fans funnel into the stadium.

One officer even helped a high-heeled concert attendee cross the light-rail tracks.”

CMU ARREST INCENDIARY DEVICE

L

ate on a Sunday night in August, workers in the Coffman Memorial Union found a suspicious bag that smelled of gasoline.

The late-night discovery prompted officials to close the building as officers conducted a detailed search of the area.

A bomb squad found the bag containing flares and gasoline-soiled towels, along with gloves and a lighter.

Officers also used bombsniffing dogs to go through the roughly 330,000-square-

foot building before giving the all-clear and re-opening the building early Tuesday morning.

After an extensive review of surveillance footage, investigators discovered a suspect leaving the bag in the CMU. An officer recognized the suspect from a previous incident, and the department was able to reach him by phone. He made suicidal comments, but was located and later arrested without incident.

MORE SIGNIFICANT EVENTS NHL Stadium Series As part of the NHL’s Stadium Series, the field at TCF Bank Stadium was turned to a temporary ice rink, marking the first time a NHL game has ever been played outdoors in the state of Minnesota The stadium was packed for both Sunday’s match-up between the Wild and Blackhawks and Saturday’s Alumni game featuring former greats from the Minnesota Wild, Minnesota North Stars, and Chicago Blackhawks. The packed crowds meant a lot of planning and organization for the department, but the event went without a hitch.

Groper Arrest

Officers where able to quickly arrest a 31-year old suspect in a groping incident less than a block away from where it happened. A woman had been walking along Delaware Street when the man grabbed her from behind and groped her. Shortly after the incident, the woman called 9-1-1 and provided a detailed description of her assailant. Thanks to the quick action of the woman and the vigilant work of members of UMPD, the assailant was spotted in traffic cameras and quickly apprehended.

Protests

With so many speakers and events on campus every year, we also have occasional protest and demonstration. In those cases, officers must maintain order and ensure the law is followed, while also protecting the right to freedom of expression and assembly for those who wish to peacefully protest. Two note-able protests include:

Law School: A guest lecture by an Israeli law professor was

delayed after series of protesters began shouting at the beginning of his lecture, effectively preventing him from continuing. Officers were called and removed the protesters from the lecture hall. Three people, all non-students, were arrested and cited for trespassing after they refused to leave.

David Wippman, dean of the law school, issued a statement condemning the protesters for trying to deny others the chance to hear “an invited guest.” While protesting is also protected speech, he said, “it’s not free speech when you silence others by shouting in the middle of a lecture.”

Viking vs. Chiefs: Demonstrators occupied the lawn outside

of TCF Bank Stadium before the Vikings took on the Kansas City Chiefs. The demonstrators were there to voice their opposition against the Chief’s mascot. Offices were on hand to protect the rights of the protesters and the general public 20

F

rom suicide attempts and domestic disturbances, to sound complaints and erratic behavior calls, the University of Minnesota police are now better-suited to help students in crisis.

By the end of January, we trained every officer in a newly developed “first responder� crisis intervention and deescalation course, making UMPD the first department in the state to do so.

The training teaches de-escalation skills to slow down interactions and the need for force. Officers are given tools -the words, approach, and body language that can convince a person to get help,

or defuse a potentially violent encounter.

Officers also go through scenario-based training on responding to crises. With the help of volunteers or actors, officers practice their skills in common crisis situations, and get immediate feedback from instructors and classmates.

Before this year, only 12 UMPD officers had Crisis Intervention Team training. Those officers tried to respond to all mental health calls, but CIT officers were often busy or another non-trained officer was closer. To ensure that all officers were equipped to handle crisis calls, Chief Clark saw a need to have everyone trained.

The University of Minnesota Police Department is training all of it’s personnel Fair & Impartial Policing (FIP). The university of Minnesota hosted in instructor certification on Impartial Policing and Implicit Bias.

The goal of the training is to help officers recognize their prejudices and develop strategies for enforcing the law equitably in spite of them. The idea is that simply understanding your biases can help you overcome them and make more informed judgments.

Lt. Sandra Brown (Ret.)

Led by retired Palo Alto Police Lieutenant Sandra Brown, officers had frank discussions about their own biases.

Officers talked about race, age, gender — even dress — and how these can effect how they act on the job.

ACTIVE SHOOTER

Imagine this: You are in class when a person walks in with a gun and starts shooting. What do you do?

Before police get on scene, and even once they arrive, civilians often have to make life and death decisions. While we work to prevent such situations from happening, we want our students and faculty to be prepared to take the actions necessary to protect themselves.

Where are the exits? What's the fastest

way to get out of here? — we want them to think about those things before a situation arises. We teach them possible actions to take if confronted with an active shooter scenario, like evacuating, hiding, or, as an option of last resort, challenging the shooter.

We also teach them how to assist authorities once law enforcement enters the scene.

MORE TRAINING Event Management

From sporting events and concerts, to parades and protests, the University of Minnesota hosts hundreds of events every year. To ensure that all events run smoothly, we must be ready for everything and anything. We prepare to respond to weather emergencies, unruly fans, terrorist attacks, drone use, and more. We understand the components of risk for events of any size, how disasters can be avoided, and how to look for precursors to problems.

POST Board Audit

To help maintain professional standards for officers and ensure the public’s trust in law enforcement, the Minnesota Board of Peace Officer Standards and Training (POST Board) consistently reviews agencies. This past year the POST board conducted a review and assisted us in maintaining our training compliance.

Training Coordinator

The training coordinator position streamlines and ensure consistency for department training. The coordinator monitors and tracks all training for the department. Through regular meeting with command staff, the training coordinator provides updates on the status of all training in the department. It is their responsibility to monitor required training for the department to ensure all officers meet state and department requirements.

Patrol Online

Furthering the education of officers is critical to maintain standards and address society’s ongoing and emerging issues. While training is a necessity, the development, management, and delivery of training is often costly and time consuming. To streamline the process, UMPD introduced online training to offer consistent, quality training with convenience and flexibility for officers. The new online options help the make the department more efficient, and also saves the University money.

A MESSAGE FROM THE CHIEF LOOKING FORWARD Members of the Department of Public Safety and Police Department enjoyed another busy and productive school year. We increased our engagement with students and the community, while handling multiple events and incidents. Crime levels remained low and department members focused on safety around campus and in the surrounding communities.

I’m very proud of the work that has been done by our police officers, security monitors, and emergency communications personnel. I have experienced their 24/7 dedication to public safety, and appreciate their willingness to help others in times of need.

Department members will continue this tradition of promoting public safety and helping others by focusing on four main areas during the upcoming school year:
