PennDOT, TSA: Federal REAL ID Federal enforcement will begin October 1, 2020 At an event at the Harrisburg International Airport (MDT) in November, the Pennsylvania Department of Transportation (PennDOT), along with the federal Transportation Security Administration (TSA), reminded Pennsylvanians who want to continue using their driver's license or photo ID card as identification to board a domestic flight or enter a secure federal facility to upgrade it to a REAL ID-compliant version before federal enforcement of the REAL ID Act begins on October 1, 2020.

Beginning October 1, 2020, a federallyaccepted form of identification (whether it's a Pennsylvania REAL ID driver's license or ID card, a U.S. Passport/Passport Card, a military ID, etc.) must be used as identification to board a commercial flight or visit a secure federal building that requires ID at the door. REAL ID-compliant driver's licenses and photo ID cards have been available at the customer's option since March 2019, and to date, more than 500,000

Pennsylvanians have chosen to get a REAL ID-compliant product. Based on data from other states with optional REAL ID programs, PennDOT anticipates that approximately 1.3 million of its customers will get a REAL ID before the federal enforcement deadline of October 1, 2020.

Federal regulations require that to be issued a REAL ID-compliant product, PennDOT must verify the below documents:

Proof of all Legal Name Changes (if current legal name is different than what is reflected on proof of identity document): Examples include a certified marriage certificate(s) issued by the County Court for each marriage, court order(s) approving a change in legal name or amended birth certificate issued by the State Office of Vital Records/Statistics. If current name is the same as what is reflected on proof of identity document (usually birth certificate or passport), a customer does not need to show proof of legal name changes.

Proof of Identity Examples include original or certified copy of a birth certificate filed with the State Office of Vital Records/Statistics with a raised seal/embossed or valid, unexpired, U.S. Passport;

Proof of Social Security Number Social security card, in current legal name;

Two Proofs of Current, Physical PA Address Examples include a current, unexpired PA driver's license or identification card, vehicle registration, or a utility bill with the same name and address; and

REAL ID-Compliant Dirver’s License

Customers can bring the required documents to any PennDOT Driver License Center. More info about document requirements, including a printable document checklist, can be found on the Document Check page of the PennDOT Driver and Vehicle Services website.

Radnor Educational Foundation celebrates 25 years of support for Radnor schools Twenty-five years and still going strong!

Radnor Educational Foundation commemorated 25 years of supporting the students of Radnor Township School District with a boisterous jubilee celebration on February 8 at Pomme in Radnor.

Close to 300 supporters came out to celebrate, mingle with friends, old and new, and bid on a host of one-of-a-kind auction items donated by Radnor-area businesses and over 165 items and experiences donated by local institutions such as the Philadelphia Phillies, 6 ABC and Pomme. Local businesses - Love Birds Boutique, Young Sports, Teresa's Café, and Paola's added to the auction fun with unique and generous donations.

Radnor Middle School principal David Wiedlich acted as auctioneer as guests danced the night away to music provided by the Radnor High School jazz ensemble and DJ Aaron. Downstairs guests lounged and enjoyed the relaxing music of the Radnor High School Orchestra Quartet and cellist Anika Jaswal, a sophomore at Radnor High School.

Attendees enjoyed the exclusive “Radnor Trail” cocktail, as well as some of Pomme's award-winning cuisine featuring a taco bar, Vietnamese spring rolls, angus beef sliders and more.

“What a fantastic event!” stated foundation president Brian Pugh. “Not only did we celebrate 25 years of enriching the educational experience of our students,

we welcomed old friends and introduced so many first-time benefit attendees to our organization.” To date, REF has funded nearly $1.5 million in grants since the organization began in 1994.

Proceeds from the evening's festivities fund programs that go beyond what the district can support in its budget, including STEAM programs, artists and musicians in residence, social and emotional wellness programs and more.

What is SpeakUp!?

SpeakUp! is a student-led, adult-guided, experiential and interactive program that changes the culture of communication in middle and high school communities in the Philadelphia area. Students learn how to talk honestly with their parenting adults and educators about critical topics impacting their lives and get guidance and support.

SpeakUp! partners with schools to help students develop the kind of positive relationships with caring adults that protect teens and help them thrive on their journey to adulthood.

Why is SpeakUp! Important?

Social and emotional struggles continue to detour and derail students- often without warning. We are losing too many young people and too many more are struggling in silence. The trends in teen stress, isolation, suicide, binge drinking, bullying, depression and anxiety are alarming. Often the students that seem the best, may be struggling the most. Adults cannot always see who needs help and by the time they do, the problem has grown. That is why students need to say it - they need to speak up early and often about their concerns and challenges to adults in a position to help them. SpeakUp! makes that happen. It gets kids comfortable speaking up and prepares adults for how to listen and communicate in ways that make it more likely their teens will come to them.

SpeakUp! Works!

Last year, in 35 middle and high schools in the Philadelphia area, nearly 1,000 student leaders were trained, and 3,300 youth, educators and families spoke up and talked honestly and openly about the toughest topics and found guidance as needed.

SpeakUp! has impressive measurable impacts.

Most notably, results showed that 95% of participants realized they have similar feelings and experiences as others; and, 95% are more willing to ask for help, if needed.

As teens needs have changed, SpeakUp! has adapted accordingly. Teens are struggling more than ever before, and they need more support: • 45% of American teens report being “stressed all the time.” 1 • 20% of American teens show signs of a mental health disorder, but only 1 in 5 of them will get help.2 • 15% of Pennsylvania teens have “seriously considered” suicide, and 7% have attempted at least once.3 • 31% of Pennsylvania teens have had at least one drink of alcohol, and 15% drank five or more drinks in a row within a couple of hours (binge drinking). 4 8

Young people need supportive adults at home and school.Teens spend most of their time at school, so we need to dramatically increase the supply of school adults willing and able to listen, support and guide our teens. Unfortunately, SpeakUp! surveys show that over 30% of students report not having an adult at school they feel they could talk to about their challenges. And yet, we know our schools are full of caring adults.

Educators are increasingly expected to know how to recognize and help students in distress. And yet, nationally, teachers report a lack of experience and confidence in relating to teens about their struggles and mental health.

SpeakUp! is changing that by working in deeper partnership with our schools to more effectively engage and train educators in the SpeakUp! Mindset and Model, so that all students have an adult at school they can talk to - ideally several. When school adults are involved, there are more organic ongoing opportunities for students to continue the conversation. Students have toldus, “We know who the educators are that we could go to for support, they are the ones that we see at SpeakUp!.” Furthermore, as educators apply the skills and insights they gained at SpeakUp! in their primary role within the school as a teacher, counselor,advisor or coachexponentially more students benefit.

We believe every student deserves the chance to speak up and to know that important adults in their life at home and school are listening. When teens are heard and seen, they thrive!

SpeakUp! is cost effective because it simultaneously develops student leaders, strengthens student-teacher relationships, allows for early identification of students needing more support, engages parents, develops educator's capacity and confidence,

builds community and more. SpeakUp! creates a strong informal support system that can make a school's entire social and emotional learning system work better.

SpeakUp! is an important part of the Radnor Community. SpeakUp! is proud to be in Radnor Middle School and Radnor High School and is grateful to the Radnor Educational Foundation for making these partnerships possible. SpeakUp! is also in several private schools in Radnor Township including: The Agnes Irwin School, The Academy of Notre Dame de Namur, Jack M. Barrack Hebrew Academy, Sacred Heart Academy, Episcopal Academy, and St. Katharine of Siena.

Parenting Corner A letter your middle schooler might never send.

Dear Mom and Dad, This week has been difficult. Presenting projects and poems has been stressful. I know you think I am “overreacting” but this stuff makes me so nervous. When I get nervous I am even more self-conscious than normal. Do you have any idea how scary it is to speak in front of the class? My skin is breaking out, my braces hurt, I feel ugly and I am tired. It seems like everyone is judging me. If I mess up my presentation, everyone will be talking about me.

That is the worst. When I try to sleep at night I am worrying about everything. I am not sleeping well. No, I am not on my phone…well, not too much anyway.

What is happening with my brain? It is going crazy or something. I keep thinking about all this weird stuff like death and the future. Who am I anyway? What will I become? I hear the news about the world and we talk about some of it in school. It is all so scary. Why are people so mean to each other? I never use to think about these things and now all of a sudden I am. What the heck! Sometimes I miss being a little kid. Life was easier then, but I did not know it.

My whole body is changing. I know we talked about this a little bit (dad was so awkward) and they covered it in health class (the other kids were so annoying), but it is still super strange. Do you have any idea what is going on with me? I know you do, but I am not sure you remember when it happened to you. I am not freaking out, I know it is normal, but it does stress me out. That is enough about that.

Do you know all of my friends from elementary school? They are changing too. Our lunch table has become uncomfortable. My one friend is constantly talking about their crush. I am not exaggerating. They are like totally obsessed. The rest of us are so sick of it. Another is all of a sudden really into playing the guitar and thinks they are so cool. A few others only want to make Tik-Toks when we hang out, which is boring. I am still, sadly, not really that good at anything. I feel like I need to change friend groups but it is harder to do than it sounds. I could end up alone with no friends. Not to be a jerk but when you say stuff like “just get up and move tables” it is not very helpful. It is harder to do than you think.

I guess to sum it up, I have a lot on my mind. When you ask how I could forget to turn in my homework or forget to clean up my room, maybe you will understand now. I care about school, I really do.

There is/are just so many other things more important right now. It's hard to think about anyone but myself. I am trying to figure it all out and I am sure one day I will. For now, if you could be patient with me I would really appreciate it. If you think I am out of control, maybe you could make up some reasonable rules for me to follow or something. Oh, and when I am venting, if you could just listen and give me hug, that would be cool too. When I am rude, moody or act like a jerk, I hope you know I don't mean it. I think when I get to high school these things will be better, but for now, please try and understand.

Pet Safety & Helpful Tips Helpful Tips - When to W.A.I.T. By: Alyssa Mages, BS, CVT Education & Development Coordinator

While the bond between us and our furry family members is unconditional, that isn't necessarily the case with people that your cat or dog either doesn't know. Being aware of body language and the non-verbal ways our pets communicate will not only increase your bond with them but will also ensure that they and the people they meet have an enjoyable encounter.

The basic rule of thumb when approaching an animal (dogs in particular) is to follow the acronym W.A.I.T. to see if the dog is with their W. Wait owner & if she/he appears friendly. the owner for permission to approach and/or pet their dog.

A. Ask the dog to sniff you. Do so while standing with your arms at your sides, I. Invite and your hands balled with fingers in.

Touch the dog gently along its back or T. tail. sides, NOT on its head, face, legs, or When we picture a happy dog, there's usually a wagging tail in that imagery.

Generally, this is true that a wagging tail is a good sign, but there is more to this picture that is helpful to know. When a dog's tail is horizontal and wagging from side-to-side this is a safer/happier pup. If the wagging tail is vertical and 'stiff' in appearance, use caution.

A straight up or straight out unmoving tail is an indicator that the dog is 'on point' in a more defensive stance, and a tucked tail is a sign that the dog is either scared or getting ready to make a more aggressive move. Cats' tails when upwards in the shape of a

question mark are telling us that they're alert, curious, and approachable. Any rapid flicking of the tip of the tail, thumping, or a 'puffed' appearance should relay a warning to you to stay away.

We've all heard the expression that the eyes are the window to the soul, and that's not only poetic, it's applicable for cats and dogs as well!

Check them out when they're relaxed at home with you do you see any 'white' surrounding their amber/green/brown/blue irises? Probably not as this is only visible when an animal's eyes are widely opened and is an indicator of stress or anxiety. Is their brow furrowed?

Again, not likely when they're home & relaxed, so if noted this may indicate hyperfocusing or vigilance your pet is on the alert and is uncomfortable.

Relaxed Dog (Appropriate petting!)

Your cat & dog's sense of hearing is incredibly heightened, and those lovely ears are also an indicator of their present mood.

Please take a moment to note what the position of their ears is when they're at home and relaxed with you. It's different for pets with 'floppy' ears versus those that are always upright, but they can all move and dependent on how they're feeling the position of them will change. Forward facing, relaxed = happy and relaxed. Out to the side “airplane ears” in cats are an indicator that they're getting agitated. Flattened down & pulled back - WATCH OUT!

Say cheese! Some dogs 'smile' because they ARE truly happy, but others only show their teeth when they're on the defense, and cats generally don't open their mouths to pleasantly greet you. Any raising of lips, baring of teeth, open mouthed hissing, etc. are a very clear indicator that this meet & greet is heading south! Relaxed dogs may have an open mouth, but their tongue will be gently lolling out, and their overall demeanor will also appear calm.

It's so tempting to want to pet and/or snuggle these furry friends but keeping in mind that any interaction we have with an animal needs to be on their terms. We want you to enjoy every moment with your cats & dogs, and meeting one another should be a moment of happiness, not of concern.

Chanticleer Spring Opening Put Chanticleer on Your Must-see List this Spring Spring is just around the corner at Chanticleer. March brings signs of winter's end and spring springing forth. With the onset of warmer temperatures, trees begin to unfurl their leaves, bulbs and fiddleheads push up through garden beds and lawns, and gardeners prepare the garden for opening day, April 1. Visitors who arrive in early spring months will enjoy early and late spring bulbs such as tulips, daffodils, and allium. What is wrong with Butterfly bush?

This year, the Radnor Conservancy produced a poster showcasing some of the invasive plants that are commonly used in our backyards and landscaping projects with suggestions of native alternatives.

Our poster generated many questions, and we wanted to respond with some answers!

One question we have been asked more than once about a plant included in our list of invasive species is “what is wrong with butterfly bush??! The very name suggests that this is a plant which is good for butterflies, and could be a friendly addition in any garden to attract pollinators. Butterfly bush (Buddleja davidii) produces hundreds of flowers on a single bush, which provide nectar for butterflies. Hundreds of flowers, however, means thousands of seeds, and this is what will enable the butterfly bush to escape from your garden and invade natural areas.

More importantly, for those wishing to support butterfly populations in their gardens, no butterflies or moths can lay their eggs on the butterfly bush because no caterpillars will eat them. Planting butterfly bush instead of native shrubs and flowers like American dogwood, Joe pye weed, milkweeds, etc., eliminates important food sources for butterflies with impacts on the entire food web, reducing food for birds.

The same can be said for most of the invasive plants on our poster. From Norway Maple, to Vinca minor, these plants have ways of spreading that ensure they will not be contained in our backyards, and they will eventually crowd out the native species that insects, birds, and animals reply upon for food and shelter.

The primary land use in Radnor, by a wide margin, is Residential Low Density (half an acre to two acre plots). Making a choice to plant native flowers, trees, and shrubs in our backyards is a powerful step towards helping nature thrive in Radnor. As we read reports of bird populations collapsing by 3 billion since the 1970s in North America, it can give us hope to recognize that there are ways of caring for our own parcels of land that could help reverse that trend.

Spotted Lanternfly Management The Spotted Lanternfly is an invasive insect that has the potential to greatly impact agricultural crops such as grapes, hops, and hardwoods and reduce the quality of life in heavily infested areas.

Egg masses are laid on trees, decks, houses, and other hard surfaces and are protected by a mudlike covering. SLF adults are the most detectable stage since they are large, brightly colored, and mobile. Professional pest managers use an integrated approach called integrated pest management (IPM) to eliminate as many SLF as possible while minimizing potential risks to the environment. One IPM method for destroying SLF is using “trap” trees. Thousands of SLF can be killed by one trap tree. The Pennsylvania Department of Agriculture (PDA) is establishing many trap trees in the infested area to kill as many SLF as possible while minimizing pesticide use. Property owners can also establish trap trees on their land or hire a professional service to help them.

How do trap trees work?

Tree-of-heaven (Ailanthus altissima) is a preferred host for SLF. In the fall, many SLF adults relocate to feed on tree-of-heaven. To set up trap trees, most tree-of-heaven trees are killed. The remaining treeof-heaven trees are treated with an insecticide that is moved throughout the entire tree. When the SLF adults feed on the treated trap trees, they ingest the systemic insecticide and die. As additional SLF relocate to feed on the trap trees, they also die.

Steps to establish a trap tree to kill SLF:

1) Identify all tree-of-heaven trees on the site.

Spotted lanternflies seem to prefer certain tree-ofheaven trees over others. Locate specific trees that are most attractive to the spotted lanternfly based on the number of insects feeding on them. For information on how to identify tree-of-heaven, see

2) Treat approximately 85 percent of the tree-ofheaven trees with a properly labeled herbicide. Kill all female tree-of-heaven trees if possible; they produce seed and contribute to the spread of this invasive tree. Leave only a few male tree-of-heaven trees that appear to be more attractive to the insect to serve as trap trees.

Herbicides recommended to kill tree-of-heaven trees contain the active ingredient triclopyr, which comes in two formulations: water based (amine) and oil based (ester). Both formulations are effective for controlling tree-of-heaven. Other herbicides are effective; but to prevent herbicide injury to trap trees through common root systems, limit herbicide selection to triclopyr. Herbicide application methods effective for controlling tree-of-heaven include foliar sprays, basal bark, and spaced-cut hack-and-squirt applications. Treating cut stumps is ineffective at controlling the tree-of-heaven; it will not control the roots. Herbicide applications made to control tree-ofheaven are most effective when applied from July 1 to September 30, when the plant is exporting sugars to the roots. Applications made outside this window

are not effective at controlling the roots and may only injure aboveground growth.

Cutting tree-of-heaven is often necessary to remove potentially hazardous trees, but it is not useful as a stand-alone control measure. They will resprout vigorously from stumps and roots. In situations where tree-of-heaven stems need to be removed, it is best to treat them with herbicide first and then cut. Allow 30 days for the herbicide to take effect before cutting. 3) Treat the remaining tree-of-heaven trap trees with an insecticide that will move throughout the tree.

For best results, apply the insecticide according to the label in June through August. When spotted lanternflies feed on treated trees, they will die.

Systemic insecticides known to be effective and labeled to treat ornamental trees, including tree-ofheaven, contain the active ingredients dinotefuran or imidacloprid. PDA is using dinotefuran to establish trap trees. Treating only trap trees reduces the total amount of insecticide used in comparison to largescale contact insecticide applications.

Trigger Finger

Stenosing flexor tenosynovitis or “trigger finger” is a form of tendinitis that affects the strong flexor tendons in the palm that allow the fingers to flex and bend down towards the palm. Each finger, except the thumb, has two tendons that bend the joints of the fingers. (The thumb only has one tendon.) These tendons glide within specialized tunnels called “sheaths” in each finger that keep the tendons lubricated to provide smooth movements. For many reasons, these tendons and their sheaths can become inflamed and the tendon can thicken in the palm.

As a result, a nodule develops and the tendon can no longer glide smoothly. As the condition worsens, the nodule may barely fit through the tunnel and “click” each time it passes underneath the tightened space.

Eventually, the passageway can become so narrow that the nodule no longer fits through and the finger becomes “locked,” most often with the finger flexed down and the fingertip near the palm. It takes extra force to “open” or extend the “locked” finger. The action of unlocking the locked finger is much like the trigger of a firearm that 26

will complain of pain along the course of the flexor tendon. Some patients describe it as “soreness” or “burning” in the palm and many patients notice swelling and “a bump” where the nodule has developed. Others feel as if the finger is moving slower than the others. It is also quite common to have pain on the top of the finger and stiffness at the middle (PIP) joint of the finger.

The “catching” of the finger or fingers can interfere with grasp, manipulation, and most activities.

Based on a patient's history and a physical examination, a hand surgeon can make the diagnosis of trigger finger. Other conditions that should be considered include Dupuytren's disease, arthritis, tendon injury and joint derangement. Fortunately, trigger finger typically has an excellent outcome. Although some may resolve spontaneously, various treatments including hand therapy, splinting, steroid injection, and surgery can speed recovery. In some cases, trigger fingers that have been present for long periods of time may lead to permanent joint stiffness and limited movement.
