Senior Citizen Advisory Commission Mission Statement: To enhance and support the lives of senior residents of Marple by advising township officials about their concerns and interests, by creating a forum where they can meet and socialize and by offering programs and activities for their enjoyment. Established in 2011 to serve as an advisory board to the Board of Commissioners on senior related issues in the Township.. Seniors have a chance to have a VOICE with their local Government Officials. The Senior Advisory Commission meets the 3rd Wednesday of each month, 1:00 PM at the Marple Township Building, 227 S. Sproul Road, Broomall, PA. All are welcome. Township Manager’s Message traditional trash stream - saving the Marple Township Taxpayer well over $105,000 each year.
Greetings, As I complete my third month as Township Manager for Marple Township, I am grateful to the commissioners, staff and residents for all the support and continued assistance with this new transition. As your Township Manager, I will do my best to work with staff, as well as you, the residents, in continuing to make Marple a wonderful place to live and work. I hope to continue having your trust and support and look forward to continuing to serve this community. I have over 40 years' experience in public service and I pride myself with finding solutions to many local and governmental issues. Our Commissioners, Public Works, Codes, Finance, Police and various Township staff along with our volunteer Fire and Ambulance Companies are all dedicated to maintaining Marple Township as a safe and healthy place to live and raise our children. During these difficult economic times, our municipal services we provide remained constant, and our focus is on improvement in the future. We understand the high expectations of our residents and realize the accountability of providing these services in the most efficient, effective and fiscally responsible manner. Our promise is to continue to build upon
improving the delivery of services while continuing to search for new program and services to reducing operating expenses and enhancing services. Another example is our Leaf Compost Program. Specifically, the composting program allows the Public Works staff to collect the leaves (1,600 tons) in the fall and process them throughout the winter and spring - creating excellent mulch material. The Marple Township composting program has made significant advances towards diverting yard waste from our 4

This is a very busy time of year for our Township staff, in addition to colleting and processing our municipal leaves, the Public Works staff are also preparing for the Winter Season and we are already fully stocked with salt which can easily handle several major snow storms. Winter maintenance is a critical and difficult task, and motorists are partners in making this season a safe one by always thinking safety first and be sure that they are giving plenty of room to our operators and other motorists. We have contracts in place to receive additional rock salt and additional supplies on an ongoing basis throughout the winter season to prevent any shortages. The Public Works staff have 16 trucks that are dispatched to handle all our Township and state roads throughout our community to make sure our roads are safe to travel. This is also a very busy time of year for our Township personnel, with the collection and disposal of over 1,400 tons of leaves and preparing for the upcoming winter and snow.
Emergency Notification System
I would also like to remind residents about the importance of subscribing to the Townships emergency Notification System. It is an essential service that provides information from our emergency management personnel so our community can be prepared for unexpected emergencies. In the event of an emergency that affects Marple Township, a subscriber who has provided us with their home and/or cell phone number(s) will be contacted via a live or pre-recorded voice message about the nature of the event as well as proper response actions that the public should undertake. This service is provided by the Delaware County Emergency Notification System (DELCO ALERT), a strategic voice messaging system. Although the Township has provided Delco Alert with a general database of Marple Township home and business phone numbers, all residents are urged to subscribe to ensure that they receive proper emergency voice notifications. Playground Improvement Project
I am excited to announced new playground equipment will soon arrive for both Kent Park and Marple Gardens. At the recommendation from the Parks and Recreation Committee, the Board of Commissioners authorized the purchase of two new playground sets. The new equipment will welcome children and families of all abilities to learn, play and grow together. The cost of the improvements is $45,000 andwas funded by the Township's parks and open space fund. The equipment is expected to arrive over the winter months and will be installed by our Public Works Staff.

Public Works (Trash & Recycling) RECYCLING The recycling program is single stream so all recycling can be placed in the same container. You may still place paper (bundled & tied) next to your recycling can. Additional Blue cans may be purchased at the Township Building for $20. Overflow of paper may be dropped off at the paper dumpster located at the former Marple Grade School property on West Chester Pike & Malin Road, across from the Fire House. Curbside Recycling Facts: Recycling is picked up EVERY Wednesday Collection begins at 7am rain or shine Have recycling at the curb the night before If a collection day falls on a holiday, recycling will be picked up the following Wednesday. TRASH REMOVAL Garbage must be drained of all liquids before being placed in containers for collection. Broken Glass, syringes and other sharp objects must be disposed of in a container that will properly hold the contents. Animal Feces must be disposed of in water tight plastic bags that will properly hold the contents. All refuse receptacles must be maintained in good condition and should not have ragged or sharp edges. Refuse must be placed in
containers of metal or of substantial plastic construction; NO loose trash will be collected. Containers filled with contents shall not exceed 50 pounds in weight and shall be placed adjoining the curb line in such manner as not to obstruct passage on the sidewalk. Only grass clippings and garden/flower bed waste placed in trash bags will be accepted with your regular trash. LEAVES LEAF BURNING IS PROHIBITED! Leaves can be raked to the curb for Township collection or composted in your back yard. NO bagged leaves will be accepted. Information on how to compost is available in the Township Building. The schedule for leaf pickup is available at the Township Building, on the community channel & the Township website. YARD WASTE Yard waste is collected at curbside for two weeks in the spring and fall. Yard waste drop off site is also open each spring and fall. No grass clippings or garden/flower bed waste will be accepted. NEW BULK PICK-UP PROCEDURE! Any item that is not typical household trash is considered a bulk pick-up (e.g. white goods,
wood, furniture). Bulk items are now collected weekly on your 2nd trash collection day (Thurs or Fri). The fee for the pickup is $10.00 an item and must be paid 2 days prior to the scheduled pickup. The fee for a TV is $30. Hazardous waste is any household product labeled poisonous, toxic, flammable, caustic, corrosive, reactive, explosive or a combustion of these characteristics. That certain types of Biomedical Waste, including infectious, pathological, chemotherapeutic and nuclear/radiation treatment waste, may not be disposed of in your regular household trash. These types of waste, typically found on soiled bandages, used drug containers, sheets and disposable diapers, contain harmful substances that may present a hazard to our collection workers and set off radiation monitoring alarms at the facility that receives the Township's trash. When this happens, the trash truck has to be quarantined for a certain period of time and an attempt made to find the biomedical/hazardous material within the truck. If the material can be identified it is separated and disposed of at an approved facility licensed to accept hazardous/biomedical waste. The Township does attempt to contact the property owner who deposited the waste to let them know of the situation. If the waste can't be identified then the entire contents of the trash truck has to be disposed of at the approved facility. This is a time consuming and costly event. You will still call PECO for outages and services. PA Public Utilities Commission has vetted all suppliers. Two ways to switch: PECO's Standard Offer, or Customize Your Plan. Once you sign up, it's helpful to add the renewal date to your calendar to ensure you continue to get a competitive rate. Keeping track of this is not unlike keeping an eye on your cable bill. It only takes 10 minutes to sign up. All you need is your PECO account number.
Solarize: Helping homeowners go solar
Interested in rooftop solar but not sure how to start? Worried about the capital outlay? Solarize might be able to help. Solarize is a grassroots-based collective program for implementing photovoltaic (PV) solar projects. First begun in Portland, Oregon, Solarize has expanded with support from the U.S. Department of Energy's Solar America Communities program. It can be run by residents in a township, residents in a neighborhood, or by other groups, for example, Solarize Philly is run by the Philadelphia Energy Authority (PEA). Visit the Solarize page on the Transition Town Media website at www.transitiontownmedia.org/volunteer/ working-groups/solarize. A team from the Ready for 100 campaign has expanded this success to a larger region which included all of Southeast PA. (Ready for 100 is a drive to move municipalities to 100% renewable electricity by 2035, and 100% renewable energy by 2050.) The team, Solarize Southeastern PA, can do the initial assessments to know whether your home is a good fit for
solar (i.e., does your roof get enough sun). If so, they calculate how much electricity your roof can generate and they help you estimate how much your system would cost. Once you decide to proceed, the real work begins. Solarize bundles together all of the potential solar customers from your community and then links those customers with a solar installer who works out the details of the installation and the exact costs. The larger number of customers allows lower costs, as does the 30% Investment Tax Credit on your 2019 federal taxes (this credit decreases in 2020 and 2021 and then expires unless Congress decides otherwise). Even if your home is not a good candidate for solar at present, Solarize can also suggest other solutions, both current and future, opportunities like community solar, where communities buy dedicated solar power generated elsewhere. The team also recommends ways to transition away from fossil fuels. At all stages of the process for all inquirers, Solarize can answer questions and suggest ways to reduce electricity usage and your electricity bill. (PECO's energy audit program can also help.For $25, an energy expert will visit your house to identify changes you can make to save energy. Stormwater Management Stormwater Runoff and Record Rainfall
Increasing rainfall has had a major impact on the region’s stormwater runoff, especially in older neighborhoods with less than ideal stormwater management systems. With no end in sight to the frequency of these intense rainstorms, there's more to consider. When forecasters call for rain, more and more they warn of severe storms and flash flooding. These frequent torrential rain events are breaking daily rainfall records. The Philadelphia region saw its greatest two-day rainfall total for any June on record with 4.63 inches on June 19 and 20. In just a few hours' time, storms are inundating areas with 3 to 4
inches of rain. What's more, the ground is so saturated that infiltration is hardly possible even with an ideal stormwater management system in place. So as each new storm brings reports of drainage issues that have never been seen before, we need to ask: Are these really new “problems” or are they the inevitable result of the record rain events that continue to overwhelm the region? There's something else to keep in mind. With extreme rainfall amounts, you have to expect extreme runoff. While water flowing through your yard on its way to a stormwater facility is disconcerting, it's not a drainage problem. It's a system at work.
Township neighborhoods older than 10 or 15 years don't have nearly the same amount of stormwater design and infrastructure as newer developments. The pipes are aging and inefficient. Many designs used grading and swales, which over time become filled in and flatten out and are no longer able to assist in getting water to natural water courses. Unfortunately, there's no easy or inexpensive fix. When The Waters Rise, Will You Know What To Do? According to the American Red Cross, flash floods are the No. 1 weather-related killer in the U.S.
What is Impervious Surface?
Almost half of all flash flood fatalities are vehicle related, according to the National Weather Service. If you're driving and approach a water-covered road, turn around. Just 6 inches of water can stall a vehicle, and 2 feet can float most cars, trucks and SUVs. Here are some other tips to stay high and dry: Floods are one of the most common weather hazards in the United States. They can happen anywhere at any time of year.
What is a Flash Flood?
Densely populated areas have a higher risk for flash floods than rural areas. Flash floods can occur within minutes or hours of a heavy rainfall, and waters can rise as high as 30 feet or more. Even small streams and creeks can flood rapidly and cause damage. Flash floods are usually caused by slow-moving thunderstorms.
According to the National Weather Service, "Flash floods are short-term events occurring within six hours of the causative event (heavy rain, dam break, levee failure, rapid snowmelt and ice jams) and often within two hours of the start of high-intensity rainfall.” Flash floods can move homes and cars, uproot trees and destroy bridges. Because floods happen with little to no warning, residents in low-lying areas are particularly at risk.
Know your proximity to rivers, streams and dams During heavy rain, avoid underpasses, underground parking garages and basements Avoid hiking or camping if thunderstorms are predicted Develop an evacuation plan for your family Don't walk in water above your ankles; you can be swept off your feet in as little as 6 inches of rushing water Turn off the electricity and other utilities During heavy rain, Township storm sewers can become blocked with debris causing flooding in the street. In preparation of any rain event, Township crews do attempt to clean storm inlets to make sure they are able to collect water from the street. If you notice debris on top of a storm inlet before or after a storm, contact the Township immediately. If your roadway becomes flooded during a storm, call 911 immediately so emergency personnel can respond to close the road to traffic.
Impervious Surface- A surface that prevents the infiltration of water into the ground. Impervious surfaces include, but are not limited to, streets, sidewalks, pavements, driveway areas, or roofs. Any surface areas designed to be gravel or crushed stone shall be regarded as impervious surfaces. Impervious surfaces reduce the amount of rainwater that can be absorbed into the ground. When there is less ground for water to penetrate, it can quickly flow directly into stormsewers and creeks, increasing the likelihood of more frequent and more severe flooding. Additionally, pollutants are unable to penetrate an impervious surface. Rainfall may carry these pollutants directly into our waterways resulting in water that is unfit for wildlife or recreational activities. Water runoff from an acre of paved surface is approximately ten to twenty times greater than an acre of grass. Materials such as crushed stone, porous concrete, and pervious pavers can provide various amounts of infiltration but are not considered 100% pervious. To minimize the impact of water runoff, impervious surface coverage is limited to a maximum percentage per property, which varies by municipality. Any additional increase of concrete, brick, asphalt, etc. on a property may require a building permit prior to construction.

Police Department Message Fraud and Identity Theft By Chief Tom Murray
Fraud and Identity Theft are becoming one of the fastest growing crimes that we deal with. The purpose of this message is make you aware of the many scams that criminals perpetrate in order to get your personal information and thus steal your identity or credit card information which they then use for their gain. Some recent scams include posing as an IRS agent and threatening you with arrest, or as a lawyer representing a family member who they claim has been arrested and needs bail money. Be extremely careful when taking these calls, get a return phone number and verify the authenticity of the call before you provide any money or personal information. Keep in mind, the IRS does not call people and threaten them and a legitimate lawyer representing a client would readily provide a phone number for you to call them back after you verify the information. Do not get caught up in the emotion of the call.
The following are just a few tips that can help you avoid the hassle of being the victim of identity theft. First and foremost never provide any personal information over the phone to anyone, unless you are certain that it is legitimate. That includes Social Security numbers, credit card information, bank accounts, or your date of birth. These pieces of personal information should be protected as you would a large sum of money. If you are unsure about the legitimacy of a phone call, trust your intuition, it is probably a scam. Hang up the phone and report it immediately. If it involves the IRS call them at 800-829-1040 and also notify the federal trade commission at www.ftc.gov These criminals tend to target the elderly, they sound official, they talk quickly and they use fear tactics. Knowing this can help you to be prepared should you receive one of these calls. Please talk to your family about these scams and make sure everyone understands how to protect themselves. The IRS does not call and threaten you. You will be notified by mail if the IRS has an issue with you. No government agency will ask for payment in the form of gift cards. This is a red flag. Take advantage of the free credit report at www.annualcreditreport.com . You are entitled to one free report per year.
Insurance Notice
IMPORTANT INFORMATION REGARDING ! ! ! ! SEWER BACKUPS Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.
Marple Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the Pennsylvania Political Subdivision Tort Claim Act. Property owners must be aware that they are responsible for the maintenance and repair of their private sewer lateral from their dwelling to and including its connection to the Township sewer main. Owners should also review their Flood and Sewer Backup insurance coverage with their agent/insurance companies in order to properly protect their personal property.
Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy, But can be purchased by endorsement by a rider for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.

Marple Newtown Recreation Peddlers Village Christmas Festival Trip

Parenting Corner Being Thankful
an excerpt from Andrew Mullen’s book Middle Schooled. Hello Parents! Last night I was cleaning up after dinner and listening to some country music. I started to pay attention to the words (as I scrubbed a pot with one of those smiley faced scratchy pads) and the theme I heard was about being thankful for what we have. The songs were about enjoying the moment and cherishing this time we have with our children. I think that scratchy pad started to look at me and it might have tilted it's head as if to say, “think about it”… As a generous lather formed in the pot, I realized that I have not been slowing down enough to really pay attention to everything I have to be thankful for. The next day at school I watched the smiling and happy children enter the building. It reminded me how amazing these kids are and what a gift we all have. Let's take a look at a few ideas to help us all to be thankful. This can work for our children as well! Talk to them about it:
It's the small stuff. Do something nice for someone every day. Hold a door, compliment someone, smile. It all adds up. Volunteer. Pay it forward. Everyone needs help once in a while.

Journal. Take a few minutes a couple of times a week to write down what you are thankful for. I will often ask my kids, “tell me the good news!” Ask yourself the same question. Embrace setbacks. When things don't go the way you planned, accept it as part of the overall journey. Spend time with loved ones. Like the line from the country song, “suddenly fishing wasn't such an imposition.” Say “yes.” Avoid negative social media. Gossiping and putting people down drains your bucket.

Marple Tree Commission Message Selecting trees and the root systems that nursery or garden centers offer.
Trees require commitment. Young trees grow twice as fast when chosen and planted carefully and they will live twice as long as trees planted carelessly. They require some attention in the first year or two, mostly watering and protection from deer and mower damage. While large, older trees are available from nurseries, they typically will not grow as fast as those planted at a younger age. Young ornamental (and fruit) trees are available in local garden centers and nurseries in three types of packaging bare root, balled and burlapped (B&B) and containerized. Each has advantages and disadvantages.
Bare root trees are just that. They are simply a branched trunk from 4 to 6 feet tall, with exposed roots at its base. They are not always readily available at nurseries and garden centers, but mail order nurseries offer them in a wide variety of species. They are very lightweight and easy to handle. They are also less expensive than young trees that are B&B or in containers. Bare root trees arrive with their roots wrapped in material to keep them moist and in a plastic bag for cool storage until planting time. Plant them in late winter or early spring while they are still dormant. To avoid planting too deeply, be sure the root flare at the base of the stem shows at, or slightly above, ground level after you put the soil in the hole over the roots. Bare root trees need staking for the first year or so to assure that they are stable. The trees that many municipalities plant around town and those they offer to residents for tree planting programs are mostly bare root.
Balled and burlapped (B&B) trees are substantial. Their trunks are typically
6 to 8 feet tall. Their roots are embedded in a ball of soil that is wrapped in burlap and tied with string or surrounded by a wire cage. They are commonly sold at nurseries, and also are available at some garden centers. B&B trees can be fairly expensive because there are usually delivery costs included due to their weight. The advantages of B&B trees are that they are typically a bit bigger, you can plant them all year round if the soil is not frozen, and they generally do not need staking. However, planting them is somewhat more complicated because the burlap or wire must be at least partially removed and sometimes the root flare is covered by the soil on the rootball which also must be removed to establish correct planting depth.
The young trees are planted in potting medium in a nursery container. Available from about 6 to 8 feet tall, they are moderately priced and are relatively easy to bring home from the nursery or garden center. A great number of tree varieties are available in containers and they can be planted any time all year as long as the soil can be worked. Planting containerized trees is relatively straightforward, but it is important to probe the potting medium before planting to be sure that the roots have not wrapped around themselves.Check to see if the root flare at the base of the trunk is visible. The time to select and plant a new tree is always last year. This is especially true when one of your existing trees is in obvious decline. Do not wait until it dies to replace it. Put its replacement in nearby now. It will be fully established and growing vigorously when you lose your old one. It is also true when you are contemplating a new landscape design. Get your trees in first and soonest and they will grow and thrive while you take your time developing the area around them. by Liz Ball
