This year’s annual report reflects the great distance The Arc of Howard County has traveled in its 50-year history. The relationships and accomplishments of the people featured may even be taken for granted. Not so long ago, however, people with intellectual and developmental disabilities were not found working alongside others in local businesses, nor were they found living in our suburban neighborhoods.

The lives of Charlie Settle, Tiffany Mason, Jill Tadkowski and Amanda Dean – as well as their co-workers, friends and neighbors – are better because determined parents wanted a better life for their children and other people’s children and were willing to go against the tide of public opinion to make that happen. So, to the parents, on this 50th Anniversary, we say thank you.

The Arc was founded by courageous and resourceful parent advocates, and its mission has been spread by an army of supporters. Thank you to each and every one. Carol A. Beatty It’s a proud time for The Arc of Howard County’s Executive Director as the organization celebrates its 50th Anniversary. It’s not uncommon to hear more and more people use the phrase “married to my job” to describe intense commitment to their careers. We have become so accustomed to a regimen of 60-hour work weeks that we think nothing of acknowledging that our professional and personal lives are deeply interwoven. As The Arc of Howard County prepares to mark 50 years of helping individuals with developmental and intellectual disabilities achieve full community life, we acknowledge our Golden Anniversary with overwhelming pride, as we, too, are married to our profession – in the best possible sense. Our unflagging commitment to the individuals we serve is very much a vow. Ever since a group of parents formed this organization in 1961, we’ve made helping them reach their full potential our number one priority. Throughout our five decades, we have made great strides in earning people the freedom to choose. At the beginning, we never dreamed that the individuals we serve would be able to lead such inclusive lives. Throughout this year and into 2011, The Arc will host a series of “Golden Opportunities.” From a new annual golf outing to bowling to a triathlon, and from beer and wine to chocolate, we’ll have something for everyone. Please join us in marking a milestone in the life of an organization that has truly made a difference.

RESIDENTIAL Like everyone else, individuals with intellectual and developmental disabilities like to have choices about where and with whom they live. Some live with family members, or in a group setting, while others live on their own. Some own their own homes. Over 100 individuals receive residential supports from The Arc that make it possible for them to make choices about their living arrangements. The Arc supports typical adult lifestyles in the community for all individuals with intellectual or developmental disabilities regardless of the severity. To that end The Arc provides customized support services in apartments, townhomes or single-family residences. Support ranges from drop-in assistance with shopping and bill paying to 24-hour personal care by trained staff members. Support and services include health care, transportation, access to community activities, and facilitation of relationships with family and friends.

Tiffany Mason A stroke survivor with a rare disease has become an ardent spokesperson for The Arc of Howard County. It was one of those times that can only be classified as every parent’s nightmare. Tiffany Mason, who has a rare blood disease, was starting her sophomore year at Johnson C. Smith University in Charlotte, N.C., in 2006 when she suffered two mini-strokes, a caller told her family. Her father, Jackie Mason, rushed to the hospital, fearing the worst. “Tiffany was deathly ill and had tubes going everywhere,” Jackie recalled. She entered a nursing home after being discharged from the hospital. After that stay ended, The Arc entered the picture. “They have worked so hard and didn’t let her give up,” he said. The Arc has two medical houses with 24-hour nursing care and Tiffany’s disabilities after her strokes qualified her to move in two years ago, explained Linda Lombardi, Assistant Director. When Tiffany’s health improved to the point where she didn’t require round-the-clock attention, The Arc helped her move into an apartment and encouraged her to select staff and find a roommate, she said. “It’s been very exciting,” said Tiffany, who is now 23. “And I know that things will keep getting better.” On top of living independently, Tiffany is now employed at The Arc’s headquarters in Ellicott City where she scans files. “Tiffany’s story shows a lot of success,” said Lombardi. “She’s enjoying being empowered in her life and we at The Arc are learning to do things in new ways.” Tiffany has spoken to several groups about her journey. “Without The Arc, none of this would be possible,” she said. “Telling people about them is the least I can do.” Her father couldn’t be more pleased with how far his daughter has come. “I can see and feel that my daughter has another chance at life,” Jackie said. “I’ve been blessed with The Arc.”

EMPLOYMENT Once separated into “sheltered workshops,” people with developmental disabilities are now important members of the local workforce and have developed lasting friendships with their co-workers. The Arc of Howard County has been supporting the career choices of individuals with intellectual and development disabilities for over 20 years. The goal of The Arc’s Employment Program is to find a match where the work meets the individual’s needs, interests and skills and the individual meets the employer’s needs and expectations. The Arc’s staff provides support to both the employee and the employer throughout the relationship, from orientation and job training to on-the-job assistance. Today over 120 individuals are receiving employment services from The Arc. Individuals in The Arc’s Employment Program are competent, trained, enthusiastic and loyal employees. Such employees increase company productivity and improve worker retention. They represent an untapped source of labor for local businesses. Hiring people with intellectual and developmental disabilities enhances workforce diversity, and companies are frequently eligible for tax incentives.

Charlie Settle Many people measure success in the workplace by an employee’s longevity with one institution, and Charlie Settle certainly meets that standard. Charlie Settle has worked in maintenance at the Johns Hopkins University Applied Physics Lab in Laurel since 1994, working 7:30 a.m. to 3:30 p.m. five days a week with rare absences. He now also handles recycling duties. “Charlie is very independent and gets a raise every year,” said Lia Arbaugh, program coordinator at The Arc. “We love to see the individuals that we support have success in their jobs.” For his reliability and determination, Arbaugh nominated Settle for the “Self-Advocate of the Year” award for 2010, which he easily won. “Charlie is so easy to work with and he’s very laid back,” said his job coach, J.C. Daughaday. “I visit him twice a month at APL to see how things are going, but he likes his job and never has any complaints.” Settle said he enjoys talking with his co-workers and getting outside to walk between the buildings on the campus as he does his work. Though his job is considered unclassified work, he wears a white photo-badge each day. When he’s not on the job, he enjoys outdoor sports like fishing and bicycling. On top of his job success, Settle, who is 39, bought a condominium in Long Reach last year and finally moved into it in May. After having lived on his own in an apartment for some time, he worked with the county housing department to obtain a low-interest loan, Daughaday said. When he isn’t working, Settle likes to unwind by building car models, playing video games, or watching a movie or listening to rock music from his vast CD/DVD collection. “Watching people like Charlie become so successful is why we do what we do at The Arc,” said Arbaugh. u Charlie Settle proudly wears the badge identifying him as an employee of the Johns Hopkins University Applied Physics Lab, where he has worked since 1994.
