6 LETTER FROM OUR WARD COUNCILLOR Dear residents. I thank you for the opportunity afforded me, Cindy Billson, DA Councillor for Ward 69 in Tshwane, of which your Estate forms part, to address you. Firstly, I would like to say thank you for your vote. Without it, I would not have been able to address the issues I will highlight below. The main issues being service delivery, crime, and the maintenance of infrastructure - roads, electricity and water supply. Since taking over Tshwane, the DA has faced many challenges in trying to restore and improve basic services and infrastructure. Chief amongst these, an obsolete budget left for us by the previous administration, where no funds are available for these vital tasks, as well as constant interference and sabotage. It is however with pride that I can tell you of the following projects which were tackled by myself and my dedicated team, consisting of community members, which were successfully concluded: • Relieving the water pressure problems in the high level areas of Uitsig Park, which has been persisting for a number of years. There are still issues to be sorted, however, as per my understanding, the water flow to the community should not be disrupted when the power goes out anymore. • The electricity and sewage problems in Piet Hugo Street have been attended to and the community has not had a power problem specifically related to a trip switch problem in the last month. No overflow of sewage during this rainy period has also occurred, which was the norm in the past. • Potholes are being filled more regularly and efficiently, with longer lasting solutions, such as the traffic circle at Laerskool Bakenkop.

Due to poor previous administration, potholes will be a continuous problem until proper funding can be arranged to resurface main routes. • In the low lying areas of Eldoraigne x1, extensive water pipe problems were previously experienced. The pressure to these pipes has been lessened, partially solving this problem. However, all water pipes in Ward 69 will need to be replaced, once funding becomes available. This will be a huge capital project which will probably be done in stages. • It is very apparent that storm water drains in the ward have not been cleaned in years and a request has been put forward to The Department of Roads. The Department of Roads addresses this issue on a monthly basis, by tackling the clean-up process in small areas effectively and then moving on, until the situations are resolved and all the drains are in good working order again. • The clinic in Saxby Avenue adjacent to the Eldoraigne Retirement Village, has been a soft target to criminals for a number of years. We recently managed to secure additional guards from Council to better secure this area. Further, we are also working on the following projects, and hope to see it bear fruit soon: • Roads: o Fighting traffic congestion, with the lengthening of Lenchen Road extention. o Improvement of the pedestrian crossing at Hoerskool Zwartkops, to facilitate the flow of traffic, as well as to ensure the safety of learners. • Gautrain Park and Ride – an ambitious project – watch this space… • Creating a consolidated crime initiative between all the various security companies, CCC and CPF entities with consideration given to the establishment of more gated communities. • Closer to home, challenges that are being


addressed aggressively is the noise problem at Rooihuiskraal Feesterrein and the garden refuse site adjacent to your community. With reference to the above, I would also like your help and input in getting the following social drives off the ground: • The revitalisation of the Eldoraigne Library. • Getting a community recycling project off the ground and sustainment of such a project. • Beautifying our ward by running a green initiative. My team and I are working really hard to get everything in Ward 69 back on track. We would however be very grateful for your experience and ideas. VIGILANCE IS KEY

Personal theft robbery can happen at any time. It is important to always be aware of your surroundings and to also know how to protect yourself should you ever be put into a robbery situation. Always protect yourself

●Walk with your head up, make eye contact with others, have confidence and move at a steady pace. ●Stay in well lit, heavily travelled areas. ●Avoid alleys, dark parking lots or secluded areas. ●If you wear headphones while walking, keep the volume low so you can hear other noises. ●Avoid texting and walking as your attention is not on where you are going or who is coming toward you. ●Don’t walk alone at night. Walk in groups as there is always safety in numbers. ●If you are going to a particular destination, let someone know you are on your way and approximately what time you will arrive. ●If you are carrying a wallet, keep it in your purse or bag and carry it close to your body. Do not leave personal items unattended at any time. ●Vary your route. Take a different path so you don’t become predictable. What if I get robbed?

PETS

We have received several complaints about pets, especially the constant barking of some dogs. We would like to use this opportunity to remind the residents of the rules regarding the keep of animals. Any conflict arising between residents regarding the constant barking or howling of dogs needs to be resolved between the two parties. The HOA will not intervene regarding complaints of dogs. Here is an extract of the Rules and

Don’t panic. Stay calm and breathe and just let the robber have whatever they want. Your personal safety is worth more than anything you may have on you. ●Remember what the robber looks like. ●Look for distinguishing marks, scars and tattoos. ●Compare your height and weight to that of the attacker. ●If the aggressor states they have a weapon, assume this is true and that they may use it. ●Fully co-operate with their instructions. ●If you see someone else getting robbed, report it to the police immediately, when it is safe for you to do so. After a robbery ●Watch the direction in which the attacker flees. ●If they are in a vehicle, get the colour, make, model and license plate number. ●Notify the police as soon as you can and give them all of the characteristics of the attacker. ●If your wallet was stolen, notify your bank and credit card companies. ●Go to a safe place. If you are not near your destination, go to a public place for help. If you are near your destination, get there and lock the doors. ●If there are witnesses ask them to wait for the police or obtain their contact information. Regulations of Wierda Glen Estate HOA regarding the keeping of animals: “4.1 All residents will ensure that they comply with the local authority bylaws which regulate the keeping of animals. 4.2 No poultry or animals (as defined in the bylaws) other than dogs or cats are allowed. The number of dogs and cats are limited to either two dogs or two cats or a combination of one dog and one cat.


9 BIOMETRICS ACCESS SYSTEM UPDATE The Wierda Glen Estate HOA are proud to announce that the proposed biometric access system is in the final stages of implementation. Residents will get access to the Estate with their fingerprints. The access cards that have been in use for the past 16 years will no longer be valid after the implementation of the biometric access system. Residents are welcome to register from 5 April 2017. The registering process will be as follows: 1) Each owner/tenant must fill in a database form. The form contains all the necessary details to ensure we have all your latest contact details to keep you up to date. All the residents that are currently living on the property must also be registered. Each property is allowed up to 8 residents to register their fingerprints free of charge. A copy of each resident’s ID must accompany the form. In the case of a tenant, we also require a copy of the lease agreement. The form that must be completed in full for registration can be found on Wierda Glen Estate’s website or at the Estate office. 2) We would like to make the process as easy

The data will be captured beforehand thus it is essential that the form must be handed in as soon as possible. 3) It is important that all the residents of the particular property must attend the appointment to register all. 4) Appointments must be made with Jolanda or Johanna at the Estate Office. Should you request an appointment for after hours, please enquire with the office staff. 5) The residents who have registered domestic workers and gardeners in the past are obliged to reregister their workers on the new system. SELLING OF PROPERTY

We receive quite a few queries on how the process works for selling a property. Herewith a short list on how the process works:

One of Wierda Glen Estate’s objectives is to ensure and maintain an aesthetically and environmentally pleasing living environment for all residents which would not only protect, but would also increase property value within the Estate. Our intentions and commitment in this regard are therefore also reflected in our Estate Rules and Penalty Schedule of which the following paragraphs are of particular importance:

• A buy-in levy of 1% of the purchase price of a property will be payable to the Homeowners Association by the purchaser. • The seller has the responsibility to inform the potential buyers and estate agents of the buy-in levy that must be paid and will thus inform potential buyers. • In accordance with the resolution, the Homeowners Association has the right to withhold its consent for the registration of transfer of the property in the name of the new owner should payment not be made or acceptable arrangements for the payment thereof not be made with the Homeowners Association. • Should the owner of a property in Wierda Glen Estate decide to sell his/her property he/ she must provide the Estate office with the following documents: o Approved Building Plans o Occupation Certificate o Title Deed Should you have any queries please contact Johanna at the Estate office for assistance.

6.3.2 “To allow for diversity of interest, a variety of individual architectural designs are encouraged. The Estate Manager does regular inspections to ensure all properties are up to standard.

LEVY COLLECTION The Board of Directors have decided at a Directors meeting held on 17 January 2017 that as from 1 April 2017 the levy collection for the Estate will be collected directly from the owners of properties and not via the property agents or managing agents. The HOA faces challenges that also became problematic in the managing of the Estate. Some of these challenges was the fact that owners sell properties without the consent of the HOA resulting in additional cost and a poor database. With the new CSOS legislation it also became evident that we need to convert to be in line with the legislation and the Companies Act. We hereby inform the Trustees of the Body Corporates that the Wierda Glen Estate Home Owners Association will, with effect 1 April 2017, be charging the owners of properties directly and no longer via the managing agent of the Body Corporates. We kindly request your assistance in notifying all owners of this

new arrangement especially where owners make use of debit orders. Levy invoices for April 2017 have been sent out. We wish to make use of this oppurtunity to thank the Body Corporates for their commitment and support over the past few years in the collection of the levies.
