What is HDAP?

The HIV Drug Assistance Program (HDAP) provides anti-HIV medications to low-income people living with HIV/AIDS who are uninsured and have no other way to pay for those medications. For low-income people with HIV/AIDS who have health insurance, it provides assistance with premiums and prescription co-pays to keep government spending down through cost-sharing with the private sector.

HDAP is Cost Effective Tennessee contributes $7 million out of $31.4 million in program funding. Each $1 in state funds: • Brings in more than $2 in federal funds. • Is matched by another $1 in private funds. • Leverages another $4 in private sector cost-sharing by health insurance.

HDAP Saves Money HDAP spends less that $7,000 per year per program client. Each client covered: • Saves $26,000 each year in hospital and other medical costs for care of untreated HIV disease. • Saves businesses $21,000 annually that would otherwise be lost in productivity and worker absenteeism due to HIV-related illnesses.

HDAP Saves Lives

When I was diagnosed with AIDS in 1990, the HIV Drug Assistance Program made it possible for me to start treatment. Without HDAP, I would have had to choose between getting those life-saving medications or keeping a roof over my head and food on the table. HDAP saved my life, helped me recover from my illness, and enabled me to stand on my own again and rejoin the workforce. Today I am working and insured and no longer rely on HDAP for my medications. I believe nothing I have accomplished would have been possible without this program. I am LIVING proof that HDAP is vital to those living with HIV/AIDS. -Charles (53 years old)

HIV medications prevent AIDS-related deaths, doubling the expected lifespan of a person living with HIV/AIDS, and keeping them healthy and productive. HIV treatment prevents new HIV infections by lowering the risk of transmission by more than 90%. Each prevented infection means a life free of HIV and AIDS. Keeping someone HIV-free also saves medical costs and reduces future demand on the program.
