INTERVIEW WITH THE PRIME MINISTER OF MONTENEGRO MR MILO ĐUKANOVIĆ in order to attract foreign tourists and to create loyalty and repeat business in the long run. Q. Is it realistic to expect dynamic economic growth in Montenegro over the next five years? What are the top large government projects in the area of transportation, infrastructure, energy and high category hotel and tourism facilities which you believe can be realised?

A

. Along with the consolidation of the financial stability within the country, the Government of Montenegro is working on the preparation of development projects aimed at recovering and strengthening the national economic sustainability and providing a better quality of life for its citizens. I can assure you that these development projects are the priority of the Government in the upcoming period. In this respect, we are having intense negotiations with a number of prominent foreign investors in the area of energy, tourism, industry, agriculture and transport. One of the most significant projects in the area of energy is the project of laying an undersea cable between Montenegro and Italy, which is being implemented together with our Italian partners. The project value amounts to around 700 million Euro. It is also a precondition for Montenegro to implement numerous investments related to production, which would turn the country from energy importer into one of the largest energy exporters in Europe. I wish to point out that we have made progress in negotiations with several relevant companies interested in building the BarBoljare highway. Our hope is that the constructor will be selected by the end of the year and that the implementation of the most expensive investment project in Montenegro will soon begin. This investment will have multiple effects on the national economy. As for the creation of a supportive business environment and new investments in tourism, the Government will continue to pay special attention to this area. Let me remind you that the second phase of the Porto Montenegro project is currently being implemented, which includes the construction of a 5 star hotel and new berths in the marina. In addition, the investment in Sveti Stefan and Milocer, implemented by the Aman company is in its final stage. Works on Lustica peninsula are starting, while the agreement with SOCAR company from Azerbaijan regarding the long-term lease of a former military facility at Kumbor and construction of a hotel and tourism-nautical complex has been signed. The value of the project is more than 200 million Euro. Very soon, the agreement with a company from Abu Dhabi covering the construction of a tourism complex in the location of Kraljicina Plaza (situated between Budva and Bar municipalities) in the value of more than 220 million Euro, will be signed. Prerequisites for continuation of the investment project implemented by a partner from Qatar in the location of Plavi Horizonti, a former hotel complex in Tivat are prepared. Hotel Hilton is being built in Podgorica as well as a new hotel in Petrovac. Together with the Investment Development Fund and European Investment Bank, the Government will prepare a stimulative lending scheme to foster the construction of small family-owned hotels, which will lead to the creation of new jobs and to improvement of our hotel and tourism capacities. The Privatisation and Capital Projects Council has adopted the privatisation plan that defines facilities and locations to be included in the future tenders for tourism valorisation, which, I believe, will be attractive to many domestic and foreign investors.

: Jedan od prioriteta Vladine politike je stvaranje povoljnih uslova za poslovanje i razvoj biznisa. Naš cilj je da administrativne procedure učinimo što jednostavnijim i efikasnijim, a time i jeftinijim, kako bi poreski obveznici što manje vremena i novca trošili idući od šaltera do šaltera i popunjavajući razne formulare. Do sada je izmijenjeno i dopunjeno 11 zakona, od čega se 6 odnosi na građevinske dozvole, 2 na zapošljavanje stranaca, a po 1 na administrativne takse. Broj procedura za izdavanje građevinskih dozvola skraćen je sa 14 na 2. Objedinili smo cjelokupan proces za registraciju preduzećajednošalterski princip (one stop shop). U korak sa tim, Vlada je prepoznajući značaj investicija za ukupni ekonomski razvoj Crne Gore, formirala Sekretarijat za razvojne projekte, s namjerom da investitori koji su prisutni u Crnoj Gori, lakše dođu do informacija, dozvole i rješavanja svih administrativnih problema. S tim u vezi Sekretarijat za razvojne projekte će vršiti poslove koji se odnose na: praćenje statusa i dinamike razvojnih projekata, realizovanje administrativnih aktivnosti usmjerenih na ubrzanje procedure i obezbjeđivanje uslova za efikasniji rad na objavljivanju novih. Vlada će i u narednom periodu pomagati lokalnu samoupravu da što efikasnije rješava zahtjeve, kako građana, tako i investitora, radi što bržeg izdavanja potrebnih dozvola. Svjesni smo da veća operativnost administracije doprinosi većem broju i većem povjerenju investitora, što vodi završetku planiranih objekata, a sa tim i većem broju radnih mjesta, što je i cilj svake Vlade.

Pitanje: Da li je realno u Crnoj Gori očekivati dinamični ekonomski rast i razvoj, uprkos globalnoj ekonomskoj krizi, i da li je realna realizacija krupnih državnih projekata u narednih 5 godina iz oblasti saobraćajne infrastrukture, energetike i izgradnje hotelsko-turističkih kapaciteta visoke kategorije, što bi značajno uvećalo broj turista i prihode od turizma na godišnjem nivou?

: Vlada Crne Gore paralelno sa konsolidovanjem finansijske stabilnosti u državi, radi na pripremi razvojnih projekata koji za cilj imaju oporavak i snaženje ekonomske održivosti Crne Gore i obezbjeđivanje boljeg kvaliteta života građana. Uvjeravam Vas da je razvoj prioritet Vladine politike u narednom periodu. U tom smislu, intenzivno pregovaramo sa velikim brojem renomiranih međunarodnih investitora u oblasti energetike, turizma, industrije, poljoprivrede i saobraćaja. Jedan od najznačajnijih projekata u sferi energetike je projekat polaganja podvodnog kabla između Crne Gore i Italije, kojeg realizujemo sa italijanskim partnerima, a čija je vrijednost oko 700

Given the adverse environmental and social impact of uncontrolled overbuilding of low quality product, how can the government steadfastly develop and maintain Montenegro as a luxury destination?

. In terms of its strategic guidelines, Montenegro has opted for the application of principles and goals of sustainable development in order to achieve the position of a strong, world-class tourism destination. We are aware that tourism is a business activity related to a specific location. Having a quality general basic infrastructure and hotel infrastructure, which we are constantly improving, are only a precondition for the creation of a high quality brand. In fact, visitors are utilizing the destination, which largely involves the entire environment. Therefore, we are committed to preserving the nature and local specificities and wise utilisation of space. This way, we will use the benefits resulting from the change of definition to luxury, at the global level. Apart from everything traditionally related to this term, the term luxury today, and in the future, also means the provision of intact nature, a mild climate, preserved social and cultural customs, local cuisine, etc. The role of Government in the creation of an environment for the development of a sustainable, high quality and innovative luxury tourism industry and a distinctive brand is critical, both in terms of preparing an adequate planning and legislative framework for sustainable development and a thoroughly designed approach to destination development management and stimulation of appropriate investments. In this relation, the challenge of constructing new facilities should be taken into consideration. Montenegro is the first country in the wider region that has adopted the National Strategy of Sustainable Development. This is the master document that consolidates and harmonises principles, goals and methods from the Tourism Development Strategy, sustainable planning of space, energy, traffic, etc. Legislation covering the area of space planning and construction is harmonised with the highest standards. As for the tourism legislation, we are the third country in Europe that has included, the so-called ‘environmental language’ into the national Law on Tourism. Institutionally, we have consolidated all the strategic governmental sectors in the Ministry of Sustainable Development and Tourism. We are fully aware that if tourism develops in a way that jeopardizes space or the environment then the very development will reduce or destroy the value of the destination’s offer, which was originally targeted to be utilised. Therefore, excessive construction and poorly planned development would make no sense. Finally, as a proof of our good work, we were selected among

mil. €. To je jedan od preduslova da Crna Gora realizuje i brojne proizvodne investicije i od sadašnjeg uvoznika postane jedna od najznačajnijih izvoznika električne energije u Evropi. Želio bih da naznačim da smo u odmaklim pregovorima sa više relevantnih kompanija, koje su zainteresovane za izgradnju autoputa Bar-Boljare. Nadamo se da ćemo u ovoj godini odabrati izvođača radova i na taj način otpočeti do sada najvrijedniji investicioni projekat u Crnoj Gori. Ova investicija će imati brojne multiplikativne efekte za ekonomiju zemlje. Što se tiče stvaranja povoljnog ambijenta i novih investicija u turizmu, Vlada će i u narednom periodu tome posvetiti posebnu pažnju. Da podsjetim, danas se u Crnoj Gori realizuje druga faza projekta Porto Montenegro izgradnjom hotela sa pet zvjezdica, kao i proširenjem kapaciteta za nove vezove u samoj marini. Takođe, u završnici je i ova faza investicije na Svetom Stefanu i Miločeru koju realizuje kompanija Aman. Počinju radovi na poluostrvu Luštica, potpisan je ugovor sa SOCAR-om (Azerbejdžan), za dugoročni zakup bivše vojne kasarne Kumbor i izgradnju hotelsko-turističkonautičkog kompleksa u vrijednosti preko 200 mil. €, uskoro će biti potpisan ugovor za lokalitet Kraljičina plaža, između opština Budva i Bar, sa kompanijom iz Abu Dabija za izgradnju turističkog kompleksa u vrijednosti preko 220 mil. €. Stvoreni su uslovi za nastavak investicije katarskog partnera na lokaciji nekadašnjeg hotelskog naselja Plavi horizonti u Tivtu, gradi se hotel Hilton u Podgorici, novi hotel u Petrovcu. Vlada će sa Investiciono-razvojnim fondom i Evropsko-investicionom bankom kroz stimulativni kreditni aranžman podstaći gradnju manjih hotela u porodičnom aranžmanu, čime ćemo stvoriti mogućnost otvaranja novih radnih mjesta, kao i unapređenje hotelskih i turističkih kapaciteta. Savjet za privatizaciju i kapitalne projekte donio je plan privatizacije, gdje smo definisali objekte i lokacije, koje će u narednom periodu biti predmet tendera za valorizaciju u turističke svrhe, što će, vjerujem, biti atraktivno brojnim domaćim i inostranim investitorima.

To se može postići putem povezivanja ili zajedničkog ulaganja sa renomiranim akademskim institucijama, kao što je recimo Fakultet za hotelijerstvo Univerziteta Cornell, SAD. Pitanje: Kako vidite ulogu Vlade u naporu da se razvije i održi luksuzni “turistički brend” Crne Gore, kao i da se izbjegne prijetnja nekontrolisane i nekvalitetne gradnje, naročito imajući u vidu njen uticaj na prirodnu sredinu i društvo uopšte?
