AN INTERESTING READ EDITOR’S LETTER

Filled with useful information, this issue of Interface includes the results of the 2018 Resident Satisfaction Survey as well as some good points on ensuring the fingerprint readers work efficiently. An editorial around fault reporting of municipal services highlights the need for residents to keep a watchful eye on their surroundings. The security article discusses the very real situation that many of us face on a daily basis - living in fear. Not only does fear of the unknown add to our daily stresses but the constant threat of safety both to ourselves and those we love can be slightly averted with some of the tips given.

In a follow up editorial, the CHOA’s commitment to ensuring property values continue to increase within the Estate, protecting your initial investment, is reiterated. The Bleshoenders Function, President’s Trophy and other clubhouse activities are proof that although the weather is cold, there is still much fun to be had. ENSURING PROPERY VALUES ARE ON THE RISE! In the Apr/May 18 issue of Interface I reiterated the CHOA’s commitment to ensuring that Centurion Residential Estate and Country Club remains a sought after superior lifestyle offering. Some property drivers that could potentially destroy property values within the Estate were pointed out.

In this editorial I’d like to identify potential drivers that could add appreciation to property within the Estate. Population growth. The demand for secure, aesthetically pleasing living environments in South Africa is an ever increasing one. As the number of consumers in the market looking for this type of living standard increases, a direct correlation in appreciating property values within secure communities such as Centurion Residential Estate and Country Club should be seen. The CHOA’s continuous efforts to ensure that our Estate is not only secure but also functions well in all other aspects, is a positive attribute to the continuous demand for property within an estate such as ours. Inflation. One positive side to inflation is that it encourages potential investors to seek out premium properties. The demand for property within estates such as ours makes Centurion Residential Estate and Country Club a viable investment. Infrastructure. Well situated in the heart of Centurion, our Estate has always offered a prime location adding value

to all properties within. The establishment of better roads, shopping centres, office parks and excellent schools around us has ensured that we remain a sought after place to live. Demand and supply. Property within Centurion Residential Estate and Country Club has always been in high demand. A well-functioning CHOA office and Board of Directors together with established infrastructure, a great security record and prime location has all lead to this success. As long as this well-oiled ship continues to run smoothly, our properties will appreciate accordingly. The economy and GDP. This point is a major influencer in property prices as the economy and GDP grow so does the value of our properties. Perhaps we are close to a turning point in the growth curve for the economy, it will be a welcome turn of events.

With the above points in mind, there are four (4) identifiable drivers of value that I see as the most important in ensuring our property appreciation within the Estate. 1. Size doesn’t necessarily matter! What does matter is creating the highest return for the amount of capital investment. Property buyers and potential investors aren’t necessarily looking for the biggest house on the block as it’s the land beneath it that actually appreciates. Whilst maintenance and upgrades are key to property value, home owners should be aware of over-capitalising.


2. Location, location, location. Not much more needs to be said as we are living in what many would refer to as the ‘ideal’ spot. As mentioned before, great highway access, fantastic school choices, shopping centres on our doorstep – we couldn’t ask for much more.

Working together with members in the community, the CHOA has built a number of key relationships over the years of which have proved to be very beneficial in the long term. This continuation will ensure property values remain at a premium and your investment is secure.

3. Like-minded neighbours. The majority of us living in Centurion Residential Estate and Country Club are here for many of the same reasons – a secure, beautiful environment within which to raise our families, where all aspects work together to ensure a superior lifestyle choice. As long as we continue with the same end goal in mind, our Estate will continue to grow from strength-to-strength.

Of course, there are other real estate market drivers that we have no influence or control over such as interest rates, the economy, and Government subsidies and policies. These factors however should not deter the continued positive property value within Centurion Residential Estate and Country Club.

4. What’s happening outside our walls. Although the CHOA has control with regards to what goes on within the boundary walls of our Estate, we are fortunate enough to have key members of our CHOA staff who have made it their mandate to ensure they are aware of what happens around our immediate area too. This way we are always prepared and on guard to ensure the continued success of our security as well as general services, such as electricity.

As stated before, apart from providing an aesthetically pleasing and safe environment for all residents within Centurion Residential Estate and Country Club, the CHOA is committed to ensuring the home owner’s biggest investment within our Estate, i.e. each and every property, remains appreciating to its fullest potential.

On Saturday, 13 May 2018 Edwin Nel hosted the annual Presidents Trophy. This event was very well supported with all the players in the field receiving a small gift from Edwin. The format for the day was a Combined Stableford. The Mercedes-Benz Centurion Challenge also formed part of this event as we had a jam packed schedule for the month of May, with the Top Placed Members two ball qualifying for the final. The event was followed by a Prize Giving dinner with this, once again, being very well supported. Congratulations to George Briedenhann and Christo Badenhorst for lifting the Presidents Trophy! LIVING IN FEAR

The fear of crime in any society is as damaging as the act of crime itself. It is emotionally taxing for the people who live in fear in high-crime areas in our country. So the question beckons “are we a high crime area?” and the answer to the question is a resounding YES, not because of our area, but due to the high crime rate of our country. Recently one of our residents was the victim of an armed robbery, where he was held at gunpoint for 3 hours, driven around in the car they took! He was eventually let free unharmed and able to return to his family, but the trauma now affects the whole family! The problems include the fact that victims of crime must deal with increased fear and trauma afterwards. Even for those who weren’t the direct victim of a crime, fear can vary depending on the demographics of the person. Age is a factor because the elderly are more vulnerable. Gender is a factor because women express higher levels of fear of crime than men do. Crime is a major part of every society. Its costs and effects touch just about everyone to some degree. The types of costs and effects are widely varied. In addition, some costs are short-term whilst others last a lifetime. Of course the ultimate cost is loss of life. Other costs to victims can

include medical costs, property losses, loss of income, and the traumatic impact on friends as well as the disruption of family. Behaviour can be forever changed and shaped by crime, whether it be weighing the risks of going to certain places or even the fear of making new friends. Crime can happen to anybody at any time. The effects last much longer that the actual crime committed. So what is one to do? Below is a basic list of what you could do to ease some of the fear: 1. Keep life in perspective! • Be realistic about crime, and • Be aware of where you go as well as observant of your surroundings. 2. Protect your vulnerability. • Always know your limitations! 3. Choose the company you keep. • Your intuition is never wrong. The security of the residents in the Estate is important to us! More information will soon be circulated to our residence to make them aware of crime in our area. Remember to be the Victor and not the Victim!

BLESHOENDERS FUNDRAISER

On 1 May 2018 the Bleshoenders in partnership with the Midstream and Lyttleton Spar, held a fundraising golf day at the club. This event was hugely successful with our friends from Spar donating funds and gifts for prizes. We had approximately 160 players participating on the day and with the golf course in such a pristine condition, everybody really enjoyed it. The day was concluded with a light dinner and a prize giving function with an excellent dish from the club. Allow me to thank everybody for their participation and contribution towards making this such a successful day. We specifically would like to thank Gerhard Coetzer and his team from Spar for their continued support of this annual day. We would also like to thank the club and golf course team for affording us the opportunity to play on such an immaculate course. Then, once again, to all who participated a big ‘Thank you’ for supporting us in this great cause. The funds generated during this function will be donated towards a needy community to assist with their sustainability going forward. The golf event was won by Mr J Gillard, with 43 stableford points and he received a great first prize (one of 8 prizes which were up for grabs in the competition). Regards

The 2015 Eskom Red Data Book of Birds identifies 10 critically endangered bird species in South Africa. Mankind’s impact on the environment reaches for the sky as we take a closer look at why these birds are under threat.

6. Leach’s storm petrel

1. Tristan Albatross

Found on Prince Edward and Marion islands, they have poor breeding success, reduced food availability and are threatened by Antarctic fur seals.

Occasionally spotted off the west coast, threats to these birds include plastic and South African fisheries.

2. Wattled Crane

(regionally critically endangered)

Found in the eastern grasslands with the core population located in the KwaZulu-Natal Midlands, a few pairs can also be found in the grasslands of northern Eastern Cape and the Highveld grasslands of Mpumalanga and the eastern Free State. The threat to these birds is the loss and degeneration of wetlands due to agriculture, forestry and mining.

3. Southern Banded Snake Eagle

(regionally critically endangered)

With habitat loss due to forestry, agriculture and tourist developments, this species is found in northern KwaZuluNatal.

4. Taita Falcon

(regionally critically endangered)

Restricted to the Drakensberg escarpment in Mpumalanga and Limpopo, the threat to them is the transformation of productive woodlands into open habitat.

5. White-winged Flufftail

(regionally critically endangered)

With the loss of wetland habitat due to mining activities, erosion and the construction of dams, this species can be found at two sites in KwaZulu-Natal, four sites in northerneastern Free State and two sites in eastern Mpumalanga.

With only two confirmed breeding locations in South Africa including Dassen and Dyer islands, this species is under threat from avian predators, domestic cats and disturbance of breeding sites due to tourism.

Threatened by forestry, the invasion of alien eucalyptus, pine and wattle trees as well as inappropriate farming methods, this species is restricted to grasslands in the eastern escarpment, Ixopo district in KwaZulu Natal.

9. Damara tern

(regionally critically endangered)

Found at the Alexandria dune fields east of Port Elizabeth, this species battles off-road vehicle disturbance causing direct fatalities due to crushed eggs and chicks.

10. Bearded vulture

(regionally critically endangered)

Poisoning, collision with power-lines and a reduction in food supply have culminated in this species being under threat. Found along the Drakensberg escarpment of eastern KwaZulu-Natal as well as the north-eastern Eastern Cape and north-eastern Free State. Avid bird watchers could plan a rather interesting road trip around South Africa in pursuit of catching a glimpse of these endangered birds. In the meantime, we should all probably do a little bit more for our immediate environment in the hopes that one day not all our bird species will be under threat. FAULT REPORTING ON YOUR MUNICIPAL SERVICES

The Centurion Golf Estate and Country Club is one of the oldest estates in the country. At the time estate living was a new concept with the developers embarking on a brave and adventurous project. They had to invent solutions to problems not envisaged at the conceptualisation of their idea. Their inventiveness culminated in a luxurious lifestyle estate within which you now live in the comfort of pleasantness, safety and security.

On development and township planning, the local municipal authority insisted on providing the services and utilities within the Estate, with ownership and the responsibility of maintenance and upkeeping. Only later did they allow bulk services to be provided to later developments within the Estate. On its insistence and demand, local metropolitan municipal authority is the proud owner of, amongst other things, the road infrastructure, water and electricity supply network. The reality is that the roads leading to your property, which you use daily, as well as the infrastructure supplying the water and electricity utilities, and the network pertaining to the water-waste removal, are the property of and attended to by the local metropolitan municipality. As a customer of the municipality, you are an account holder with the financial obligation of payment of the applicable rates and taxes, as well as invoiced usage. The same rules and considerations therefore apply to you as with any other owner of property within the City of Tshwane Metropolitan Municipality. You are obliged to pay rates and taxes on the property and for usage of utilities as metered:

1. Irrespective of whether you are actually receiving the invoice issued, you are obliged to make payment to the municipality. The courts have ruled, in interpretation of the legislation, that you as a property owner are aware of your obligation regarding the taxes as well as the consumption. To await an invoice prior to payment is therefore not a defence. You are obliged to pay, irrespective whether you have received the invoice or not. 2. Should you dispute an invoice and or an item on the invoice, you are to approach the municipality in terms of the dispute process prescribed, if such process is indeed enacted and prescribed in the by-laws of the municipality. Alternatively, you are to dispute the items via the courts. Engaging with the municipality regarding a dispute is a process not for the faint hearted. Expect to spend a lot of time and money in the process, displaying resilience and patience. The process can take months, if not years, due to the backlog and the procedures that are to be followed, very few of which you will have control over. 3. Sadly, it would appear that irrespective of a dispute regarding an invoice and/or metered usage, payment under protest should be made to avoid disruption of services. The “pay now, argue later� approach of SARS has been adopted by municipalities as a bullying tactic. And because they have the upper hand regarding the disconnection of services, irrespective of whether the disconnection is appropriate and/or valid, the bullying continues. Yes, disconnection because of a disputed amount is illegal, but it is costly to approach the court to obtain an order for the reconnection of services. 4. It is important to keep a close eye on your usage, specifically water, for many reasons. It is not only a scarce and limited resource with our obligation towards the environment and fellow citizens. Leakages on the usage side of the meter, in other words, the recipient side of the mater, are to be attended to by you and the repairs are for your own account. As the Estate is in a well-known and publicised dolomite area, a water leak could be potentially destructive. Make sure that all taps, toilets, garden irrigation and other connections are carefully maintained to avoid unnecessary


wastage of a scarce resource, and at worst, an unnecessarily inflated usage invoice. 5. Water leakages on the supply side of the meter, are to be attended to by the municipality. It is the reporting of problems that are the biggest concern. Although the Estate administration can assist you in doing so, it is your obligation to ensure that any fault and/or problem is reported to the municipality. You will require the account number and sometimes the meter number(s) in doing so. The physical address of the property should be provided so as to assist the municipality and expedite attendance to the reported problem. At best, the Estate administration can assist you once you have reported the problem and can provide a reporting reference number with your account details. But the Estate administration cannot accept responsibility to further the matter or report same on your behalf. Where the problem is on the infrastructure and/or supply side of the metering, all citizens have a duty to report problems to avoid spillage and/or waste. It goes without saying that the area of governance of the metropolitan municipality, also relies on its residents to be the eyes and ears of the municipality on the ground. Therefore, kindly fulfil your civic duty by reporting streetlights that are illuminating daylight hours, water pipe-bursts with spillage onto roads and any other problems that you happen to come across. Both inside and outside of the Estate. Should the problem be within the boundaries of the Estate, simultaneously report it to the Estate administration, providing the reference number(s) so received as well. For the Estate also relies on you as the resident to advise of problems and fault reporting regarding water, streetlights, potholes and other similar problems. Reporting this to the Estate administration will assist in quick, efficient and prompt response with attendance thereto within the limiting ownership and maintenance obligation of the municipality.
