The application period for the Board of Community Assistance has begun! The Senior Student Scholarship application and the 501(c) Organization application are due by March 15, 2015. Upper Merion Township's Board of Community Assistance holds its annual awards reception in the summer to recognize organizations for their civic mindedness and service to the township, and to honor students who have demonstrated educational needs and academic worthiness. Work will begin in late spring on a major expansion of the King of Prussia Mall. The estimated $150 million development project will connect Neiman Marcus at the Plaza with Macy's and Bloomingdale's at the Court. Construction is expected to be completed in the fall of 2016.

Community Center Update The ultramodern Upper Merion Community Center will debut in summer 2015. The Center's groundbreaking ceremony was held on Thursday, October 23. The Center will be the new home of the Upper Merion Parks and Recreation Department and the Upper Merion Senior Service Center.
Happy New Year! Mary McCree, President of the Upper Merion Senior Service Center, wishes everyone a Merry Christmas, Happy Hanukkah, and Happy Kwanzaa! McCree writes: "As we approach 2015, we have a new location for our Senior Center to look forward to and will work diligently on the plans for this exciting new space." The King Of Prussia Improvement District Update Upper Merion Township and the King of Prussia District were awarded an $88,000 Transportation and Community Development Initiative grant from the Delaware Valley Regional Planning Commission to hire a professional design team for the First Avenue Linear Park in the King of Prussia business park. KOPBID will provide a $22,000 match for the project.
KOP-BID will provide $22,000 in matching funds and Brandywine Realty Trust will provide $20,000 to complete the $165,000 project.

"Plowing Through The Snow" It's that time of year when the Public Works Department could be slammed with a significant accumulation of snow, sleet, and rain. The combination of all three could cause major flooding and treacherous road conditions. Regardless of the weather, the department aims to have all township roads cleared within 18-24 hours after the snow has stopped. I was invited to the township garage as Chief Information Officer by Ed O'Brien the Director of Public Works, to do an interview with him; Todd Lachenmayer, Highway Superintendent; and Gary Collins, Assistant Highway Superintendent. The interview included the most commonly asked questions by township residents. LEE: How is a snow emergency declared? O'BRIEN: The Director of Public Works, the Township Manager, and the Police Chief determine that a Snow Emergency exists and reports that information to the appropriate channels. LEE: What are the snow removal guidelines? LACHENMAYER: We make very clear: 1) Do not plow snow across the street, leaving "trails" in the right of way 2) Do not plow snow across streets and onto sidewalks 3) Do not plow snow into the street 4) Do not shovel snow into the street.
LEE: What are the ramifications if they do? LACHENMAYER: Violators may face a fine up to $1000. LEE: What is the process in how streets are plowed? COLLINS: Based on traffic flow, roads are divided into primary (main), secondary (collector and through), and tertiary (dead-end and cul-de-sac) roads. LEE: Does the snow desk still exist? LACHENMAYER: We no longer have an official snow desk but residents with questions about snow emergency operations should call 610-279-0313. Residents should not call us if they have an emergency, they should call 911. We do have township employees who work in the Public Works office and are in contact with all snow removal crews. These individuals update the list of cleared streets every half hour. Residents can view it on the township website at www.umtownship.org. LEE: How are private contractors handled? COLLINS: Residents need to know if they hire a private contractor to remove snow from a parking lot or driveway, they should be aware of the township's snow removal ordinance. LEE: Which says….? COLLINS: It's unlawful to throw, shovel, push, or plow snow onto roads, streets, or sidewalks. They too will be fined.
LEE: Why do plows push snow into driveways? Some residents may feel they are just pushing back. LACHENMAYER: It can't be helped. The snow must, at minimum, be removed from the traveled portion of the road and our crews are instructed to plow curb to curb. We ensure that the roads are passable. We don't plow to the black top. LEE: What can residents do to help the Public Works crew this winter season? LACHENMAYER: Be patient, slow down, and try to stay off the roads. Those living on snow emergency routes should park their cars in their driveways. In fact, everyone who has a driveway should park their cars there so that we can plow the streets. And, if at all possible, shovel the driveway after the plow has passed. COLLINS: Residents should also travel a safe distance behind a plow which is about 50 feet. O'BRIEN: With approximately 91 lane miles of state road and 160 miles of township roads, residents should account for equipment failure that can slow plowing down. Bottom line, residents should be patient.

Holiday Safety Tips Holiday Trees - Live Christmas trees that are not properly watered daily can become a fire hazard. Make sure the tree receives plenty of fresh water every day to keep the tree fresh. Use of Candles - Keep candles a safe distance from other combustible materials. Never leave a lit candle unattended and keep your children and animals away from them too.
Wrapping Paper - Never burn wrappings in the fireplace because it may cause a flash fire. Holiday Gifts - Give a smoke or carbon monoxide detector as a gift. It is relatively inexpensive and can ultimately save a life.
Maintain Holiday Lights - Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory. Overloading Electrical Outlets - Do not link more than three light strands, unless the manufacturer's instructions indicate it is safe. Make sure to periodically check the wires which should NOT be warm to the touch.
Holiday Plants - Holly and mistletoe can be fatal to a small child and animals. Call 9-1-1 if your children ingest any of these holiday plants or call the veterinarian if your pet does the same. Visible Address - Make sure your street address is visible from the street to make it easier for emergency crews to locate your house during emergency responses. Check Smoke and Carbon Monoxide Detectors - Detectors work by pressing and holding in the test button. Do you hear the beep? If not, change the battery and try again. If the detector still doesn't beep, replace the detector with a new one.

Emergency Communication "Making the Connection to Township Citizens" (Written By Carla Showell-Lee, Chief Information Officer)
Since 9/11 and Hurricane Katrina, many national organizations have been working to improve their communication systems. Upper Merion Township residents have endured challenging weather conditions in the last few years: some seasons have put many of our residents at risk. Therefore, this question was posed by the Media Communication Advisory Board: How are emergencies involving road closures, traffic jams, and accident reports communicated to the public? In this article, Emergency Communication: Making the Connection to Township Citizens, the Public Information Office will provide you with the latest information on how we utilize our communication channels.
SOCIAL MEDIA - Like Us/Follow Us Media outlets use Facebook, Twitter, and other social media sites to share information. The township has been using Facebook and Twitter since 2013 because they are timely venues for sending and receiving information. Sometimes urgent information comes directly from residents and organizations through social media platforms. However, we urge anyone in a life threatening emergency to dial 911. Valid information could be immediately shared through our social media sites and RSS system. Rich Site Summary (RSS) is a web feed that relays information from one site to many sites. The Township uses RSS technology to feed multiple sources quickly, which include online and television platforms.
To create a Facebook account: 1. Go to www.facebook.com. 2. Fill out your name, birthday, gender, and email address. If you don't see the form, click "Signup," then fill out the form. 3. Pick a password. 4. Click "Signup." After you complete the signup form, FB will send an email to the address you provided. To complete the signup process, click the confirmation link.
To create a Twitter account: 1. Go to twitter.com and find the signup box, or go directly to twitter.com/signup. 2. Enter your full name, email address, and a password. 3. Click "Signup" for Twitter. Twitter will send a confirmation email to the address you entered. Click the link in that email to confirm your email address and account. For the latest upto-the-second traffic information, 24 hours a day, listen to KYW Newsradio 1060 for "Traffic and Transit on the Two's." To become a "Traffic Tipster," call 215-724-1060. Your information could be vital. Since texting and driving are illegal, the Upper Merion Police Department wants drivers to practice safe
driving at all times. If you download montcopa.org/webcad, you will receive the most up to date incident reports. The content is updated at five minute intervals from the CAD (Computer Aided Dispatch) system. Every local news agency has traffic or e-news alerts that connect your mobile device with your local news desk. You could receive as many as three to five alerts depending on the severity of the information. Signing up for these free services is quick and convenient. Utilizing these alerts will keep you informed about local happenings such as, news, weather, and closings. Google your favorite news outlet and look for the e-news alert icon. Here are some websites that you can check out before you head out. Visit www.511PA.com, a FREE service that is available 24/7. It provides traffic delay warnings, weather forecasts, traffic speed information, and access to more than 700 traffic cameras. Information Technology Department Receives Award Upper Merion Township's Information Technology Department was awarded the Bronze recognition by the State Electronics Challenge, a national environmental stewardship program, for its accomplishments in green procurement of computer and imaging equipment in 2013. The township is continuing its effort to take an environmentally sound approach in management of computer equipment. Electronic Product Environmental
Assessment Tool (EPEAT) registered products are required to meet strict environmental criteria that address the full product life cycle, from energy conservation and toxic materials to product longevity and end-of-life management. The EPEAT tool was used by the Information Technology Department to ensure that equipment was environmentally conscious and can also be used to guide businesses and residents towards green t e c h n o l o g y . R e m e m b e r, m o s t computer equipment contains hazardous materials that don't belong in a landfill.
How to Dispose of Your Computer In An Environmentally Friendly Way RECYCLE IT Many computer manufacturers have programs to recycle computers and components. Check their websites or call their toll-free numbers for more information. Please call Bob Rudzinski, the township's Recycling Coordinator at 484-636-3869 for local recycling programs within the township. DONATE IT Many organizations collect old computers and donate them to charities. TeamChildren is the single most successful non-profit organization with a regional outreach that has collected, repaired, and distributed over 12,500 low cost refurbished computers to families, schools and organizations. Visit Teamchildren.org or call 610-6661795 to obtain a low cost donated computer or to donate one. (Flyer on page 15) RESELL IT Some people and organizations buy old computers. Check online. The EPA recommends that you check with your local health sanitation agencies for ways to dispose of electronics safely.

Police Department News Beyond the Holiday "Crime Prevention Tips" Criminals look for the easiest opportunity when deciding to commit a crime. Shoppers, particularly women, can be vulnerable to such crimes as theft, robbery, and assault. Here are some recommendations: Be Alert - Knowing who is around you gives you a chance to react. Don't be distracted by texting or talking on the phone when walking to your car. Display Confidence - Walk with your head up while scanning the area, making casual eye contact with people you pass. Trust Your Instincts - If you have an intuitive feeling that something is wrong, it usually is. Carry What You Need - Extra cash, credit cards, checks, jewelry and other items should be left at home. A purse should be carried in front and close to your body. Men should carry wallets in the front pockets or use a money clip as an alternative.
The Upper Merion Police Department has launched a campaign that displays a poster titled,
"WITH all that's on your mind DON'T leave a child behind" With hectic pre-workday routines, parents and caregivers can have a relapse in memory, become distracted and simply forget to drop a child off at their childcare provider. The Upper Merion Police Department hopes this campaign will help to prevent another child from being left in a car. During the holiday season the King of Prussia mall is showing its support by placing the posters in 10 common entrances of the mall.
