FROM THE GENERAL MANAGER’S DESK Welcome to 2019! Hard to believe that we are already a good few weeks in! The annual resident satisfaction survey regarding the CHOA office closed on Friday, 25 January 2019 and we thank all those who took the time to complete it, giving their input to reach a very positive outcome. A detailed report of the weighted averages for the individual questions and responses will be published. The Board will circulate further short surveys in the near future to assess the needs, views and expectations of our members. In an effort to promote good neighbourliness, the CHOA would like to remind all residents to consider the principles of ‘Live and let live’ as well as ‘Let bygones be bygones’. We trust that the year ahead will be one of good neighbourliness between all our residents on the Estate. An article pertaining to the use of golf carts is included in this issue of Interface. Some forms of firm enforcement in an effort to secure the safety of our residents will soon take place. All residents are requested to register their golf carts with the CHOA as well as to ensure that all golf cart drivers are over the age of 18 years old and in possession of a valid Drivers License. The Board hosted an information session on 30 January 2019 in an effort to give feedback on the finances and the

electrical situation at the top part of the Estate as well as other matters. Should you require more information about this presentation please feel free to visit the CHOA office. The CHOA together with the Irene Landowners Association is continuously pursuing all possible solutions to the electrical power situation in Irene. Two roads were recently constructed, one alongside Botha Avenue and the other alongside Kruger Avenue, above the cable ensuring more effective response time and patrolling for 75% of the cable route. This was made possible by generous donations from community members. The CHOA has requested a meeting with the Mayor’s office to, amongst other suggestions, possibly link the two sides of the Estate, run an alternative cable route, set up CCTV monitoring along the route or alternative energy solutions for residents affected by this situation. We will continue our efforts until a reasonable solution is found. With that I’d like to welcome all our residents’ home from the well-deserved December break. We trust that this year ahead will be a blessed one for all. Kind regards

THE LUXURY (AND DANGER) OF A GOLF CART

The Centurion Residential Estate and Country Club has created a closed community within the safety of the boundary walls for all owners and residents alike. It is a unique community with a common denominator – the preference for safe, secure estate living in an aesthetically pleasing environment. The security created by the high boundary wall surrounding the Estate is largely the reason for ensuring this sought-after lifestyle. The annual statistics declaring the limited, if any, breaches hereof, is evident of the efficiency of the boundary walls and those responsible for the security in securing the safety of you, your loved ones and your prized possessions. In order for this community to thrive and in the furtherance of the common good, the Association has rules applicable to all, owners and residents alike. In fact, as residents and members, you and your families have agreed to be held accountable to additional rules of the Association over and above the legislation governing the municipality, the provinces and the Republic of South Africa. You willingly and voluntarily joined the Centurion Homeowners Association as a member, subscribing to the lifestyle and image of the Estate. The vision and values of the Estate appealed to you and you joined a community of other members sharing all of the above and more. As residents have become accustomed to the superior lifestyle within the boundary walls, the same protective walls have created a false sense of entitlement and immunity. As has repeatedly been stated in the past, the road-infrastructure within the Estate is the property of the municipality. As such, the Tshwane Metropolitan Police Department is well within its rights to enter the Estate and attend to law-enforcement in strict accordance with the legislation – not the boundary wall (nor the security or the

Estate management and definitely not the Directors of the Association) will protect either you or your child driving a golf cart on a public road in contravention of the legislation. There has recently been a substantial increase in incidents where golf carts are used and driven by children younger than the ruled age of sixteen. And should you allow or worse, instruct your child to drive a golf cart on a public road you are not only allowing your children to knowingly transgress the rules of the Association but you are actually putting them in harms way. Even if you are of the opinion that your child is responsible and that the age requirement rule is unnecessary so it can be disregarded, consider the safety of your child and friends on the golf cart. Newton’s second law of motion is F = ma, or force is equal to mass times acceleration. Put less eloquently - in the event of a crash, or even an emergency stop, the body takes on the weight of the speed you were travelling multiplied by your actual weight. So, if your child weighs 50kg and the cart is travelling at a mere 15km per hour, your child will take on the weight of 750kg. With the body weight of your child increasing dramatically together with the design of the golf cart, they can easily be ejected through the openings or windscreen in a crash. 75% Of children ejected from a vehicle during a crash will not survive. The majority of those who do survive will be disabled. The blow to your unrestrained child’s head on impact with a windscreen or any other part of the car, can be fatal – even when travelling as slowly as 40km per hour. Golf carts are not designed with the same safety standards as your luxury German vehicle. As a rule it does not have seatbelts or airbags and your inexperienced child, with less than practiced driving reflexes and slower reaction as well as decision-making processes, is not fastened nor protected.

Considering the calculation as detailed above and the very little protection the golf cart provides, if any, can you imagine the injuries your child could sustain when a joy ride in the dark goes wrong? Remember that the courts ruled a golf cart is to be considered as a “motor vehicle” as defined in the Road Accident Fund. This judgment has far-reaching implications for the driver of the golf cart, its passengers as well as any other motor vehicle involved in the collision. All the more reason to strictly adhere to the Estate rules, the legislation and common sense regarding safety as well as the manufacturer’s specifications and recommendations, even if it is to avoid the possible emotional burden an accident could cause. Over and above the use of the public roads, the golf course and its greens have become the preferred playgrounds for children on golf carts – especially under the protection of the dark. The damage so caused is not only a substantial and unnecessary financial strain on the management of the golf course, it is also damaging to the reputation of the Estate, the Club and the course, with a less than perfect course unbeknownst presented to guests and players the next morning. In South African common law a parent is not liable for the unlawful acts committed by his/her children irrespective of the child’s age. However, by electing to reside within the Centurion Residential Estate and Country Club, the property owner as a Member of the Company (NPC) you are held liable for the actions of your family members, other occupiers and/or visitors etc, in terms of the rules. Over and above the fact that the “innocent drive” could have dire consequences for your child, with possible tragic results of injury, disability or even death, you could also be held liable by the Association or the Club for damage and/or loss caused by these actions of your offspring and/or their friends. It is therefore of utmost importance that you shall raise your child to be safe, responsible and accountable, but more importantly, to know what they are up to and with whom.

RACE TO THE

JUNIOR CUP The Race to the Junior Cup Final 2018 took place on Saturday, 1 December. Throughout the year there had been 8 events for the Race to the Junior Cup. The Juniors compete against one another in a IPS format with the winner earning himself 5 points towards the end of the year final in which only the top 8 players compete for the title of Race to the Junior Cup Champion for 2018. YEAR END

CADDY CHAMPS 2018 The Year End Caddy Championships for 2018 took place on Monday, 3 December. What a great day! To see the caddies on the other side of the golf bag was quite an experience. Some caddies managed to surprise us with their skills around the golf course whilst the rest just had fun and should probably stick to carrying the bag instead of having to use it to make money! As the players arrived for their morning tee off times it was all laughs. After 9 holes the laughs were a bit less and game faces were visible (for some). By the end of the round all the bad shots were forgotten and an enjoyable afternoon followed at the clubhouse. We would like to thank all the caddies and staff for participating - making this year’s Caddy Championships one for the memory books. Congratulations to the 2018 Caddy Championships Winner: Abel.

The Race to the Junior Cup is a wonderful opportunity for the Juniors of the club to play in a competitive environment and also learn more about the rules and etiquette of the game. It is also a great way for the Juniors to meet and play with new friends.

SA KIDS GOLF TOUR 2017/18 ANNUAL PRIZE GIVING On 4 November 2018 the Annual Prize Giving for the Order of Merit 2017/18 was held at Zwartkop Country Club. This is a prestigious event where SA Kids Golf acknowledge their best players. A 9-hole parent/child tournament was also played on the day where our very own Jacques Olivier and his father, Stephen won with a fantastic score of 38.

Jacques took home three 1st place prizes of which two were for best stroke average and most points boys under 7. The third was the overall prize for the best score parent and child.

HOKAAI

CAPTAIN’S CHALLENGE The final Hokaai Captains Challenge for 2018 was held on Saturday, 1 December. The competition format was quite interesting as it was a multiplication alliance, which had a few four balls trying to figure out which order of play would suit the format best. The end result saw Hennie Le Roux, Piet Greyling, Willem De Kock and David Guthrie walk away as the Hokaai Captain’s Challenge winners on a great score of 107 points. Thanks to Pieter Roodt from Hokaai for their continued support and sponsorship throughout the year. The golf course was in a very good condition considering all the trouble we have had in recent times. A big thank you goes out to Mark Van Der Linde and his staff for all the hard work they have put in over the last month to get our golf course in a great condition. RECIPE OF THE MONTH DELICIOUS BREAD Ingredients 1 Package (1/4 ounce) active dry yeast 2 and 1/4 Cups warm water (110° to 115°) 3 Tablespoons sugar 1 Tablespoon salt 2 Tablespoons canola oil 6 and 1/4 to 6 and 3/4 Cups all-purpose flour

Method 1. In a large bowl dissolve yeast in warm water. Add the sugar, salt, oil and 3 cups flour. Beat until smooth. Stir in enough remaining flour, 1/2 cup at a time, to form a soft dough. 2. Turn onto a floured surface and knead until smooth and elastic (8 to 10 minutes). Place in a greased bowl, turning once to grease the top. Cover and let rise in a warm place until doubled (about 1 and 1/2 hours). 3. Punch dough down. Turn onto a lightly floured surface and divide the dough in half. Shape each into a loaf. Place in two greased 9 x 5 inch loaf pans. Cover and let rise until doubled (30 to 45 minutes). 4. Bake at 375° for 30 to 35 minutes or until golden brown and bread sounds hollow when tapped. Remove from pans onto wire racks to cool.
