Note From Township Manager Lists. We all have them in some way or another. Something to remind us of the things that we want to do, challenges we want to meet or goals we want to achieve. Some lists are one and done. A Bucket list for example. I know it's a poor term for a list that is supposed to make us reach for more of life but establishes a “deadline”. (Oops. Sorry, I didn't mean that.) There is no question that our lists can change as we grow older, as our lives change and evolve as our priorities change. At 17, most of us couldn't see past Friday night and the big football game. At 35, we couldn't wait to move into our new house. And at 65, well you get it. So, let's call it our “Life List”.

Now, let me pose an off the wall question to you. Can Marple

Township have a Life List? In an abstract kind of way I think it can.

After all, the Township is alive because we, the residents are alive.

It lives and breathes because we live and breathe and it grows because we grow. Following me so far? So what would be on the Township's Life List?

The first couple items on the list are easy. It would include operating efficiently and effectively. The Board of Commissioners makes certain that the Township does that by providing exceptional governance aimed at sustaining a superior quality of life in Marple. It would include keeping the community safe and protected. Our Police, Fire and Ambulance Services do an incredible job at that. The list would also include keeping the Township healthy and in good shape.

Every day the Public Works

Department is out and about the Township fixing what needs fixing.

The Township has existed since 1684 and as it has grown there has been many items added to, crossed off and changed on the Life List. It has witnessed so much and will continue to experience life to the fullest. So I ask you: What else would be on that list? Only WE collectively can answer that so I leave it to you to help keep and update the Township's Life List.

Marple Senior Citizen Advisory Commission: The Marple Senior Citizens Advisory Commission meets on the 3

Wednesday of each month at 1 p.m. from September to June. We meet at the Marple Township building in the Commissioners meeting room. Our commission is to give a forum where senior citizens can voice problems and ideas to present to our Township Commissioners. We have a speaker each month who speaks on items of interest to the senior community. As well as informational items we have an opportunity to socialize and refreshments are served. We welcome all residents of Marple Township to join our commission.

The Marple and Newtown Senior Pinochle and Bridge Club play pinochle on Tuesday and Thursday from 12:30 to 3:30 pm and bridge on Thursday from 12:00 to 3:30 pm. Public Works (Trash & Recycling) RECYCLING The recycling program is single stream so all recycling can be placed in the same container.

You may still place paper (bundled & tied) next to your recycling can. Additional Blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road, across from the Fire House.

Curbside Recycling Facts: Recycling is picked up EVERY Wednesday Collection begins at 7am rain or shine Have recycling at the curb the night before

TRASH REMOVAL

Garbage must be drained of all liquids before being placed in containers for collection. Broken Glass, syringes and other sharp objects must be disposed of in a container that will properly hold the contents. Animal Feces must be disposed of in water tight plastic bags that will properly hold the contents. All refuse receptacles must be maintained in good condition and should not have ragged or sharp edges. Refuse must be placed in containers of metal or of substantial plastic construction; NO loose trash will be collected. Containers filled with contents shall not exceed 50 pounds in weight and shall be placed adjoining the curb line in such manner as not to obstruct passage on the sidewalk. Only grass clippings and garden/flower bed waste placed in trash bags will be accepted with your regular trash.

LEAVES

If a collection day falls on a holiday, recycling will be picked up the following Wednesday.

LEAF BURNING IS PROHIBITED! Leaves can be raked to the curb for Township collection or composted in your back yard. NO bagged leaves will be accepted. Information on how to compost is available in the Township Building. The schedule for leaf pickup is available at the Township Building, on the community channel & the Township website.

YARD WASTE

Yard waste is collected at curbside for two weeks in the spring and fall. Yard waste drop off site is also open each spring and fall. No grass clippings or garden/flower bed waste will be accepted. For more information on the schedule, please visit the Township's Website at www.marpletwp.com or tune into the Township's Government Access Cable Channel (Comcast channel 8, Verizon channel 24).

NEW BULK PICK-UP PROCEDURE! Any item that is not typical household trash is considered a bulk pick-up (e.g. white goods, wood, furniture). Bulk items are now collected weekly on your 2nd trash collection day (Thurs or Fri). The fee for the pickup is $10.00 an item and must be paid 2 days prior to the scheduled pickup. The fee for a TV is $30. If you have a question please feel free to contact the Code Enforcement Secretary at 610-356-4040 Ext. 512 SEWER BLOCKAGES For all sewer blockages please contact the Township Building at 610-356-4040 during normal working hours (8AM 4:30PM). If your problem should occur after working hours or on the weekend please dial 911. Homeowners with public sewers should review their homeowner's insurance policies regarding sewer back-up claims. Marple Township is not responsible for damages caused by sewer backups except under limited circumstances provided by the PA Political Subdivision Tort Claim Act. DO NOT PLACE HAZARDOUS WASTE IN YOUR TRASH! Hazardous waste is any household product labeled poisonous, toxic, flammable, caustic, corrosive, reactive, explosive or a combustion of these characteristics. Look for warnings or skull and crossbones on the label. Contact the Delaware County Solid Waste Authority at 610-892-9627 for a list of Hazardous Waste collection dates, times & drop off sites.

Marple Township Guide To Recycling THE RECYCLING BIN’S

NO Plastic Bags - Plastic bags are the WORST contaminant in the recycling bin. When placed in a curbside bin, they get wet and dirty and cannot be recycled. Plastic bags with a #2 or #4 can be recycled at the CHaRM (Center for Hard-to-Recycle Materials ) if they are clean, dry and empty. They may also be recycled at participating grocery stores; find a list of participating stores.

NO Materials in Plastic Bags Workers have to slow the conveyor belts to rip open bags that contain recyclables and then add the bag to the heap of bags bound for the landfill. These inefficiencies waste time and money.

NO Shredded Paper - Shredded paper is too small to sort. The pieces fall through the cracks of the sorting machines, stick to the belts and end up all over the floor. Please avoid shredding when possible because it destroys the potential for recycling. Compost shredded materials in your curbside compost bin (if you have one) or recycle at your local Recycling Drop-off Center.

NO Scrap Metal Scrap metal items of any size should not go into your curbside bin. These items cause excessive damage to the recycling equipment.

NO Hazardous Waste Hazardous waste such as paint, automotive fluids, car batteries and pesticides must be taken to your local Hazardous Waste Facility, not to the Recycling Center.

NO Diapers or Bio-Hazardous Waste Syringes and needles, diapers and other sanitary products are not recyclable.

NO Nonrecyclable Plastics While we have added new plastic items, many plastics are still not recyclable. Plastic lids, foam (Styrofoam®) and any other plastics not listed in our recycling guidelines are not recyclable because stable markets do not exist for these materials.

NO Flattened Containers The single-stream sorting equipment separates “flats” (paper) from “rounds” (containers). When containers are flattened, the equipment mistakenly sends them to the paper side of the facility, significantly contaminating the paper we’re sending to market.

NO Caps/Lids on Glass Bottles or Jars Metal lids can be removed and recycled loose in the bin. Plastic lids and caps from glass bottles and jars should be thrown away.

NO Liquids When we compact bottles for shipping, liquids drip, splatter and explode all over the floor, creating a sticky, smelly mess on the sorting floor. Please completely empty and quickly rinse out all containers before recycling.

NO Ceramics or Nonrecyclable Glass Ceramic, china, dishes, mirrors, light bulbs, Pyrex®, porcelain and window glass should not go into the bin! Their different melting points and chemical compositions will ruin new glass bottles.

NO Frozen Food Containers Paperboard boxes that were designed for freezer foods, such as frozen pizza and entrées, have a plastic polymer sprayed on them to protect against freezer burn. That same coating prevents the box from breaking up in the recycling process. These materials are not recyclable OR compostable.

New Bamboo Ordinance Passed by Board of Commissioners Residents of the Township of Marple now have some help from township officials in their fight against Running Bamboo. The Board of Commissioners passed an important ordinance in December that addresses a longstanding problem that this non-native, rampantly invasive plant creates on both public and private property. It can spread by as much as five feet a year and can grow just as much in height. Basically, the new ordinance (#2017-13), prohibits the planting and growing of Running Bamboo and regulates where and how existing plantings are to be maintained and controlled. It also establishes penalties for failure to observe the new rules.

the bamboo owner must remove the stems that intrude beyond this 40 foot line within 30 days. If it is not removed by then, the Township will do it and charge the responsible owner for all costs incurred.

A runaway menace First, a definition is in order. There are two major categories of bamboo, based on their structure: Clumping and Running. Within each of these categories are lots particular species, featuring stems and leaves of many colors and sizes, that are cultivated and sold for landscape use. It is the Running versions of bamboo which become the gangsters in the garden, the nemesis of the neighborhood and the pilferer of public property. These plants spread by sending out thick underground stems called rhizomes that invade nearby spaces seemingly overnight. They do not respect any boundaries, whether property lines, playing fields, forested sites, cemeteries or golf courses. In the process they destroy stream banks, native plants, lawns, sidewalks and even stone walls and pools on some properties. Once on the run, the underground rhizomes produce new stein shoots and suddenly there is a new patch of uninvited bamboo!

planted or maintain it, or it is currently growing. There is a presumption that it is there because of the consent of the owner.

An exception is property owners who did not plant or grow it --likely because it encroached on their properties from neighboring ones. If residents in this situation can provide satisfactory proof to the township that they have communicated their objection to the neighbor where the Running bamboo comes from and have tried to get rid of it themselves, they will not be penalized as per the new ordinance. In fact, these residents have recourse in this new Ordinance to get help from the Township.

Penalties for Running....

The new Running Bamboo ordinance allows existing plantings of running bamboo to remain ONLY as long as they do not spread closer than 40 feet to the edge of any sidewalk, road, right-of-way, access easement, park or property line. If they do,

In the case where a resident has had Running bamboo on his or her property since before this new Ordinance was approved and it has since died for whatever reason, it may not be replanted or replaced. A person who has Running bamboo on his or her property is, of course, required to control the plants. It must be prevented from invading neighbors' properties or other areas mentioned above.

There are several control methods involving metal sheathing buried at least 30 inches into the soil around an existing stand of Running bamboo. When it learns or discovers violations of any provision of this new ordinance, the Township will send out by both certified and regular mail, notices to the owner that the offending bamboo plants must be removed within 30 days of the notice. Violation of any provisions of this Running Bamboo Ordinance by residents, businesses or other entity will come before the Magisterial District Justice. Upon summary conviction, the offender must pay a fine of not over $1000 for each offense plus court costs. Violators who default on required payments may face a 30 day term in the county jail.

P.S. How about Clumping bamboo?

What if for some special reason a property owner or tenant in possession wants to plant Clumping bamboo? Even though it is less of a problem than its Running cousin, there are new rules. He or she must provide a written OK from a Certified Pennsylvania Horticulturist or someone similarly qualified, that it is clumping and not running and the planting plan conforms to the regulations in this ordinance.

Spotted Lanternfly Alert Yes, another tree pest, an invasive plant hopper called spotted lanternfly, has been sighted in our region. Although it favors one particular tree species, the Tree of Heaven (Ailanthus altissima), it lays its egg masses in the early fall on the bark surfaces of the trunks and branches of a wide variety of trees. When the eggs hatch the following summer, the nymphs and then adults feed on as many as 25 tree species that grow in Pennsylvania.

Identification

Because of their broad appetite, spotted lanternflies present a serious threat to the forest canopy that protects our soil, moderates our weather, cleans our air, and hosts important wildlife. The adult lanternflies are actually kind of pretty.

Only an inch long, they resemble a butterfly with wings that appear muted gray with black spots when they are folded at rest. In flight the wings open up to show more black spots, and contrasting patches of red and black with some white patches.

Location

During these winter months when the trees have no foliage, it is easier to spot the egg masses on their bark. Look for patches of 4 to 7 vertical columns of gray-brown, mud-

like bumps. They are there all winter and well into early summer when the eggs within finally hatch. Beware! The spotted lanternfly also lays eggs on all kinds of smooth surfaces in yards, parks and other recreational areas. Check for egg masses on firewood, light posts, ladders, tarps, basketball backboards, plant containers, propane tanks, doors and windows, workbenches, tools, pipes, grilles, dog houses, fences, kiddie pools or any other smooth surfaces in home landscapes.

An Old Enemy Ash trees across the country are in danger because of the emerald ash borer, an exotic pest that was accidentally introduced and discovered in the US in 2002. It is an exotic beetle that was discovered in southeastern Michigan near Detroit in the summer of 2002.

Action

The key to controlling this pest is to be proactive. All residents can help. Keep a lookout for the egg masses now. Even if you have only a few trees, or if you are an apartment dweller you can help spot and destroy egg masses around town. When you spot egg masses on bark or other surfaces, scrape them off into a plastic bag, empty jar or other container that you can seal securely and put into the trash. Do not leave them on the ground. If you do not have a tool or knife handy to scrape them off, use a credit card or whatever you can find that is stiff enough to pry the egg masses free from the surface they are on.

Let's evict this pest from Marple before it has a chance to make itself at home.

The adult beetles nibble on ash foliage but cause little damage. The larvae (the immature stage) feed on the inner bark of ash trees, disrupting the tree's ability to transport water and nutrients. The Broomall Fire Company was established on January 8th, 1923 by a group of twenty-six men whose sole purpose was to establish fire protection for the growing Marple Township community. Today, BFC serves well over 24,000 citizens and protects an area of approximately 11 square miles, including a large stretch of Interstate 476. Our new firehouse is scheduled to open in spring of 2019 and will be located across the street from our existing home at North Malin Road and West Chester Pike. There are over 85 members in the BFC with 54 men and women designated as active firefighters. Our entire membership is 100% volunteer!

Active Shooter Issues HOW TO PREPARE FOR AND RESPOND DURING AND AFTER AN ACTIVE SHOOTER INCIDENT Recent national tragedies remind us that the risk is real: an active shooter incident can happen in any place at any time. The best ways to make sure you and your loved ones stay safe are to prepare ahead of time and be ready. Taking a few steps now and mentally rehearsing what to do can help you react quickly when every second counts.

In light of the most recent Active Shooter at the Parkland High School in Florida, I wanted to discuss and review what is happening here in Marple Township. Your police department personnel are appropriately trained in response to these incidents and have continually practiced for the last 18 years.

We review current trends and adjust our responses accordingly. Currently our objective is to neutralize a threat as quickly as possible. With that in mind our response is swift, with the first arriving officers immediately going after the shooter to stop any further loss of life. Once the threat is neutralized we will turn our efforts to treating the injured, making sure medical personnel can access the area quickly.

While we hope that we never experience an Active Shooter incident, we all must continually train. This includes our school personnel as well. Our relationship with the Marple Newtown School District is strong. We meet regularly to discuss issues and work constantly toward making our schools as safe as possible. While nothing is perfect, training will help us if something serious were to happen. Both the Marple Township Police Department (MTPD) and the Marple Newtown School District (MNSD) participate in the Delaware County District Attorney's Safe Schools Initiative. We attend the annual summit to keep abreast of current trends and take this information back to the schools where it can be put into practice. The current thinking in an active shooter situation is to Run, Hide, or Fight. Breaking this down, we encourage students who see an escape route to quickly run away from the area. For those students who cannot get away, we advise them to seek shelter, hide in the most secure location that they have available to them. This may mean a classroom where the door can be securely locked, a bathroom, or any other location that may get them out of harm's way. Finally, when neither of the previous tactics works and someone approached with a weapon we encourage them to fight.

Seize any opportunity to distract and actively attack the subject with whatever means are available. Throwing things at the subject, discharging a fire extinguisher toward his face, or anything else to give yourself a chance at survival.

In addition to open lines of communication and continual training, other things are happening as well. Every school in the MNSD has a panic button installed in an area accessible to staff. The activation of this button opens a direct line to the

Active Shooter Issues Delaware County 911 center. Police are immediately dispatched and receive constant updates since the 911 dispatcher can listen to anything going on in the school. The police response is not just the MTPD, but rather the response includes officers from all of the surrounding communities.

This response continues until additional information is received indicating the incident is real or a false alarm.

Recently, the MTPD was notified of a post on social media regarding a student posing with what appeared to be a weapon. We take these posts very seriously, and our response is quick. If there are weapons involved we want to confiscate them before someone has a chance to use them.

We work closely with the MNSD personnel, keeping them informed as to the status of our investigation and making recommendations as necessary. For as long as I have been employed in law enforcement (thirty eight years), I have preached that individually, the police, the community, visitors, and others have limited success. However when these groups work together we can have a significant impact on the outcome. The eyes and ears of all of our residents are critical to our success as evidenced by this recent social media post. Within two hours of the notification to the MTPD, we had officers at the subjects' house, removed the weapon (not real), spoke to the parents regarding next steps and reached out to MNSD officials to bring them up to speed as well. We are in constant contact with the Delaware County District Attorney to discuss appropriate charges so that these troubled individuals get into the system and get the help that they desperately need. Teamwork is critical to our success and we work on that teamwork every single day. Our officers visit every school in the Township, every single day. They walk through the school, talk with the staff, get to know the building layout and understand what is normal and what is not.

While we hope that an active shooter incident never occurs in any of our schools, we are as prepared to respond to these terrible incidents as we can be. Our promise to you is that we will continue to train and work with all of our partners in making our schools a safe environment for our children to learn.

If you see suspicious activity, let an authority know right away.

Many places like houses of worship, workplaces, and schools have plans in place to help you respond safely. Ask about these plans and get familiar with them. If you participate in an active shooter drill, talk to your family about what you learn and how to apply it to other locations.

When you visit a building like a shopping mall or health care facility, take time to identify two nearby exits. Get in the habit of doing this.

Map out places to hide. Solid doors with locks, rooms without windows, and heavy furniture like large filing cabinets and desks make good hiding places.

Sign up for first aid and tourniquet training.

DURING SURVIVE

RUN. Getting away from the shooter or shooters is the top priority. Leave your things behind and run away. If safe to do so, warn others nearby.

Call 911 when you are safe. Describe each shooter, their locations, and weapons.

HIDE. If you can't get away safely, find a place to hide. Get out of the shooter's view and stay very quiet. Silence your electronic devices and make sure they won't vibrate. Lock and block doors, close blinds, and turn off the lights. Don't hide in groupsspread out along walls or hide separately to make it more difficult for the shooter. Try to communicate with police silentlylike through text messages or by putting a sign in an exterior window. Stay in place until law enforcement gives you the all clear.

FIGHT. Your last resort when you are in immediate danger is to defend yourself. Commit to your actions and act aggressively to stop the shooter. Ambushing the shooter together with makeshift weapons such as chairs, fire extinguishers, scissors, and books can distract and disarm the shooter.

Keep hands visible and empty.

Know that law enforcement's first task is to end the incident, and they may have to pass injured along the way.

Follow law enforcement instructions and evacuate in the direction they come from.

Consider seeking professional help for you and your family to cope with the long-term effects of the trauma.

HELPING THE WOUNDED Take care of yourself first, and then you may be able to help the wounded before first responders arrive: If the injured are in immediate danger, help get them to safety.

While you wait for first responders to arrive, provide first aidapply direct pressure to wounds and use tourniquets if you have been trained to do so. Turn wounded people onto their sides if they are unconscious and keep them warm.
