1. Green City Action Plans (GCAP) 2. Sustainable infrastructure investment: facilitating public or private green investments in water and wastewater, urban transport, district energy, energy efficiency in buildings, solid waste 3. Capacity building: technical support to city administrators and local stakeholders to ensure infrastructure investments and policy measures identified in action plans can be developed, implemented and monitored

1. Be a city in the EBRD regions 2. Have a population of at least 100,000 3. Be willing to conduct a Green City Action Plan, 4.
