SUMMER IS IN FULL SWING! EDITOR’S LETTER The recent Highveld thunderstorms were a much welcomed relief from the dry spell we’ve had. Although the recent rains aren’t nearly enough to break the drought, every little drop is welcome and as we eagerly await the next downpour, we continuously hope that the much needed rainfall will eventually come. This issue of Interface is filled to the brim as both our CHOA and CCC have had their busiest time of the year. The Chairman’s Trophy which took place in September was well supported (although the weather certainly didn’t play along!) and a wonderful lunch coupled with prize giving was had by all. Our Security Director, Vincent Blasl, reminds us in this issue just how fortunate we are to have such a functional security system and staff in place. The Estate’s track record is proof thereof and so the annual efforts to raise funds towards the Guard Bonuses is, once again, explained in this issue.

Our regular and annual golfing days are featured in this and judging from the number of photographs we received, lots of fun was had by all. Life Landscapes gives us some very valuable lawn tips and our birding article centres around making your garden a place that birds will want to visit. As this year end approaches faster than any of us would like it to, I hope that the last few weeks of school and work are a smooth ride. With just one more issue of Interface to hit your doorstep before year end, it’s starting to feel a lot like silly season is here! ‘Till next month

BUY-IN-LEVIES FIXED 1% OF SELLING PRICE VS 10% INCREASE BACKGROUND: Several years ago a Buy-in-Levy system was introduced in order to raise funds for future Capital Projects in Centurion Golf Estate (CGE). Our infrastructure is ageing and requires more maintenance or replacement from time-to-time. It was decided to revisit the formula pertaining to the Buy-inlevy amount on an annual basis (at the AGM) and the MOI confirms accordingly. STATUS QUO: At the AGM held on 1 June 2016, Resolution 8 (to increase the Buy-in-levy) was tabled and the homeowners voted in favour of raising the bar by 10%. The choice was between an increase of 10%, or changing the MOI to a fixed percentage of 1% of the selling price of a home. Changing the MOI requires a ‘special resolution’ which implies a 75% ‘’yes’’ vote, but this did not carry as the percentage vote was less than 75%. After the result was announced, it came to our attention that a home owner with enough ‘Yes voting papers’ (proxies) to swing the vote in favour of a fixed percentage, was outside when the papers were collected these voting papers did therefore not count!

Why did we propose the 1% of selling price option at all you may ask? The answer is to keep it fair and simple. Had the vote been carried as we hoped it would, this item would never in future appear on the agenda of an AGM to be voted on, except if the majority of home owners decided otherwise. The MOI would be amended and the 1% would have been established as the formula to be in the future. The result of the 10% increase now takes the Buy-in-levy to an amount of R31 240 across the board. What is wrong with that you may well wonder? Most, if not all town houses, in CGE sell at prices below R3 124 000, which implies that the percentage paid when selling is well in excess of 1% of the selling price – most unfair. It can be argued in many ways but it remains a fact. When looking at other estates and how they calculate Buyin-Levies, it is clear that they work on a fixed percentage of the selling price! This matter will certainly be put to the vote at future AGM’s, for it merely introduces a more equal and fair “taxation” of people moving into the Estate and at the same time, affecting the seller. However, the concept of fairness is always open to different interpretation and we should therefore not exclude the possibility of distinguishing between free standing units and sectional title units in future, in tandem with the option to cap the Buy-in-Levy at a certain amount.

GUARD BONUSES Dear fellow residents, The amount that was collected for the Estate’s security guards last Christmas of R99 062 was a demonstration of the residents’ extreme generosity and kindheartedness. I sincerely hope that 2016 will bring even greater success. We are now heading into the 5th year without breach of the perimeter fence and we have our security team to thank for this. Our Estate is one of the most sought-after Estates and has become known as “The safest golf estate in Gauteng”. As we count down the days to Christmas and the holidays, please remember that our guards will, again, be on duty during the holiday period so that those of us that will be heading for distant places can be assured that our homes and belongings will be safe while we are away. Every year I am asked by some of our residents why I appeal for an end of year donation for our guards. After 19 years I still strongly believe that a small token of our appreciation towards the guards has gone a long way towards strengthening the relationship between the residents and the guards - the lack of crime on our Estate is a testament to this. Our real, tangible and personal gift means so much in January (the time we hand out the Estate bonus) when funds are needed for school fees, recovery from holiday celebrations and so on. It would really be great if we could make this year an even better year than 2015. The donations are totally voluntary and any amount is welcome. The Board of the Homeowners Association will, once again, be adding an amount to the residents’ contributions, awarded on merit based on the performance of each individual. SECURITY UPDATE

Dear Residents Another year has nearly passed and our security record has been maintained without any incidents. I don’t think there is any other golf estate in Gauteng (or South Africa) with such an excellent security record of living in a crimefree environment for nearly four and a half years. The improvement in technology that we made a few years ago can take some of the credit but in the end, it still comes down to the human factor guarding us day and night. Imagine yourself walking along the fence on a cold winter’s night having to be at a certain clocking point to make sure you don’t miss your schedule which is checked every morning by your manager. Having to get up early in the morning, getting home late at night and doing 12 hour shifts, six days in a row to support your family and protect the Estate. We are blessed to have such reliable and trustworthy guards protecting us day and night, and they deserve a little bit of extra given to them by our residents in return. THE CHRISTMAS BONUS FOR OUR GUARDING TEAM Introduced many years ago by Margaret Lee, this initiative has been growing in support over the years. Last year we managed to give the biggest bonus yet to our guards and I would like it to be even bigger this Christmas. We collect from October to December, get them all together in the second week in January and hand out the resident Christmas Bonus contribution. Anything from R100.00 to R5 000.00 (largest contribution by one resident last year) is welcome and it makes them look forward to another year serving the Estate at 100%. Let me, once again, highlight how important it is for you, as the resident, to contribute towards security by repeating last year’s requests on how we can improve: 1. Bringing workers into the Estate: We find residents collecting casual workers outside the Estate and employing them to work in their gardens or in their homes. If this casual worker leaves your premises and breaks into another property we have no trace of what he looks like or how to identify him in future. 2. Informing us immediately of any security risks: Many times we get told about an incident or suspicious behaviour which happened for example, last week or a few weeks ago. Please inform us immediately so that we can act upon or if need be verify the situation. If you tell us later on you might have forgotten the day and the time it happened and we lose the opportunity to take action. Our security personnel is available 24 hours a day, call the Security or Estate Manager during working hours and the monitor room after hours, and ask for the Supervisor or Shift Manager. If the situation is critical it will immediately be escalated and we can respond to the situation. 3. Anybody knocking on your door?: We had a person working in the Estate knocking on another resident’s door asking for money this week. The resident informed us an hour later about it, but by that time it was too late for us to take action. Please always contact security immediately and memorise what the person looked like (clothing, hair style, tattoos and so on). 4. Keep your eyes and ears open: Every resident can contribute towards improving our security. Get to know your neighbours and report unusual behaviour to us; check body language for example, somebody walking in the street looking into every residents property could have ulterior motives. Inform us about cars parked against the fence outside the Estate, we will send somebody past to have a look.

THE BENEFITS OF SECURITY USING

DRONES

The following was taken from HiTech Security Solutions Newsletter, 18 October 2016… New rules regulating the use of remotely piloted aircraft systems, colloquially known as ‘’drones’’, are now firmly in effect after having been signed by the Minister of Transport. “The regulations governing the use of drones in South Africa are welcome because they bring clarity,” says Philip Smerkovitz, MD of TeleEye SA, a distributor of FLIR thermal imaging systems and DJI gimbals designed to be bolted-on to the world’s leading drone models. These imaging systems use state-of-the-art infrared technologies that detect infrared radiation, or heat, enabling the drone operator to see in total darkness and all weather conditions. With simple power-in and videoout connections, and MAVlink (Micro Air Vehicle link) compatibility, it’s easy to integrate FLIR Vue thermal imaging systems onto drones and get flying.

Smerkovitz explained that the promulgation of the RPA regulations last year means it is now impossible to fly drones near National Key Points without prior permission. A current list of National Key Points is available on the web and is maintained by the Right2Know campaign. The good news is that it is completely legal to use drones

on private property, for search and rescue, fire-fighting, security, agriculture, roof and solar panel inspections, aerial surveys and photography, and a host of other applications. Drones cannot, however, be flown within 50 m above or close to a person or crowd of people without prior approval. This has obvious implications for crowd control applications and sporting events. Drone operators should be aware that they need to have a Civil Aviation Authority (CAA) approved remote pilot licence and a letter of approval which is valid for 12 months. Drones furthermore cannot fly more than 120 m above the ground, nor within 10 km of an aerodrome. (That’s an airport for those of us born after 1970.) Interestingly, while the rules also stipulate that visual contact must be maintained with the drone, this doesn’t apply to night operations. DJI (Dà-Jing Innovations Science and Technology is a Chinese drone leader manufacturing unmanned aerial vehicles (UAVs), gimbals, flight platforms, cameras, propulsion systems, camera stabilisers and flight controllers. The Economist in 2015 described the company as being at the “forefront of the civilian-drone industry”. DJI and FLIR Systems have formed a formidable partnership that has seen FLIR design core thermal systems that seamlessly integrate with DJI drone products including the flagship Xenmuse XT gimbal.

ROSS CAMPBELL HITS THE PERFECT SHOT ON THE 7TH HOLE AT IRENE COUNTRY CLUB On Wednesday, 10 August 2016, one of Centurion Country Club’s youngest members managed to achieve one of the ultimate shots in golf. Young Ross Campbell managed to hit the perfect shot at Irene CC’s 7th hole. The fact that makes it more remarkable is that he did this at the tender age of 10 years old. Congratulations Ross!

A GARDEN FILLED WITH BIRDS For many aspiring bird watchers, inviting birds into their garden is a wonderful opportunity to welcome new species and monitor regular visitors. Although many bird watchers already have gardens that are attractive to local birdlife, whether you are just a beginner or a well-seasoned bird watcher, we have a few tips as to what the key elements are to ensuring your garden is bird friendly: • Bird-friendly plants: Planting shrubs and trees which offer nectar and seeds is probably the simplest way to ensure birds come your way. Remember that some birds are also attracted to the heads of grasses and grains. Apart from beautiful flowers and fruit that your garden will produce, you will be amazed at the abundant birdlife it invites.

Roosting sites: If it’s nesting birds that you’d like to see then established trees will naturally provide a source of shelter and roosting. Indigenous trees will attract numerous birds throughout the year and if you plant grasses such as reeds and bulrushes then you will not only be providing a wonderful nesting site but the nesting materials needed too. Mulch and compost: Leaving your fallen leaves and twigs in the garden will provide a micro habitat for various insects, grubs and worms – heaven for insect eating birds. They will love turning over leaves and debris in search of grubs. Water for birds: With our current water crises, birds will love to visit a bird bath in your garden. Place it in a spot where there is thick foliage and established trees so that when the rain fills it, the water doesn’t evaporate too quickly in the scorching sun. The birds also don’t like to feel too exposed so a secluded, quiet spot in your garden will do. Feed the birds: Of course, birds will flock to your garden if you leave some temptation out. Seeds and bits of fruit will do. If you would like to see if you can invite a specific species into your garden then do some research on what they like to eat and try to cater for that specific bird in the hopes that they find it. Nesting boxes: With a variety of nesting boxes available at local garden and pet shops, you are bound to find one that will suite the species you would like to see breeding in your garden.

These are just a few ways that you could ensure that birds become regular visitors to your home. Once established, you will enjoy endless hours identifying the different species who land on your doorstep. Information sourced from www.lifeisagarden.co.za.

TO FICA OR NOT TO FICA - THAT IS THE QUESTION! The Financial Intelligence Centre Act, 28 of 2001 was implemented for effective money laundering control, defined as the abuse of financial systems in order to hide and/or disguise the proceeds of crime. In essence, it is intended to prevent criminals from being able to integrate their ill-gotten gains into the credible banking system of South Africa. The legislation has been abbreviated to FICA. The legislation requires inter alia positive proof of identity and physical address of both natural and legal persons. The latter includes all forms of entities including trusts, listed companies, partnerships, sole proprietorships and foreign companies. For a citizen of the Republic of South Africa, the first requirement of a green bar-coded identity document or the latest identity card, should be an easily obtained positive proof of identification. The perception exists that the same cannot be stated regarding the verification of a residential address of an individual. The requirements stipulated in the legislation specify that the following documents have been approved as acceptable means of verification of a physical address, on condition that such document reflects either the name or the initials and surname, or first name(s) and surname, as well as the physical residential address of the person.

The following documentation may be used, reflecting the information noted herein above, on condition that the document at time of use for FICA purposes is less than three months old from date of issue: 1. A letter from a municipal representative, for example a Ward Councillor, on that municipality’s letterhead, bearing the stamp of the relevant municipal authority, confirming that the individual or business is permitted to reside or operate on land manged/serviced by that municipality; or 2. A letter from a traditional authority, signed by the relevant traditional authority and stamped with a stamp issued by the Government, confirming that an individual or business is permitted to reside or operate on communal land; or 3. An account issued by a retailer, including but not limited to, clothing accounts, pharmacy accounts, veterinary or doctor accounts, student fee accounts, cooperation statements in the instance of farmers which is in term of an informal credit arrangement between the account holder and the retailer; or 4. Any Government issued document, including but not limited to, a court order, subpoena or traffic fine including documents relating to UIF or pension payments; or 5. A bank statement from any registered commercial bank; or 6. A pay slip or salary advice; or 7. A population register printout, issued by the Department of Home Affairs and printed on their letterhead; or 8. A telephone or mobile account, either by Telkom or Neotel, OCT/NOV 2016 | INTERFACE

Vodacom or MTN or any other such service provider; or 9. A utilities account issued for water, rates, taxes, electricity or gas. An investment statement from a mortgage lender can be used for FICA purposes, on condition that the document reflects the information noted above and at the time of use for FICA purposes is less than three months old from date of issue. The following documentation can be used, reflecting the information noted herein above, on condition that the document at time of use for FICA purposes is less than 12 months old, from date of issue: 1. Correspondence from a Body Corporate or Share Block Association; or 2. Documentation from an insurance or assurance company, including but not limited to, life assurance, short term insurance, health insurance or medical aid scheme correspondence and funeral policies; or 3. A rental and/or lease agreement with your landlord; or 4. South African Revenue Service documentation on condition that it is a document produced by SARS or is to be used for tax purposes for example, but not limited to, an IT125, IRP5, IT3b; or 5. Your television licence documentation. It is evident that the acceptable documentation to be used as confirmation of an individual’s residential address encompasses many more documents than merely a utility account issued by the local municipality. Therefore, even if the property in which you reside is not registered to you in person but to a trust or a company or even to another individual, with a little planning and thought put into the process, it is quite easy to obtain the acceptable supporting document. The challenge is for FICA of persons residing with you at your property and mostly newly economically active individuals. The legislator has carefully considered situations where your young adult child or spouse resides with you but is not the registered owner of the property, nor leases the property in a formal manner. In such instances, and where there is no documentation available as listed above, the owner of the property has to issue a letter to the resident in terms whereof the owner has to confirm: 1. The relationship between the owner of the property and the resident; and 2. The physical address of the property; and 3. Detailed information of the owner of the property including full name(s), surname and identity number; as well as 4. The detailed information of the resident including full name(s), surname and identity number. This letter, by most entities requiring FICA confirmation to be an affidavit duly commissioned by a commissioner of oaths, must be accompanied by the supporting FICA documentation

confirming the physical residential address of the owner of the property and issuer of the letter, as is listed above. As an example, Mr A is the registered owner of a property within the Centurion Residential Estate and Country Club. He is married to Mrs A, whom is not the registered co-owner of the property within the Estate. Mr A therefore has to issue the letter or affidavit, confirming that Mr A, with Identity Number 123, is married to Mrs A, Identity Number 456, and that both are residing at 911 Emergency Road, Highveld, which address falls within the Centurion Homeowners Association. Mr A then attaches the monthly levy invoice and statement received from the Centurion Homeowners Association, issued to Mr A reflecting his address of 911 Emergency Road, Highveld, to the document confirming the FICA required and acceptable proof of residence for Mr A. Only then can the document be used by Mrs A for FICA purposes. Should the property in the example be registered in the name of Company B (Pty) Limited, then the directors, whose appointment have to be confirmed by CIPC, should issue a resolution in terms of which the directors confirm that company B (Pty) Limited, with registration number 789 and registered address at 911 Emergency Road, is the registered owner of a property known as 911 Emergency Road, Highveld, which address falls within the Centurion Homeowners Association. The resolution furthermore should detail the permission granted to Mr and Mrs A, detailing the full name(s) and surnames with Identity Numbers, to reside at the property so registered to the company as they are both shareholders in equal shares of the company and are married to each other. Company B then attaches the monthly levy invoice and statement received from the Centurion Homeowners Association, issued to Company B (Pty) Limited reflecting the property address as 911 Emergency Road, Highveld, to the resolution together with the supporting company documentation and directors’ appointments.

The Centurion Homeowners Association regularly receives requests for the issuing of confirmation of residential address in terms of FICA or other requirements. The levy account issued to the registered owner of the property, reflecting the physical address of the property can be used for FICA purposes. Furthermore, the levy accounts issued shall strictly be in the name of the registered owner of the property, the address of the owner noted on the document to be the nominated address of such owner. The above might seem draconian to some, unnecessary and cumbersome to others. It is however of the utmost importance that the integrity of the association and all documents issued by it, shall be protected at all cost. In doing so, the authority of documents issued by the association becomes unquestionable, to your benefit as an owner or resident of this esteemed Estate. INTERFACE | OCT/NOV 2016

The first two months of offering an in-house Food & Beverage department has proved to be very challenging (as we knew it would be), but it has also been very successful in terms of the quality and service that the team is providing to our visitors, members and residents. Turnover, as well as attendance by many club residents, has boosted the venue as a place where good quality food can be provided to all those who want to enjoy a good evening out. The monthly Spin and Win headed up by George Briedenhann is growing in success. Well over 180 residents attended to see who would be successful in winning the jackpot at the last event but alas, the jackpot has rolled over again. Over R22 000 is up for grabs at the next Spin & Win and by the time this has gone to print, we hope that someone has been successful in winning it.

My annual Captains Invitational day took place on 29 October 2016 and as always, the venue was a surprise to all who participated. Koro Creek Golf Course in Nylstroom is a wonderful course and everyone enjoyed themselves. The day was a great success. September’s monthly Captain’s Challenge was very successful - congratulations to Lefty and Alverinos Piagalis on winning the competition on a very competitive score. A special word of thanks to our local sponsor, HOKAAI butchery from Centurion, for providing us with the meat prizes.

Having just completed the league season at our neighbouring golf courses, I can state without any reservations that the conditioning and playing quality of our golf course far exceeds the other courses in the area. LADY CAPTAIN’S REPORT

Wow! This year has almost run its course and before we open our eyes, Christmas will be upon us. What a difference spring and summer has done to our course. It is looking fantastic! A job well done by our Greenkeeper, JanHendrik and his Servest team. Our second annual Centurion Country Club Ladies Open was hosted on 29 September 2016 and we had a record number of ladies grace our course - many of them

members, but also a record number of visitors. We had a total of 72 participants. The day was won by our very own members, Henriette Roux and betterball partner, Rene Seidel. Well done and congratulations (again) ladies. I have to say a special ‘thank you’ to my fellow committee member, Marianne Fraser, for all her help with this day as well as to our new Food & Beverage department for a delicious menu which was thoroughly enjoyed by all. There are so many exciting things going on at the Club lately. We hosted our annual Three Jacks & a Jill tournament on 9 October 2016 and this was won by the Mulligan family paired up with Gerrie jv Vuuren. Well played. The event was well supported as always. The Matchplay games would have been concluded by the time this goes to print and we’ll be able to report back on the winners next time. Furthermore, the annual River Runs Through it Tournament between Centurion, Irene and Zwartkops would also have been concluded by the time you read this. We hope our team reigned supreme this year.

NOVEMBER IS MOVEMBER - LAWN MOVING TIPS

28 It is ‘grow your mo’ (moustache) month and each year millions of men around the world participate with the aim to raise awareness about men’s health. We therefore thought it fitting to give a few useful tips on another kind of ‘mo’ - mowing! While we support this cause, we urge you not to let your lawn grow out of control during Movember! The only ‘mo’ that is applicable to your lawn during Movember, is the lawn ‘mo’wer! Here are some tips to keep your lawn looking good during the next couple of beautiful South African hot summer months: MOWING AND MOVER CARE When mowing your lawn it is best to only remove one third of the grasses length. Summer mowing becomes more frequent with the warmer weather as the grass will begin to grow quicker. Avoid mowing when the soil or grass is wet as this can cause damage to the lawn and prevent healthy growth in the future.

If you’ve invested a substantial amount of time and money in getting your lawn ready for summer, it makes sense to ensure that your lawn mower is cared for too. Get your mower regularly serviced in order to avoid the blades becoming blunt and damaging your lawn, as well as to extend the life of the machine. WEEDS AND PESTS The most common pests found in lawns across South Africa are White Grub, Mole Crickets and Lawn Caterpillar – all of which can wreak havoc on a lawn in a short space of time. Unsightly brown patches could be the result of pests feeding on your lawn’s roots. Here is a useful tip: soak a towel in water and then leave it on the affected patches overnight. This encourages pests that are feasting on the root system to surface. Once they’ve made an appearance, you’ll be able to exterminate them. You can also water an area with a bucket of water and dishwashing liquid. This will draw pests to the surface,


29 enabling you to identify the culprits. Once you’ve established what type of pest you’re dealing with, consult an expert in lawn care. Weeds can appear anywhere as there are so many ways they can be brought into the garden, by birds, pets or even on your clothing and footwear. The easiest option is to pull out the whole weed, roots included. This can be done by hand, however if there is a large quantity, try spraying the weeds directly with a low toxicity herbicide. DRAINAGE Lawns with poor drainage often become drenched for hours, or even days. This can lead to other complications for your lawn’s health if drainage is not improved. The shape of your garden should naturally drive rain water away from the house with a shallow, level slope. Fitting gutters and drains to direct excess rainfall away from the lawn or adding a selection of plants that thrive in water, may also solve this problem.

FOOD FOR YOUR LAWN Although it is best to apply lawn dressing in spring, you should continue to apply fertiliser during the summer months. The type and amount of fertiliser required is dependent on the condition of your soil, as well as the type of grass you’re growing. Lawn clippings make excellent mulch for roses, as well as a great base for compost. Re-using cuttings is an economical and natural way of feeding your garden. Collect the cuttings and add them to a compost heap. Supplement it with organic waste from your kitchen, such as vegetable peelings, eggshells and coffee grinds which make for a home-made compost that is rich in nutrients, and in turn, and when consumed in large quantities, might just help you grow your mo like a pro!
