Introduction Our National Parks are in crisis. They are threatened by residential and commercial development at their perimeters, which causes air and noise pollution problems inside the park. They are threatened by neglect in preserving and interpreting some of the nation’s most previous national artifacts. More than half of the 80 million national artifacts are uncatalogued, and 28 million are subject to decay. (cite NYT article) Parks report over $10 billion in deferred maintenance, due to budget reductions. That means roads, visitor centers and water treatment plants are not being maintained. A report from the National Park Conservation Association issued a call to action to the Obama Administration and Congress to preserve our most treasured national assets.(cite) Funding is the issue, but in this political and economic environment, parks must compete with other vital national interests for federal dollars. In a competition for funding, however, the vast majority of the more than 400 national parks face a more fundamental problem. The public does not know about them, or they have no personal attachment to them. Almost every American feels a sense of ownership in the national crown jewel parks, Yellowstone, the Grand Canyon or Yosemite. When it comes to the out of the way parks, or the small battlefield preserves, few parks have a natural constituency. Anderson█Huckabee█Liriano (AHL) proposes to change that. The best advocates for National Park funding are citizens who have knowledge and affection for their local park. We propose to connect people to their parks, using health and educational activities, expanded preservation efforts and greater use of technology to engage citizens in remote park locations. Our goal is to share the national parks with a broader audience, and to create a connection between the public and their parks. People from across the nation will view their national park as their own, to care for, preserve, fund and enjoy. Public private partnerships are the best tool to achieve the goal for several reasons. Contracting with the private sector makes the company itself a natural constituent for the park. The private sector brings expertise in preservation and in technology that the National Park Service does not possess and cannot afford. Engaging the private sector will

speed the procurement process, getting public engagement programs on the ground faster. We propose to use public private partnerships in 3 specific areas to achieve our goal: 1. To connect the local public to their local park creating a sense of ownership and understanding by conducting health and wellness activities in the park. 2. To work with private research facilities to develop social science learning and research centers, in much the same way as the parks have done with scientific research centers. 3. To provide state of the art virtual technology at some of the most remote parks in the system to enable the public to virtual-hike, raft or bike a location otherwise unreachable by the mass public. PROJECT 1: Arlington House Arlington House has a unique and interesting story, with connections to many important figures, issues, and events in American History. The house and grounds have served many purposes: a family home, a plantation estate, a monument honoring George Washington, a turning point for a General, a military headquarters, a community for emancipated slaves and a national cemetery.

A national treasure that should not be forgotten. Unfortunately, federal funding has been limited, the home and landscape requires renovation. Currently, the second floor does not allow tours and the tours provide limited information. The Public-Private Partnership does not intend to eliminate the functions of property management by the George Washington Parkway and tours provide by the National Park Rangers; it intends to strengthen the appearance and provide additional public and private tours which in turn would attract additional visitors to the site. The proposal is to create an educational historic learning center for the Arlington House. We propose a university to undertake the proposal of this Public-Private Partnership, preferably, The George Washington University. The Arlington House is a significant part of George Washington’s history. Where George Washington Parke Custis collected and displayed, a large number of Mount Vernon relics. He was always eager to comment on the collection and the Washington legacy for famous guests and curious strangers. As George Washington University was created in 1821 through an Act of Congress, fulfilling George Washington’s vision of an institution in the nation’s capital dedicated to educating and preparing future leaders. It is fitting that the University becomes the subject matter experts on the life of George Washington, which would begin at Mount Vernon and end at the Arlington House. As part of the historic learning center, The George Washington University (GWU) would create a curriculum (as shown below) to recoup the funds provided to rehabilitate the Arlington House. GWU would:

A. Invite students from Elementary to High School for a weekend session to discuss the history of George Washington, from Mount Vernon to the Arlington House. B. Induct the curriculum below into the Summer & Special Programs as a history and restoration program. C. Invite students from other Colleges and Universities to attend a winter break session and earn credits on the suggested curriculum. D. Invite students from other Colleges and Universities to attend a session to conduct a study and excavation of the Freedman Village site. E. Invite military leaders and instructors to conduct a session on the personal biography and military strategies of Robert E. Lee. F. Become the experts of George Washington’s life, for a fee, GW would provide one or two-day public or private tours beginning at Mount Vernon and ending at the Arlington House. Curriculum  George Washington: A study on George Washington and his connection to the Arlington House.  Restoration: Discussions on the restoration process of the Arlington House.  American Dream Home: In-depth discussion on the home, the landscape, and the intimate moments of its owners. Covering topics such as the significance of social gatherings and daily living for the Custis’, the Lee’s and the slaves serving the Arlington House.  Military Strategist: Robert E. Lee is one of the greatest military strategists due to his amazing leadership to overcome obstacles with very few resources.

 Freedman’s Village: Federally supported in 1863, Freedman's Village was a camp for former slaves, which established permanent homes where they learned trades and attended school.  Civil War: Outline the key players and their roles in the beginning, during, and at the end of the Civil War.  Public Policy: The deciding factors which influenced Congress to claim and retain the Arlington House property.  The National Cemetery: The people involved in establishing National Cemetery and the plans on how to expand.  Arlington, VA: A view of Arlington, VA and the surviving ancestors from the Freedman’s Village.

National Parks are under threat from Congressional Budget cuts of 6% over the last 2 years combined with an estimated $10.8 billion in deferred maintenance costs. NPS operating budget for 2012 was $2.23 billion.

It is the most remote parks that face the greatest risk because they have no segment of the public that will advocate for funding. Parks like Aniakchak Monument and Preserve in Alaska

Aniakchak is one of the least visited public places in America with less than 400 visitors last year. That is for good reason.

Aniakchak is located 450 miles southwest of Anchorage on the Alaskan Peninsula. It is inaccessible by road. A chartered air taxi or boat is the only way to reach the preserve. Over one tenth of Alaska is preserved as a national park or monument. Including national refuge areas and designated scenic rivers, Alaska has more than a

quarter of its land mass under federal park protection.

Aniakchak is unique. It was formed when a 7,000 foot volcano erupted and collapsed over 3,500 years ago. What was left is a 6 mile wide, 2,500 feet deep caldera. It was once filled with water, like Crater Lake in Oregon, but erosion finally wore a breach in the caldera wall at “the Gate” leaving behind a smaller lake named Surprise and the Wild River which is perfect for white water rafting. The volcano was a part of a chain of volcanoes in the Katmai Range which remains active, the last eruption was in 1931. Aniakchak was unknown to the outside world until the 1920s. The closest visitors’ center is at King Salmon, over 75 miles away. Visitors to Aniakchak come for the geology, the bear watching and the white water rafting. The preserve is known for its extreme weather. The skies are clear only 20 percent of the time. Winds can gust up to 60 miles an hour, especially near the caldera walls.

The Mission of the National Park Service is to preserve unimpaired the natural and cultural resources and values of the national parks for the enjoyment, education, and inspiration of this and future generations. Unless we directly connect the public with these remote national parks and reserves, we are in danger of losing what we have preserved due to cost cutting measures by Congress. A reader’s comment in the New York Times article about Anaikchak summed it up:

It is only by visiting these places that people will create connections to them and WANT to preserve them. (Visitors) become advocates for wilderness in general and the places they have travelled in specific. – Reader’s Comment to A Case for Getting Far Far Away, May 16, 2013.

THE PROPOSAL Virtual Alaska – Connecting People to the Nation’s Most Remote Parks using Geo-mapping Technology

It is impossible for most people to travel to Alaska’s remote national parks. If they remain unseen by the general public, however, the most remote parks will be easy to neglect or lose. In order to fulfill its mission, the National Park Service must show the public the remote parks like Aniakchak and demonstrate what such areas are worthy to be maintained. As a pilot project, the National Park Service will partner with Google, Inc. and outdoor equipment provider REI to develop virtual mapping data in Aniakchak that that will enable people to hike through Anaikchak and raft down the Wild River using Google Trekker Street View technology.

WHY GOOGLE? Google’s mission is to organize the world’s information and make it universally accessible and useful. Google Street View began in 2010 with a computer and camera installed in a compact car. Since that time, Google street view has amassed geo-data for most of North America, Europe, Austria and parts of South America. They are aggressively pursuing partnerships with other organizations to cover the rest of the globe. Google has recently introduced new portable technology called Trekker to take users off road into remote areas like the Grand Canyon.

WHY REI?

REI, Recreational Equipment, Inc., was founded by Lloyd and Mary Anderson in 1938 in their garage, when Lloyd could not find a satisfactory ice hammer to use in climbing. REI was created to equip the serious mountain climber, camper and mountaineer. In the 1960s the company shifted its marketing focus to attract a broader audience. It is organized as a co-op, although the emphasis on membership has softened in modern times. Today, 1.7 million REI members get an average annual refund of 10 percent on their previous year's purchases. Members can join for $20 and receive discounts on purchases. It has recently Expanded into global adventure vacations and outdoor schools. THE PARTNERSHIP AGREEMENT The duties of each party, which will be reduced to writing in a three-way partnership agreement, are outlined below.

National Park Service 1. Provide park personnel who are familiar with the park to guide the expedition 2. Be the lead planner for team composed of Google and REI personnel to determine the best hikes, climbs and raft trips to record using Google Trekker 3. Provide food and housing at Brook Camp base camp for expedition members for 2 days prior to traveling into the park and 1 day after returning from the park. 4. Enter into an agreement for a charter flight from King Salmon, AK to Anaikchak to land on Surprise Lake to deliver and return expedition party and equipment. 5. Participate in the planning group lead by Google that edits the data to make it available to the public 6. Package the geo-data into a comprehensive NPS created and hosted website showing the virtual tour and featuring facts and information about Anaikchak. 7. Market the website to the public 8. Evaluate the use of the website and adjust the website information based on user reports 9. Evaluate the use of the Virtual Alaska project to determine whether it would be beneficial to use on other remote parks. Create a final report containing recommendations on future virtual park projects.

Google 1. Provide personnel and equipment necessary to use Trekker technology in Aniakchak. 2. Participate in the planning to determine the best hikes, climbs and raft trips to record using Google Trekker 3. Train NPS and REI personnel on the use of the Trekker units. 4. Map the pre-designated hikes, climbs and river trips using Google Trekker technology. 5. Lead the post-expedition planning group that edits the data to make it available to the public. 6. Enter into a license agreement with NPS and REI for the use of the geo-data to 1) promote Aniakchak 2) promote Google as the premiere geo-mapping company in the world and 3) highlight the role of REI personnel and equipment in supporting the expedition. 7. Promote the Aniakchak expedition as part of Google’s collection of off-road treks using Google technology.

REI 1. Provide equipment for 8 members of the expedition to hike into the park, establish a base camp, and hike, climb and raft for 4 days. 2. Lead in establishing the camping areas and provide food and supplies. 3. Participate in the planning group lead by Google that edits the data to make it available to the public 4. Hike, climb and raft using the Google Trekker technology. 5. Participate in the planning group lead by Google that edits the data to make it available to the public 6. Make the geo-data available to REI website visitors pursuant to the terms of the licensing agreement. 7. Advertise the Virtual Alaska product to REI customers 8. Monitor the use of the Virtual Alaska product on the REI website and report usage statistics to NPS per license agreement.

The Licensing Agreement The licensing agreement will give permission to NPS and REI to use the Google geo-data under specified circumstances. Generally, Google will require that they be acknowledged in a prominent place and in a specific manner on the websites where the geo-data is used. Google will also prohibit the reuse of the data or resale of the data without specific consent. The cost for the data will be nominal so long as it is used to promote the virtual park project. If REI choses to use the geo-data in its general advertising Google and REI will enter into a separate agreement. REI, NPS and Google will retain the right to use any and all footage shot by its personnel to create a documentary explaining their participation in the project. The documentary will be the sole property of the person who made it.

The entire Virtual Alaska pilot project can be accomplished on a budget of less than $150,000, about one third of which can be funded through a grant from the National Parks Foundation. Google and REI are cooperating to perform the governmental function of providing access to the national park. Google’s return on investment is realized in expansion of their product base for Google Trekker. REI enjoys the enhancement of its brand recognition in association with NPS and Google. The only aspect of the project that is ongoing is the use of the data on the parties’ websites, which will regulated by the licensing agreement. Virtual Alaska is a pilot project intended to prove the concept that technology can link people to parks no matter how remote or difficult to traverse. The shifting of risk can be easier identified in the implementation of the larger virtual parks plan. In that case, the risk of performance is shifted to Google to perform the function of a virtual park ranger by providing geo-data in an interactive form. REI or another funding partner would assume the financial risk in exchange for an enhanced brand identification or larger marketing audience. If the pilot is expanded to other parks, Google and the NPS would need to expand their ability to assure that the geo-data is not being misappropriated or misused by some third party.

PROJECT 3: Healthy People, Healthy Parks Purpose Healthy People, Healthy Parks (HP2) is a public, private partnership established to increase awareness and appreciation of the national parks, to promote the parks as accessible and prized collaborators with citizens in health and wellness, and to create and maintain sustainable networks of volunteer and financial support to keep the people and the parks healthy!

Organizational Premise The partnership will be led by a centralized administrative organization created in partnership with the National Parks Service, the National Basketball Association, American Health Insurers, Incorporated, and Bank of the MegaMillions. Localized organizations in NBA team cities with proximity to the nation’s monuments and national parks’ sites will be established, using a regional pilot approach. Each local organization will collaborate with the local park system to marshal volunteers, advertise the park as an alternative location for nature education, wellness hiking, nutrition and other fitness education via coordination of weekly events. The referenced partners will provide branding assistance,

access to their communications and advertising networks, and associative services to the project. Annually, the central administrative organization along with the local units will host a culminating event: HP2 Hustles: a dance marathon for the parks and for fitness – proceeds support infrastructure, maintenance, education and wellness programs at the parks!

AHL has secured the commitment of the National Parks service to actively collaborate with partnering organizations to benefit ongoing maintenance and facilities enhancements for national park sites and monument areas. This partnership is designed to facilitate increases in utilization and enjoyment by the nation’s citizens, tourists and guests, as well as assure an ongoing stream of financing for maintenance and other project improvements.

The National Basketball Association

AHL has secured the commitment of the NBA to provide $500,000

annually to support this effort, along with a loaned executive to facilitate development activities and to lead the national effort. Additionally, the NBA will provide commercial branding services, advertisement and communications to promote the Parks service sites and priorities. By special arrangement with team owners, the NBA will provide construction funding for one priority pavilion, educational center or site improvement as determined by a local committee and approved by the NPS. The capital improvement will be named by the local team and an additional stipend for maintenance will be paid by the host team.

The Bank of the MegaMillions

AHL has secured the commitment of the Bank of the MegaMillions to provide $500,000 annually to support this effort, along with a loaned executive to facilitate development activities and to lead the national effort. Bank of MegaMillions has agreed to highlight local activities on its home-banking log-in pages in host cities, solicit individual donations via their webpages, incentivizing the charitable donations by offering credit card rebates and other services based on a percentage of contributions, and including printed materials in monthly statements. The Bank of MegaMillions will provide commercial backing to the annual Healthy Parks, Healthy People dance marathon, and benefit through community interest and acceptance as a promoter of parks and increased health of citizens. American Health Insurers Incorporated

AHL has secured the commitment of American Health Insurers, Inc. to

provide $500,000 annually to support this effort, along with a loaned executive to drive

local partnerships to promote health and wellness education in collaborative with Parks. AHI will promote and publicize through its network of healthcare providers and centers throughout the nation, focusing on those markets with a confluence of NBA teaming and national parks sites. AHI will offer discounted insurance or care services for those community members who visit parks sites as their passports to good health, or who participate in parks preservation activities. Local Partners In each city,

AHL will work collaboratively with the Cooperative Extension

Service, public schools, local government, colleges and universities, health departments and community organizations with an interest or defined missions in the areas of park preservation, health promotion or community action.
