ALWAYS on the Third Sunday of September, the Radnor Fall Festival is the largest event put on by the Wayne Business Association. Encompassing the streets of North Wayne Avenue and West Avenue between Lancaster Avenue and the Wayne train station, local merchants, service providers and restaurants are all on hand to share with the community.

Street performances by local bands, dancers from local dance studios, face painting and carnival rides make it fun for the whole family.

You Need a Building Permit: Now What?

A Look at the Permitting Process A building permit is a license to begin construction of a project or to install equipment regulated by code. Most small - and all large - construction and home improvement projects require a permit. The permit process protects you and your neighbors, ensuring that Township building and fire code standards are met. The codes apply whether a professional or a do-it-yourselfer is doing the job.

To obtain a building permit, you'll complete an application and submit the permit fee and plans. The application will require basic information about the project, such as who will do the work and what is being done. You'll be asked to include sketches, plans or other documentation for review. The Township's Code Official can assist you to make sure your project meets all the requirements. The fee helps

defray the cost of the Township's resources spent on the application, review and inspection process. The fee also gives you access to the officials' knowledge and experience.

Once you receive your permit, it must be posted at the work site so that it is visible from the street. All work must be performed in accordance with the approved plans.

Any proposed changes to the original approved plans need to be brought to the attention of the Code Official.

The Township will be inspecting the job at certain key points during the construction process: Footings, foundation, framing and final inspection. It is your responsibility to schedule inspections. Normally, you want to give at least two days' notice for an inspection. If the Code Official finds that some work does not meet

code, the inspector will tell you what needs to be done to bring the work up to acceptable compliance standards.

When the work is complete and the Code Official approves the final project, you will receive a Certificate of Use and Occupancy. This certificate formally marks completion of the project with the knowledge that it meets Building Code and zoning requirement standards.

Beach Safety - Understanding Rip Currents make rescues themselves end up being the ones who drown. Instead, the best way to help is to throw them something that floats and immediately get a lifeguard for help.

Spotting a rip current can be difficult, and really needs some practice. But when you go to the beach, start off by staying back from the water. Rip currents are easier to see at an elevated position, like a dune line or beach access, and then look for places where waves aren't breaking, so flat spots in the line of breaking waves. And then also where there's maybe foam or sediment in the water being transported away from the beach offshore.

Before you go to the beach, always check your local beach conditions. Look at the wave forecast. If you have waves two to three feet high or greater, you could have strong rip currents. And then look to see if there's a hazardous rip current statement for your local beach. And then always check the tide as well.

So rip currents often occur at low tide, and so if you're going to the beach during a period of low tide, just be mindful that strong rip currents could occur.

A rip current is a narrow, fast-moving channel of water that starts near the beach and extends offshore through the line of breaking waves.

If you do get caught in a rip current, the best thing you can do is stay calm. It's not going to pull you underwater, it's just going to pull you away from shore.

Call and wave for help. You want to float, and you don't want to swim back to shore against the rip current because it will just tire you out.

You want to swim out of the rip, parallel to shore, along the beach and then follow breaking waves back to shore at an angle.

When you first get to the beach, the best thing you can do is swim near a lifeguard. And then if you have questions about if the conditions are hazardous or not, ask a lifeguard. And then many beaches have things like a flag system, or other forms of communication to be able to tell you if the conditions are hazardous.

But if you go to a beach without a lifeguard, when you get there, you want to make sure you know how to spot a rip current, and if you get caught in one, know how to get out. And then when you go in the water, always bring flotation.

Always let a lifeguard make a rip current rescue, because often, the people that try to

People often misunderstand and think that rip currents only occur during bad-weather days at the beach but actually, you can have strong rip currents with sunny days and waves of only about two to three feet high. And the reason for that is that rip currents aren't really caused by the weather. They're caused by the waves and other factors like the tide and the shape of the bottom.

Rip currents can occur anywhere you have breaking waves, like large sandy beaches on the open ocean. But they can also occur where you have hard structures, like jetties, or piers, or even rocks jutting out into the ocean.

In terms of the tide, usually rip currents are going to occur more at low tide when you have waves breaking over the sandbar near shore.

And that's the third part, the sandbars. Usually you're going to have strong rip currents where you have significant sandbar near the shore with a channel in it.

Excessive Heat Warnings Each National Weather Service Forecast Office issues some or all of the following heat-related products as conditions warrant.

NWS local offices often collaborate with local partners to determine when an alert should be issued for a local area. For instance, residents of Florida are much more prepared for 90°F+ weather than residents in Alaska.

Excessive Heat Warning Take Action!

An Excessive Heat Warning is issued within 12 hours of the onset of extremely dangerous heat conditions. The general rule of thumb for this Warning is when the maximum heat index temperature is expected to be 105° or higher for at least 2 days and night time air temperatures will not drop below 75°; however, these criteria vary across the country, especially for areas not used to extreme heat conditions. If you don't take precautions immediately when conditions are extreme, you may become seriously ill or even die.

Excessive Heat Watches Be Prepared!

Heat watches are issued when conditions are favorable for an excessive heat event in the next 24 to 72 hours. A Watch is used when the risk of a heat wave has increased but its occurrence and timing is still uncertain.

Heat Advisory - Take Action!

A Heat Advisory is issued within 12 hours of

the onset of extremely dangerous heat conditions. The general rule of thumb for this Advisory is when the maximum heat index temperature is expected to be 100° or higher for at least 2 days, and night time air temperatures will not drop below 75°; however, these criteria vary across the country, especially for areas that are not used to dangerous heat conditions. Take precautions to avoid heat illness. If you don't take precautions, you may become seriously ill or even die.

Excessive Heat Outlooks are issued when the potential exists for an excessive heat event in the next 3-7 days. An Outlook provides information to those who need considerable leadtime to prepare for the event.

96°F and the relative humidity is 65%, the heat index--how hot it feels--is 121°F. The red area without numbers indicates extreme danger. The National Weather Service will initiate alert procedures when the Heat Index is expected to exceed 105°-110°F (depending on local climate) for at least 2 consecutive days.

NWS also offers a Heat Index chart for area with high heat but low relative humidity.

Since heat index values were devised for shady, light wind conditions, exposure to full sunshine can increase heat index values by up to 15°F. Also, strong winds, particularly with very hot, dry air, can be extremely hazardous.

Understanding the Heat Index

The Heat Index is a measure of how hot it really feels when relative humidity is factored in with the actual air temperature. To find the Heat Index temperature, look at the Heat Index Chart.

Understanding Heat Exhaustion & Heat Stroke During extremely hot and humid weather, your body's ability to cool itself is challenged.

When the body heats too rapidly to cool itself properly, or when too much fluid or salt is lost through dehydration or sweating, body temperature rises and you or someone you care about may experience a heatrelated illness. It is important to know the symptoms of excessive heat exposure and the appropriate responses. The Centers for Disease Control and Prevention provides a list of warning signs and symptoms of heat illness, and recommended first aid steps.

Some of these symptoms and steps are listed below.

Heat Cramps

Heat cramps may be the first sign of heatrelated illness, and may lead to heat exhaustion or stroke.

Symptoms: Painful muscle cramps and spasms usually in legs and abdomen Heavy sweating First Aid: Apply firm pressure on cramping muscles or gently massage to relieve spasm.

Give sips of water unless the person complains of nausea, then stop giving water

Heat Exhaustion

Symptoms: Heavy sweating Weakness Cool, pale, clammy skin Fast, weak pulse Possible muscle cramps Dizziness Nausea or vomiting Fainting

First Aid: Move person to a cooler environment Lay person down and loosen clothing Apply cool, wet cloths to as much of the body as possible Fan or move victim to air conditioned room Offer sips of water If person vomits more than once, seek immediate medical attention.

Heat Stroke

Symptoms: Altered mental state One or more of the following symptons: throbbing headache, confusion, nausea, dizziness, shallow breathing Body temperature above 103°F Hot, red, dry or moist skin Rapid and strong pulse Faints, loses consciousness First Aid: Heat stroke is a severe medical emergency. Call 911 or get the victim to a hospital immediately.

Delay can be fatal.

Move the victim to a cooler, preferably airconditioned, environment.

Reduce body temperature with cool cloths or bath.

Use fan if heat index temperatures are below

the high 90s. A fan can make you hotter at higher temperatures.

Do NOT give fluids.

New Invasive Insect in PA Spotted lanternfly, Lycorma delicatula is a new invasive insect in Pennsylvania and in the United States. It was first detected in 2014 in Berks County.

The insect is very distinctive and does not look like other insects in Pennsylvania. It has spotted wings with red tips. The body has a black and yellow winged section.

Pennsylvania Department of Agriculture is currently working with Penn State Extension and Researchers, as well as DCNR, Kutztown University, Fish and Game Commission, USDA and local municipalities to learn more about this new insect and how to control it.

Currently the efforts are for eradication. The Department feels with the assistance of the community and others we can stop this invasive pest.

This insect is known to feed on over 25 species of trees, shrubs and vines.

Some of these include: Grape, Birch, Willow, Poplar, and Maple. The insect also likes to go to the Tree of Heaven (Ailanthus sp.) In Korea, this insect is an invasive pest and has been documented in killing grape vines.

The egg masses have 48-50 eggs within and are covered with a grey/brown substance that looks very much like mud or dirt, see the picture below. The females will lay the eggs on any hard surface such as motor vehicles, stones, barrels, posts, grills, wood, etc. They do not lay their eggs on grass clippings or leaves. If you find egg masses, please scrape them off. To scrape them use a scraper, large stick, etc. and scrape in a downward motion. You can then place them in a plastic bag with alcohol or hand sanitizer and dispose of them in the trash.

An Old Enemy Ash trees across the country are in danger because of the emerald ash borer, an exotic pest that was accidentally introduced and discovered in the US in 2002. It is an exotic beetle that was discovered in southeastern Michigan near Detroit in the summer of 2002.

The adult beetles nibble on ash foliage but cause little damage. The larvae (the immature stage) feed on the inner bark of ash trees, disrupting the tree's ability to transport water and nutrients. Since its discovery, the emerald ash borer has killed hundreds of millions of ash trees in North America and cost municipalities, property owners, nursery operators and forest products industries hundreds of millions of dollars.

Studies show that mature trees in a welllandscaped yard can increase the value of a house by 7% to 19%. Amenity and comfort ratings were about 80% higher for a treelined sidewalk compared with those for a non-shaded street.

Visual exposure to settings with trees helps recovery from stress within five minutes, as indicated by changes in blood pressure and muscle tension. Trees in the landscape have been shown to improve the performance of children with ADHD and improve girls' success.

PA Leads Nation in Lyme Disease Cases Learn to Protect Yourself and Your Family Pennsylvania has led the nation in confirmed cases of Lyme disease for three straight years. The disease is a bacterial infection that affects people of all ages and any organ of the body. It's called "the great imitator" because its symptoms mimic many other diseases. Most people get Lyme disease from the bite of an immature tick about the size of a poppy seed. Because they are so tiny and their bite is painless, many people do not even realize they have been bitten. In the early stages, Lyme disease may feel like the flu, with the person experiencing fever, sore muscles, headache, and fatigue.

The Centers for Disease Control reports that rashes occur in 60 to 80 percent of cases.

Most of the time, the rash is an ordinary red area. A distinctive "bull's-eye" shape rash with a darker edge is a definite sign of Lyme disease but only occurs in less than 10 percent of those who contract Lyme disease.

When you're outdoors, take the following precautions: Know where ticks live - Ticks tend to be near the ground, in leaf litter, grasses, bushes, and fallen logs. High-risk activities include playing in leaves, gathering firewood, and leaning against tree trunks. When you hike, stay on cleared trails, instead of walking across grassy fields.

Keeping Our Community Clean

Dress defensively - Wear shoes, socks, long pants, and long sleeves. Tie back long hair and wear a hat. You can purchase clothing pretreated with the repellent permethrin or treat your own clothing and shoes.

Litter can drastically affect our environment. It pollutes groundwater, clogs stormwater drains and creates driving hazards. If we all chip in, we can keep our community clean and safe. After all, while the litter may not be ours, the planet is.

Use repellent on exposed skin - Studies show that repellents with DEET, picaridin, or lemon eucalyptus oil are the most effective.

Check for ticks - Periodically inspect your clothing and skin for ticks.

Here are some ways to help: Set an example by not littering

Take a shower - Once home, take a shower right away. This will wash away unattached ticks and allow you to thoroughly inspect yourself. Feel for bumps that might be embedded ticks. Pay careful attention to hidden places, including groin, armpits, backs of knees, belly button, and scalp.

Parents should check their children.

Pick up one piece of litter every day Carry a litter bag in your car

Put your clothes in the dryer - Running your clothes in a hot dryer for 10 minutes before you wash them will kill any ticks that may be there.

Make sure your trash that's out for pickup can't be blown around Also, remember that picking up your pet's waste is not only the neighborly thing to do, it is required by Township ordinance. Pet waste can cause illness and disease in other animals and humans. It has a negative impact on everyone's quality of life. Thank you for being a good citizen and responsible pet owner!

Protect your pets Dog and cat fur can carry ticks inside your home. Consult with your veterinarian about tick protection for your pets.

In the summer there is an abundance of frogs, turtles, snakes, and the aquatic life of fish and insects. It is a great place to sit and watch bird activity. The area around the pond is a wide open space and birds can be observed zinging across the pond from woodland to woodland. On a quiet day, one may see a green heron, a kingfisher, a blue heron or a wood duck.

Summer Stormwater Management Tips 1) Wash your car at a car wash. Soapy run-off from vehicle washing in your driveway can enter the stormdrain, however commercial car washes filter and re-use their water.

2) Raise your mower height. Raising your mower height to at least 3 inches will allow your yard to absorb more rain water.

3) Do not blow grass clippings off of your property. Grass clippings can carry fertilizers into the creek. Either bag up grass clippings, or recycle them on your yard to return vital nitrogen to your lawn.

4) Increase your garden area. Plant native shrubs, trees and perennials on your property.

Native plants can absorb more stormwater than turf grass and provide habitat areas for wildlife.

It's Grilling Season - Do It Safely!

There's nothing like outdoor grilling. It's one of the most popular ways to cook food. But a grill placed too close to anything that can burn is a fire hazard. Grills can be very hot, causing burn injuries. We would like to remind residents to follow these simple tips for safe grilling: If you use starter fluid for charcoal grills, use only charcoal starter fluid never add charcoal fluid or any other flammable liquids to the fire.

When you are finished grilling, let the coals cool completely before disposing in a metal container.

Propane and charcoal BBQ grills should only be used outdoors.

The grill should be placed well away from the home, deck railings and out from under eaves and overhanging branches.

Check the gas tank hose for leaks by applying a light soap and water solution to the hose. A propane leak will release bubbles. If there is a leak and there is no flame, turn off both the gas tank and the grill. If the leak stops, get the grill serviced before using it. If the leak does not stop, call the fire department. If you small gas while cooking, immediately get away from the grill and call the fire department. Don't move the grill.

Keep children and pets at least three feet away from the grill area.

Keep your grill clean by removing grease or fat buildup from the grill and from trays below the grill.

Never leave you grill unattended.

Always make sure your gas grill lid is open before lighting it.

Tali Guy's Recipe Page Mediterranean Shrimp and Fish These recipes are inspired by the recent visit of world renowned seafood chef Uri Buri, during which he participated in special cooking events at top restaurants along the east coast of the United States.

Uri Buri owns a unique seafood restaurant and a boutique hotel in the ancient city of Akko in Israel. Visiting his restaurant leaves a life-long impression from the magnificent food and special experience of dining in an exotic surrounding of the thousands-of-yearsold city on the Mediterranean Sea. The following recipes are especially delicious because of their combination of sour, spicy and salty flavors. They are based on Uri Buri's book Fish and Seafood and are provided with his permission.

Preparation: Heat the olive oil well in a skillet and fry the shrimp for a minute on each side.

Remove and set aside.

Add the peppers and garlic. Fry for only a minute to enhance the flavors and add the lemon juice and the fish sauce. Taste and add seasonings as desired.

Return the shrimp to the skillet to quickly reheat.

Remove from the heat, sprinkle with chopped cilantro and serve immediately.

Any type of shrimp can be used for this recipe. When using red shrimp the preparation time is shorter, taking only half as long as other types of shrimp.

Mediterranean Shrimp Ingredients: 2 lbs. shrimp, peeled and tails removed 1/3 cup olive oil 1-2 heaping tbs garlic, minced 1 hot long red pepper, thinly sliced 1 hot long green pepper, thinly sliced Crushed anchovy or fish sauce according to preference ½ cup cilantro, chopped Juice of 1 lemon

This recipe uses the same method of preparation. It includes yam and cauliflower to enhance the meal. These additions may be omitted or replaced by other starches and vegetables.

Ingredients for sauce: 1/3 cup extra virgin olive oil 1 long hot green pepper, thinly sliced 1 long hot red pepper, thinly sliced 1-2 heaping tbs garlic, minced 1 crushed anchovy or fish sauce according to preference Juice of 1 lemon

Preparation of fish: Heat the oil in a non-stick frying pan for 1 minute. Add the Kosher salt and continue heating for another minute.

The salt will help achieving a crispy skin.

Add the fish to the hot pan. When the bottom 1/3" of the fish becomes white and the skin is crispy remove it from the pan.

Vegetable Additions:

Preparation of sauce: Heat the oil in a large frying pan for 1 minute (not too hot).

Add the hot pepper. Leave some for the garnish.

Add the garlic.

Keep frying for ½ minute. Make sure the garlic does not burn.

Add the anchovy or fish sauce and the lemon juice. These ingredients will cool the oil a bit, and prevent burning of the garlic.

Ingredients: 1 lb yam, peeled and cut to 1" cubes ½ head cauliflower, cut into 1"-2" pieces 4 tbs extra virgin olive oil Salt and pepper to taste

Preparation: Heat the oven to 375 degrees. Put the yam and cauliflower in 2 separate baking pans. Add the oil, salt and pepper to both pans. Roll them well to be fully covered. Bake for 20-40 minutes until they become golden.

Putting everything together: Heat the oven to 375 degrees.

Pour the sauce into a baking pan. Add the fish with its skin pointed upward.

Bake for 10 minutes or until the fish is fully cooked.

For serving turn the fish with its skin down. Add the yams and cauliflower and garnish with the remaining chopped cilantro and hot pepper.

Walking Your Dog Should Be Fun! 610-337-7698 www.perfect-pooch.com 200 King Manor Drive King of Prussia, PA 19406 Running or walking with your dog is a great way for both of you to exercise and for your dog to get extra mental stimulation. Because dogs perceive the world around them through their sense of smell, taking your dog for a run will benefit his physical health as well as enrich his mind by opening him up to new and exciting scents. Dogs who are wellbehaved on leash make excellent exercise partners and walks more enjoyable for everyone. Working on leash skills not only makes walking your dog easier for you, but increases his chances of getting to explore more places with you because you'll be more likely to bring him along. Here are some basic tips to help make walking your dog more fun:

The Right Tools!

Before you take the first step out of the door, you need to make sure you have the right tools to walk your dog. Every dog should be walked on a standard four-to-eight foot leash. Avoid retractable leashes in public, as they can cause harm if they fail to lock or break while you are out with your dog. Next, you need to dress your dog appropriately with identifying tags and the right walking harness or collar for your dog. If your dog pulls on or tightens the leash when he's

excited, a standard flat collar is not right for you. Constant tightening on your dog's neck can lead to injury and actually teaches your dog to pull harder as he associates the tightness with walking forward. Try to use a no-pull harness that can help you teach your dog to walk on a looser leash. Another great option is a face collar which can control your dog similar to the way a bridle controls a horse; wherever the face goes the body follows. While many people associate face collars with muzzles, they are actually very different and still allow your dog to fully open and close their jaws. Always be sure to fit a harness or face collar correctly and spend some time indoors getting your dog used to the new gear before taking the show on the road.

Teaching Your Dog To Walk With You

Although dogs are social animals, they do not naturally walk in line with each other.

Therefore, walking close to you on a leash will take some time and practice. The number one thing to keep in mind when training your dog is that what you reinforce will be repeated, even if you did not reinforce on purpose. Even if you think they are being choked or restricted by their collar and should be learning to avoid that discomfort, you are reinforcing pulling by allowing your dog to move forward. After you make sure you have the right gear and that it fits properly, teach your dog that looking at you or "checking in" is awesome! Take a few small, tasty treats and hold the leash loosely in one hand.

Let your dog know you have treats and reward any calm behavior at the door before you even step outside. Initially you might feel like a pez dispenser feeding your dog for every check in and glance but it'll be worth it when you have a well-behaved walking buddy. Once you are out of the door, try to be aware of every time your dog acts and think if you want the behavior repeated. If the answer is yes, reward your dog.

Reinforced behavior is repeated, so if you like it, reward it!

During the acquisition phase of learning, your dog needs a lot of reinforcement to really learn a behavior and make it stick. If your dog makes a mistake or behaves in a way that you do not want to see again, do not reinforce the behavior by doing anything that your dog might enjoy. This includes continuing to walk. Each step you take, you are teaching your dog something. Only move forward or offer a reward for behavior you like. In time you will see that the reinforced behaviors occur much more frequently. Clear and consistent communication is how you will teach your dog to repeat the wanted behavior. Heel walking, or formal obedience walking with your dog right next to you, can be taught once your dog understands loose leash walking. Keep in mind that smelling is half the fun for your pooch. Try not to force them to walk in a heel position for more than 10% of any walk or they will not get the most out of the mental work out.

Beware Of The Three Ds!

With any behavior, we always want to be aware of the three Ds that can sabotage you and your dog: distance, distraction and duration. Whenever you are working on a new skill with your dog, you should try to do so in a low distraction environment where you can work one-on-one with him to set him up for success. Always be sure to know what you want to work on before you ever get your dog in on the game. Over time as your dog shows that he understands your cues or commands, you can begin to methodically and slowly add distance, distractions and duration to help your dog learn to generalize his behavior. Pick a calm area or even your own yard to start teaching your dog to keep a loose leash before going out to a busy trail or store. Keep training sessions short and fun. If you need your dog to get a little more exercise than a short walk allows, try to plan for a game of fetch in a fenced-in area or check out your local dog parks and dog daycare. Take the time to really teach your dog the right way to walk on a leash and you will enjoy years of easy fun walks together. Happy walking!
