he War Memorial Cannon has occupied a place of distinction in the Turlock community for over 50 years. The City of Turlock received and has kept the War Memorial Cannon in trust for the continued beneﬁt of its citizenry. The public display of the War Memorial Cannon pays tribute to all veterans who have served or will serve in the united States of America’s armed forces, including, but not limited to, veterans who are members of the American legion, the Disabled American Veterans, korean War Veterans and the Veterans of Foreign Wars of

the united States. The 105 MM howitzer Artillery Cannon weighs in at 5,000 lbs. and spans 19 feet in length. With a height of 7.5 ft., the cannon had a range of over 12,000 yards. The equipment was used tactically in Iwo Jima WWII and in korea between 1950 and 1953. on Wednesday, November 11th, 2015, the City honored our veterans by rededicating the War Memorial Cannon in Central Park, located at 115 S. he Turlock Chamber of Commerce Board of Directors appointed Paul Wright to serve as the interim President/CEo, following the retirement of long-time President Sharon Silva on August 15. A native of Turlock, Wright enters the position with years of experience in professional leadership roles. “We are so fortunate to have the opportunity to work with Paul Wright during this interim period,” said kyle kirkes former chair of the Turlock Chamber of Commerce Board of Directors. “Not only is he a Turlock native, but he also brings with him decades of business and Chamber experience. I am confident that he will be an invaluable asset to our organization over the next several months.” Wright’s background includes over 30 years of business experience, with 20 years as a consultant – working with leadership teams and organizations as they seek to align their relationships and strategy. “I think I have a unique background for this role,” said Wright. “I started my career here in Turlock. When I moved into a new profession, I served as a volunteer for two Chamber of Commerce Boards and was the Chair of one. I’ve served on a city council and

understand what it’s like to be in a position of making decisions that influence the business community and the chamber.” Wright’s term as President/CEo for the Turlock Chamber will include operations management, performing an internal analysis of the organization, fostering key business and community relationships and assisting the Board of Directors in the search for a permanent President/CEo. “My number one goal is creating the foundation for the new permanent CEo to be successful,” Wright said. “I’d also like to continue to improve the financial systems and the way the Chamber generates income, and continue the development of our staff – we’ve got a great staff.” Wright graduated from Turlock high School in 1967, and served as the Turlock Chamber’s Executive from 1977 through 1980. “There’s a saying that ‘you can never go back’ and in this context I think there is an exception,” Wright said. “I have roots here, I have a deep care for the community and the Chamber, and I think that I have the practical connection and background… yet I’ve got that sort of emotional connection to the community and I think that’s a nice combination.”

Turlock’s community partner for nearly a century

ocated on 27 acres in the heart of California’s Central Valley is one of Turlock’s longest standing community members – Covenant Village of Turlock, the city’s only continuing care retirement community. “We’re woven deep into the fabric of this tight-knit community,” says Bob howell, executive director at Covenant Village of Turlock. “We’ve been here for nearly a century.” The faith-based, not-for-profit continuing care retirement community opened its doors in 1977, but its roots in the Turlock community date back to the early 1900s, when Covenant churches in Turlock and nearby hilmar opened Bethany home for the elderly in 1924. “Bethany home,” says howell, “was the genesis of Covenant Village of Turlock.” Covenant Village of Turlock is now one of 12 continuing care retirement communities thriving under the umbrella of Covenant Retirement Communities, owned by the Evangelical Covenant Church. CRC is one of the nation’s largest, not-forprofit senior service organizations. It

rom humble beginnings, a sleepy railroad stop has evolved into one of the Central Valley’s finest cities.

It all started on a fateful Friday, way back in 1871. The Central Pacific Main St ~ 1950’s Railroad had reached the location of its newest station, to be named “Turlock”. District. TID was the first irrigation district in the State of California, John Mitchell, a successful grain providing precious water that allowed farmer and prominent businessman, for year-round farming. founded Turlock with little more than a post office, a depot, and a grain warehouse. Mitchell soon became the richest man in the area, owning more than 100,000 acres in the Central Valley and ranching huge herds of cattle and sheep. An agricultural boom struck Turlock in the early 1900s, driven in large part by the founding of the Turlock Irrigation

Turlock became a City on Feb. 15, 1908. By the 1930s, it had earned the title of the “heart of the Valley” due to the copious amount of fruits and vegetables — particularly melons — grown. And Turlock soon earned a second title,“The City of God,” after Ripley’s Believe It or Not proclaimed Turlock to have the most churches per

California State university, Stanislaus opened its doors in 1960, redefining Turlock as a place of higher learning. And Turlock opened its doors as well, welcoming more and more residents as students and business owners alike settled down. Today, Turlock is home to more than 70,000 residents. It continues to be a hub of activity for the Central Valley, with fine dining, upscale shopping, a top hospital, and one of the region’s finest art galleries. And Turlock has remained true to its agricultural roots through it all; the city continues to attract major factories from companies like Blue Diamond Growers and the hilmar Cheese Company.

Geer Road/University Area California State university, Stanislaus is located at the intersection of Geer Road and Monte Vista Avenue. Walmart, Staples, and JC Penney anchor Countryside Plaza, located on Fulkerth Road just off highway 99. Golden State Boulevard old highway 99, now known as Golden State Boulevard, runs alongside the railroad tracks that bisect Turlock. Water Spray Parks It can get a little hot in the summers. Young Turlockers love to cool off in the city’s two aquatic playgrounds, full of fun water-spraying features. The two completely free parks, located at 501 N. Broadway and 595 high St., are open daily from April 1 through Sep. 30, 11 a.m. to 8 p.m.

600 Pedras Rd. highlighted by the scenic lake at its center, Donnelly Park is Turlock’s largest and busiest park. Beautiful trees abound at the one square-mile park, as do flocks of migrating geese. Three large, covered picnic areas are available for rental, and a historic wooden play structure thrills children.

2400 N. Tegner Rd. Play ball! Pedretti Park is a regional destination for baseball and softball enthusiasts, home to five fields and non-stop tournaments. A concession stand serves the covered bleachers during game days. The park has much to offer to non-baseball fans as well — three grass volleyball courts, a covered picnic area that can be reserved, and a nice playground. Turlock Regional Sports Complex 4545 N. Kilroy Ave. A mecca to all things sports, the Turlock Regional Sports Complex is home to nine soccer fields and two softball diamonds. urlock’s economy has traditionally been based on agriculture, agriculture-related industries (primarily food processing), and other manufacturing. Its location in the heart of the San Joaquin Valley is home to some of the most fertile farmland in the world which naturally led to Turlock’s agricultural heritage and employment base. over the past 50 years, Turlock’s population has grown from 9,000 in 1960 to 70,000 today. The economy has shifted to focus on schools, government, and service businesses to serve the population. The largest single employer is now the Turlock unified School District. The largest industry sectors are state and local government (15 percent), retail (14 percent), manufacturing (14 percent), health care and social assistance (12 percent) and accommodation and food services (10 percent). These activities will likely remain the strongest components of the city’s job base as the population continues to grow. The City of Turlock has, in media reports, referred to ourselves as the “Silicon Valley of Food Processing”, which has received some notoriety. The Food Processing Industry is a mature sector of the economic landscape that loosely tracks underlying demographic trends, such as population and income growth. Companies generate revenue from the sale of food and ingredients to a whole host of customers, ranging from supermarket chains and local vendors to restaurants and even overseas customers. This economic sector is praised by both economists and investors for its ability to deliver consistently positive investment returns. Indeed, over the past 20 years, food processing stocks

have, on average, delivered high single-digit annual total returns, with much less volatility than other market segments. Turlock believes it is well positioned to take advantage of its strengths and build upon this strong existing industrial food processing base to attract other potential companies.

Building on the Synergy The new hilmar Cheese Company is expected to open its new $75 million milk powder processing plant in Turlock in early 2016. This new state of the art facility is expected to create 40 full-time jobs, plus expand opportunities for dairies and related industries in Stanislaus and Merced counties. Construction began in early 2015 and is located in the Turlock Regional Industrial Park near the new Blue Diamond Growers almond processing plant. Many of Turlock’s other base sector employers are also in phases of expansion. over the last five years, firms such as Sensient and uS Cold Storage have substantially increased their Turlock operations through expansion of their facilities. Foster Farms is currently expanding its

feed operations and turkey hatchery facilities as well as kozy Shack, a wholly owned subsidiary of land o’lakes is completing a modernization project to increase their capacity. Unlimited Potential unlike other locations in Central California, Turlock has an abundance of land that is ready for development, including parcels zoned for commercial, industrial, or residential use. The City's infrastructure is strong and ready to accommodate new growth. Turlock's workforce is talented, and local colleges including CSu Stanislaus, uC Merced and Modesto Junior College have active programs to train students to meet specific employer needs. Retail Opportunities Already considered a major center for regional shopping, Turlock offers a regional retail complex with a vast array of products and services. Turlock’s retail market share attracts well over 200,000 shoppers and has taxable retail sales over $1 billion. It also has a vibrant historic Downtown district, providing competitive opportunities for innovative retail and service-oriented businesses. Economic Incentives The City of Turlock is business-friendly and offers a wide range of incentive programs including one-stop permit processing, permit expediting as well as a hosting financing structures to assist in getting projects completed. he mission of the Turlock unified School District, a premier progressive educational system, is to ensure all students graduate as self-motivated, responsible citizens equipped to compete successfully in an everchanging global society by delivering effective instruction that engages all students to reach their individual potential and highest achievements within a safe and caring studentcentered environment in partnership with our families and diverse community. Planning for Action is requiring that our TuSD community analyze the past, utilize the present, and prioritize the future. At the onset of this school year, safety was again placed as our District’s top priority, knowing that our students and staff matter most. Efforts toward building a District farm for our students to use as a practicum for developing a farm, raising animals, and producing crops is underway. Music education is thriving as evidence by the growing number of students engaged in the performing arts across all grade levels. STEM (Science, Technology, Engineering and Mathematics) continues to expand in TuSD, as does our Dual-language Immersion Program. For the 2015-2016 school year, a collective focus at Turlock Schools will be placed on the five initiatives of New Standards implementation, daily effective instruction, staff collaboration, and Positive Behavioral Intervention Supports (PBIS), coupled with increased technology, in an effort to increase rigor and student engagement and prepare all students to be college and career ready. day transitional kindergarten/ kindergarten at Wakefield Elementary School as part of the Dual Immersion expansion plan, while transitioning Dutcher Middle School to an authentic 6-8 middle school model. The District is arranging to help make recommendations for how to best use technology to support students and staff. TuSD has more than 764 certificated and 767 classified employees providing the absolute best learning opportunities to over 14,000 students. n his 2015 commencement address, California State university, Stanislaus president Joseph F. Sheley encouraged the graduates to speak proudly about their alma mater. “Tell people — don’t wait for them to ask — about the difference that your Stan State experience has made in your life and that your degree will make, in good times or bad, and not just in financial terms,” Sheley said. “Tell them too that, without more college graduates, our communities — this region — will become increasingly less competitive.” The graduates are speaking out. And an entire country is listening. In this year alone, Stanislaus State — in numerous independent national studies — has been listed at or near the top of colleges that help their graduates improve the quality of their lives. In July, Money magazine listed Stanislaus State as No. 3 overall and No. 1 among the nation’s public universities for helping students “exceed expectations,” while in the same month u.S. News & World Report ranked Stan State ninth for attracting hispanic students.

In September, Stanislaus State made the Princeton Review’s prestigious list of the nation’s top 380 schools, based solely on the quality of academics, for a 10th straight year. And in october, in a study commissioned by National Public Radio, Stanislaus was ranked No. 5 in the nation for the “upward mobility” of its students. The top four schools on the list were harvard, MIT, Stanford and uC Irvine.

STRONG Government

he City of Turlock is a proud city with a tradition of great leadership.

Citizens of Turlock elect representatives to local, county, state, and federal government. Those elected officials are tasked with representing the 70,000 people who call Turlock home. The City of Turlock itself is a General law City. It is operated via a council/ manager form of government, where elected officials establish policy and pass ordinances but the day-to-day operations are overseen by appointed officials. The City of Turlock manages the cityâ&#x20AC;&#x2122;s public safety, drinking water supply, parks and recreation, housing, development, planning, roads, and sewage. The Turlock Chamber of Commerce plays a large role in positively affecting local, state, and federal government through its Turlock Action for Business Political Action Committee. TABPAC encourages and stimulates local residents and others to take an active and effective part in governmental affairs by informing them as to the records of local officeholder and candidates for office.
