Valley Forge National Historical Park News Park Battles Invasive Species th on the 100 Anniversary of the National Park Service!

This August, the National Park Service celebrated its 100th anniversary - and festivities are going on all year long in many National Parks. But beyond the celebrations, our parks are struggling against invasive species encroaching on these precious environments. The invaders can be both flora and fauna - and Valley Forge National Historic Park, one of the most beloved landmarks in Pennsylvania, is fighting everything from rusty crayfish to Japanese stiltgrass.

Non-native, invasive plants and animals are some of the world's greatest conservation concerns. As knowledge and technology advance, humans intrude into previously uninhabited areas, and increase construction in established sites. This expansion is natural and necessary for the advancement of our kind, but it impacts our environment in ways that may not be obvious. Humans travel more frequently and farther into wilderness areas nowadays, which increases the likelihood that these seeds or sentient species get introduced into pristine environments.

Like all animals, people have the ability to perpetuate the distribution of plants through seed dispersal - whether by passive or active

means. Nearly everything we do has the potential to passively spread organisms; seeds get stuck in mud on vehicles, bikes, or hiking shoes; moving firewood carries seeds and insects; ingesting seeds when eating fruits or vegetables causes us to deposit seeds elsewhere through digestion. And humans also intentionally move plants to new areas for agricultural, aesthetic, subsistence farming, wildlife management, forestry, or industrial reasons. It can be argued that this has occurred all throughout the history of life on Earth, however the difference is that we now travel enormous

to these types of organisms as they "invade" the habitats of native species. Some may also have allelopathic properties, meaning they alter their surroundings by changing the soil chemistry or emitting toxic chemicals that inhibit the growth of others. Without a system of natural checks and balances, they often spread quickly and without impediment - resulting in a vegetative community dominated by plants that cannot be utilized by local animals.

Valley Forge Park battles multiple invasive species, but here are just three prominent examples: autumn olive (Elaeagnus umbellata), tree-of-heaven (Ailanthus altissima), and Japanese stiltgrass (Microstigium vimineum). Each comes from a different part of the world, and each has been introduced to this region in a variety of ways. They spread rapidly, making them costly and difficult to control.

Valley Forge National Historical Park News control is an on-going issue for conservationists and management agencies.

But by gaining the skill to identify these plants and animals, we can aid in the fight. Field guides are often relatively cheap, and a wealth of information exists on the internet for invasive species - both plant and animal.

Autumn olive was introduced from Europe as a supplemental food for wildlife due to its vigorous ability to produce its namesake fruit. It is a shrub that grows quite large and becomes very thick, allowing for its use in natural livestock fencing. While the fruit is beneficial to many types of wildlife, it competes with native trees and shrubs such as oaks, suppressing their ability to become dominant and produce acorns (which are more nutritious than autumn olives).

Here are three tips on how to help control invasive species: No matter what your outdoor recreational pursuit may be, take the time to clean your gear as thoroughly as possible both before and after you plan on visiting a new place.

Firewood should only be collected and burned in the areas from which it actually grew.

Wash your outdoor power equipment such as lawn mowers, tractors, chain saws, or ATVs before transporting them to the next job or recreational site.

Japanese stiltgrass was traditionally used for packaging materials. It is not a tree or shrub but has allelopathic properties which change the soil to be unsuitable for other plants, often resulting in decreased species diversity.

Tree-of-heaven is from the Middle East and was introduced for aesthetic reasons. It has a beautiful purple flower but its wood is very soft and unusable for most wood products.

Like autumn olive, its invasive properties cause it to suppress other more valuable timber trees.

Millions of dollars, countless labor hours, and a large amount of research are used to control non-native species, especially in areas of special conservation like our National and State Parks, Forests, and Wildlife Refuges. Comparatively little invasive species control occurs in residential and industrial areas, and as a result, visitors are prone to carry these species into our conservation areas. Sullivan's Bridge Open NEW TRAIL BRIDGE The Pennsylvania Department of Transportation has completed construction of a new four-span pedestrian/bicycle trail bridge over the Schuylkill River in Valley Forge National Historical Park (VFNHP). The trail bridge enhances bicycle and pedestrian travel and provides a safe, regional connection between the Schuylkill River Trail and the trail system within VFNHP. The new bridge is a pre-stressed concrete structure that is 14 feet wide and 604 feet long.

Construction was completed August 19th, 2016.

TRAIL BRIDGE NAME The National Park Service and the Friends of Valley Forge National Park sponsored a contest in 2013 to name the new pedestrian/bicycle trail bridge. Last September, it was announced that the trail bridge would be called "Sullivan's Bridge" after Major General John Sullivan, the officer

who was charged by General George Washington with building a bridge across the Schuylkill River during the 1777-78 Valley Forge winter encampment of the Continental Army.

VFNHP and the Schuylkill River Trail, and allows for a connection with a future Upper Merion Township Trail on the south side of the Schuylkill River. Previously, citizens crossed the Schuylkill River by walking on a narrow boardwalk path on the west side of the U.S. 422 bridge. This path, which was 4 feet, 6 inches wide, had been in place on U.S. 422 since the Old Betzwood Bridge was removed in 1995.

ADDITIONAL INFRASTRUCTURE IMPROVEMENTS In addition to building Sullivan's Bridge on the alignment of the former Old Betzwood Bridge, PennDOT's contractor replaced the nearby South Trooper Road bridge over the Schuylkill River Trail with a 60-foot long reinforced concrete arch structure; rehabilitated the 73foot long bridge over Norfolk Southern railroad tracks; replaced the South Trooper Road pavement with a 14foot wide asphalt trail between Station Lane (on the south side of the river) and the Riverview entrance (on the north side of the river); and rehabilitated South Trooper Road to accommodate two 14-foot wide travel lanes between the Riverview entrance and Susan Lane.

EMERGENCY ACCESS The new trail bridge is accessible to emergency vehicles weighing up to 20 tons.

OWNERSHIP PennDOT will transfer ownership of the right-of-way and bridges built under this project to Upper Merion Township and West Norriton Township. Under a Memorandum of Agreement (MOA), the National Park Service will own and maintain the new trail bridge over the Schuylkill River and the bridge over the Norfolk Southern Railroad.

West Norriton Township will own Trooper Road where it's open to vehicular traffic north of the Schuylkill River and the bridge over the Schuylkill River Trail.

School's Open: Drive With Care Tips for Motorists

The conclusion of summer means our kids are back at school.

Remember to safely share the roads with school buses, pedestrians and bicyclists, and provide children with the necessary knowledge to stay safe at school.

Whether children walk, ride their bicycles or take the bus to school, it is extremely important that they and the motorists around them take proper safety precautions.

All passengers should wear a seat belt and/or an age and size appropriate car safety seat or booster seat.

Do not text or talk on your cell phone while driving.

STOP

Slow down and obey all traffic laws and speed limits.

Be alert for school zones that have a reduced speed limit at designated times of the day.

Watch for school buses. Red flashing lights and an extended stop arm indicate the school bus is stopping to load or unload children. The law requires you to stop.

Keep an eye out for children walking in the street, especially where there are no sidewalks.

Be alert for children playing and gathering near bus stops and for those who may dart into the street without looking for traffic.

When backing out of a driveway or leaving a garage, watch for children walking or biking to school.

When driving in neighborhoods or school zones, watch for young people who may be in a hurry to get to or away from school and may not be thinking about getting there safely.

PA School Bus Law All 50 states have a law making it illegal to pass a school bus that is stopped to load or unload children. School buses use yellow flashing lights to alert motorists that they are preparing to stop and red flashing lights with an extended stop sign arm to signal motorists that the bus is no longer moving and children are getting on or off the bus. Every vehicle traveling on an undivided highway regardless of travel direction must stop when students are entering or exiting a school bus. In addition, vehicles following directly behind a school bus must stop at least 10 feet away upon the bus's activation of red flashing lights and the engagement of a stop arm. You should never move your vehicle until the children have reached a place of safety.

The Development of the King of Prussia Mall The development of the King of Prussia Complex was originally conceived in 1959.

The project was initially conceived by the developer as a discount community shopping center. It was originally developed as an open mall with two department stores, a Woolworth variety store, and a supermarket as anchor tenants.

The site consists of two parcels of land. The Plaza is built on a site consisting of approximately 92 acres and The Court is situated on a site of approximately 34 acres.

The condition of the soil on both sites was always a problem for the developer since the land consists of an underlying limestone belt and numerous "sink holes" are located beneath the land's surface which required extraordinary foundation design. In addition, two natural streams are located on the land now improved with the Plaza. The Court is a natural flood plain which required extensive soil replacement and relocation and enclosure of the stream flowing through the property.

In 1959, the Kravco Company, then known as the M.A. Kravitz Company, Inc., began planning a community shopping center on a site of approximately 30 acres at the northeast corner of US Route 202 and Goddard Boulevard. The Court at King of Prussia now stands on this parcel. The Kravitz Company secured commitments from E.J. Korvette for a discount department store of approximately 190,000 square feet (including a 30,000 square foot furniture and carpet store), as well as a 30,000 square foot unit of a regional supermarket chain. At that time, both these stores were successful retailers but both have since gone out of business. The development was designed as a typical community "strip" shopping center.

Acme. Finally, the Kravitz Company also secured an option to purchase an additional 36 acres to round out the entire tract.

With all land parcels under control, the developer relocated the shopping center to the Acme parcel and redesigned the architectural plans to provide for a configuration which included a combination convenience shopping center and an open mall. The development concept provided for three department stores, including E.J. Korvette, and J.C. Penney, and made provisions to include a third department store at a later date.

Zoning approval was obtained to support the project, however, a competitive supermarket, Acme Stores, owned approximately 96 acres on the other side of Goddard Boulevard. The developer negotiated an arrangement to exchange the original thirty acres for a parcel of like size owned by Acme and simultaneously purchased an additional thirty acres from

The Company secured a commitment from the John Wanamaker Company, on of Philadelphia's three dominant department store merchants, to locate a branch store in King of Prussia. In 1965, the new Wanamaker store opened in the Plaza in an attractive octagonal-shaped, free-standing building and became King of Prussia's first anchor tenant offering a full line of department store type merchandise.

The Development of the King of Prussia Mall

Wanamaker's entry into King of Prussia allowed the developer to plan a new twolevel, enclosed mall to be constructed around the J.C. Penney department store and by 1965 the developer was able to attract Gimbels to the center. The new twolevel mall connecting Wannamaker and Gimbels, with entrances to both the Penny and Korvette stores, opened in 1966.

By 1966-67, King of Prussia Plaza had grown into a true regional shopping center which consisted of both open and enclosed mall areas in a total of approximately 1,300,000 square feet of GLA (Gross Leasable Area) including some 140 stores offering a full compliment of retail merchandise and services. The open mall area remained quite popular with shoppers. For many years, sales volumes of the stores fronting on the open mall exceeded the volumes of the stores in the enclosed mall. The Plaza remained in substantially this configuration until 1980-81.

The original 30 acres of unimproved land which was conveyed to Acme in 1961 was still vacant on the opposite side of Goddard Boulevard, the ring road surrounding King of Prussia Plaza. By 1976, Bamberger's agreed to consider the development of a free-standing store opposite Goddard Boulevard on this parcel. The developer was able to acquire the parcel from Acme and began planning a new two-level enclosed mall to be built on the site and to be anchored by Bamberger's and a second department store.

Ultimately, Bloomingdale's agreed to join Bamberger's in the proposed new mall sponsored by Kravco organization. At the same time, management of Federated made the decision to locate one or more units of their Abraham & Strauss division in the Philadelphia area and selected King of Prussia as their first location.

This circumstance necessitated creating a plan providing for a three-department store mall with approximately 250,000 square feet of mall shops on two levels in a total complex

consisting of approximately 963,000 square feet.

The three-department store mall also necessitated the relocation of Goddard Boulevard, a public road, in an easterly direction and on land which was a paved surface parking area for the Plaza in order to permit the new mall buildings to fit on the relatively small (34 acre) site and thereby provide for more land area for the proposed mall. After an extended period of rather complex physical planning, traffic analysis, and other engineering studies with the township, state highway officials, and the department store merchants, the developer was able to accomplish the relation of Goddard Boulevard. The developer also obtained the necessary approvals to construct a bridge over the relocated road to provide for a physical connection between the two malls. This proved to greatly facilitate the flow of automobile traffic between the two centers. The developer also constructed an outdoor canopy over a sidewalk connecting the two centers to more comfortably accommodate pedestrian access between the two malls.

The Development of the King of Prussia Mall In 1983, Sears opened a new 215,000 square foot store at The Plaza, replacing Korvette's which had closed in 1982. A 140,000 square foot expansion of new mall shops, including a 25,000 square foot food court, also occurred at this time, making the total leasable area of the center 2,458,000 square feet.

In 2012, the sixth anchor store in The Plaza (the former Wanamaker's-Strawbridge'sMacy building) has been demolished and is being rebuilt into a 100,000 square foot two story building of 11 larger format mall specialty shops, opening in October 2012.

An expansion plan to connect the Court to the Plaza through an enclosed corridor of 50 new shops and eateries was announced in November 2011 and opened in August 2016

Both the Plaza and The Court underwent an extensive $180 million renovation and expansion in the mid 90s. Lord & Taylor, along with 100 new high-end mall retailers, opened in 1995, and Nordstrom and Neiman Marcus opened in 1996. King of Prussia Mall expanded by 400,000 square feet to 2.85 million square feet of leasable area, becoming the second largest retail complex in the nation.

Today, King of Prussia has seven anchor department stores and over 430 retailers and restaurants. It is also the only location in the extended Philadelphia market for a number of high-end retailers including Louis Vuitton, Jimmy Choo, MCM, Diane von Furstenberg, Gucci, Hermes, Cartier, Tiffany & Co., and others.

In 2001, the three-level Abraham & Straus store at The Court was converted to The Pavilion at King of Prussia, featuring tenants such as The Cheesecake Factory, Morton's Steakhouse, Urban Outfitters and DSW Shoes.

King of Prussia Mall attracts over 20 million annually with tourists and out-of-market visitors accounting for an estimated 24% of the total. The mall has three parking decks, over 13,700 parking spaces and employs over 7,500 people.

Construction of the new mall, which was name the Court at King of Prussia, commenced in early 1980 and the mall opened in August 1981. Total project costs were over $70 million including the department store buildings and the parking garage. The garage cost over 11 million and is one of the largest parking structures in the eastern United States which was financed exclusively by private capital.

The new Court was an instant overwhelming success. It was over 80% leased at the opening to a well-balanced collection of fashion-oriented stores, and sales volumes were excellent from the beginning.

Heather's Recipe Page by Heather Chandler Although the weather isn't agreeing yet, we're headed full steam ahead into fall. I love soup year round, but Autumn is when everyone else gets on board with soup too. Here's a super simple recipe for a basic chicken soup that turns out delish - every. single. time.

It seems most of my best recipes involve chicken, and usually pasta. Makes sense since their two of my favorite foods that are really a blank canvas for a variety of flavors. As another example, here's a quick weeknight dinner that's a favorite in our family.

Chicken Noodle Soup

Chicken Pasta Primavera, serves 6

Dice: 1 small onion 2 carrots (I like using whole carrots and use them unpeeled) 2 stalks celery (you can include the tops too) Saute onion, carrot and celery in 2T olive oil until onion is clear.

Add: 2C Diced cooked chicken (rotisserie works great!)

1t ground pepper 1t kosher salt 1/4c white wine Simmer 5 minutes Add: 1 box chicken stock 1/2c frozen chopped spinach 2t parsley 1/2t onion powder 1/2t garlic powder Scramble one egg and drizzle into boiling soup 2C egg noodles Simmer until noodles are cooked and carrots are fork tender.

Dice and saute in 3T olive oil: 1 small onion 1/2 sweet red pepper 2T minced garlic (I prefer the minced in a jar)

Add: 1lb diced chicken breast Saute until chicken is browned (but not cooked through) Add: 1/2C white wine and simmer 5 minutes Add: 1C chicken stock, bring back to a simmer Add: 1.5C small broccoli florets (fresh or frozen) 1.5C cut zucchini and/or yellow squash Simmer 5-8 minutes until vegetables are almost cooked Add: 1C light cream (whole or low fat milk can be sub) 2/3 grated parmesan 1t basil 1t parsley 12 cherry or grape tomatoes halved Simmer 5 more minutes, toss with 1lb cooked Angel Hair pasta Top with grated parm and garnish with parsley

Home Maintenance Tips Disposable Wipes Causing Problems!

Did you know that even if wipes are labeled "flushable" or "disposable" they still don't degrade in the system?

Flushing them is like flushing a handkerchief or other cloth item. We are seeing more of a problem with wipes being flushed and causing issues with the pumps. Our sewer systems and treatment plants were not designed to handle wipes. They gum up the system, clog pipes and pumps, and cost taxpayers and residents a lot of money in additional maintenance costs. In addition, many homeowners have experienced plumbing problems because of wipes, so you may have expensive maintenance issues at home if you flush them. If you must use wipes, put them in the trash, not the toilet.

No, we’re not talking about the weather! FOG stands for the Fats, Oils and Grease from food preparation, packaged food and food scraps. How do you dispose of your FOGs? If you have been putting them down the drain, you need to know that fats, oils and grease stick to the insides of sewer pipes when washed down the kitchen plumbing system.

This solidifies and can block pipes.

Clogged pipes cause sewer backups and sewage spills on residential property and on the street, which ultimately leads to costly sewer backups and overflows, increased sewer rates and public health and environmental hazards as it washes down storm drains and into bays, water ways and creeks.

How should I dispose of my FOG materials?

Follow these Dos and Don’ts to keep costs down and improve the environment:

DO!

Wipe down greasy pots and pans with a dry paper towel and dispose of it in your kitchen scrap recycling or garbage.

Pour cooled oil, fats and grease into a can or other container with a tight lid (coffee can, glass jar or plastic container) and dispose of it in the garbage.

Use baskets or strainers in sink drains to catch food scraps and other solids – and dispose of them in the trash.

Talk with your friends and neighbors about the grease problem so the community is aware of the risk.

Is Texting Bad For You? How You Hold Your Phone Matters!

Go the Mall or some other public place, and what do you tend to see people holding? If you said their Smart Phones, you'd be right.

Technology has advanced far enough that we have limitless access to people and the internet. That is, of course, if your plan allows for it. This technology is not necessarily damaging, but when you see a person using their phone in ways other than making phone calls, how do you see them holding it? How do YOU hold your smart phone? Most people have their heads forward, looking down with the phone almost against their body. THIS is the problem. How you hold your phone matters greatly.

Fall Storms & Power Outages - Be Prepared

Q: What should I do if I'm caught outside during a lightning storm?

A: Lightning strikes tall targets, so move to a low point and crouch down. Stay away from trees. Avoid metal objects (bats, golf clubs, fishing rods, tennis rackets, tools, ladders). And stay away from water (pools, lakes, puddles).

Working to Ensure an Adequate Blood Supply

The Red Cross is constantly working to increase the availability of blood and blood products. This includes educating potential donors about healthy habits that will reduce deferrals such as for low iron, improving the yield from platelet donors, and using containers that extend the time that blood can be safely shipped. Increasing diverse blood donor recruitment is critical to the future of our Nation's blood supply. The Red Cross is implementing initiatives throughout the country to increase the number of blood donors in diverse communities and raise awareness of the need to give blood. The Red Cross also works to find rare blood donors to meet the specialized needs of patients all over the country. Phoenixville Hospital Among First In Region To Offer New Therapy For Stroke Prevention For Patients With A-Fib Phoenixville Hospital is proud to be among the first hospitals in the Philadelphia region to offer patients with non-valvular atrial fibrillation (AF) a new stroke prevention therapy alternative to long-term warfarin medication with the newly approved WATCHMAN Left Atrial Appendage Closure Implant.

For patients with AF who are considered suitable for warfarin by their physicians but who have reason to seek a non-drug alternative, the implant is an alternative to reduce their risk of AF-related stroke. The implant closes off an area of the heart called the left atrial appendage to keep harmful blood clots from entering the blood stream and potentially causing a stroke. Over time, patients may be able to stop taking warfarin.

People with atrial fibrillation have a five times greater risk of stroke. Atrial fibrillation can cause blood to pool and form clots in the left atrial appendage and this is believed to be the source of the majority of stroke-causing blood clots.2 Blood clots can break loose and travel in the blood stream to the brain, lungs, and other parts of the body.

Electrophysiologist Vadim Levin, MD is one of the region's most experienced physicians in treating patients with atrial fibrillation. Dr. Levin was among the first few physicians in the state of Pennsylvania to perform the left atrial appendage closure implant procedures. "For patients with non-valvular atrial fibrillation who are seeking an alternative to warfarin, this device offers a potentially life-changing stroke risk treatment option which could free them from the challenges of long-term warfarin therapy," says Levin.

Implanting the device is a one-time procedure that usually lasts about an hour. Following the procedure, patients typically need to stay in the hospital for 24 hours. FDA-approved in the United States, the device has been implanted in more than 10,000 patients and is approved in more than 70 countries around the world.

Yard Waste Collection & Yard Maintenance GUIDELINES:

ITEMS THAT WILL BE COLLECTED: • Tree branches no longer than 40 inches in length, in bundles no larger than 24 inches in diameter. These must be tied with biodegradable string or twine.

• Tree limbs 5 inches or less in diameter.

• Hedge and shrub trimmings bundled and tied. These must be tied with biodegradable string or twine.

• Stumps from ornamental shrubbery with dirt removed.

ITEMS THAT WILL NOT BE COLLECTED: • Tree limbs with nails, wire, or any metal or cement.

• Bundles with thorns, poison ivy or oak, wire, metal, or concrete stones.

• Pressure-treated wood.

• Landscape timbers.

• Railroad ties.

• Logs or firewood.

• Grass clippings.

• Materials cut by contracted services.

• Plastic bags are not accepted.

SCHEDULING PICK-UP: Yard waste will be collected on Wednesday and Thursday.

Residents who want their yard waste removed during these periods must notify the Public Works Department by: • Calling: 610-265-8465 (Hotline); or • Submitting a "Yard Waste Request" form located on the

IF YOU DO NOT MAKE AN APPOINTMENT, YOUR YARD WASTE WILL NOT BE REMOVED! As you maintain your lawn this fall, be sure you don't accidentally dump grass clippings and other waste into storm drains. Leaf litter and yard waste dumped into a stormwater basin or near a waterway can cause harmful nutrient accumulation.

Leaves swept into the street can enter storm drains and make their way into the nearest creek as well. Excess lawn fertilizer can wash away with the rain and bare soil can also run off into streams and cause sediment pollution.

Grass clippings, and the chemicals on them, wash into storm drains that empty into streams. Their decomposition causes a lack of oxygen for fish and aquatic life.

Think Twice Before Planting Bamboo

Ordinance, property owners are to keep sidewalks clear of any growth that could interfere with travel.

Bamboo may seem like an attractive garden option, but it can pose serious problems.

Some bamboo species can be very invasive and extremely difficult to contain. Bamboo's hardiness and rapid growth sprouts can grow 12 inches in a day can make it a problematic plant for most yards. Bamboo can spread underground as quickly as it grows and it doesn't respect sidewalks, fences or property lines.

DCNR encourages gardeners to choose native plants that will help preserve the state's biodiversity and plant heritage.

Because Pennsylvania's native plants are meant to grow here, they thrive with less maintenance and serve as pollinators, attract wildlife, and reduce other unwanted species.

The Pennsylvania Department of Conservation and Natural Resources (DCNR) lists Golden Bamboo on its "Watch List" as a species that has the potential to act aggressively and is not preferred in natural settings. Should you already have bamboo on your property, please note that it's your responsibility to maintain it, especially if it is growing near sidewalks.

Leaf Collection Program Begins October 31, 2016 During leaf collection season:

Zone 1, Zone 2 and Zone 3 have two (2) leaf collections scheduled per zone.

Staff removes leaves that are placed at the curb and/or in biodegradable paper bags.

Leaves and bags must be curbside on the Monday of the scheduled week of pick-up.

If you do not have your leaves ready and/or you miss the first scheduled removal, a second removal has been arranged for your Zone. You may view the schedule during Leaf Collection season.

If you still have leaves after the second scheduled removal, please place them in a paper biodegradable bag and bring them to the Compost Site for processing.

As stated in the "Guidelines" below, the leaves are composted into mulch and provided free for township residents.

After Leaf Collection season, staff will convert the leaf collection trucks into snow and ice maintenance trucks. In the event inclement weather (snow, sleet and/or ice) occurs during leaf collection season, equipment used to remove leaves will be converted and adjustments will be made to the Leaf Collection Program.

For more than 40 years, the

Upper Merion Township Public Works Department annual leaf collection program has collected more than 1,500 tons of leaves each year and composts them on a five-acre site on West Beidler Road. The composting program is completely natural; and no chemicals are used.

Residents may deposit their leaves directly at the Compost Site between 7:00 AM and 3:00 PM on weekdays; 8:00 AM to 4:00 PM on Saturdays; and 12:00 noon to 4:00 PM on Sundays.

Police Department News MODERN DAY POLICING

A forum discussing multiple agencies involved in assisting local police EVOLUTION OF MODERN POLICING

Past policing practices consisted of simply catching criminals and locking them up.

When the prosecution phase was complete, the police had essen-tially fulfilled their duty.

However, history has shown this philosophy lacking in substance with regard to reducing the rate of recidivism, preventing future criminal behavior and caring for the needs of victims. Therefore, the role of police in society needed to be expanded beyond an "arrest only" mentality to a philosophy of intervention, teaching, and community partnerships. This new philosophy includes close working relationships with social service or-ganizations, schools, health & wellness professionals and all agencies across the criminal justice spectrum.

The Upper Merion Township Police Forum will examine four (4) specific areas of modern policing where social services, private organizations, local, county, state,

and federal law enforcement agencies work together in furtherance of the modern policing philosophy. Emphasis will be placed on victimology and victim assistance so that attendees will better understand their risks as well as their role in prevention. Adults over the age of 18 yrs. are invited to attend any one or all of the forums.

In Memory Of Judy A. Vicchio Judy Vicchio was an Upper Merion Township employee for 48 years and a lifelong resident of Swedesburg. Judy began her career at UMT as secretary to the Chief of Police, and was most recently employed as the Assistant Township Manager prior to her retirement in 2013. She continued to serve her community in many ways, including chairing the Tricentennial Committee, and her presence will be missed by everyone who had the pleasure of knowing her. The township flag was lowered in her honor and memory.

Fire Prevention Month REPLACE SMOKE ALARMS EVERY 10 YEARS OCTOBER IS FIRE PREVENTION MONTH

firepreventionweek.org Fire Prevention Week was established to commemorate the Great Chicago Fire, the tragic 1871 conflagration that killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures and burned more than 2,000 acres. The fire began on October 8, but continued into and did most of its damage on October 9, 1871.

Commemorating a conflagration According to popular legend, the fire broke out after a cow - belonging to Mrs. Catherine O'Leary - kicked over a lamp, setting first the barn, then the whole city on fire. Chances are you've heard some version of this story yourself; people have been blaming the Great Chicago Fire on the cow and Mrs. O'Leary, for more than 130 years. But recent research by Chicago historian Robert Cromie has helped to debunk this version of events.

The 'Moo' myth Like any good story, the 'case of the cow' has some truth to it. The great fire almost certainly started near the barn where Mrs. O'Leary kept her five milking cows. But there is no proof that O'Leary was in the barn when the fire broke out - or that a jumpy cow sparked the blaze. Mrs. O'Leary herself swore that she'd been in bed early that night, and that the cows were also tucked in for the evening.

But if a cow wasn't to blame for the huge fire, what was? Over the years, journalists and historians have offered plenty of theories. Some blamed the blaze on a couple of neighborhood boys who were near the barn sneaking cigarettes. Others believed that a neighbor of the O'Leary's may have started the fire. Some people have speculated that a fiery meteorite may have fallen to earth on October 8, starting several fires that day - in Michigan and Wisconsin, as well as in Chicago.

The biggest blaze that week While the Great Chicago Fire was the bestknown blaze to start during this fiery twoday stretch, it wasn't the biggest. That distinction goes to the Peshtigo Fire, the most devastating forest fire in American history. The fire, which also occurred on October 8th, 1871, and roared through Northeast Wisconsin, burning down 16 towns, killing 1,152 people, and scorching 1.2 million acres before it ended.

Historical accounts of the fire say that the blaze began when several railroad workers clearing land for tracks unintentionally started a brush fire. Before long, the fastmoving flames were whipping through the area 'like a tornado,' some survivors said. It was the small town of Peshtigo, Wisconsin that suffered the worst damage. Within an hour, the entire town had been destroyed.

Nine decades of fire prevention Those who survived the Chicago and Peshtigo fires never forgot what they'd been through; both blazes produced countless tales of bravery and heroism. But the fires also changed the way that firefighters and public officials thought about fire safety. On the 40th anniversary of the Great Chicago Fire, the Fire Marshals Association of North America (today known as the International Fire Marshals Association), decided that the anniversary of the Great Chicago Fire should henceforth be observed not with festivities, but in a way that would keep the public informed about the importance of fire prevention. The commemoration grew incrementally official over the years.

In 1920, President Woodrow Wilson issued the first National Fire Prevention Day proclamation, and since 1922, Fire Prevention Week has been observed on the Sunday through Saturday period in which October 9 falls. According to the National Archives and Records Administration's Library Information Center, Fire Prevention Week is the longest running public health and safety observance on record. The President of the United States has signed a proclamation proclaiming a national observance during that week every year since 1925.

This year's Fire Prevention Week theme, "Don't Wait, Check the Date!" encouraged everyone to know how old their smoke alarms are and how often they need to be replaced.

Smoke alarms should be replaced every 10 years.

To find out how old a smoke alarm is, look at the date of manufacture on the back of the alarm; the alarm should be replaced 10 years from that date.
