Public Meetings for 2015 Board of Supervisors Members serve four-year terms and they are the Township's decision making body of seven elected officials. Supervisors establish Township policy, initiate and adopt ordinances and resolutions relating to Township business, determine the rates for both real estate and other taxes they are empowered to use, and set both capital and operating budgets. Supervisors provide for police and fire protection, planning and zoning, street maintenance and snow removal, sewers, libraries, parks and recreation, regulate land use development and building construction. Supervisors also appoint key Township officials and residents to Township Authorities, Board and Commissions. 7 PM - September 21, October 5 & 19, November 4 & 16, December 7 & 21 Environmental Advisory Council Members serve three-year terms and are dedicated to exploring and promoting environmental initiatives in the Township. They work at the direction of the Board of Supervisors and as an extension of Township staff to research environmental issues and funding sources; to advise Township staff and supervisors; to sponsor environmental education; to partner with Township residents, outside agencies, and organizations with similar interests; and to coordinate environmental projects. 7 PM - September 8, December 8

Historical Commission Members serve three-year terms and they advise the Township on matters concerning the preservation of historic resources. 7 PM - October 21 Library Board of Trustees Members serve three-year terms and they determine policy for the Tredyffrin Public Library (TPL) in Strafford and its branch in Paoli (PL). They make decisions concerning staffing and funding of Library operations. 7:30 PM - September 24 (TPL), October 22 (PL), December 10 (TPL) Municipal Authority Members serve five-year terms and the purpose of the Authority is to provide funding for sanitary sewer and highway projects in the Township by sales of Municipal Bonds. The Municipal Authority owns all the sanitary sewer facilities and leases them to the Township. 7 PM - October 13 Park and Recreation Board Members serve five-year terms and consist of nine volunteers, seven appointed by Tredyffrin Supervisors and two by the TredyffrinEasttown School District. The Board oversees the acquisition, development and use of park sites and supervises park activities. The mission of the Parks & Rec Board is to enhance the quality of life for residents of all ages through parks, recreation programs, and open

space preservation. 7 PM - September 9, October 14, November 10 Planning Commission Members serve four-year terms and are authorized to prepare, update and oversee implementation of the Comprehensive Plan, Subdivision and Land Development Ordinance, and Zoning Ordinance, and to review land development and subdivision applications. Land development decisions by the Planning Commission are final, while the Board of Supervisors has final approval authority on all subdivision applications. 7 PM - September 17, October 15, November 19, December 17 Zoning Hearing Board Members serve three-year terms and consist of three members and three alternate members. Appeals for relief from decisions of the Zoning Officer and/or requirements in the Zoning Ordinance are handled by the Zoning Hearing Board. This is a quasi-judicial body whose decisions are not subject to the approval of the supervisors. 7 PM - September 24, October 22, November 18, December 16 Other authorities, boards and commission meetings in 2015; Stormwater Committee: 7:30 AM September 8, December 8 Traffic Committee: 7:30 AM September 16, December 16

Message from Anthony Giaimo, Superintendent of Police As you will surely agree, we have a wonderful "sense" of community here in Tredyffrin Township. Through its people and its structure, Tredyffrin Township has historically fostered a true community atmosphere. We realize that this notion of "community" is not only limited to the residents of the township, but businesses, schools, places of worship and, of course, the emergency first responders who are all integral parts of Tredyffrin Township. So, as a part of our community, I wish to extend our warmest greetings to everyone from the police department. On a personal note, I can certainly say, that I have enjoyed my 25+ year tenure with the police department, and the close connection to our community of friends. Over the past several years, the police department has engaged in a number of new and innovative community programs. The development of these new programs was

based on connecting with the broadest spectrum of people, from our youngest community members to our most senior. Such programs as the Police Learning Series, Police Summer Kid's Camp, Tredyffrin Community and Police Association (TCPA), Take 25, Drug Turn In, Halloween/Holiday Safety, Drug Awareness, Bike Rodeo, Town Hall Meetings, and the Citizen's Police Academy have all been extremely successful in linking the community with the police department and needed resources.

One new program that we are extremely happy to have launched in 2015 is called Crime Watch, which can be accessed through the Tredyffrin Township website at w w w . t r e d y f f r i n . o rg o r www.tredyffrinpd.org . Crime Watch, an interactive website, is part of a larger information portal and contains vital safety information for the community. Within this website, we will continually post crime trend

updates, recent arrest data, and include vital safety and security information. We utilized a small focus group from our Community and Police Association to look at the proposed data presented on Crime Watch and they provided the Department with some additional recommendations. As an outcropping from this focus group, we provided enhanced information regarding scams and frauds, a parent's tool kit, local anti-drug and alcohol resources, anticyberbullying resources, and suicide prevention resources. Such additions have already been favorably received by a large number of community members. Additionally, I invite everyone to sign up for updates from Tredyffrin Crime Watch and feel free to contact the Police Department (Community Policing Unit Officer Rhonda Carroll at rcarroll@tredyffrin.org) with requests for informational additions to the website. In closing, I want to clearly note that the Tredyffrin Township Police Department stands to carry out the policing mission with the best interest of all people in mind. 15th Annual Tredyffrin Township Citizens Police Academy Superintendent of Police, Anthony Giaimo III is pleased to announce that the Tredyffrin Township Police Department will be conducting its 15th Annual Citizens Police Academy class beginning Tuesday, September 15, 2015. When:

The class will run for 11 consecutive Tuesday evenings from 7:00-9:00 P.M. at the Township Building. The program is designed to increase understanding between citizens and police officers through training and open communications. You will observe and learn all aspects of policing and emergency responses to calls dealt with on a daily basis. You are not being trained as a police officer. The academy is an excellent program to bring the community and police department together through mutual understanding. By participating in this program citizens promote community involvement - which is the most powerful force any law enforcement agency has in the fight against crime. Police News - Sergeant Kevin Moore board members of FOP Lodge #11, retired Tredyffrin Township Police Department members, including former Superintendent Thomas Baynard and retired Sergeant William DeHaven. Sgt. Moore's family was in attendance and his wife, Sharon, held the Bible for the event, after which he expressed his thanks to his family and professional mentors, including Bill DeHaven.

At the June meeting of the Board of Supervisors, Corporal Kevin Moore was promoted and sworn in to the rank Sergeant for the Tredyffrin Township Police Department. Sgt. Moore is a past president, vice-president and trustee of the Chester County Fraternal Order of Police Lodge #11, and past president and vice-president of the Tredyffrin Township Police Association. The swearing in ceremony was held in Keene Hall at the Tredyffrin Township Municipal Building and presided over by Magisterial District Judge Analisa Sondergaard of the Chesterbrook District Court. Sgt. Moore's promotion ceremony was attended by local law enforcement including

command, labor law, weapons armor, accident investigation, and emergency medical responder, to name just a few. He was the recipient of numerous awards of merit and for bravery, unit citations, and citations for life saving, having been credited with not less than three lifesaving events. He served as one of the first members of the Department's new Field Training Program (FTO), which was recognized throughout the Commonwealth of Pennsylvania and used as a model in other Commonwealth Law Enforcement agencies. He was recognized by the Townwatch Association for outstanding service to our community, including volunteer work with the special needs community as well as other local programs.

Sergeant DeHaven, a long time Berwyn resident and former Tredyffrin Township Supervisor, made a presentation to Sgt. Moore of his badge of authority during the Supervisor's Meeting, presided over by Chairman Michael Heaberg. Police Supt. Anthony Giaimo highlighted some of Sergeant Moore's accomplishments including several lifesaving awards, his accident investigation prowess, vehicle inspection and weight enforcement certifications and labor law knowledge. Supt. Giaimo related, "Sgt. Moore, a 35 year veteran of the police department, is a great addition to the patrol leadership team. His true caring for the community and professionalism is truly an asset to our police department." Sgt. Moore was hired in April, 1980, and in 2015, he received a Service Award for 35 years of service to the Tredyffrin community. During that time, he received numerous certifications in leadership, incident

Inspections and Permit Services As part of my daily inspection routine, I am in and out of the car as I make my way between job sites. And as such, I can almost recite every commercial that is on the radio today as I hear the same ones, over and over again. But one stood out to me about a month ago from the Philadelphia Department of Labor and Industries, better known as L&I. Their pitch was the "New and Improved L&I!" The commercial indicated that their new found role was to not only be a regulatory agency, but also to help ensure that construction projects progress accurately, safely and most importantly, "Code Compliant". They also added that these improvements will help most projects have the best chance to be completed on time and on budget. I can confidently boast that the Tredyffrin Township's Department of Inspection and Permit Services have proudly served using that exact concept and performance model for at least the last 15 years that I've been associated with the department. The most interesting and definite key element that I believe separates us from most other Code

The home and 20 acres on which the Arboretum was first planned were formerly the property of H. Lawrence and Elisabeth Phillippe Jenkins. The Mr. and Mrs. Jenkins property was given to them in 1928 as a wedding gift by Mrs. Jenkins father, B. Pemberton Phillippe.

A Wedding Gift for Future Generations Browning House

Educational Fellowship. The implementation of the fellowship along with the addition of full-time horticulture staff, internships, and a volunteer program, have allowed the Arboretum to expand the botanical collections.

In the early 1970's, several steps were taken to create a botanical garden. Trails were created, a pond was installed, a visitors' center was constructed, native trees, shrubs and wildflowers were planted and, of course, a plan was developed to feature rhododendrons and azaleas. It wasn't until 1976, however, that Mr. Jenkins' vision was realized when his 20acre property officially opened to the public and became known as Jenkins Arboretum. Over the next several decades, major changes involved the construction of a modern, energy-efficient greenhouse and the establishment of the Hamilton

Looking Ahead th Jenkins will celebrate its 40 anniversary next year. While four decades may seem like quite a milestone, it's really just the early years for what is planned to be a "perpetual" garden. Arboretum Executive Director Dr. Harold Sweetman asks supporters to think of the gardens in these terms: "Did you ever think that Jenkins Arboretum & Gardens may remain a special preserve for nature and a vibrant public garden forever? Yes, forever is a very, very long time; but everyone involved in any facet of the Arboretum & Gardens believes that our main mission is perpetual and many future generations will enjoy and learn in the gardens for a long, long time, possibly forever."

To make that happen, the Arboretum is always looking for volunteers and donors. Many beautiful flowers and leaves grow on trees but money still does not. Growing an endowment is as important as growing the gardens themselves. Sweetman says, "For Jenkins to last forever, we must all work hard to ensure that there will be smart and sustainable growth well into the future. The only way to accomplish this is to grow a permanent endowment that will continue growing and giving in support of the gardens for many generations to come." Old Houses Tell Wonderful Stories and the 11th Annual Historic House Tour on September 19th Will Not Disappoint

Also included on the tour is a sprawling 1900's brick farmhouse in Malvern built by sisters Ellen and Rebecca Winsor. Pro-suffrage activists from Haverford, the Winsor sisters were among 17 Pennsylvania women imprisoned in 1917 for their "Silent Sentinel" picketing of the White House under President Woodrow Wilson. Blues in Paoli - 7th Annual Paoli Blues Fest Saturday, October 3rd at the Paoli Village Shoppes, located on Lancaster Avenue across from the Paoli Train Station. Attracting over 14,000 music lovers of all ages last year, 2015 promises more food, more vendors, more music and guaranteed fun for all.

After obtaining the requisite approvals, the live stakes were harvested by volunteers from the existing black willow plants that surround the pond at Wilson Farm Park. Black willow is a native species to this region and willows thrive in wet areas. The planting process consists of tapping a pilot hole into the soil with a piece of metal rebar and simply inserting the live stake into that same hole. No shovels used and no taxpayer dollars spent! Riparian buffers are vegetated areas next to water resources that protect water resources from nonpoint source pollution and provide bank stabilization, as well as aquatic and wildlife habitats. They are an important component of stream health and water quality. If your property has a stream, including small tributaries, please consider establishing a riparian buffer which can be as simple as not mowing to the edge of the stream bank.

Live stake black willow that has sprouted

In March of 2015, a few members of the Tredyffrin Township Environmental Advisory Council (EAC) planted black willow live stakes into Trout Creek riparian areas along Old State Road. Black willow

live stakes are freshly cut black willow branches, roughly 2 陆 feet long and three quarter inches in diameter that are inserted into the ground in a wet area - in this case, a stream bank.

Your Community Needs You More Than You Know T&E Care, Ten Years of Help for Tredyffrin Families, With More to Come Tredyffrin Township is a special place to live. The schools are great, the parks are wonderful, and there are lots of terrific restaurants and small businesses to support. Yet, for some in the township, it is a daily challenge to pay bills and put food on the table. Yes - some of our very own neighbors struggle significantly on a daily basis. Their stories are heart-wrenching and hard to imagine, but they are real. T&E Care, Our Story Tredyffrin & Easttown Care is a 501(c)(3) non-profit all-volunteer organization that tries to offer hope to some of these families. Ten years ago, residents needing assistance had very few options. Beginning in 2005 with the idea that many in our own community could lend a hand if

they just knew about a situation, the assistance offered these past years has been humbling and genuinely appreciated. T&E Care learns about families needing help through contacts at the schools, the local faith-based organizations, the police, your neighbors, and/or other sources. Rent is paid when an eviction is pending. PECO bills are paid when shut-off is threatened. Cars are repaired in order to help someone get to a job. Tuition bills are paid to keep a student in college. Dental bills are paid when no insurance is available. Camp tuition is paid so a child isn't sitting at home all summer. Over $200,000 in various types of support was offered to local families in 2014. The situations are carefully vetted. The need is real. T&E Care volunteers also run programs to help families with every day needs such as

the school supply drive, the holiday drive, and the clothing drive. Furniture is offered when a family is lacking items. Computers are refurbished so kids can keep up in school. T&E Care prides itself in keeping confidential the details on the families we support because these are our neighbors and our kids attend the same schools. These families don't want the assistance, they need it. However, they don't want everyone to know about their situation. One mom told us: "As a proud, independent individual it is hard for me to ask for help. However, when it comes to my children, I must do whatever I can to ensure they have what they need to succeed in school, over the summer, and in life!"

Tredyffrin Public Library is a Family Place Library We are proud to be a part of a network of children's librarians nationwide who believe that literacy begins at birth, and that libraries can help build healthy communities by promoting healthy families. The Family Place Libraries network currently includes more than 400 sites in 27 states and continues to grow. In 2013, our Children's Librarian, Angie Andre, wrote a grant for Family Place training and materials. The Institute of Museum and Library Services awarded Tredyffrin Public Library $18,000 to make this possible. Intensive training and planning has culminated into a literacy program that will serve children in our community, starting at birth. Each fall at Tredyffrin Public Library, we offer a Parent & Child Workshop Series. This five week series will meet once a week for one hour. We invite parents and children to learn and grow in a safe and fun environment in the children's story room at the Library. We provide many age appropriate and educational toys for families to use. In addition to play, the workshop hosts a professional from the community each week to share their expertise with us. One week, a librarian will talk with us about early literacy, another week we will have a nutritionist share healthy eating habits with the group, and another week we will learn about the importance of music therapy. Parent & Child Workshop Thursdays, October 1, 8, 22 and 29, 6 - 7 PM Starting Thursday, September 3rd, you can register in person for all five sessions. Tredyffrin Public Library is part of the network of Family Place Libraries: Building Foundations for Early Learning.

Friends of Tredyffrin Public Library and the Red Fox Book Shop Friends of Tredyffrin Public Library, promoting, advocating and raising funds for the Library for 47 years, need more volunteers. Almost every volunteer is now involved with the Red Fox Book Shop, operated by the Friends, and a major fundraiser. The shop is open during all Library hours and maintains a storefront site on Amazon.com. Books for this online business are listed, orders filled and shipped five days a week, and email messages from customers are monitored and responded to 24/7. Twenty very dedicated volunteers sort the 50-60,000 donations of books, CDs and DVDs year round, keep the shop in great shape, and manage the online business. More volunteers assist at the Quarterly Half-Price Sales. Both the inperson and online sales are expanding due to the generosity of the donors who bring wonderful marketable books in outstanding condition every day. If you're willing to donate your time and effort, please join these Friends' volunteers who raise funds for the Library. The Friends are a 501 (c) 3 non-profit organization and there are currently four openings on the Board of Directors. The Board Secretary position is open but other areas of responsibility also need leaders and volunteers, especially Membership, Advocacy, and Promotions. Supporting Summer Concerts, Fireworks, Winter Rec and More Tredyffrin Township's Foundation for Parks and Recreation was founded in 2009 as a 501(c) 3 non-profit charitable organization. This volunteer organization of Tredyffrin residents and friends is dedicated to: • Enhancing the beauty and utility of Tredyffrin Township parks; • Stewardship of the Township's open space and pedestrian trails; • Providing community recreational and cultural activities within the park system.

The Foundation functions independently, but works closely with Township management, the Parks & Recreation Board, and the Board of Supervisors to provide financial support and direction for needed improvements within the Township's parks and open space, and to ensure continued funding for community and recreational activities, including the Winter Recreation weekend program for Township youth, the "Summerth in the Park" Concert Series, and the 4 of July celebration at Wilson Park. The Foundation maintains sole control and allocation rights of funds dedicated to its specific chartered mission that have been collected through athletic field and corporate sponsorships, government grants, fundraising efforts, and private donations. All contributions made to The Foundation are tax-deductible and can be earmarked for specific purposes. The Foundation Board can consist of up to 15 members; currently, several positions are open and additional volunteers for the Board would be

Historic Sugartown Sugartown's General Store At the corner of Sugartown and Boot Road in Willistown Township, Malvern, you'll find the remarkably intact and lovingly restored Sugartown Store and Worrall House. Thanks to the restoration efforts of Historic Sugartown, Inc., a 501 (c)(3) nonprofit organization, this village corner looks much the way it did in the late 1800s when it was center of a vibrant farming community. Sugartown's General Store was originally built in c. 1805 by Joseph Waterman the same time that he built his home and Saddle shop next door. Joseph rented out the store building, and his wife Hannah continued this practice after his death in 1813. In 1822, storekeeper John Moore advertised that he offered "an inventory of dry goods, groceries, liquors, glass, china and Liverpool war, oils, paints, drugs, iron monger, etc." In 1835, Hannah Waterman sold the store to her son Isaac, and his business partner Isaac Powell was named Sugartown's first Post Master. In 1838, the Waterman family sold the store to Garrett Pratt. Pratt served as Post Master and sold his goods on strictly a cash basis, running the store until 1846 when he sold it to Thomas Hutchison for $4,900. Hutchison invested heavily in expanding the store's inventory and must have overextended himself. His store was sold at Sheriff's Sale for $1,735 the following January.

In 1851, Worrall worked with other community members to establish the Ivanhoe Lodge #432 of the Independent Order of Odd Fellows, and built a third-story addition on the Store to create their meeting space. The community came to rely on the space for other civic meetings and social events. In 1862, Worrall attempts to retire, selling the store to his son Lewis. The store seems to struggle during his proprietorship and closes in 1865. The Worrall's rent the store out for a few years and then reopen it in 1869.

In 1847 Sharpless Worrall purchased the property and opens his store. He and his wife Abigail, both in their mid-thirties, moved to the Waterman's old house with their five children

In 1871, Sharpless' wife Abigail notes in her diary that their daughter Hannah was tending the store while Sharpless was at a Lodge meeting. On December 31, 1874, Hannah

Worrall marries Hillery John, and they take over the proprietorship of the General Store. Hillery is named Post Master in 1876. Hillery and Hannah move into the tenant houses to the left of the General Store a couple years later. The John Day Books paint a vivid picture of community life in Sugartown during the 1880s as friends, neighbors and even seeming adversaries frequented the store. The John's ran the store until Hillery's death in 1904. His son Clyde is named Post Master, and continues to run the store until 1912 when he rents it to a storekeeper by the name of Beeber. Three of the John children - Warel, Clyde, and Marguerite - remain at the family home. Marguerite runs an antique store from the house until 1956. Many local residents still remember her store. Historic Sugartown Huber, the great grand-niece of Sharpless Worall. Because the family held onto the property for all those years, several archival documents, including the Day Books from 1847 - the 1920s, survive. Through the Day Books, Historic Sugartown is able to offer a glimpse of daily life in the village of Sugartown, including who shopped at the store and what they were shopping for. Today, the General Store interpreted to c. 1880 when Hillery and Hannah were running it. The Store is one of five buildings you can visit at the village of Sugartown. Dog Training - Praising Your Dog As humans, we are able to understand the various ways words can be used. We understand that one word can have many meanings in various situations and that different words can be used to mean the same thing. Unfortunately, your dog is not so lucky when it comes to verbal communication. Dogs are phenomenal at exhibiting and reading body language, but they have a vocabulary of approximately 12-20 vocalizations (depending on which study you read).

Why is this such a bad idea? Well, you are going to be spending quite a bit of time teaching your dog a few key words, such as sit, down, stay, etc., and pairing them with specific behaviors. Each time you use a word differently, you are adding a little confusion to the mix and potentially making it harder for your dog to learn the true meanings of the behaviors. We generally refer to this as the power or value of the cue. You want the cue to be very strong and for your dog to understand its meaning clearly.

This number range is way less than the thousands of words humans have adapted to understanding, and that doesn't even include tone, context, etc. Once you know and accept this idea, it becomes a little more understandable when your trainer tells you that "down" can only mean one thing and that "put your belly on the floor" can't also mean "don't jump." Other than overusing words and leading to misunderstandings, there is one other instance where people misuse words with their dogs, and this is a big one "sit" followed by "good sit" or some other variation of using a command word in praise.

Why is it so hard for your dog to understand praise including a cue? You will often see directions on the internet with phrases such as, "Every time his rump hits the floor, tell him 'Good sit!'" This is meant to help your dog pair their current act with the word "sit." Here is why that doesn't work: your dog does not understand grammar. Simply stated, you understand that "sit" can be both a verb and noun, as in "sit down" and "the act of sitting." Your dog does not. For your dog, "sit" is technically a discriminative sound or stimulus. A good example of a discriminative stimulus that may be easier to understand is the sound of a whistle in sporting events. The whistle tells you to start, whether that means dive off of the block in swimming, or to stop due to a penalty, as seen in football. The whistle means only one thing in each sport and is never repeated right after the start or stop to tell the players they did a good job. This is how it feels to your dog. The sound "sit" means that they are likely to get a reward if they put their bum on the floor. Once their bum is down, repeating the cue with the praise does not tell your dog that they did a good job sitting. That would mean that they understand "good" is being used to describe the act of sitting. You're essentially wasting the power of the word "sit" by repeating it with the praise. So what does this mean for praise? You might have come to the conclusion that words matter for your dog. This is absolutely true! So what about the power of your chosen praise word? Well, you give a word power through consistency and clarity by using each word for only one meaning. A lot of people choose the word "good." This is a completely fine word to use. However, now that you know words have power, you may notice yourself using "good" to mean multiple things. "Good" might mean you did a good job and are about to get a treat, or it might mean that they are generally a good dog. Either way, it is hopefully paired with a good reward which can help the pup associate it with good feeling and drive them to work for the chosen praise word. To be extremely clear and consistent you can choose a unique word or sound and pair it exclusively with a food reward to help build a stronger drive for reinforcement. This is one reason why many trainers recommend clickers for training. The clicker is used as a primary reinforcer since it is always paired with food. Even if you accidentally click, you still treat to ensure the clicker is highly reinforcing. Secondary reinforcers, like praise, are also used once a dog has a good history of reward and is preforming extremely well so that you can fade out the clicker or primary reinforcer. I, for one, tell my dogs they are good and beautiful and the best dogs ever all the time, which is why I specifically do not use the word "good" in training. My primary reinforcer is "yes." Rarely would I say "yes" to a dog in regular every day interactions. I use "rockstar" as my secondary reinforcer, letting my dog know they are on the right track or that a treat will be coming imminently (it's a great way to utilize praise for performance dogs since you are not allowed to treat them during competition). Hopefully now you understand that words have power and meaning for your dog, just maybe not the meaning you expected. By communicating clearly and consistently with your dog, you can build a stronger relationship and see better training results.
