Snow Management Plan: Upper Merion Township recognizes the importance of snow removal, not only to residents, but to everyone who needs to travel to or through our community. The township utilizes a snow management plan to safely clear all public roads within the township quickly and efficiently. Based on traffic flow, roads are divided into primary (main), secondary (collector and through), and tertiary (dead-end and cul-de-sac) roads. During snow storms, the Public Works Department plows 376 streets, consisting of 83 miles of township roads, and 37 miles of state roads.

Plowing: Plowing will begin when it is determined that at least two inches of snow can be measured on the road. During a declared snow emergency, parking is prohibited on all roads designated as Snow Emergency Routes. The first priority is to clear all primary roads, including bus routes. This work generally takes six to eight hours after snow stops falling. Crews begin plowing secondary roads after clearing and opening all primary roads. These collector and through roads are usually cleared within 12-16 hours after snow stops falling. Crews then move on to side roads, dead-ends, and cul-de-sacs. Please be patient with snow removal.

Shoveling Guidelines: A 2-foot wide path of sidewalk must be cleared by the abutting property owner within 24 hours after the end of the snow emergency. (See Ordinance Code: Chapter 137.2 and Chapter 137.5) If more than 12 inches of snow falls, the time limit is extended to 48 hours.

Do not clear sidewalks until plowing equipment has passed, or your hard work may be for nothing. Remember to shovel to the right of your driveway facing the road, as plows clear from the left. This helps to reduce the amount of snow pushed back into your driveway during plowing.

Throwing, shoveling or plowing snow from sidewalks or driveways into the street is strictly prohibited by the Township's Ordinance Code: Chapter 137.1.

Adopt a Hydrant - Save a Life: The Fire & Rescue Services

Division reminds all residents to clear snow from around fire hydrants. Doing so can save precious time when firefighters need additional water fight a fire. Citizens should clear a 3-foot wide path from the street to the fire hydrant, and a 3-foot circle around the fire hydrant to provide easy access by firefighters.

Snow Emergencies

When a snow emergency has been declared, the township activates its Snow Operations Center at the Public Works yard.

The center is staffed by employees who are in contact with all snow removal crews.

The township now provides snow removal progress information in the form of an interactive map.

The updates of the plowing progress will only begin after the snow stops falling and the crews are in final clean-up mode. The status will be updated every 15 minutes and will continue until the cleanup is completed.

Traffic fatalities and injuries in the U.S. are increasing faster than we have seen in decades. Winter always brings its own unique set of traffic problems, so this month I want to highlight a few points and techniques that have helped me be a safe winter driver over the years.

Checking gauges and constantly monitoring road conditions takes thought, eye scanning, analysis and concentration. It's impossible to pay full attention to changing road conditions if your eyes and mind are

danger areas such as driveways, gas stations, strip mall exits, etc. Once you see intersections coming up, look for vehicles so you know as early as possible if a car is approaching an intersection or waiting to pull out. Most drivers are not good at judging speed and many do the classic glance and go, not even attempting to analyze an approaching vehicle's speed. It may not seem fair, but it is totally up to you to figure out what these drivers may do and have a plan. The earlier you see a potential problem vehicle, the more time you will have to react and avoid them if they actually pull into traffic. On slippery winter roads, this “eyes up” technique is even more important, as it can give you valuable extra time and distance to evade.

I learned this final point long ago, while driving my Chevy Malibu through two Michigan winters. I always kept a few supplies in my vehicle: a warm waterproof jacket, a wooly hat, walking boots, gloves, an ice scraper, water and some snacks.

These days I would add in a phone and a spare phone battery/charger. This is not a complete list but it was enough to help me out a couple of times. You never know when you might get stuck, so take the time to prepare.

During my more than 30 years of living in the U.S., I have called several states home and have dealt with two Michigan winters. I also travel extensively throughout the northern states during winter months, so driving out of an airport rental car lot, with frozen fingers, in blizzard conditions, is not an uncommon scenario for me.

It is also not uncommon for me to see distracted drivers on the roads.

Manipulating, looking at, or talking on a phone while driving is remarkably dangerous. Doing so while driving in rain, snow or at night is like begging for a crash.

Winter driving demands your full attention, as the nights are much longer and many people end up driving to and from work or school in total darkness. Road conditions in winter can change very quickly, such as a wet road icing over in seconds or light blowing snow suddenly settling, causing havoc. Also, signs informing drivers a bridge can freeze before surrounding roads should never be ignored.

I never mess with or manipulate my phone while driving. Instead, I have an app which autoreplies to people trying to call me by texting or speaking the message, “I am driving, will call you later.” I advise everyone to use/enable such an autoreply app. They often come standard on most new phones, and if not, there are several apps you can download.

Most cars manufactured within the last 15 years also have a temperature gauge to indicate outside temperature. If the 6

focused on your phone. Even hands-free phone use is as mentally distracting as hand-held.

This may sound unbelievable, but I frequently see people tailgating while I'm driving in snow. This is particularly dangerous because braking distances increase when the surface of the road becomes slippery. In rain, up to 50% can be added to a vehicle's stopping distance, depending on driver expertise, tire type/condition and vehicle weight. On snow, stopping distances can be tripled or more, depending on how much snow is present, whether the road is flat or on a slope, driver expertise, type of tires and vehicle weight. In snow, I leave at least four seconds between my vehicle and the one in front of me, as opposed to my normal two seconds. If I am being tailgated, I push that to around 6 seconds, in order to compensate for the tailgater and lessen my need to suddenly brake if traffic slows ahead of me. Another point to remember: ABS brakes work very, very well, but can be confused by ice and snow. This can also add to a vehicle's stopping distance, so again, leave more room in these conditions.

Imagine a vehicle pulling out of an intersection in front of you. In dry daytime conditions this is probably nothing more than an annoyance. You easily avoid a crash by braking, but. if that same scenario happens on a snow covered road, it highlights the importance of “seeing” that vehicle much earlier in order to give you more time to prepare and react.

Winter has already begun to raise its head.

Unfortunately, drivers using phones will continue to be distracted, dangerous and vulnerable. Please be careful out there this holiday season.

LOCAL HISTORY King of Prussia's Nazi Spy In 1960, Upper Merion was at the beginning of an economic and population boom. The Expressway and the Turnpike converged in town bringing easy access, and lots of new industries were moving into town including the new GE Space and Technology Center, Philadelphia Gear, and a brand-new shopping plaza. What better place for a man looking to anonymously start a new life—to settle down and blend right in among hundreds of other new arrivals.

When William Colepaugh was growing up, he lived with his mother and his sister, and his German grandparents who spoke only German.

As WWII approached, the family listened to Hitler speak on their short-wave radio and were enamored with German power. After failing to get into the Naval Academy due to poor grades and flunking out of MIT, Colepaugh joined the merchant marines. He jumped ship in Portugal and made his way to Germany to offer his services to the Third Reich. He was trained by the SS as an espionage agent along with fellow German national Eric Gimpel.

The newly minted spies were dropped off by a German U-boat near Bar Harbor, Maine, with lots of money and diamonds, and a mission to learn whatever they could about the Manhattan Project. Colepaugh and Gimpel were spotted by some Maine residents who thought it incredibly strange that two men would be walking away from the beach in a snowstorm with light clothes, no hats and no boots. The authorities were alerted, but the men evaded them and made their way to New York City.

Once in New York, the men had a falling out, and Colepaugh found himself homeless and penniless. Hoping for immunity, he turned himself in to the FBI. The FBI was already on to the pair, and Gimpel was also soon captured. Both men were tried in a military court, found guilty, and sentenced to be hanged.

Just three days before the execution date, President Franklin Roosevelt died unexpectedly, and their sentences were commuted to life in prison.

Gimpel was paroled in 1955 and deported to Germany. In 1960, William Colepaugh was paroled from Leavenworth Prison and soon arrived in Upper Merion to start his new life. He briefly worked in a print shop, then started an office furniture business. He first lived in the Kingswood Apartments, but later moved to a house on Holstein Road. Colepaugh was successfully able to hide his past as a Nazi spy and live in the Township for over four decades. He married, volunteered with the Boy Scouts, and was a distinguished member of the Rotary Club. He died in 2005, and he and his wife are buried in St. Augustine's Cemetery.

The story is told in the real-life spy thriller, "A True Story of An American Nazi Spy" by Robert A. Miller, who was once a close friend of Colepaugh.

INJURY PREVENTION WHAT IS CARPAL TUNNEL SYNDROME?

Cortisone injections often provide excellent relief from symptoms. Unfortunately, symptomatic relief is only temporary, and most people experience a recurrence of symptoms after 3-4 months.

Carpal tunnel syndrome is a common condition that causes pain, numbness, and tingling in the hand and arm. The condition occurs when one of the major nerves to the handthe median nerve is squeezed or compressed as it travels through the wrist.

For chronic or more advanced cases, carpal tunnel surgery is often recommended as the best course of treatment.

Size and Weight

Acclimation

Body condition is important. A thin dog will get cold fast because they have less insulating body fat. However, obese dogs may move slower, increasing their exposure time to the cold.

What Can Owners Do?

Small dogs lose body heat faster than large dogs. Also, small dogs like chihuahuas have less fat padding around extremities making them more susceptible to ice and snow damage.

Dogs that live in colder areas regularly can tolerate more cold. Sled dogs get so used to the cold, they will sleep in the snow.

However, if an owner moves from a warm to a cold climate and there is not sufficient time to acclimate to the cold, a dog gets cold fast.

Breed and Coat Type

Thick hair insulates the body. Dogs with thicker fur such as Huskies can withstand cold temperatures for longer periods of time. Short haired dogs have less fur insulation and will get cold quickly. Hair can also be shortened from grooming or medical procedures.

As winter approaches, temperature safety for dogs is important whether they are going for a short walk or playing in the snow. Dogs get cold at 45°F and below, and by 20°F, dogs can develop frostbite and hypothermia.

Dogs can get frostbite, which initially effects extremities such as ear tips, feet, tail tip, nose, and the scrotum. If left untreated they will develop hypothermia.

Cold temperature safety in dogs is dependent on different variables. Every dog is different, but use of general guidelines in the cold are important for prevention of winter related illness.

Snow and ice can stick to long hair around toes. This can be painful, and cause prolonged ice contact on skin and toe pads.

Snow pellets stick to longer fur, decreasing a dog's body temperature.

Measures can be taken to keep dogs safe in the cold weather. Shoveling a small area for a dog to eliminate quickly in the cold without having to step through snow is helpful. Dogs can wear sweaters or jackets that extend along a dog's back and along the chest that is thick enough to block out wind while keeping out moisture. Booties that are warm and water resistant are great if the dog will tolerate them. Getting a dog used to these items can take a while, but persistence is key.

Age and Health Condition

Older dogs generally have more health issues that decrease their tolerance to cold exposure. Pain from osteoarthritis in aging dogs can make it harder to move around in the cold. Older dogs may also have conditions such as kidney disease, diabetes, liver disease, and cancer, making it more difficult to tolerate the cold.

As outdoor temperature drops, it's important to monitor dogs for signs of being uncomfortably cold. Hypothermia can set in rapidly and is life threatening. Symptoms which should prompt an owner to take a dog to a warmer location include shivering, reluctance to walk, turning to return home, whining, trouble walking, lifting paws frequently, and even falling over. Once an owner has a dog inside, it's important to keep monitoring them to make sure they are okay. If an owner is unsure, it's always best to call the veterinarian.

A RT & CREATIVITY Days getting shorter and nights getting longer lead us to look for something new to

do with our time. We start to explore ideas and activities that we can do inside out of the harsh weather; that's where the Greater Norristown Art League comes in. We provide art education in a variety of forms in our one-room studio. Our classes come in one-day, two-day workshops, 4 to 6-week, and online classes.

Starting in January, we have new classes with new instructors in addition to our regular schedule. Paul Manoogian, a professional photographer and videographer, will be teaching our students about photography during the winter. Next up is Joceyln McEleney, our new charcoal and drawing instructor. She graduated from North Montco Technical School with a degree in graphic design and fine arts, inspiring her passion for the charcoal medium. Although you will hear her say, "Art is my passion and a large part of my life in so many different ways, I hope that it will continue to inspire and influence my future and others!" Finally, Maureen O'Hara will teach our newest program for young artists, ages 4 to 7, on Saturdays. Ms. O'Hara comes from an inspiring career in children's education.
