MANAGEMENT COMMITTEE:
President’s Message
Hope to see you in Corpus Christi on September 26th – 28th, 2022. Remember, things are starting on Monday, and there are no events on Sunday.
by Mike Norris
Since my last article, we have seen rain across this great state. Flooding in some areas and other areas are still in need of abundant rains. Please continue to pray for rain for the areas that remain in need. I am encouraged that the long hot days of summer have passed or will soon.
“You bring about what you think about.” Success in life is whatever you define it to be. For some titles and promotions, define being successful. For others’ families and health. For others, education and personal accom plishments. Perhaps it is career advancement? What does success mean to you ?
Knowledge and Experience are beautiful things.
Stop believing you are the next lottery winner. Some Saudi Prince is not looking to bless you. You have to be willing to put in the work. Success will not happen overnight. To be successful, you must define what success means to you.
and experts have said that being a successful or un successful person doesn’t only have to do with your motiva tion; it also depends on how you think. Your brain fires off countless thoughts and interpretations every second. Your thoughts influence your feelings, then your feelings influ ence your actions and interactions with people around you. If you’re not in the right frame of mind for success, you’ll never get there.
Greetings, Fellow Members and Operators
Start by developing better goals. Something like – I want to make a ton of money is not a goal. Try something like, I want to become a Public Works Director, and I am going to start by advancing to the “A” operator license level and begin taking management classes at the university.
I pray that 2022 brings good health, prosperity, and purpose.
“Being successful doesn’t necessarily make you great. What makes you great is when you reach back and help someone else become great – Joel Osteen.” Practical ex perience has shown me that we all need to slow down and enjoy our successes. Sometimes it is hard, but at the end of each day, we should find at least one thing to be thankful for. Perhaps it is something your spouse did or said. Maybe your child accomplished a difficult task. It could be something as simple as dinner. Perhaps you received an outstanding review or accommodation at work. Maybe you completed a complex project. Find one thing in your day that makes you smile, and use that to build on for tomorrow.
Celebrate little moments. Success is nothing magical, and your desired future is not going to fall into place overnight, miraculously. Understand that you are in charge of your future and whether or not you are successful depends on your commitment, hard work, and how badly you want your Studiesdream.
As I draw near the end of my term as President of TWUA, I want to thank the regions for their hospital ity. I consider myself blessed for the experiences and opportunities that are afforded by representing TWUA. Thank you.

If you cannot make Annual School, perhaps the East Texas Regional School in Longview can assist with your training needs. October 10th - 13th
If you need a little more assistance, begin with a vision of something you truly desire. Then determine what goals you will need to maintain momentum. What strategy will you need to develop and maintain? What action are you willing to take? What are you willing to forgo? Are your current friends and those you associate with successful? Will your success require radical change(s) on your part? Confucius said, “if you are the smartest person in your group, then you are in the wrong group.”

This is the story of a ship in the middle of a shipwreck and a lifeboat that reached in time.
There were three ships in the vicinity of this sinking ship when the distress signal was being sent. The first one, Sampson, was approx. 7 miles away from the sinking ship. Only 7 miles! They could see the sinking ship! But they turned their backs. Why? Because the crew aboard the ship had been involved in the illegal hunting of seals. They turned their backs to a shipwreck because they didn’t want to get Sometimes, caught.courage

My takeaway from the TCEQ Drinking Water Confer ence is the requirements for compliance with the Lead and Copper Rule are going to be a challenge. Specifically, the rule requires the identification of material used for the service line from the main line to the meter AND from the meter to the home or business. I see a lot of hands-on labor and potting machines for all in the very near future!

The third ship was approximately 58 miles away and had already cleared the ice and was already moving in the oth er direction, but when they heard the cries over the radio, in a split second they made the decision to be the lifeboat. The captain of this ship just prayed to God for guidance, and protection, then turned his boat around. They navi gated the dangerous ice fields in the dark once again and kept heading toward the distress signal.

to you because someone else is in dire need. Obviously, the crew of Sampson did not possess this royal quality.
There was another ship approx. 14 miles away from our sinking ship. The Californian saw the distress signals as it was within eyeshot, but they were surrounded by ice, and it was nighttime, and it wasn’t probably comfortable for them to move. They decided to wait till the morning for the conditions to improve. You know that ’20 seconds of insane courage that is often talked about? When it’s dependent upon someone else, those 20 seconds become even more important!
This lifeboat was called Carpathia. And the shipwreck it sailed to was none other than the Titanic. The Carpathia was able to save a whopping 705 lives that night. Those 705 lives were saved because one man chose the “right” over the “easy.” That one man had the courage to look beyond his comfort. And the man deserves to be acknowledged. He is Captain Arthur Rostron, the man who simply said, “Mr. Dean. Turn this ship around.” Author Unknown

supervisors also accept this type of feed back from workers, and that workers don’t have to fear retal iation from them, either.
When the C-suite talks about safety, one aspect that needs to be included is the personal angle.
2. Let workers know it’s OK to speak up
COVID-19 hasn’t gone away. Neither have all your other safety responsibilities.

You can’t be everywhere at once. Frontline supervisors are your eyes and ears regarding safety.
Nothing will get employees’ attention more than when someone from the C-suite sincerely explains the importance of safety.
And no one needs to remind you of that. You’ve made it through two very tough years. Go ahead, pat yourself on the
While safety is important to the company, the most import ant part is making sure employees return home at the end of the workday in the same condition they came in.

Frontline supervisors are the management representatives employees have the most contact with at work. You won’t be able to reinforce your company’s safety program to employ ees without their help.

If upper management relies upon the general media for in formation, they may have the impression OSHA compliance
While getting frontline supervisors to talk about safety is im portant, it’s also key to have top management address it, too.
However,back.
So here’s a list, in no particular order, of best safety practices for 2022:
4. Get top management to talk about safety
To get that worker input, they’re going to have to know it’s OK for them to speak up about hazards.
Who knows best about the hazards of work? The work

3. Remember the importance of frontline supervisors
new years always offer an opportunity to look ahead and remind ourselves about best practices in safety.
If 2020 was the year occupational safety was thrust into the spotlight, 2021 was the year that proved it needs to stay there.
Even if it’s already the culture at your company, any new worker who had a different experience at a previous job may not know they can bring safety concerns to you without fear of Makeretaliation.surefrontline
There’s a lot written out there about onerous OSHA regula

So safety is about making sure employees can enjoy activities outside of work, such as sports, hobbies and being around so you can meet your grandchildren.
6. Remind C-suite that compliance is the minimum
5. Remind workers that safety is about them
Just as they have to listen to concerns from employees, su pervisors need to know you want them to come to you with safety problems and their ideas on how to solve them.

The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).
TCEQ Occupational Licensing Exams are Going Paperless!
9. Keep up to date with professional associations
The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).
We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.

As one expert put it at a 2021 safety conference: Surely there are things that were considered good five years ago that should be updated now.
8. Update your safety management system
And when it seems like you’re alone at your facility regard ing a safety issue (it can happen at the best companies), these associations are the places to find your “safety community,” and realize that you’re not alone.
If the C-suite wants to know how to go above and beyond OSHA standards, point to voluntary standards, such as those from ANSI/ASSP, that cover your industry.

If you find yourself short on brainpower, take a breath and distract yourself with something else. If you are suffering from mental fatigue, your productivity will take a nose dive and you will not be able to make a sound decision until you give yourself some peace of mind.
Don’t let decision-making overwhelm you. Master it by being mindful, objective, and open to collaboration. By doing so, you and your ideas can greatly impact those around you.
2. Be objective
3. Place limits on your decisions
Field News

We all have our preconceived notions that we carry with us. Sometimes we make our choices based on confirma tion bias and predictions. When making decisions, shed your bias. Try to understand the entire situation before making a snap judgment. Contemplate the other choices that are available. If someone is sharing their perspective, listen to them.
5. Don’t be afraid to collaborate with others
Similar to buying stock for a bizarre plant-based meat company, high risk can result in a huge reward. Still, make sure to do your research and think things through before taking that leap.
We’ve all had that feeling when we’ve envied our colleagues who can develop smart decisions on the fly. What’s the se cret behind making smart decisions? We can sometimes struggle with ordering an iced coffee, so how can we make choices that will impact an entire team, city, or nation? To improve your decision-making skills, follow these six tips.

1. Identify if you need to make a decision
HOW TO DECISION-MAKINGMASTER

too risk-averse will stifle your growth potential. Just as one needs to take risks when making investments, you also need to take risks during the decision-making process.
4. Don’t be too risk-averse
When we are given too much information or required to make too many decisions, we can suffer from information overload. Information overload prevents us from process ing information and making clear decisions. Before you start brainstorming, identify if a decision is necessary. This will save you time and allow you to focus on issues that need your attention without overwhelming yourself.
Speaking to a colleague about a decision can inspire you by exposing you to a perspective you may not have previ ously considered. If someone questions or criticizes your idea, don’t take it personally. Instead, use their feedback constructively. We’re often protective of our ideas, shield ing us from blind spots in our plans. A discussion session with someone you trust can remedy this.
6. Distract yourself and return
Quick, develop a plan for an article. Too many choices? Well, then develop an article about a recent political event. You found it easier to decide on a topic, didn’t you? Lim itations allow us to narrow down our decisions. Even if these limitations are unnecessary, create them to help you land on an option faster. However, do not give yourself too many limitations, or you will stifle your creativity.
