It is the right of everyone to be free. Therefore, the only moral justification of government is to protect the life, liberty, and property rights of every citizen equally. Good Governance, therefore, is the protection of individual liberty and property rights; the promotion of personal responsibility; and the provision of a safe, clean, and orderly society thatprotects our individual and collective sovereignty.This is the only sure foundation for a truly free, fair, peaceful and prosperous society.

As Uniters, we seek to create ONE JAMAICA – United, Strong & Free! This will be a TRUE REPUBLIC:
1. That is not divided by class, colour, community, or party.
2. That protects the life, liberty, and property rights of everyone equally.
3. That ensures everyone may live, earn, and retire with dignity in true liberty.
4. That is among the safest, cleanest, and most orderlyof all nations for the maximum efficiency, productivity, and prosperity of every citizen.
We shall be UNITED around instilling the principles of good governance; be STRONG in building a solid bottom-up economic and effective military; and be a truly FREE nation that fully respects individual liberty, promotes personal responsibility, and aggressively protects our collective sovereignty.
Protecting the life, liberty, and property rights of every citizen equally is the essential precondition for a truly free, fair, and prosperous society. Without this protection, there can be no peace; only the poverty, crime, and violence as we experienced under chattel slavery, colonialism, and over 80 years of bad governance as a self-governed and independent nation.
We must banish the use of force and fraud from all human relationships, as it is only through voluntary, mutually beneficial exchange, (trading value for value with each other) that we may enjoy true peace and prosperity as a nation or People. Consequently, we will defend the right of everyone to engage in any activity that is peaceful and honest, and welcome the diversity, creativity, and prosperity that true freedom or liberty brings.
The society we seek to build is one where individuals are free to follow their own dreams, in their own ways, without interference from government or any authoritarian power, provided they do not initiate force or engage in fraud to infringe upon the life, liberty, or property of others.

The following are the basic principles that guides all our policies:
STATEMENT OF PRINCIPLES
We, the members of the United Independents’ Congress of Jamaica (UIC Jamaica), hereby challenge the moral authority of the omnipotent state and defend the inherent rights of every individual to be free. We hold that every individual has the right to exercise sole dominion over their own lives and have the right to live as they choose, so long as they do not initiate force or use fraud to infringe on the life, liberty or property rights of others.
Governments, throughout history, have regularly operated on the opposite principle by regulating away the lives of citizens and disposing of their earnings and assets as it sees fit. Unlike other political parties, UIC Jamaica does not grant to government this power to arbitrarily regulate the lives of individuals or seize the fruits of their labour without their consent, be it by arbitrary laws, regulations or taxation.We deny the right of any government to do these things, and hold that where governments exist, they must fully protect our individual rights, namely,
(1) the right to life — accordingly we oppose theinitiation of physical force (violence) against anyone by anyone, any group or any government or its agents (including the police and army);
(2) the right to freedom of speech and action — accordingly we oppose all attempts by government to censor in any form; and
(3) the right to property — accordingly we oppose all government interference with private property, such as confiscation, nationalization, and eminent domain, and support the prohibition of robbery, trespass, fraud, and misrepresentation. To this end, the lands stolen from those enslaved must be returned to their descendants free of charge in a reasonable and practical manner. And where possible, lost generational wealth (due to enslavement) and compensation for learning loss (due to denial of the freedom to be educated) should be made.
Since governments, when instituted, must not violate individual rights, we oppose all interference by government in the areas of voluntary and contractual relations among individuals.

Similarly, no one should be forced to sacrifice their lives, earnings, or property for the benefit of others. All should be left, free of government interference, to deal with one another as free individuals or free traders. Therefore, the only economic system compatible with the protection of our individual rights or sovereignty, is the free market. Wealth confiscation or forced redistribution is unethical, immoral and should be made illegal.

Individuals are inherently free to make choices for themselves and must accept full responsibility for the consequences of the choices they make. We support an individual’s right to make choices in life, but that does not mean that we necessarily approve or disapprove of those choices.
As Uniters, we reject the notion that groups have inherent rights – only individuals have rights. We support the rights of the smallest minority, which is the individual. In summary, you should have the right to do whatever you wish with your life, liberty, and property (as an adult in his or her right mind), provided you do not initiate force or engage in fraud to infringe upon the life, liberty or property of others.
No individual, group, or government may rightly initiate force against any other individual, group, or government.

Individuals own their bodies and have full rights over them that other individuals, groups, and governments may not violate. Individuals have the freedom and responsibility to decide what they knowingly and voluntarily consume, and what risks they accept to their own health, finances, safety, or life.
No one shall be obligated by law to pay for the choices of others, nor should anyone knowingly engage in any action that shall infringe on the life, liberty, or property rights of another without their unequivocal and expressed permission in legally binding and independently verifiable writing. In other words, you own you. You are your property.
The Government does not own you and has no right to force you (for example) to take any form of medication such as a vaccine against your will. However, no one is allowed to knowingly cause anyone to be infected by any communicable disease by failing to act appropriately to prevent infecting another person.

We support full freedom of expression and oppose government censorship, regulation, or control of communications media and technology. We favor the freedom to engage in or abstain from any religious or special interest group. We oppose government actions which either aids or attacks any religion or special interest group. However, no group shall be permitted to engage inactivities that violate the rights of others.

Uniters advocate individual privacy and government transparency. We are opposed to government spying on everyone. We support the right to be secure in our persons, homes, property, and communications. Protection from unreasonable search and seizure should include records held by third parties, such as bank accounts, email accounts, social media accounts,medical, and library records.

Government does not have the authority to define, promote, license, or restrict personal relationships. Consenting adults should be free to choose their own personal relationships. Government shall not engage in the issuing of marriage licenses, but simply act as a repository of contracts for adjudication. It shall, however, encourage healthy families, healthy communities, and a healthy society where mothers, fathers, children and neighbours understand themselves, and each other,

Recognizing that abortion is a sensitive issue, and that people can hold good-faith views on all sides; we believe that government should be kept out of the matter, leaving the question to each person for their conscientious consideration. Everyone should be encouraged to respect themselves, each other, and the unborn by making responsible decisions about their sexual relationships.
It is wise to abstain from sexual relationships until one is prepared to start a permanent family unit that is built around love, trust, and mutual respect. This approach will likely lead to a more wholesome and fulfilling life and less abortions or broken homes. We should all understand that abortion is the destruction of an individual human life and could be described as murder. It is therefore much wiser to prevent conception in the first place if possible.

We oppose the prosecutorial practice of “over-charging” in criminal prosecutions so as to avoid jury trials by intimidating defendants into accepting plea bargains.

The market is the People, and the People are the market. Anything other than a free market is an enslaved People and a recipe for system political corruption.





Property owners must not be required to pay a perpetual property tax; and there shall be no restrictions on their right to enjoy their property as they see fit, provided their choices do notinfringe upon the rights of others.
Eminent domain, civil asset forfeiture, governmental limits on profits, governmental production mandates, and governmental controls on prices of goods and services (including wages, rents, and interest) are abridgements of such fundamental rights.
In mutually beneficial voluntary dealings among private individuals or entities, the parties shall be free to choose with whom they will trade and set whatever terms and prices they agree to without government interference.

To fund humanitarian crises created by slavery and bad governance, including the need for proper nutrition, education, healthcare and housing of those who need assistance, the Government will collect a sales tax of 10% which shall be designated to poverty elimination, environmental protection and national emergencies. No child shall be denied the benefit of a solid education up the PhD level if they have the ability. Every child must receive the nutrition, decent housing, and healthcare they need to achieve their maximum potential. Their parents (father and mother) must be held accountable or helped, but the child should not be allowed to suffer if their parents are unable or unwilling to fully provide for them. As a nation, it is in our best intertest to assist every child to develop all their faculties as quickly as possible in a healthy environment.
The Government shall only issue sound or real money which must be fully backed by the measured and validated productivity of the People. It shall never issue a fiat or fake currency, or allow any private bank or institution to print, issue, or control the nations money supply or interest rates. The latter and our exchange rate shall be freely set by the market or the People as they engage in trade with each other and the rest of the world.

There shall be no Government mandated Minimum Wage laws, mandated holidays, stipulated benefits, forced contributions, or any such interference by the sate. All employees shall operate as a business in their own right with the same freedoms and tax advantages and obligations as any registered or incorporated group, body or entity.
We will implement a Youth Employment Solution (YES) program that ensures every student that completes secondary school is gainfully employed as paid interns if they are not otherwise enrolled full-time in a formal postsecondary institution or some other reputable enterprise. They will be placed in the military, police service, forestry, agriculture, schools, and various other industries so that they may build on-the-job skills and find their place in society as productive citizens.
We will provide a WORKFARE (instead of welfare) program for those who would have missed out on the opportunity to fully realize their potential due to years of bad governance. Every adult that needs public assistance, but are not gainfully employed will be evaluated, trained, and placed in paid internships to gain on-the-job experience so they may learn how to earn to help themselves and their family financially. They will be placed in the military, police service, forestry, agriculture, fishery, schools, or other industries so that they might become more productive citizens.

The Government must provide guidance and minimum standards for schools to ensure every child learns to understand him or herself, understand others or human behaviour and understand money or economics so that they are able to lead a very informed and intelligent life. This guidance will also include teaching and learning methodologies and freely available tools and support to ensure students can read, write, analyze, reason, compute and communicate effectively at every stage of their lives.
Students must be allowed to progress as fast as they are able to and should not be held back because of age. They must always be taught to be as productive as possible and be allowed to safely earn their own money and be allowed to spend it for themselves with the help and guidance of their parents or guardians and the state. This is to ensure they grow up to be both wise and independent adults.
Those students whose parents are not able to afford the fees and cost of educating their children will be funded fully or partially by the state according to the family’s ability to pay. Every individual will be funded to the highest degree of education they can achieve. They will be required thereafter to contribute to the nation’s economic development by paying into the 10% Income Tax and 10% Sales Tax until the cost of their development to the state has been repaid in full. If they choose to migrate, they must send a minimum amount of remittance back to the country to repay the same.

Recognising the history of injustices and the effects of years of bad governance we will designate a 10% Sales Tax exclusively to the elimination of systemic poverty, to environmental protection and to a sovereign wealth fund for future emergencies such as natural disasters. This tax will ensure that every child receives the nutrition, education, healthcare and housing they need to succeed. It will also help to ensure every Jamaican whose ancestors were enslaved are granted title to property and assisted with acquiring a decent home at below market value for their own residential purposes.
Those who already have a home or land will be given a special tax credit or rebate to compensate them for their ancestral inheritance that was withheld from their family at the abolition of slavery in 1834 and again in 1944 at Self-Governance and since so calledIndependence in 1962 by various governments.

It is our goal to make Jamaica a strong military power despite our geographical size. The army will be fully utilized to defend our boarders to prevent anything illegal from coming in and from going out of the country. It will control our customs, ports of entry, and guard our coast vigilantly.
Every citizen will be encouraged and facilitated to engage in military training from the age of 10 to 20 and to take refresher courses and routine drills every two years to stay sharp and ready to defend their rights and freedom. They will learn discipline, hand-to-hand combat, outdoor survival skills, gorilla warfare, the proper and safe use of weapons, understanding themselves, understanding others, and understanding money. This program will include applied mathematics, science and technology as it relates to plumbing, carpentry, electrical technology, mechanics, geography, technical drawing, etc.

Intelligence agencies that legitimately seek to preserve the security of the nation must be subject to oversight and transparency. We oppose the government’s use of secret classifications to keep from the public information that we should all know about, especially that which shows that the government has violated the law.
We oppose the use of torture and other cruel and unusual punishments , except in cases of an existential threat such as outright war or extreme cases of terrorism that have resulted or may result in the deaths of many persons.

We condemn the use of force, and especially the use of terrorism, against the innocent, regardless of whether such acts are committed by governments or by political or revolutionary groups. However, we will always join with other nations to defend our country and theirs from any common aggressor force or nation. To this end, we will maintain a very robust and ready military.

Members of private organizations retain their rights to set whatever standards of association they deem appropriate, and individuals are free to respond with ostracism, boycotts, and other free-market solutions.
Each of us are sovereign individuals with exclusive right to our individual lives, liberty and property, provided we do not initiate force or fraud to infringe on the life, liberty, or property of others. The later right extends to the lands that were stolen from our enslaved ancestors and withheld from us by the colonizers and their agents.
The UIC will make every Jamaican a property owner by return these lands to the Jamaican People from whose ancestors it was stolen and withheld to this day.





Candidates shall not be funded by any person, group, entity or political party. They shall be 100% funded by the state to ensure equality, equity, transparency and independence. They must be 100% beholden to their constituents and never to anyone, any group or any government (foreign or local).
Each candidate must take a standardized test to prove they are qualified and competent
discharge the function of the office they aspire to occupy. A free Good Governance course (including topics such as civics, world and local history, geography, political economy, communication, numeracy, basic science and technology, logic and reasoning, personal finance, political science and ethics) must be taken and passed as prerequisite to applying to run as a candidate for any position.
Those who pass the Good Governance test must have at least ten years progressive supervisory, management or leadership experience in the public, private and/or nonprofit sector to qualify as candidate after their resume and bio are validated by no less than five credible references and if they can secure the requisite number of nominators.
The nominators will not be able to vote for any other candidate in the contested election for which they have nominated the candidate. Once nominated by a set number of local constituents, the candidate shall be given equal access to newspaper, radio, television, internet, townhall meetings, and public debates if they meet the other eligibility requirementof age and residency.




The UIC’s electoral system will recognize no party colours, symbols or seating in the process or the structure of our governance. There will be no provisions, implicit or explicit, for political parties, partisan politics or any other form of groupings or divisions. Instead of a parliament, we shall establish a non-partisan congress of independent representatives. This congress shall have a President elected nationally; 3 Vice Presidents, 1 elected by each county; 14 or 28 Senators, 1 or 2 elected by each parish; and 228 or more Community Representatives, 1 elected for each constituency, district or division.
The Executive Branch, consisting of the President, the General Secretary (Chief of Staff) and Treasury Secretary (both elected on the presidential ticket), plus the 3 Vice Presidents shall form the Core Executive which shall nominate the Heads of Departments or Secretaries (formerly Ministers of Government) who shall then be vetted publicly by the Senate and voted in or out by the House of Representatives (Community Representatives).
The Heads of Departments or Ministers of Government will not be elected politicians, but rather highly qualified Jamaicans (Subject Matter Experts) in their areas of responsibilities, recruited from any where they might be in the world. Once elected to office by the House of Representatives, they may only be removed by the same process: a request from the Core Executive, public review by the Senate and a vote by the House of Representative. This process also applies for the Judiciary.




Most importantly though is the 100% publicly funded system of campaign financing. This ensures that the best and brightest are empowered to raise their hand to serve as the system is no longer controlled by parties or the oligarchs or those most money. We will finally have truly free and fair elections without vote buying and without any special interest group being able to dictate the outcome.

Notice that the Colonial Monarchy is the Head of this system and, while the People are allowed to vote, it is the those with the most money (PSOJ Oligarchs) who determines which party and politicians will be funded to have the greatest visibility and coverage to manipulate the People into voting for them. Once elected, the Leader of the party with the most seats is granted near dictatorial power to appoint a majority of the Senators and all the Ministers of Government unilaterally. Each of these appointments and the remaining Member of Parliaments of the governing party are beholden to this Party Leader who has the power to appoint or fire them from ministerial portfolios at will. This creates a conflict interest and compromises every such MP and Senator who will be pressured to put the wishes of their Party Leader ahead of the constituents who elected them.This puts the PSOJ Oligarchs fully in control of the two Colonial Parties they sponsor and, by extension, the Government of Jamaica. That’s the foundation of the political corruption which leads to the misappropriation and misallocation of our taxes, natural and human resources.

This new system will not only do away with the British Monarchy that enslaved us as our Head of State. It will completely transform the current system of bad into one of Good Governance. We will now have the “Rule of Law” (objective laws) instead of “the whims of men” (subjective laws) which are being used to deny us our sovereignty, our land and our property rights. These colonial laws and debilitating regulations or excessive taxation have held us back as a People. Under this UIC system of governance, we will directly elect our President nationally along with two running mates (a General Secretary or Chief of Staff and a Treasury Secretary of Finance Minister). There will be three Vice President, one elected by and for each County (Cornwall, Middlesex and Surrey). This will ensure full regional representation in the Cabinet and ensure we have three capable, experienced persons to call upon to act as President if and when necessary. These six individuals will form the Core Executive which, under the President’s leadership, will nominate the Heads of Department (Ministers of Government) who shall not be drawn from the Senate or the House of Representatives. They must be the best qualified Jamaicans we can attract from anywhere in the world. In terms of wisdom, knowledge, understanding and experience, relative to their portfolio, will be Subject Matter Experts and not necessarily politicians.




(Currently called MPs or Councillors) will be nominated and elected by the People of each community. They will not need or be able to accept funding from any individual, company, part or group (foreign of local). Our 100% publicly funded campaign financing system will empower every representative, from the President down to the Community Representatives, to be nonpartisan and thus free to fully speak and unequivocally represent their constituents without fear of losing their funding. There will also be no party name or colour on the ballots or in the process, and no special seating by party or colour in a parliament. We will instead become a United Independents’ Congress (a congress of independents focused on policy) instead of a partisan, tribal or divisive parliamentary system that serves only to divides and district us so that a few (the political elites, oligarchs and their foreign masters) may continue to enrich themselves at the expense of the rest of us (the marginalized majority).

Whenever any form of government becomes destructive of individual liberty, it is the right of the People to alter or to abolish it, and to agree to such new governance as to them shall seem most likely to protect their individual and collective sovereignty. To this end, the People shall be empowered by their Constitution to rise up and remove such a government by any means necessary and shall not be in violation of any law for so doing. To this end, the People should never be disarmed by the state and must have the right to keep and bear arms to protect themselves and their rights against aggressors even if that aggressor is the Government. 3.7

UICJAMAICA FOUNDER
JOSEPH L. PATTERSON,
Joseph L. Patterson, BAccS, CPA, CGA isthe Founder of the United Independents' Congress of Jamaica (UIC Jamaica). He has over 35 years of experience in the field of finance, business and leadership. He works with clients in Jamaica, North America and Europe and has held such positions as Financial Controller, Director of Finance, VP of Finance, CFO and CEO in the private, public and non-profit sectors.




His international work involves more than 120 countries, including Chairman of the board of a $146 billion Netherlands based global impact investmentfirm with over four decades in sustainable development finance, agriculture and renewable energy. Mr. Patterson was also the founder of YES Jamaica, a charitable foundation that mentors and funds young entrepreneurs. He has been married to Charlet, his high school sweetheart, for over 30 years. They have three beautiful children and live on a farm in Northeastern St. Elizabeth, Jamaica, where he is the UIC’s candidate for Member of Parliament.
Mr. Patterson was born 1971 in the rough of Kingston to Ruth Williams, a factory worker and single mother of three. He later went to live with is more affluent father, Joseph Patterson Senior, in Portmore, St. Catherine, at age 11 after completing Dunrobin Primary School. He was enrolled at Spanish Town Secondary School where he would become the Head Boy, Student Council President, Science Club Founder & President, Drama Club Founder & President, Debate Team Captain and winner of the All-Island Secondary Schools’ Challenge Quiz.
He won a place at St. Andrew Technical High School where he was again Head Boy, Student Council President, Key Club President (representing Jamaica twice in the USA), Math Club Founder-President, Literary Club Editor, and winner of the Gleaner Article Writing Competition Gold Medal for his essay on Youth & Community Development. Mr. Patterson also won a full scholarship to study Engineering at the University of Technology where he was twice elected President of the Debating Society and was President of the Circle K Club. He also founded The Associate Investors Group, an investment club which brought together students of diverse disciplines to build a successful stock portfolio.
After a stint as a teacher, engineer, assistant manager and entrepreneur in Jamaica, Mr. Patterson migrated to Canada to be with his wife and there he earned a Bachelor of Accounting Science Degree (BAccS) at Calgary University and the CGA (Certified General Accountant) and CPA (Chartered Professional Accountant) designations. He would go on to serve in government as a Director of Financial Reporting & Controls where he designed and implemented effective systems to ensure full accountability in over 25 government departments and ministries. He also built an accounting and tax practice to help entrepreneurs realize their full potential. He then went into venture capital financing and now owns a few companies while focusing on impact investing and social entrepreneurship.
