In the Final Declaration of the Founding Congress (Paris, 5 May 2004), UCLG: “Strongly committed to creating peaceful, fair, sustainable and inclusive societies for all, based on solidarity, citizenship and human rights; and emphasized democracy, self-government and good governance as its core values; committing itself to the following fundamentals: • Poverty alleviation and social inclusion • Cities without slums • Sustainable environment • Water and sanitation for all • Creation of multicultural cities • Broad basich rights (the right to education, health care, access to housing, the right to work and respect for gender equality, and rights of minorities and marginalized groupings) • Human rights in cities (the Global Charter for Human Rights 2011) • Basic urban services for all • Education for all • Respecting diversity • Deepening local democracy • Pursuit of peace and dialogue locally • Establishing a strong, democratic organisation with a broad, diverse membership and representatives in every country of the world.
