FROM OUR EXECUTIVE DIRECTOR Celebrating 44 Years of Self Help November 15, 2017, New York City

44 years ago UHAB was born in response to NYC neighborhoods that were being abandoned by their owners, resulting in lack of heat and hot water, deteriorating conditions and arson. Literally, the Bronx was burning. UHAB was based on the simple notion that neighborhoods, even deteriorating neighborhoods were home to thousands of New Yorkers where they were born and lived their lives, graduated from school, were married and raised families. They were neighborhoods where homes should be rehabilitated, the fabric repaired and lives preserved. And the residents could, should and would participate in rebuilding their own homes and communities. Urban Homesteading with Sweat Equity rehab was UHAB’s response – a Self Help response. When in rem foreclosure was accelerated in 1978, The TIL and other Alternative Management Programs –Tenant self-management and co-op ownership - were UHAB’s response. –A Self Help response to 4,000 occupied city-owned buildings housing nearly 80,000 NY families.

When increases in operating costs began to outstrip the co-op member’s incomes, UHAB’s response was a fuel co-op and buying program, group insurance and a Mutual Insurance company, bulk purchasing and later an online bookkeeping program, ongoing education, co-op marketing and UHAB University through UHAB’s Member Services. –A Self Help response that takes advantage of the economies of scale recognized by the 6th Principal of cooperation, Cooperation among Cooperatives. When Mayor Giuliani took the City out of the business of owning property and began disposing of property through developer programs, UHAB’s response was to pioneer a tenant petition process and to be selected as developer by both the residents and HPD of nearly 100 future co-ops with nearly 2,000 apartments. – A Self Help response to the potential loss of homeownership opportunities for thousands of low-income households and their chance to rebuild and remain in their neighborhoods.

When the real estate market boomed and busted and buildings and neighborhoods were rocked by speculation, predatory equity, tenant harassment, over-leveraging, foreclosure and displacement, UHAB’s response was to organize residents and leaders into strong and informed tenant associations and community groups like the Crown Heights Tenant Union and CU4ML Cooperators United for Mitchell Lama. –a Self Help response that supports leaders and residents in having their own collective voice and engaging with their electeds and City officials not only to protect their own homes but to make substantive policy and program change in the process.


The power of these organizations should not be lost on anyone who heard the Mayor’s announcements today affecting the Brooklyn Armory and the preservation of MitchellLamas. And today as we celebrate 44 years of Self Help, we see a world that looks very different from the way it did 44 years ago—and even last year at this time. With uncertainty at the national level and changing circumstances locally, UHAB is evolving and responding once again. This time, our Self Help response is sort of a UHAB 2.0, applying 44 years of skills and knowledge and experience in new and innovative ways. As HPD has withdrawn support for UHAB’s technical assistance to affordable co-ops, we have refashioned our assistance as fee for service offerings to the 1,300 co-ops in our co-op communities. We have expanded our training offerings with classes 4 evenings every week. And strengthened our services to co-ops with a stronger and more affordable insurance program, improved bookkeeping services and new green building services. We are expanding our services and training to Mitchell Lama co-ops and providing “Future Proofing Services” to co-ops in the regular market.

This Coalition, organized as a co-op, will be a platform for the interactive map and data about our 3,000 co-ops and 120 support organizations in our community with vendor, professional and resource directories, best practices and document libraries and a policy forum for preserving and expanding the affordable co-op community across the country. This is a work in progress with our advisory partners, NAHC, CNYCC, CU4ML, City First Homes and Grounded Solutions, formerly the National Community Land Trust Networks. From Portland, Maine to San Francisco, from Seattle to Ashville, North Carolina, from Washington DC to Boston and many places in between interest in creating and preserving affordable co-ops is on the rise.

The Self Help of tomorrow of UHAB 2.0 will look different from the sweat equity homesteading of 44 years ago. But we in this organization continue to believe that the tenants, the homesteaders, the co-op members can and should participate in solving their own housing problems and strengthening and preserving their own communities. And UHAB’s role is still in providing training and technical assistance and services to make these efforts possible. When Bishop Moore, Dean Morton, Meyer Parodneck, Chuck Laven and Phil St. Georges founded UHAB in 1973, they designed this nonprofit to be a people developer. And that we remain.

Through 44 years of evolution and revolution, we have been supported by most of you in this room and many others who have given financial and other support for our endeavors. EVENT CHAIR James A. Fenniman, Executive Vice President & Senior Director of Affordable Housing at Arthur J. Gallagher & Co., is a long-time affordable housing advocate. In the 1970s, he helped form the Lower East Side’s Adopt-a-Building program. He also helped us create UHAB’s popular Fire and Liability Insurance Program (FLIP), designed especially for affordable co-ops.

HONOREES Andrew Knox is a former co-chair of the New York City AIA Housing Committee. He has worked with UHAB as our architect on nearly all of our projects since we began co-op development in 2001. For more than 15 years, Andrew has provided sage advice and technical expertise on an array of issues as UHAB has broadened homeownership opportunities for low-income households.

The New York Community Trust has provided UHAB with consistent support since our earliest days. Its funding has enabled our organization to evolve and innovate as we develop new programs, move in new directions, and build new capacities in response to New York City’s ever-changing affordable housing landscape.

2017 HOUSING HEROES This year, we are recognizing UHAB’s Housing Heroes. Whether as individuals or as members of institutions, companies, or organizations, these tireless advocates have fought—and won—battle after battle to strengthen and expand decent, affordable housing.

Vern Ballard, who says that becoming a homeowner was one of the hardest things that he has ever done, helped lead his Harlem apartment building through the arduous renovation and resident training process so that, after a dozen years of struggle, it could finally turn into a strong HDFC co-op. Debbie Bechtel, one of New York City's foremost legal experts on low-income housing cooperative issues, greatly expanded free legal services for HDFC co-ops through the clinic she developed at Brooklyn Law School in 1997 that now trains and deploys 16 to 20 students each year. Through Cooperators United for Mitchell-Lama, Adele Niederman, Christine Fowley, and Jeanne Poindexter have all fought to stop the privatization of their Manhattan and Brooklyn co-ops, leading the city-wide efforts of Mitchell-Lama residents to save these truly affordable, nonprofit cooperative developments. Vera Robinson, whose Bronx apartment building was abandoned in the 1980s by a landlord who took the boiler with him (in the winter!), became one of the Tenacious Twelve—the tenants who stuck it out to transform their building into the thriving HDFC co-op it is today. Daphany Rose Sanchez, who advocates for energy equity and efficiency access in housing for New York City's low-income and immigrant communities, has helped more than 18,000 affordable housing units gain access to energy efficiency opportunities in her work with the Mayor's NYC Retrofit Accelerator programs. Deborah Sanders, a Harlem HDFC shareholder who strengthened her building by pushing for board member term limits and helping to secure tax abatements to keep maintenance payments low, also advocates for legislation that would sustain the affordability of all HDFC co-ops.
