“Hard to be anything but optimistic”: Travel advisors share their New Year’s resolutions into 2023. Her advice to travel advisors next year is to “remain vigilant and be prepared to adapt,” as well as to “continue learning, specializing and proactively incorporating new technologies to enhance their client experience and build a profitable business.” In keeping with year-end traditions, we asked several travel advisors what their New Year’s resolutions are. TORONTO — It’s been a wild ride in-

deed for travel advisors these past few years, having to endure a global pandemic that essentially put a stop to all travel. But as they have proven so many times before, travel advisors are nothing if not resilient. With the worst of COVID-19 behind us (an estimated 1,400 travel agencies across Canada shuttered their business since 2019 due to the pandemic), travel advisors finally hit their stride in 2023, the first full year of post-pandemic travel following Transport Canada’s removal of all existing travel requirements in October 2022. “The feedback about 2023 from travel agencies and travel advisors right across Canada has been very positive,” says Wendy Paradis, President of ACTA (Association of Canadian Travel Agencies & Travel Advisors). “From a booking perspective, leisure travel has been very strong,

and business travel continues to improve but not quite at the same pace as leisure travel.” Noting the unprecedented pent-up demand for travel, Paradis adds that 2023 also saw a renewed appreciation for travel advisors. “This year, many travellers recognized the value of consulting and booking with a professional travel advisor and wanted the security of an expert managing their travel experience from start to finish. A leading trend was also the desire for unique, customized and quality vacations, which is an area where travel advisors shine,” says Paradis. Looking ahead to 2024, Paradis predicts continued high demand for travel and an improvement in travel industry operations, including operational issues like flight cancellations, schedule changes, airport lineups, lost luggage and lacklustre hotel and attraction experiences that plagued the better part of 2022 and carried

“TICO’s cost to administer the Compensation Fund may outweigh the benefits it provides to consumers”: OAGO By Kathryn Folliott

TORONTO — TICO has been taken to

task in a new audit from the Office of the Auditor General of Ontario. One key takeaway in the ‘value-for-money’ analysis, released on Dec. 6 by the Office of the Auditor General of Ontario: “TICO’s cost to administer the Compensation Fund may outweigh the benefits it provides to consumers.” The report notes that TICO’s estimated annual cost to administer the Comp Fund for 2022/23 of $1 million is nearly three times more than the average of $350,000 in compensation paid from the Fund to consumers on average over the last 10 years. Also in the report: “As well, using TICO’s own recent estimate for its updated fee model for allocating TICO’s expenses to the Compensation Fund, we calculated that since 1997 TICO used an estimated $31 million from the Fund to cover its own operating costs.” TICO’s five proposals for its future funding framework, released in October 2023, included a push to recalibrate registrant renewal fees with new fee bands. The recalibration, expected to take effect April 1, 2024, aims to address TICO’s long-standing funding gap that led TICO to use Fund monies for its operating costs, an ongoing concern for TICO and the industry. The audit, part of a package of several Ontario government audits, took place January 2023 through September 2023, with analysis mostly of the 8 | TRAVELWEEK | December 14, 2023

past five fiscal years, but in some cases looking at data going back to TICO’s inception in 1997. In addition, there were discussions with TICO staff, inspectors, current members of TICO’s board of directors and consumer and industry advisory committee and more, as well as with ACTA and CATO, both of which have voiced their frustrations in recent years. The analysis also looked at best practices in B.C. and Quebec (which like Ontario offer protection for travellers) and also in the U.S., Australia and the UK, and looked at the Ministry of Public and Business Service Delivery’s oversight function of TICO. The OAGO’s report contains 16 recommendations, with 32 action items, to address the audit findings. “Our audit concluded that TICO did not have processes to consistently administer the Travel Industry Act, 2002 effectively in order to register and regulate travel agents and wholesalers, and to protect consumers when purchasing travel services through a travel agent or wholesaler,” says the OAGO in its overall conclusion.

TICO’S RESPONSE TICO CEO Richard Smart issued a statement last week in the wake of the audit report. “The purpose of the OAGO value-for-money audit is to find things that aren’t working as well as they should be. At TICO, we are using the recommendations as an opportunity to enhance administrative and procedural items where we can do better, and we are eager to make those

enhancements,” said Smart. Smart added that TICO will provide its implementation plan to the Minister of Public and Business Service Delivery in early 2024. TICO will also report on its progress to address the recommendations through a Public Action Plan, which will be posted on TICO’s website.

“SIGNIFICANT CONCERNS” A few of OAGO’s “significant concerns” that emerged from the audit are listed below. The report is also annotated with responses from TICO and the Ministry. The 51-page audit is extensive and can be accessed by all industry professionals and any other interested parties here. “TICO could not demonstrate the justification for holding as much as $2 million in security deposits from registrants.” (Audit, page 2) “Under the Act’s regulation, TICO is required to collect a $10,000 security deposit from each new registrant. Once the registrant has filed two consecutive financial statements with TICO, TICO is obligated to repay the security deposit if the Registrar has no concerns regarding the registrant’s compliance with the Act or its regulation. As of March 31, 2023, we found that 58% of the registrant deposits TICO was holding, which totalled $2 million, were from registrants who had filed at least two consecutive financial statements. On average, these deposits had been held by TICO for approximately seven years. We found that TICO

did not have a process to regularly assess whether registrants qualify to have their security deposit returned. In our review of a sample of 20 deposits from active registrants who were eligible to have their deposits returned, we found that in 13, or 65%, of the cases no concerns were documented that would justify continuing to hold the deposits.” (Audit, page 2) Smart’s statement last week included this response: “The report identified that, in some cases, TICO held onto security deposits for more than two years: At the time of registration, all applicants provide TICO with a security deposit of $10,000, which is to be returned if there are no compliance concerns after two years of registration. During the pandemic, TICO made the difficult decision to hold onto all security deposits, in the interest of consumers, should claims occur. Now that the pandemic is in the rearview mirror, and as identified by the OAGO, we are in the process of reviewing security deposits and returning them, where it’s appropriate.” Smart added in his response: “But the OAGO also identified cases that extend beyond the timeframe of the pandemic. If we were holding on to your security deposit longer than we should have, we apologize. Since Jan. 1, 2023, we have already returned approximately $1 million of eligible security deposits and are in the process of working our way through the remaining deposits. “It’s also important to note that there are times we may hold on to security deposits for longer than two

years, for reasons that include late filings and compliance issues. We are making enhancements to our processes to ensure security deposits that are eligible to be returned are processed in a timelier manner.” “30% of TICO registrants had not received a compliance inspection in the last 10 years.” (Audit, page 2) “As of March 2023, 30% of the 1,684 registered travel agencies and wholesalers had not been inspected by TICO to assess their compliance with requirements in the last 10 years, including 44 registrants who had not received a compliance inspection for more than 20 years. We also found that TICO has not established how frequently registrants should be inspected based on their assigned level of risk. TICO’s inspections of registrants often identify non-compliance. Over the last five years, 32% of compliance inspections conducted by TICO identified instances of non-compliance with the Act and its regulation.” (Audit, page 2) “The Ministry and TICO have not established a disciplinary process for registrants.” (Audit, page 2) “We found that TICO and the Ministry have not developed a mandatory code of ethics for registrants and a corresponding discipline committee that could impose fines and require registrants to fund educational courses for employees in response to violations of such a code. We reviewed a sample of complaints and found that many

related to issues that were not covered under the Act but could be covered under a code of ethics, including for example failing to demonstrate reasonable knowledge of the travel services being sold, and failing to protect the best interests of clients. In contrast to TICO, we noted that both the Ontario Motor Vehicle Industry Council and the Real Estate Council of Ontario, which are also delegated administrative authorities, have discipline committees that enforce a code of ethics.” (Audit, page 2) “TICO has used an estimated $31.3 million from the Compensation Fund since 1997 to cover its own operating costs.” (Audit, page 3) “TICO has routinely used the Compensation Fund to cover its own operating costs, even though legislative requirements allow only reasonable expenses related to the Fund to be paid from the Fund. We analyzed the Fund’s balance, and calculated that from 1997/98 to 2022/23, TICO would have charged the Fund approximately $19.4 million to cover its costs of administering the Fund. Instead, we found that TICO charged the Fund an additional $31.3 million that it used to cover TICO’s operating expenses.” (Audit, page 3) “The cost to administer the Compensation Fund may outweigh the benefits it provides consumers.” (Audit, page 3) “Over the 10 years from 2013/14 to 2022/23, TICO’s registrants booked over $133 billion in travel services for consumers. Over this same period, we found that, on average, the Fund paid approximately $350,000 in compensation to consumers annually, or less than 0.003% of annual travel services booked by TICO’s registrants. TICO’s estimated annual cost for 2022/23 to administer the Fund of $1 million is nearly three times more than the $350,000 in compensation paid from the Fund to consumers on average over the last 10 years.” (Audit, page 3) December 14, 2023 | TRAVELWEEK | 9

DESTINATIONS Brazil has launched a new platform from which citizens of Canada, the United States and Australia can obtain an electronic visa to enter the country. Developed by the Brazilian Ministry of Foreign Affairs, it was designed to simplify the eVisa process, making it convenient, fast and easy for travellers. The Electronic Visa comes at a cost of US$80.90 per person and allows for multiple entries. It will have the same validity period as conventional visas for: Canadians (5-year period); Americans (10-year period); and Australians (5-year period). Canadians, Americans and Australians must apply for the document for arrivals scheduled from Jan. 10, 2024 onwards. To apply for the eVisa, go to https:// brazil.vfsevisa.com/. The Dominican Republic has updated its entry requirements for citizens of several countries, including Canada. Up until now, the general rule for entry was to have a passport valid for six months. With the update, citizens of Canada, the United States, European countries, England, Brazil, Chile, Argentina, Colombia and Ecuador are allowed to enter the Dominican Republic for tourist purposes exclusively, with a valid passport during their stay and departure from the country. AIRLINES IATA is predicting a largely stable year in 2024 following strengthened profitability projects for airlines in 2023. Airline industry net profits are expected to reach $25.7 billion in 2024 (2.7% net profit margin), a slight improvement over 2023, which is expected to show a $23.3 billion net profit (2.6% net profit margin). Airline industry operating profits are expected to reach $49.3 billion in 2024 from $40.7 billion in 2023. Next year, total revenues are expected to grow 7.6% year over year to a record $964 billion. Some 4.7 billion people are expected to travel in 2024, an historic high that exceeds the pre-pandemic level of 4.5 billion recorded in 2019. North America remains the standout region in terms of financial performance. However, IATA also noted that while the recovery is impressive, a net profit margin of 2.7% is far below what investors in almost any other industry would accept.

Air Liaison has launched new direct service between Quebec City and Toronto. As of Dec. 8, travellers can enjoy convenient flights every Friday between Québec City Jean Lesage International Airport (YQB) and Toronto Pearson Airport (YYZ) airports, with return flights on Sundays. Flights will depart every Friday at 5:50 p.m. from the Air Liaison private terminal at YQB. Return flights will depart from YYZ every Sunday late afternoon and land in Quebec at 7:30 p.m. Reservations are now open. The new service meets the growing demand for travel between the two cities, and provides travellers with a flexible option for weekend getaways and family visits.

Travelport has launched Lufthansa Group airlines’ NDC content in its Travelport+ platform. Travel advisors can now easily search and compare NDC offers from Austrian Airlines, Brussels Airlines, Lufthansa, SWISS and Air Dolomiti. After an initial rollout to agencies in Austria, Ireland, the Netherlands and the UK, access will expand to customers in the Americas, Middle East, Africa and Asia-Pacific in early 2024.

Air Canada launches new air-to-rail connections in Europe MONTREAL — Air Canada is mak-

ing it easier for travellers to explore Europe with new air-to-rail booking options that allow them to connect at airports with four major passenger rail systems. With the launch of Air Canada’s European intermodal initiative, customers can now, while purchasing an Air Canada flight, at the same time book rail travel from European airports. Through the airline’s partnership with Lufthansa Express Rail Product and new collaborations with AccesRail & WorldTicket, customers can use a streamlined booking process to create a seamless travel itinerary that connects their flight with trips on trains operated by France’s TGVSNCF Voyageurs, Germany’s Deutsche Bahn, Swiss Federal Railways or ÖBB, the national railway of Austria. For added convenience, customers can check in for all segments of their trip prior to departure, avoiding the need to obtain a train ticket at the station. In addition, customers experiencing any flight disruption will have both their air and rail segments rebooked to provide peace of mind.

WING-TO-RAIL CONNECTIONS • France: Sold under codeshare on SNCF Voyageurs, customers can purchase a single ticket that connects them at France’s Charles De Gaulle airport in Paris to up to 22 SNCF Voyageurs high-speed rail destinations across France, including Nantes, Bordeaux, Marseille and Strasbourg. • Germany: Air Canada is building on its existing intermodal rail connections with Lufthansa Express Rail which provides access to up to 24 stations on Star Alliance intermodal

partner Deutsche Bahn within Germany from Frankfurt airport. With today’s announcement, customers now have expanded options to reach more than 5,600 railway stations across the country using Deutsche Bahn’s Rail and Fly products from Frankfurt and Munich. As of August 2022, Deutsche Bahn became an Intermodal Partner of Star Alliance, the first non-airline partner of any of the major alliances., and Air Canada plans to launch codeshare on the German rail in 2024 via the Lufthansa express rail product, offering customers added benefits. • Switzerland: Customers flying to Zurich or Geneva on Air Canada can now connect at the airport to Swiss Federal Railways trains and reach up to 11 stations throughout Switzerland, including such popular destinations as Basel and Lucerne. • Austria: ÖBB services are now also available from Vienna airport to up to nine railway stations across Austria, including Linz, Salzburg and Innsbruck. Air Canada’s partnership portfolio has doubled over the past decade with three joint business agreements, 39 codeshare, 120 interline and four intermodal rail options to over 1,200 destinations. The airline recently unveiled its expanded international summer 2024 flying schedule, with plans to

operate 100% of its peak summer 2019 trans-Atlantic capacity. This includes 53 routes to 31 cities in Europe, Africa, the Middle East and India.

sort is adding two new hotel properties to its hotel portfolio. Co-owned and operated by Loews Hotels & Co, Universal Stella Nova Resort and Universal Terra Luna Resort will open in early 2025, each with 750 guestrooms in the resort’s Prime Value category. These two properties will bring the total number of guestrooms across the destination to 10,500. Both properties will be located adjacent to the future site of the new Universal Epic Universe theme park, which will open at a later date in 2025. Club Med opens new travel agency in Toronto TORONTO — Two years after launch-

ing its Montreal agency, Club Med has opened its second Canadian travel agency in Toronto. Located at 361 Queen Street West, the Toronto agency welcomes adults and children and offers a virtual reality experience that invites guests to explore Club Med resorts around the world before deciding where to book. It is open Monday through Friday from 10 a.m. to 7 p.m. EST, and Saturday from 10 a.m. to 6 p.m. EST. Quebec-based design firm Conceptum, the same firm that designed the Montreal agency, dreamed up the interiors with inspiration from Club Med resorts. The space is divided into different guest areas and is illuminated with bright colours and ambient light. Given its central location in the commercial area of Toronto, and positioned at street level, the new agency brings a flagship presence that will serve multiple functions, including increasing awareness of Club Med’s Sun and Ski products in the Ontario market. Similar to the Montreal agency, the Toronto space will allow travel advisors to nurture relationships and host events for GMs. The Club Med Montréal agency, in operation since 2021, has directly contributed to the successful launch of Club Med Québec Charlevoix, Club Med’s first Canadian resort that opened in December 2021. YUL to increase Airport Improvement Fee starting March 2024 MONTREAL — It will be a bit more

expensive for travellers departing Montreal-Trudeau International Airport next year. ADM Aéroports de Montréal has announced an increase in the Airport Improvement Fee (AIF) from $35 to $40 for passengers departing YUL, effective March 1, 2024. All revenues from the AIF will be used to fund infrastructure and facility upgrades as YUL continues to record the largest increase in passenger traffic among major Canadian airports. “YUL’s record passenger numbers this year have highlighted a number of challenges for our organization,” said Yves Beauchamp, President and CEO of ADM. “The increase in the AIF will enable us to make the necessary investments to adequately meet the needs and expectations of our passengers and partners. In other words, we are taking the necessary steps to prepare our international airport for the future. “We are delighted to be able to welcome so many passengers and airlines to our major international airport, and the forecasts show no sign of slowing down. That’s why we’re stepping up our efforts to provide them with the best possible experience and facilities. We believe that this will benefit the entire community, since a strong and welcoming airport site is essential to the economic vitality of our city.” The investments planned by ADM to meet future growth opportunities include major work to increase airside capacity by adding remote gates and increasing baggage handling capacity. Using the app, customers can now track their baggage and mobility aid as it travels with them on domestic flights, based on the same tag scanning information that Air Canada employees use at each stage to handle these items.


NEWS Initially available to customers travelling within Canada during final development, the tracking feature will be expanded to the airline’s U.S. flights next year and, over time, select international destinations. The new tracking feature includes the following: • Air Canada mobile app users will be able to track the progress of their checked items at key points from check-in, through the airport handling processes, on to the aircraft and through connections and arrival, providing reassurance every step of the way. • For customers required to check mobility aids, they will be able to track the movement of their aid, including to confirm, under Air Canada’s enhanced accessibility protocols, that it is securely loaded before the aircraft departs. • The tracker’s “What’s Next” feature tells customers the next step for their belongings, including information on where they need to pick up their bag, such as an airport baggage carousel number, either at a transfer point or the end of their journey. • In those rare instances when baggage is delayed, in addition to existing text or email notifications, the app has the functionality to advise customers of delayed items and enable them to easily file a delayed baggage report from their smart phone and arrange delivery, which saves time waiting at the carousel or at a baggage assistance counter. Customers will receive a confirmation that the report is received with a file number and a link to follow-up on any updates.

Convicted and charged: TICO’s latest updates MISSISSAUGA — TICO has announced one conviction and two charges laid against individuals operating as a travel agent without being registered. After being charged by TICO, Luis Da Silva, operating as Bwiti Canada, pleaded guilty to operating as a travel agent without registration, contrary to the Travel Industry Act, 2002. Da Silva was fined $4,375, inclusive of a victim surcharge, and received a twoyear probation. Rustic Mama Retreats Inc. has been charged by TICO with one count of operating as a travel agent without being registered. Jennifer Aide has also been charged with one count of operating as a travel agent without being registered, and one count of being an Officer and Director of a corporation and failing to take reasonable care to prevent the corporation from committing an offence. It is alleged that Rustic Mama Retreats Inc. and Jennifer Aide sold travel without TICO registration, specializing in both local and international retreats for women. Aide appeared in court on Dec. 13, 2023 in Cobourg, Ont. Also charged with one count of operating as a travel agent without being registered is Bermuda

Campbell will appear in court on Jan. 12, 2024 in Toronto, Ont. Individuals convicted in Court of offences relating to the Travel Industry Act, 2002 are subject to fines of up to $50,000 and/or prison terms of up to two years. Corporations are subject to fines of up to $250,000.

Anguilla’s Tourism Week 2023 wraps with a look at people, planet and prosperity THE VALLEY, ANGUILLA — Anguilla’s Tourism Week 2023 celebrations offered a mix of productive, enlightening and enjoyable events, says the Anguilla Tourist Board.

The ATB picked up on the World Tourism Day theme ‘Investing in People, Planet & Prosperity’ during the week of Nov. 26 - Dec. 2. Highlights included a welcome speech by Dona Regis-Prosper, named Secretary General & CEO of the Caribbean Tourism Organization in July 2023, who joined Haydn Hughes, Minister of Infrastructure, Communications, Housing Utilities and Tourism, and Kevin Carty, Managing Director, Aurora Anguilla, as keynote speakers at the official opening breakfast at the Aurora Anguilla Resort & Golf Club. Regis-Prosper addressed the topic of Planet, while Carty spoke to the theme People and Minister Hughes addressed the subject of Prosperity. Carty noted that hospitality accounts for over 90% of Anguilla’s GDP, and called for developing a road map to career mobility and progress within the industry as a national responsibility and priority.

GETTING TO ANGUILLA There are plenty of options for Canadian travellers heading to Anguilla. American Airlines is currently operating daily direct flights from Miami International (MIA) to Anguilla (AXA), with two flights on Saturdays. The schedule will increase to twice-daily service from Dec. 20 and continue through the summer of 2024, with connections from/to Canada and the UK available. Anguilla’s new Blowing Point Ferry Terminal opened in January 2023, welcoming travellers arriving by private charter and public ferry. This is the primary entry point for visitors arriving via Princess Juliana International Airport in St. Maarten (SXM), a key gateway for Anguilla, where a new departure hall and expanded check-In hall are both scheduled to open this winter. From St Maarten, there are two options to get to Anguilla, by air or by sea. Visitors can take a short (seven minute) inter-island flight transfer to Anguilla. NEWS Terminal (ASMFT) on the Dutch side or a 30-minute public ferry ride from Marigot on the French side of St. Martin. Both ferry services arrive at the Blowing Point ferry terminal in Anguilla. Intra-regional service has also expanded this winter season with new routes between Anguilla, Antigua and St. Barths. Anguilla Air Services (AAS) is operating scheduled flights between Anguilla (AXA) and Antigua (ANU) three times per week on Tuesdays, Fridays and Saturdays. The AAS service began on Nov. 3 and will operate through April 2024. Trans Anguilla Airways offers daily flights between Anguilla and St. Kitts, Nevis, Antigua, St. Eustatius and St. Maarten. est luxury yacht, Emerald Sakara, was christened in San Juan, Puerto Rico earlier this month. The gala event at the Pier 4 East terminal, complete with music from a local band, included Scenic Group Founder and Chairman, Glen Moroney and Scenic Group Managing Director for the U.S., Ken Muskat, and CLIA President and CEO Kelly Craighead, who was named godmother of the new vessel. Craighead christened Emerald Sakara with a traditional champagne bottle breaking ceremony, followed by a surprise for all in attendance: flyboarders emerged from behind the yacht, providing a celebratory finish to the ceremony.

Said Craighead: “The dedication of Emerald Sakara was extraordinary, and I am honoured to be an ambassador for the entire CLIA team in the esteemed maritime tradition of godmother. Coulibri Ridge founders and operators found dead in Dominica DOMINICA — Coulibri Ridge, a sustainable, off-grid eco-resort in Petit Coulibri, Dominica, has announced the tragic passing of its founders, Daniel Langlois, and his partner Dominique Marchand. According to Dominica News Online, Langlois, a Quebec new-media entrepreneur and philanthropist, and Marchand had been missing for a few days before being found in a burnedout car in Dominica, their adopted home, earlier this month. Three suspects have been detained by police and are being questioned. Coulibri Ridge, which Langlois and Marchand opened in October 2022, issued the following statement: “With profound sadness and heavy hearts, we announce the tragic passing of Daniel Langlois and his partner Dominique Marchand in Dominica. The entire community on the island is in mourning following a devastating incident on Thursday, November 30. “Daniel and Dominique were trailblazers in so many ways, most recently as founders and operators of Coulibri Ridge Resort. Their commitment to sustainability set a standard in the tourism industry, and their passion for the environment and helping others has touched the lives of many who experienced the magic of Coulibri Ridge. Their legacy will continue to live on through the efforts of The Daniel Langlois Foundation, the Resilient Dominica Project (REZDEM), and the Humane Society of Dominica.” Langlois and Marchand spent more than 20 years engaging in research, environmental testing, infrastructure building and community engagement prior to opening Coulibri Ridge, the Caribbean’s only fully-off-grid luxury resort.

The inspiration for the resort began in the 1990s when Langlois was travelling the world for business. Noting the contrast between wealthy and poor communities, he questioned why so much electrical power and water was made available to travellers, hotel guests and the wealthy, while local communities often lived with limited access to resources primarily produced by burning fossil fuels. So he set out on a mission to improve the lives and livelihoods of those in vulnerable communities through sustainable practices like solar energy and rainwater collection and filtration.
