A BUSY AND PRODUCTIVE TIME IN THE TOWNSHIP It's a busy and productive time in the Township, with a great deal happening both in our community and behind the scenes. In this issue, we've highlighted several important initiatives, upcoming events, and milestones that reflect our continued commitment to building a strong, vibrant, and forward-looking Township. In September, we held our first-ever Food Truck Festival and are looking forward to our annual Fall Festival which promises to be bigger and more exciting this year with the addition of a spectacular fireworks show. Plans are well underway for the Community Holiday Dinner, Tree Lighting and Winter Wonderland, and Pet Photos with Santa.

For the Police, it has critical features that were previously lacking, including secure parking, dedicated workspace for patrol sergeants, adequate storage, a detention holding area, and secure sally port. Not only are we bringing new life to a previously underutilized office building, but we're also doing so in a way that delivers significant value for Township taxpayers. We’re looking forward to celebrating this milestone with an open house for the public to be held Saturday, November 7 from noon to 2:00 p.m. Please note: The Administration Office will be closed
Oct. 5 & 6 for the move and will reopen at the new location on Oct. 7. At the same time, work is being finalized on the comprehensive rewrite of the Township's zoning ordinance. Updating the ordinance is an important step in ensuring that our land-use regulations reflect current needs, provide greater clarity and consistency, and help guide responsible development for years to come. More information can be found on page 4. There is no shortage of important work taking place across the Township. We are grateful to the residents, volunteers, employees, and community partners who continue to contribute to our shared success.
The Township is approaching two significant milestones that will have a lasting impact on our community: The move to the new municipal building and the rewrite of the Township zoning ordinance. Construction and renovations at 800 Adams Avenue are nearing completion and we're making final preparations for the move to our new home. The new municipal building addresses many long-standing challenges and provides a more efficient facility that better serves our community. Those two grants alone brought more than $960,000 back to Lower Providence for infrastructure and public safety improvements. Several other grant-funded projects are now moving through the design and implementation process. Redtail Park, the Pawlings Road sidewalk, and the Pawlings Road/Audubon Road traffic and pedestrian improvements are in the design process. The Township is also beginning work on the Public Works facility project, supported by federal funding. Redtail Park alone has received nearly $500,000 through two rounds of DCNR funding, with the amended grant award totaling $491,700. The newest grant, announced in August, provides funding through PennDOT's Green Light-Go program for left-turn phasing and pedestrian upgrades at Pawlings and Audubon roads. The Township expects these grant-funded projects to be fully implemented over the next one to three years, meaning residents will continue to see the results of these awards throughout the community. Grant funding is competitive and never guaranteed. Each successful award represents work to identify funding opportunities, develop competitive projects, prepare applications, coordinate with funding agencies, and ultimately administer the projects. By continuing to aggressively pursue county, state, and federal funding opportunities, Lower Providence can advance important community investments while bringing outside dollars back to the Township and reducing the amount that must be funded locally.

ZONING ORDINANCE REVISION: REALIZING THE VISION A township's zoning ordinance is one of the most powerful tools to encourage and control its vision for land use. Our zoning ordinance was first adopted in March 1955. Naturally, a lot has changed. Lower Providence has grown in size and in opportunity. The most recent revisions were adopted in 2006 and 2020, but not in a comprehensive way. Lower Providence revised its Comprehensive Plan in March 2023. This plan was the result of a large amount of public input and forms an overall vision. Based on this, we look at how to realize this vision and updating ordinances is fundamental to the process. The Board of Supervisors charged staff and consultants to begin. We looked holistically at strengths and weaknesses to develop the best ordinance possible. Similar to the Comprehensive Plan, thought was centered on the
neighborhoods that make up the Township such as Trooper, Audubon, Eagleville, Evansburg, and Collegeville.

Beyond the mere updating of terms, we Mike Mrozinski wanted a more useable ordinance. In the proposed ordinance, the number of districts Community Development Director mmrozinski@lowerprovidence.org is reduced from 23 to 12. The ordinance shrunk in length by nearly 25 percent: Less district specific text and more charts, less development specific standards and more flexibility. Environmental standards are consolidated into a single Township-wide overlay to provide for more effective administration. Less non-conformity resulting in trips to Zoning Hearing Board when residents want to improve their property.

Junior Playland, 2500 Eisenhower - A 20,000 sq. ft. indoor playground with an allnew ocean theme is coming to the existing building at the corner of Eisenhower Boulevard and S Trooper Road. Construction is currently underway.
PROJECT PROGRESS - Work is progressing on the Park Av./Eagleville Rd./Crawford Rd. intersection improvement project, with the roadway's new elevation now visible. Once complete, the realigned intersection will enhance safety and improve traffic flow. Scholar's Grove (former Audubon Elementary School site) A proposal is currently in the land development process which involves the adaptive reuse of the historic portion of the Audubon Elementary School building and the construction of 18 single family houses within a cluster subdivision design. EMS NEWS Stronger Together: Advancing Emergency Care for Our Community Lower Providence EMS is proud to share several exciting updates that directly benefit the residents of Lower Providence Township and the surrounding area. These initiatives reflect a continued commitment to providing faster response times, higherquality care, and better outcomes when our community needs it most. These advancements would not have been possible without the strong support of the Lower Providence Township Board of Supervisors. The Supervisors' commitment to increased funding allowed us the financial flexibility to cover the cost of these critical investments ahead of grant funding and enabled Lower Providence EMS to move forward with these essential projects quickly and effectively. This partnership between Township leadership and EMS reflects a shared dedication to protecting and improving the health of every resident.
This increased coverage allows for quicker response times and greater service reliability throughout the area. Strengthening Our Teams Beginning in July, third-year medical residents started riding on our ambulances, bringing advanced training and fresh perspectives to patient care. This initiative enhances and supports the care provided in the field while assisting in educating the next generation of emergency room physicians. Investing in Safety and Patient Care Lower Providence EMS has also upgraded equipment across all ambulances to
improve safety, efficiency, and patient comfort: • New Lifting and Transferring Devices: Designed for pediatrics and both regular and bariatric adult patients. These devices reduce injury risk to both the provider and patient while also ensuring dignified care. • New Medication Administration Pumps: Enhancing precision and safety in medication delivery to improve patient outcomes. • Additional Medications: IV and Oral Tylenol, Racemic Epi, and Droperidol have been added to our medication inventory to help improve patient outcomes.
A Life-Saving Partnership for Stroke Care Stroke emergencies require immediate, specialized care and now residents of Lower Providence Township have access to some of the most advanced pre-hospital stroke treatment available. Through a partnership between Lower Providence EMS, Upper Merion Fire & EMS, and Jefferson Einstein Health Network, the Jefferson Einstein Mobile Stroke Unit will now respond automatically to stroke calls in the Township. In this role, Chelsea will provide administrative and operational support for the department's emergency services functions, assisting with program coordination, special projects, and other initiatives that support the department's daily operations and public safety efforts. Chelsea previously interned with the department, where she demonstrated professionalism, initiative, and a strong commitment to public service. Her previous experience with LPPD provides her with a valuable understanding of the

Back-to-School Safety As students return to school, the Lower Providence Township Police Department reminds motorists to use extra caution on our roadways and around school zones. Drivers should be prepared for increased pedestrian activity, children waiting at bus stops, and school buses making frequent stops throughout the Township. Please slow down, remain alert, avoid distractions, and always obey posted speed limits. Motorists are also reminded that Pennsylvania law requires drivers to stop for school buses displaying flashing red lights and an extended stop arm. Taking a few extra moments to drive carefully can make an important difference in keeping our students safe. We wish all students, families, teachers, and staff a safe and successful school year.

GETTING OUT & ABOUT IN LOWER PROVIDENCE As the landscape turns to brilliant reds, oranges, and golds, there's no better time to discover why Lower Providence Township is the perfect launching point for your outdoor adventures. It's time to get out and explore the exceptional trail networks that showcase the natural beauty, wildlife, and rich history of the Township and the Perkiomen Creek and Schuylkill River valleys. The Pawlings Road Trailhead is situated overlooking Route 422 and accessed via Pawlings Road. The trailhead provides local residents and visitors easy parking and access to three separate trail systems: The Audubon Loop Trail, the Perkiomen Trail and the Schuylkill River Trail.
Audubon Loop Trail
The Audubon Loop Trail, when combined with the Perkiomen Trail, makes a complete 4-mile loop. The northern end of the loop crosses the John James Audubon Center at Mill Grove. The center offers meadows and grass trails as well as a museum. The route is excellent for hiking, biking and birding. Users can complete their loop or take the connection to the Perkiomen or Schuylkill River Trails.

Perkiomen Trail
The Perkiomen Trail stretches 19 miles through the scenic Perkiomen Creek Valley. This trail follows the historic route of the former Perkiomen Line of the Reading Railroad, providing a fascinating glimpse into the region's industrial heritage. The multi-use trail follows the Perkiomen Creek, connects three Montgomery County Parks and passes through 10 municipalities. It connects with the Schuylkill River Trail in Oaks which provides access to Valley Forge National Historical Park and allows users to continue uninterrupted to Philadelphia.
Schuylkill River Trail
The Schuylkill River Trail is a 120-mile multiuse path extending from Frackville in Schuylkill County through Montgomery, Chester, and Berks Counties to Philadelphia. This remarkable trail passes through diverse landscapes including rural farmland, historic suburban communities, and urban environments. Lower Providence Township is an ideal hub for exploring this greater regional trail system. The trail can be accessed from the Audubon Loop Trail and from the Lower Perkiomen Valley Park in Oaks.

PUBLIC WORKS Looking Ahead to Winter Weather The Public Works Department counts on your cooperation to help them maintain roads during inclement weather. Here are some things to keep in mind:
When a Snow Emergency Is Declared…
Parking is prohibited on the odd numbered side of the street unless there is no offstreet parking available at or within 300 feet of the property.
Do not place snow from driveways into the street
Anyone driving a vehicle without chains or snow (all-weather) tires that becomes stalled, incapable of moving or left unattended is in violation of the snow emergency provisions.
Please note that it's almost impossible to keep snow from being deposited at driveways during plowing. Keeping main roads open and passable is the first priority. As soon as all major roads are clear, equipment is moved immediately to residential areas. Because they carry the lowest volume of traffic, cul-de-sacs and dead-end streets are the last plowed.
Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any street or road of the Township may be remove or towed by the Police Department.
State law requires that vehicles be completely clear of snow and ice and headlights be on when windshield wipers are in use.
tenants/owners are required to cover the sidewalk with ashes, sawdust or similar materials. Placing snow in the roadway or gutter is prohibited (Ordinance 120-34).
Adopt-A-Hydrant
If there's a fire hydrant outside your home or place of business, please consider taking the time to maintain it in the event of snowfall. A clear, 3-foot path on all sides makes hydrants easier for fire fighters to locate and can save precious time in an emergency.
Mailbox Damage
If damage is caused by snow or ice hitting the mailbox or due to deteriorated materials, repair or replacement is the resident's responsibility. If it is determined that damage is caused by a Township plow truck striking the mailbox, the Township will provide $100 toward a replacement. If you believe that your mailbox was damaged as the result of direct contact with a plow truck, please call the Public Works Department (610-635-3525) within 48 hours after the storm has subsided. The Township will evaluate the damage to determine responsibility.

Public Works Department Welcomes New Highway Worker Ryan Fetterman has joined the Township team as a Highway Maintenance Worker for the Public Works Department. In this role, Ryan will perform various tasks involving road maintenance, snow plowing, construction, building repair and landscaping. He joined the Township in June. Ryan has experience working in the construction field and most recently worked as a carpenter, building and renovating office spaces. In addition to working fulltime, Ryan is also a volunteer Fire fighter and EMT. Ryan brings a commitment to performance and will be a valuable addition to the Township and Public Works team. SEWER AUTHORITY NEWS
The Sewer Authority wants our customers to know that our employees are always available during regular business hours by calling 610-539-6161 to address emergency situations. After hours emergencies, please call 1-888-831-7818. If you should have a backup in your outside line, contact us so that we can verify that it is not being caused by a blockage in our main line before you call a plumber.
The Difference Between Sanitary Sewers And Storm Sewers: SANITARY SEWER:
Sanitary sewer systems carry sewage from bathrooms, sinks, kitchens, and other plumbing components through underground pipes to a wastewater treatment plant where it is filtered, treated and discharged. Please notify the Sewer Authority immediately if you see that the lid is raised or it is overflowing. It is illegal to tie your sump pump, floor drains, gutters and down spouts into the sanitary sewer system. Please contact the Sewer Authority if any of these are items are connected at your home so we can help you correct the problem. RATE INCREASE: In your most recent July 2026 sewer bill, you received notice that the Authority is having a rate increase. The Sewer Authority Board did not come to this decision lightly. The rate increase is for the LPTSA (COLLECTION) charge portion of your bill which is effective July 1, 2026, billed October 1, 2026, for the months of July, August and September and for the LPVRSA (TREATMENT) charge portion of your bill which is effective January 1, 2027, billed April 1, 2027, for the months of January, February and March. Please note that the funds on the bill marked LPVRSA (treatment) are a direct pass through to the Lower Perkiomen Valley Regional Sewer Authority. LPTSA (COLLECTION): The Authority is funding necessary infrastructure improvements (we have done one major sewer replacement project a year for the last five or six years and will continue to do so for the next 10 years due to the continued aging of the system) and replacing aging pipes and pumps, while complying with environmental regulations. These changes minimize sewer backups and overflows, ensure reliable service and protect the public health and the environment.
A storm drain is a system designed for the purpose of carrying rainwater or melting snow. They can often be found, built into roadside curbs, alleys, or basements floors. Storm drains often carry rainwater and melted snow through an underground system that ends up in nearby rivers, creeks, or the ocean. Any problems or concerns regarding them should be directed to the Township as they maintain them.
The Sewer Authority maintains approximately 100 miles of pipe and 17 pumping stations within the Township. A good portion of this aging system and pump stations are 60 years old. We transport on average 3 million gallons of sewage per day through the collection system to the treatment plant for treatment and that number continues to increase. LPVRSA (TREATMENT): This increase is necessary to offset a significant increase in the cost to treat sewage at the Oaks Wastewater Treatment Plant operated by the Lower Perkiomen Valley Regional Sewer Authority (LPVRSA). In November 2026, LPVRSA is estimating an increase in the amount for sewage treatment by $12.00 $14.00 per unit, per year. RESIDENTIAL CUSTOMERS: The rate is $424.00 per annum, payable at the rate of $106.00 per billing quarter per EDU (LPTSA collection rate of $55.00, and LPVRSA treatment rate of $51.00 per EDU).
Lower Providence Township Sewer Authority has found ways to minimize rate increases but as of the last few years has been forced to do so due to the necessary projects. The Sewer Authority has been hit with high costs for maintenance and materials. In addition to the materials for the above said projects, there are chemicals, fuel and diesel fuel increases. Our rates are still considerably less than those of neighboring Townships. Our small, but efficient three-man crew has been doing an excellent job maintaining the system for many years. As always, we are working hard to manage costs effectively and maintain the highest level of service for our customers.

STORM SEWER:
NON-RESIDENTIAL CUSTOMERS: The sewer rental for non-residential users (all commercial, industrial, schools, clubhouses, fire houses, office, banks, hospitals, churches, chapels, institutions, and any other non-residential users) shall be $55.00 per assigned UFU (user fee unit) per quarter, plus actual consumption divided by 18,200 gallons per quarter rounded up (as measured by the water bill promulgated to each nonresidential user) which is consumed during the quarter for which billing is rendered, provided, however that the minimum sewer rental charge for each non-residential improved property shall be $55.00 per quarterly billing period in addition to the charge related to UFUs. NON-RESIDENTIAL WITH APARTMENTS UNITS: In addition to the charges associated with the non-residential rate (as set forth above), each apartment unit shall be billed
$220.00 annually ($55.00 per billing quarter) for collection. Should a property owner contend that this amount is already being collected pursuant to the water usage calculation, than a separate water meter shall be installed for the non-residential and the residential apartment use(s) to determine actual water usage. PLEASE NOTE THAT ONCE THE INCREASE IS CONFIRMED FROM THE LOWER PERKIOMEN VALLY REGIONAL SEWER AUTHORITY, IT WILL BE NOTED IN YOUR JANUARY 1, 2027, BILL AND BILLED IN YOUR APRIL 1, 207 SEWER BILL. LATE FEE: If payment is not received by LPTSA by the due date printed on the sewer bill, a 10% penalty is added to the current amount due only. The aggregate amount thereof shall bear interest from the penalty date at the rate of .5 % per month (1.5% quarterly). Failure to receive your bill does not relieve you of your obligation to pay, nor waive customer of paying penalty. DELINQUENCY: Delinquent sewer bills will result in water shut off and/or property liens. Water turn off/on and property liens will result in additional fees charged to your account. PAPERLESS BILLING: Get your bill sooner! Sign up to receive your monthly sewer bill by email. If you haven't already signed up go to http://www.lowerprovidence.org/sewer.htm to complete the form. Past due and/or shut off notices will not be emailed. They will be mailed to you in paper form. Emailed bill(s) will come from “sewerbill@lptsa.org”. REMINDER: PLEASE DO NOT FLUSH MASKS, GLOVES OR WIPES INTO THE SANITARY SEWER SYSTEM. THIS CAN CAUSE THE PUMPS TO CLOG AND DAMAGE TO EQUIPMENT AT OUR PUMPING STATIONS. ALSO, PLEASE DON'T FLUSH DISINFECTING WIPES DOWN THE TOILET.

VALLEY FORGE PARK ALLIANCE "Faces at Winter Quarters": Valley Forge, Charles Willson Peale, and the Art of an Encampment Valley Forge is usually remembered in images: barefoot soldiers in the snow, Washington brooding beside his horse, a ragged army transformed by drill. Yet very little contemporary art was actually made in camp. The winter of 177778 left more muster rolls, orders, and diaries than canvases. That is precisely why the few works of art tied directly to Valley Forge, and the many later pictures inspired by it, matter so much. They offer rare faces, gestures, and visual traditions that can be set alongside the Valley Forge Muster Roll's long list of names. No artist was closer to the Continental Army in this period than Charles Willson Peale. A Maryland-born painter and officer in the Philadelphia militia, he followed the army in the field, painting miniatures and larger
portraits while also serving in uniform. During 1778, Peale spent much of the first six months in camp at Valley Forge, observing, socializing with, and painting officers of the Revolutionary army. Peale's wartime portrait miniatures were practical and sentimental. Painted in watercolor on thin ovals of ivory and set in small metal cases, they were portable, quick to execute, and easy to hide from enemy plundering. Over the course of the Revolution, he painted more than 130 miniatures, including likenesses of George Washington, Henry Knox, and Nathanael Greeg. Donate a Grocery Store Gift Card or make a monetary donation. Select an ornament from our Angel Tree and purchase the gift listed on the stocking. Gift cards and monetary donations can be dropped off at the New Township Administration Building at 800 Adams Ave, Audubon (M-F, 9:00 am to 4:30 pm). All food donations should be dropped off at the old Township building at 100 Parklane Dr, Eagleville (Tues or Thurs from 9:00 am to 10:30 am). Please drop off donations by November 18th for Thanksgiving and th December 15th for Christmas. Presents should be returned by December 15 , 2026.
We had another EXCITING 2026 Summer Camp Season! The Lower Providence Township's Parks and Recreation Department wrapped up another successful summer camp this year! Lil' Perks, Camp Perky Eagleville & Woodland, and the Perkiomy Trailblazers campers all had a fun summer playing games with their friends, eating Kona Ice, adventuring on field trips and everything in between. Campers had fun on field trips to the Philadelphia Zoo, Top Golf, Dutch Wonderland, Dave & Busters, Dorney Park, Sky Zone, Fun Plex and more! Throughout the summer, campers enjoyed theme days, special guest speakers and a wide variety of special events — including Holiday Celebrations, Camp Olympics to Everybody's Birthday Day! Thanks to our camp coordinators, site supervisors and counselors for another outstanding job! PARKS & RECREATION DEPARTMENT Lower Providence Eagle Scout Project On behalf of the Lower Providence Township Parks and Recreation Department, the Board of Supervisors, and the residents of Lower Providence Township, we would like to congratulate Dylan Rifkin on the successful completion of his Eagle Scout Project. Dylan, a rising junior at Methacton High School and an active member of Boy Scout Troop 119, presented his Eagle Scout Project proposal to the Lower Providence Township Parks and Recreation Board in September 2025. His project involved the construction and installation of a standard Gaga Pit at Eskie Park, complete with signage displaying the rules of the game. The signage helps park visitors better understand how the game is played and encourage participation by people of all ages. The Township is the grateful recipient of Dylan's dedication, leadership, and hard work in completing this project, with the assistance of his Scoutmaster and fellow Scouts. His efforts have enhanced Eskie Park by providing a new recreational activity and creating an enjoyable experience for residents and visitors alike. We sincerely appreciate Dylan's decision to select Lower Providence Township as the beneficiary of his Eagle Scout Project. His commitment to service has made a lasting and meaningful contribution to our community.
