Pedestrian, bicycle, and public transportation facilities promote active transportation, healthy living, and serving low-income communities where people may not own a vehicle.

TYLin is currently assisting the City of Fremont, California, with two major active transportation projects in various stages of design development. The City sought funding for the Sabercat I-680 Bicycle and Pedestrian Bridge and I-880 Innovation Bridge and Trail Project to further their commitment to active transportation.

The City’s vision is to better serve residents, commuters, and visitors by linking city trails with regional San Francisco Bay Area trail systems and providing safe nonvehicular transportation options in strategic locations.

TYLin was selected for these projects due to our unique approach, team composition, and strong ability to deliver architecturally significant overcrossings.

The Sabercat Bicycle and Pedestrian Bridge is a milelong Class I bicycle and pedestrian path connecting the Irvington District and Sabercat Historical Park.

The project includes a new pedestrian and bicycle overcrossing of I-680, an overhead of the Union Pacific Railroad and Bay Area Rapid Transit railway corridor, and a trail bridge over Sabercat Creek.

DIGITAL RENDERING OF THE I880 INNOVATION BRIDGE

Essential considerations incude sensitive habitat and paleontological resources along Sabercat Creek and within Sabercat Historical Park. In addition, the path will interface with the future extension of the South Bay Greenway bicycle route, expanding connectivity with the regional bicycle network.

The I-880 Innovation Bridge and Trail Project is located within the Innovation District in Fremont between the I-880/Fremont Boulevard interchange and the I-880/Mission Boulevard/W. Warren Avenue interchange, directly adjacent to the Tesla campus.

The project will provide a signature multimodal gateway into Fremont’s Innovation District and an essential Class I bicycle and pedestrian link between the San Francisco Bay Trail and the East Bay Greenway Trail.

The bridge concept features an architecturally significant single-tower, cable-stayed structure with a curved, 200-foot-tall pylon tower. The 500-footlong landmark bridge will cross over 10 lanes of I-880, connecting from Kato Road on the west side to Landing Parkway on the east side. The project also includes nearly 2,000 linear feet of Class I multiuse trail adjacent to Agua Caliente Creek.

NYPA’S RENDERING OF THE PROPOSED CAYUGA WATERCOURSE

WINS

New Cayuga Watercourse on NYS Canal System CAYUGA COUNTY, NEW YORK, USA The New York Power Authority (NYPA) has awarded the planning and design of the Cayuga Watercourse to TYLin. The watercourse is one of the first projects under New York State’s (NYS) Reimagine the Canals Initiative to reinvigorate water recreation on the NYS Canal System.

The venue will enhance the local community, increase ecotourism, and draw sports enthusiasts to the region.

The project is being developed at Canal Lock CS-1 on the Cayuga-Seneca Canal in New York’s Finger Lakes Region.

The site is bounded by Cayuga Lake, the Montezuma National Wildlife Refuge, River Road, and the Seneca River and includes portions of the canal, the river, and an island.

Design elements incorporate three primary areas, the Mainland, the Island, and the Whitewater Park. The worldclass whitewater destination will be constructed directly downstream of the existing tainter gate dam, with the tainter gates providing the water feed.

The project includes parking and circulation, a comfort rinse changing station, a pedestrian bridge, an observation area, a boat and equipment livery, picnic areas, trails, a fishing area, a sturgeon spawning habitat enhancement, and a flat shoreline area for kayak launching.

To secure the project, TYLin emphasized our 25 years of experience working on NYS Canal facilities, our lock and dam, pedestrian bridge, and park infrastructure expertise, and our ability to manage large multi-discipline teams with award-winning success.

We further set ourselves apart with a team of 13 additional consultants with unique expertise in the major project components. These include experts in ecological studies, State Historic Preservation Office and cultural resources, and recreational market studies.

TYLin’s team will deliver architectural, civil, structural, environmental, geotechnical, mechanical, and electrical engineering, along with whitewater course design, landscape architecture, wayfinding, cost estimating, survey and mapping, and code compliance.

Multiple Environmental Contracts for Miami-Dade MIAMI-DADE COUNTY, FLORIDA, USA Environmental services within TYLin have traditionally served in a supporting role for our major discipline Sectors. However, a shift is occurring in South Florida where major environmental contracts are being won across Sector boundaries. These contracts are now providing new opportunities to expand the roles of our environmental staff in a myriad of skill sets, including project management of multi-task contracts.

Many of these contracts are within the Miami-Dade (MD) County Government system, including the MD Aviation Department, MD Seaport (PortMiami), and MD Parks, Recreation and Open Spaces (PROS). These contracts exceed USD 5 million over three to five years.

Other environmental contracts are with the City of Miami, City of Miami Beach, and smaller municipalities.

These contracts require traditional skills and experience in evaluating physical, natural, and cultural resource impacts including contamination assessment, the development of remedial action plans, wetland evaluations, tree surveys for over 26,000 trees at a time, Federal and State-listed species surveys and assessment, and permitting and permit compliance.

Since climate change and sea-level rise have come to the forefront, the evaluation of low-lying coastal areas now requires new levels of expertise on evaluating impacts from changing infrastructure, such as

stormwater and wastewater treatment and raising sea walls, bulkheads, and roads. The established rules no longer apply to the coastal and marine ecosystems facing higher temperatures and rising water, threatening the existence of fundamental components of this already fragile environment. The threat is augmented by aging roads, bridges, and infrastructure.

However, these challenges create tremendous opportunities for TYLin biologists to provide innovative solutions under these multiple task contract vehicles, including the use of blue and green elements in creating resilient coastlines and living shorelines. As our environmental department grows to meet these multi-disciplinary challenges, we can also serve as a vital resource to assist project managers in coastal areas throughout the country and worldwide.

Design of BART’s Hayward Maintenance Complex HAYWARD, CALIFORNIA, USA The San Francisco Bay Area Rapid Transit District (BART) has awarded a contract to a TYLin-led team to complete the final design for the USD 400 million Hayward Maintenance Complex (HMC) East Side Yard in Hayward, California.

This federally funded project is one of BART’s “Big Three” Transbay Corridor Core Capacity Program projects. The program will allow BART to modernize its 50-year-old system and enable continued expansions to San Jose and a second crossing of San Francisco Bay. Specifically, the HMC program will accommodate the 750 new rail cars being delivered to replace the existing vehicle fleet and support the extension to San Jose, increasing transit access throughout the Bay Area.

TYLin is taking over the design of the rail yard following the 60% submittal by another firm. Design elements involve yard/storage tracks for 250 vehicles, a single-

track bridge over a 4-lane arterial and flood control channel, a pedestrian bridge over the storage tracks, retaining and sound walls, small buildings, housing break rooms, administrative offices and locker rooms, on-site/ off-site drainage, water and sewer design, rail systems including traction power, train control/signaling, and communications.

The project’s very aggressive design schedule is being addressed by a large team of TYLin staff and multiple specialty subconsultants. This effort represents a companywide commitment, with staff drawn from 10 offices across the U.S. and significant collaboration between the firm’s Rail + Transit, Roads + Highways, and Bridge sectors.

The work is being performed under a task order as part of a USD 40 million On-Call Contract with BART that TYLin won in 2019.

Key Zero Emissions Fleet Modernization Project

T YLin is helping to develop the conversion of RTC-SNV’s fleet to zero emissions vehicles, including BEB and FCEB.

LAS VEGAS, NEVADA, USA TYLin has been selected by the Regional Transportation Commission of Southern Nevada (RTC-SNV) to support their Program Management Contract. As part of this, TYLin is helping to develop RTC’s first Zero Emission Transition Plan and Facility Modernization Strategy. This will include operation and maintenance facilities for battery electric bus (BEB), hydrogen fuel cell electric bus (FCEB), and zero emission paratransit vehicles.

Our scope of work includes: — Analysis of existing and future transit base (maintenance facility) operations, capacity, and maintenance activities to support transition to a fully zero emission fleet.

— Concepts development to transition the Sunset and Integrated Base Maintenance Facilities to BEB, FCEB, or mixed zero-emission vehicle fleet.

— Evaluation of the conversion of RTC-SNV’s paratransit and non-revenue vehicle fleet to zero emissions.

— Review of the transit system assessment of converting routes to BEB or FCEB. — Development of the long-range Fleet Transition and Facility Master Plan, working closely with RTC-SNV executive and staff leadership.

TYLin is also conducting an industry state-of-thepractice review of BEB and FCEB fleets. For each maintenance base, the firm is developing a service, fleet, and fuel assessment; redundancy, resiliency, and recovery plan; total cost-of-ownership model; and an evaluation of agency maintenance operations and logistics for revenue and non-revenue fleets, including paratransit and specialty services.

Kaohsiung MRT System Red Line Extension KAOHSIUNG CITY, TAIWAN The Kaohsiung Mass Rapid Transit (KMRT) System has been operating since 2008, with a total length of over 57.4 kilometers and 38 stations. Located in the economic center of southern Taiwan, the KMRT system provides people with a more convenient, safer, and faster way to meet their daily commuting and transportation needs.

When Kaohsiung Government Authorities began considering the extension of the KMRT Red Line service area, plans included the Gangshan-Lujhu extension for the city’s Gangshan, Lujhu, and Hunei Districts. TYLin and Far Eastern Construction Company (FECC) won Phase II (Lot RKC02) of the Ganshan-Lujhu Extension Project in January 2022.

The goal of this MRT extension is to stimulate economic growth while meeting growing and future population and traffic demands. The project includes seven elevated stations and over 11.63 kilometers of viaducts, as well as track, engineering and maintenance (E&M), and elevator/escalator works.

Thanks to the turnkey capabilities and collaborative spirit of the TYLin-FECC team, the detailed design and construction can be carried out almost concurrently to achieve the goal of completion ahead of schedule.

Whitney Museum Featured in New ACEC Book on Climate Change NEW YORK, NEW YORK, USA A newly published book about climate change features a case study on the Whitney Museum of American Art authored by Amy Hwang, Senior Associate and Technical Development Director at Silman, A TYLin Company.

The new book, Climate Change and the Built Environment, was published by the American Council of Engineering Companies (ACEC). This in-depth guide is for design professionals and anyone else with an interest in better understanding these complex problems. Nearly two dozen authors hailing from a variety of professional backgrounds and regions contributed their insights to this collection.

Designed by Renzo Piano Building Workshop in collaboration with Cooper Robertson, the Whitney Museum of American Art sits near the Hudson River in Lower Manhattan in New York. One of the most unexpected design challenges came during construction in 2012, when Superstorm Sandy exceeded the design flood elevation and inundated the mechanical basement.

Silman worked with the entire project team to develop flood resiliency features, such as flood gates and a mobile barrier system, to withstand anticipated future flood levels without the benefit of updated flood data.

The team was able to devise a solution that kept the architectural design intent

intact while working within the confines of the structure and precast facade that were already in place.

The firm’s commitment to climate resiliency work has only increased in the years since. While projects are located across the country, one is taking shape in the shadow of the Whitney Museum building. Once complete, Gansevoort Peninsula Park will have kayak slips, a salt marsh, a dog run, and the borough’s first public beach.

The entire peninsula is on the Hudson River and located within a Federal Emergency Management Agency (FEMA) flood hazard zone. Silman is incorporating design strategies such as slabs capable of resisting hydrostatic uplift.

RHCS Environmental Assessment RICHMOND HILL, ONTARIO, CANADA The Richmond Hill Collector Sewer (RHCS) is a major, 40-year-old gravity sewer located in the Yonge Street right-of-way, a major corridor in the City of Richmond Hill, Ontario, Canada. Numerous inspections have revealed that the sewer is showing signs of degradation due to hydrogen sulfide corrosion - with no redundancy if the sewer fails, which could result in significant impacts to the city.

TYLin was retained by York Region to complete an Environmental Assessment to study the possible options of rehabilitating the RHCS. Rehabilitation is expected to be difficult because of the depth of the sewer (close to 30 metres below ground), the inline and connection drops, and the location of the alignment along the Yonge Street corridor, one of the busiest parts of the city. No redundancy also limits the operational flexibility while increasing the complexity of a rehabilitation and maintenance and inspection costs.

Typical rehabilitation methods would require the construction of large shafts or a complete bypass of the sewer flow. These shafts would be located on Yonge Street, requiring extended road closures affecting local traffic, residents, and businesses. In addition, to support growth targets set in the Master Plan, there is a need to increase flows to surrounding cities and towns by twinning the upper and lower segments of the RHCS.

TYLin’s scope of work includes: — Defining the preferred approach to rehabilitate the RHCS to extend its service life, accommodate population growth, and introduce redundancy.

— Providing the York Region with a detailed “roadmap” for implementation that will consider cost and schedule, long-term resiliency and operability during the implementation phases.

— Developing a risk mitigation plan to address challenges involved with the construction and operation of the new infrastructure.

— Obtaining stakeholder buy-in so that the Region can proceed with infrastructure design and construction without delay once the preferred method has been determined.

Offshore Wind Farm Design Programs TAIPEI CITY, TAIWAN Mr. Ray Wang, Chairman of TYLin’s Taiwan operations, and Dr. Sea-Fue Wang, President of National Taipei University of Technology (NTUT), recently signed a Memorandum of Understanding (MoU). This event launched a significant partnership that will benefit Taiwan’s renewable energy transition and boost the development of offshore wind farm design programs and engineering application techniques.

NTUT’s Research Center of Offshore Wind Power Engineering, run by Executive Director Yu-Chi Sung, merges faculty and facilities from the Engineering, Electrical Engineering and Computer Science, and Mechanical and Electrical Engineering areas. The goal is to develop substantial core, cross-sector technologies to support Taiwan’s offshore wind power industry and upgrade related and localized technical specifications and research.

From 2022-2025, the government will develop close to 5.2 gigawatts (GW) of wind power for Phase II of Taiwan’s west coast wind farms, representing more than TWD 1 trillion.

TYLin will participate fully in relevant projects for the detailed design of the underwater foundation and substation for onshore and offshore wind turbines. The firm will also join in the Phase III offshore wind power feasibility study for an offshore wind farm developer.

Scottsdale Transportation Design Project SCOTTSDALE, ARIZONA, USA TYLin recently celebrated their first transportation design project with the City of Scottsdale, Arizona. The City is planning to reconstruct and widen nearly two miles of Carefree Highway from Cave Creek Road to Scottsdale Road.

The two-lane road is currently constructed with several “dips” to allow for offsite stormwater to overtop the road as it flows through the area.

However, this has contributed to significant sediment and maintenance issues.

Proposed improvements include widening Carefree Highway to five lanes with a raised landscaped median and a roundabout at 60th Street. Other elements include a multiuse path and trail on the south side, drainage improvements to ensure all-weather access, and fiber optic/intelligent transportation system (ITS) improvements.

The project sits at the City of Scottsdale border with the Towns of Carefree and Cave Creek. Therefore, significant agency coordination will be required.

C arefree Highway will be widened in both directions to improve safety conditions.

Preventive Maintenance for Monroe County

North Goodman Street Reconstruction

ROCHESTER, NEW YORK, USA

Monroe County Department of Transportation (DOT) has awarded TYLin with a Local Design Services Agreement to develop preventive maintenance plans at locations on Brighton-Henrietta Townline Road, South Winton Road, and Spencerport Road in the greater Rochester, New York, area.

The City of Rochester, New York, has selected TYLin to design the reconstruction of North Goodman Street from Bay Street to Clifford Avenue to improve the pedestrian and driver experience.

The project will update existing infrastructure to meet the requirements of the Americans with Disabilities Act (ADA) and create a smooth driving surface.

TYLin’s responsive performance on a prior preventive maintenance contract with Monroe County DOT helped secure this project win.

The project includes roadway and pedestrian improvements, streetscape improvements, water and sewer system upgrades, new traffic signals, and the potential for street lighting upgrades. TYLin will also investigate Complete Streets options and will prepare the area for future fiber optic communication.

THE JACKSON BASCULE BRIDGE IN CHICAGO, IL

Jackson Bascule Bridge Rehabilitation CHICAGO, ILLINOIS, USA TYLin’s Central Bridge Sector was selected by the Chicago Department of Transportation in Illinois to provide Phase I and Phase II Design Services for the rehabilitation of the Jackson Bascule Bridge over the South Branch of the Chicago River.

Originally built in 1915, the Jackson Bascule Bridge is one of the oldest deck truss style bascule bridges in Chicago, and, therefore, holds a historical significance.

The rehabilitation project prepares the iconic structure for decades of continued service.

The Jackson Bascule Bridge is a double-leaf, trunniontype bascule bridge with an overall length of about 273 feet, a roadway width of close to 37 feet, and an overall width of 64 feet.

On each side of lift span is a bridge tender’s house in the Beaux-Arts style that rise above lightly scored concrete pylons and are identical in design.

TYLin’s work will include the preparation of a Bridge Condition Report to define the detailed scope of the rehabilitation. We will also be facilitating the National Environmental Policy Act (NEPA) approval, which will include coordination with the United States Army Corps of Engineers, Coast Guard, State Historic Preservation Office, Illinois Department of Natural Resources, Illinois Department of Transportation, Federal Highway Administration, and agency stakeholders.

INSIGHTS

Photolithography Machine Manufacturing Factory Project TAOYUAN CITY, TAIWAN TYLin has been selected to serve as the Project Manager/Owner’s Representative for a photolithography machine manufacturing factory project in Taoyuan, Taiwan. The client is a world-leading supplier to the semiconductor industry with established offices and factories located around the country.

Due to rapid growth and the need for more manufacturing space and offices, the client plans to construct a new building with sufficient staff parking spaces. The expansion will provide approximately 3,000 square meters of ISO-6 clean rooms, 800 square meters of ISO-7 clean rooms, close to 2,000 square meters of office space, and additional utility room(s), loading dock, and logistics areas.

Since the expansion will be constructed next to and connect to an existing factory, it is crucial to establish a thorough construction plan to reduce the impact on the existing facilities. To maintain operations during construction, TYLin will assist the client and the engineering, procurement, and construction vendor to determine the most practical method to minimize disturbances to existing buildings and successfully deliver the project.

New English Road Culverts GREECE, NEW YORK, USA Construction of the English Road Culverts project for the Monroe County Department of Transportation in New York continues, with completion expected this fall. TYLin designed the new culverts to replace the circa-1930s originals. Throughout construction, TYLin has been using accelerated construction techniques to minimize the duration of closure for this section of roadway.

The new culverts are three-sided precast concrete units founded on spread cast-in-place footings. Concrete for the footings was recently poured and can be viewed in this time lapse video. Several private and public utilities were relocated to accommodate the new culvert and wingwalls.

Building Demolition and Pump House Upgrades Complete at LAX LOS ANGELES, CALIFORNIA, USA TYLin designed upgrades to the United Airlines Hangar Pump House and the demolition of the Continental Airlines General Office (GO) Building at Los Angeles International Airport (LAX), with both projects now completed as part of the USD 58 million Secured Area Access Post (SAAP) project.

Upgrades to the 60-year-old underground pump house were necessary to maintain fire water service at the American Airlines Superbay Hangar. Demolition of its existing water source - a 1,453,000-gallon deluge tank made way for the cross-complex Taxiway P. A new 30-inch ductile iron pipe was installed from the pump house to the hangar, and the existing fire pumps and equipment were completely replaced. The retrofitted system now services three hangars and can output 20,000 gallons per minute (GPM) at 160 pounds per square inch gauge (PSIG). Two new pressure reducing stations were installed to protect the hangar sprinkler systems originally serviced by the pump house (FedEx and United Airlines).

The GO Building has been vacant since 1982 when the parent company of United Airlines purchased a controlling interest in Continental Airlines.

The project involved significant hazardous N ew engines and fire pumps in material cleanup, the UA Pump House. disconnection and demolition of a pedestrian bridge to the adjacent United Airlines Hangar Complex, rerouting of a security fence, a new secure pedestrian gate, and conversion of an internal shared wall into an exterior wall. The demolition made room for the SAAP, allowing significant access to the central airfield from the west end of LAX. TYLin staff from our offices in Los Angeles, San Diego, Irvine, and Sacramento, California, Chicago, Illinois, and Miami, Florida, all contributed to the project, putting collaboration tools to the test. The dedication to remote and decentralized work paid off, as the project’s construction kick-off meeting was held in February of 2020. All subsequent project meetings and non-field work were subject to Los Angeles World Airports’ strict COVID-19 safety requirements, making remote work capabilities critical to the project.

LOWERING OF THE SUSPENDED SPAN

Champlain Bridge Demolition MONTRÉAL, QUÉBEC, CANADA On January 7, 2022 in Montréal, Québec, Canada, the 117.5-meter-long suspended span of the original Champlain Bridge main span was lowered 33 meters over the navigation channel of the St. Lawrence River onto a barge. The old bridge is owned by The Jacques Cartier and Champlain Bridges Incorporated.

The lowering was the most complex operation of the bridge deconstruction, which led by Nouvel Horizon Saint-Laurent. Prior to this procedure, TYLin designed the reinforcement of multiple members for the dismantlement operations.

The load of the 2,200-ton suspended span was transferred to the six strand jacks installed on top of the cantilever arms. The suspended span was then disconnected from the anchor spans by torch cutting the disengaged connecting members. The lowering process itself lasted 10 hours, with continuous monitoring and evaluation of the loads.

The suspended span will be dismantled later while on the barge, following a precise deconstruction sequence verified by TYLin’s engineering team.

INSIGHTS

Raising Awareness about a Hidden Humanitarian Crisis WORLDWIDE INITIATIVE Design for Freedom (DFF) is an initiative that originated at Grace Farms and is rapidly gaining momentum throughout the A/E/C community in the United States and, more recently, worldwide.

Silman, A TYLin Company, was the Structural Engineer of Record for the iconic organization’s 83,000-squarefoot River Building in New Canaan, Connecticut.

Through work on the campus, Silman was invited by Grace Farms founder Sharon Prince to join DFF early in its inception. Since that first meeting five years ago, DFF has grown to include over 200 industry professionals, all pushing to eradicate human slavery in the built environment, both on the construction labor and supply chain sides of the equation.

Since joining TYLin, Silman has introduced other leaders from the firm’s sister companies to DFF’s important mission. For example, Meagan White, Chief Sustainability Officer at Integral Group, is now one of the members of the DFF Working Group, with others to follow.

In discussions with other members of Integral Group, it has become clear that this work fits seamlessly into the work we are all involved in on the sustainability side. Efforts include better understanding supply chain, embodied carbon, and other product metrics meshing perfectly with similar efforts on the identification of signs of human slavery.

Over time, we anticipate more involvement throughout Dar Group, our parent company - and we are hoping for a larger companywide commitment to the vision of DFF and the betterment of the world in which we all work.

MILESTONES

Piscataqua River Bridge Rehabilitation KITTERY, MAINE, USA The USD 52.6 million rehabilitation of the I-95 Piscataqua River Bridge, designed by TYLin, is complete. The busiest and most important bridge in the state of Maine, the crossing is the only interstate highway connection between Maine and the rest of the country, making it vital to freight traffic, commuters, and tourists. The Maine Department of Transportation (MaineDOT) considers this structure a “Forever Bridge,” with the stated goal of keeping it in service indefinitely.

The 4,503-foot-long through-arch bridge carries six lanes of Interstate 95 and connects Portsmouth, New Hampshire, with Kittery, Maine. Along with being the first major rehabilitation of the bridge since its construction in 1972, the project brought the significant challenge of keeping traffic and commerce moving freely during construction.

Pre-pandemic, an average of 78,000 vehicles crossed the bridge each day. In the summer tourist season, daily traffic counts can rise to 130,000 or more, leading to regular traffic jams. Besides the rehabilitation, the project team was tasked with identifying a way to move more traffic through the corridor on the existing bridge. Using the shoulders as a fourth lane in each direction was the selected solution.

Working with closely with the bridge’s three owners (MaineDOT, the New Hampshire DOT, and the Maine Turnpike Authority), TYLin developed an innovative traffic control approach. After evaluating traffic levels at the site for every hour of every day of the year, the firm created an intricate, incentivized traffic control plan identifying when and where the contractor could perform the rehabilitation work with minimal traffic disruption.

The project utilized movable concrete barriers that allowed lanes to be opened and closed quickly, multiple times each day, maximizing the contractor’s time to work while keeping traffic moving and ensuring safety. This novel approach had never been utilized on a project in Maine or New Hampshire.

Reduced traffic due to the COVID-19 pandemic helped the traffic control approach to work flawlessly, and the project to be completed ahead of schedule.

In addition to improving safety and mobility for the next 50 years, the project widened the approach roadways and prepared the bridge for an Intelligent Transportation System (ITS) that will allow part-time shoulder use during the summer peak travel times.

Design Alternatives Analysis for SR 37 MARIN AND SONOMA COUNTY, CALIFORNIA, USA TYLin completed a Design Alternatives Analysis for SR 37 (Segment A) between US 101 and SR 121 in Marin and Sonoma counties in Northern California for the Metropolitan Transportation Commission (MTC). This state route is a major transportation facility linking the four northern San Francisco Bay Area counties of Marin, Sonoma, Napa, and Solano.

Population distribution and commerce needs in the broader Bay Area make this an indispensable regional corridor.

However, this corridor faces critical issues, including traffic congestion, vulnerability to flooding and sea level rise (SLR), and environmentally sensitive areas. Flooding closes SR 37, which leads to traffic diversion onto alternate roadways, in turn severely affecting traffic circulation that can cause gridlock on alternate roadways. Added congestion leads to increased greenhouse gas emissions, transportation inequities, and jeopardized safety, as SR 37 is the primary west-east evacuation route for major population centers in northern Bay Area counties.

MTC enlisted TYLin to lead the study for the section of SR 37 between US 101 and SR 121, covering Marin and Sonoma Counties. The alternatives had to be resilient over a projected 100-year time span, which meant understanding the dynamic context of building in the Bay Marsh lands and the implications of SLR and storm surges within a highly active earthquake zone.

TYLin structured the study to achieve the following objectives: — Develop a draft purpose and needs statement on which to base the development and screening of alternatives.

— Engage key stakeholders and regulatory agencies in the development and analysis process.

— Engage federal agency oversight as represented by the California Department of Transportation (Caltrans), acting on behalf of Federal Highway Administration.

— Develop a full range of alternatives.

— Evaluate and screen alternatives using evaluation criteria that represent the environmental, community, and economic objectives.

— Engage public input at key milestones.

— Make the documentation accessible for public review and comment.

TYLin organized a series of stakeholder workshops where the alternatives analysis process could be developed in collaboration. As a result, the stakeholders were able to understand the engineering and other factors that differentiated the alternatives.

Caltrans is undergoing a study for the entire corridor, so TYLin’s information and data is carried forward into that study.

For the interview, TYLin proposed a Planning and Environmental Linkage (PEL) evaluation for our portion of the corridor. Because of this suggestion, Caltrans decided to apply the PEL process in the study of the entire SR 37 corridor. The PEL will be the first of such studies in California, establishing a new path for narrowing alternatives for future projects.

China’s Jiangsu Garden Expo NANJING, CHINA The 11th Jiangsu Garden Expo, designed with the theme “Beautiful Jiangsu · Ecological Valley,” is in the Jiangning District, Nanjing, China. The first phase of the project covers an area of about 345 hectares (853 acres) in the Qinglong Mountain, Huanglong Mountain, and Baohu Mountain ecological corridor and greenway network.

The first phase of the Jiangsu Garden Expo project took three years and brought together the efforts of numerous academicians and experts. As a result, the project made full use of the topography with new and renovated buildings, an expansive layout, green plants that now cover 2,540,000 square meters – and by creatively incorporating industrial relics into new garden landscapes.

TYLin provided consultancy services for preliminary project planning and preparation and served as the lead engineering, procurement, and construction (EPC) team for the municipal garden and all smart technology components at the Garden Expo site.

For example, the “Suyun Valley” garden features classical Jiangsu characteristics. The introduction of a green ecosystem into 1100-meter-long, 22-meter-deep mines created the “Cloud Dream Valley,” which blends the promise of the future with local cultural elements. The remaining portions of the cement plants became the “Time Art Valley.” Quarrying sites were reconstructed as the “Flower Valley along the Cliff,’ with a cliff face that descends close to 100 meters and a water feature over 40 meters deep.

Emerging technologies played an essential role in the development. TYLin and the project team fully utilized intelligent construction technologies (ICT), artificial intelligence, the Internet of Things, Building Information Modeling (BIM), and Computer-Integrated Manufacturing (CIM) for the planning, construction, and operations of the park.

The site’s history includes an upsurge in mining operations during the 1950s, with piles of slag left behind and exposed cliffs scarring the landscape.

The project’s extensive development stage started with nine abandoned mines of varying depths, huge quarries, abandoned cement plants, and 40,000 square meters of muck and mire.

Today, more than 40 cement silos and over a dozen cement-plant facilities have been transformed into bookstores, museums, and art galleries. There is also a new cliff theater and a hotel constructed from a former mine.

In the future, Jiangsu Garden Expo will continue integrating ecological concepts with commercial development to provide a unique cultural, creative, and connective experience that is “always open and never ending.”

I-15 French Valley Parkway Improvements Phase II TEMECULA, CALIFORNIA, USA TYLin has completed the design of the Interstate 15 (I-15) French Valley Parkway improvements Phase II project in the City of Temecula, California.

Services included an environmental re-evaluation and developing the plans, specifications, and estimate (PS&E), including the design of a two-lane, northbound collector-distributor (CD) road system along I-15, bridge widenings, and a special retaining wall south of the I-15/I-215 connector.

The project will ultimately improve congestion, operations, and access within the community, and is part of a three-phase project. Phase I is completed and Phase III is planned for the near future.

With TYLin’ s support, this USD 102 million project was the only one in the nation to receive a USD 50 million grant from the Infrastructure for Rebuilding America (INFRA) program. Securing this money was contingent upon obtaining timely approvals on the design and right-of-way. The tireless efforts of the TYLin team resulted in obtaining approvals from the Federal Highway Administration, California Department of Transportation, and resources agencies in a record three-month period.

ENRICO FERMI DRIVE OVERCROSSING OVER SR 11, CALIFORNIA’S SECOND DDI

SR 905/ SR 125/SR 11 Interchange and SR 11 East Projects SAN DIEGO COUNTY, CALIFORNIA, USA The SR 905/SR 125/SR 11 Interchange and SR 11 East projects in San Diego, California, were completed in May 2022. The projects are a critical part of the infrastructure system to help ease border congestion and goods movement between the United States and Mexico.

The interchange is now fully open to traffic, along with the Enrico Fermi Road Overcrossing, which is the second diverging diamond interchange (DDI) in California.

TYLin’s Wade Durant has served as the Structure Representative for the California Department of Transportation (Caltrans) on these two projects.

Together, they totaled USD 130 million in construction costs, including the construction of seven bridges and eight retaining walls.

Martin Luther King Jr. Memorial Library Washington, D.C., USA 2022 AIA/ALA Library Building Award The Martin Luther King Jr. Memorial Library has been awarded a 2022 AIA/ALA Library Building Award.

A partnership between the American Institute of Architects (AIA) and the American Library Association (ALA)/Library Leadership and Management Association, this is the only award that recognizes entire library structures and all aspects of their design.

Originally constructed in 1972 and listed on the National Register of Historic Places, this flagship library is the only building within the United States’ capital designed by Ludwig Mies van der Rohe.

as part of a three-year, $211 million modernization. Silman engineers worked closely with Mecanoo, OTJ Architects, and other members of the design team to bring this project to fruition.

In deliberate contrast with the original building’s disciplined steel grid, new elements such as monumental helix stairs and a landscaped roof terrace are characterized by softer, curvilinear forms. A new double-height reading room and a 290-seat auditorium both required significant removal of existing framing.

Located in Washington, D.C.’s central Penn Quarter neighborhood, the project represents a high point in a years-long effort to revitalize more than 20 of the city’s public libraries. The reopened building stands as an enduring monument for both modernist architecture and the civil rights movement.

Thomson-East Coast Line Mandai Depot Singapore Land Transport Excellence Award 2022, as the Best Design Rail/Road Infrastructure - Project Partner The Thomson-East Coast Line Mandai Depot for the Land Transport Authority of Singapore was recently awarded the 2022 Land Transport Excellence Award, Best Design Rail/Road Infrastructure – Project Partner.

As Engineer and Lead Consultant for Architectural & Engineering Consultancy Services, TYLin was responsible for overall project management, operational railway planning, and the complete depot design. Services included civil, structural, geotechnical, mechanical, and electrical engineering.

Facilities for the integrated rail and bus depot include an operation control centre, a depot control centre, administration buildings, storage warehouses, workshops, and ancillary facilities for storage, cleaning, maintenance, and overhauling.
