The Umpqua River Bridge is open for river traffic on Nov. 26. Work by contractors continue on the bridge for possibly another year. Crews are painting and upgrading the bridge’s infrastructure and replacement of the roadbed is in the works.

‌Construction on the Umpqua River Bridge is slightly ahead of schedule and is a little more than halfway finished. Dan Latham, a project information specialist for the Oregon Department of Transportation, s aid construction workers are making good progress. “ They’re about 60 percent done,” Latham said. The bridge, which was built in 1933, has suffered damage from c oastal weather, and rust has distorted the steel, resulting in minor section loss. The deck also has some cracks with exposed rebar in some areas, according to

ODOT. C onstruction workers have been removing the rust, painting the steel, replacing rivets and performing minor steel repairs. S&K Painting was awarded the bid for the project in September 2013, and construction began last February. The estimated $4 million project is expected to be finished next fall. Since construction started, the bridge has been limited to a single lane. L atham said both lanes on the bridge were opened to traffic through Thanksgiving weekend, but the bridge will return to a single lane this week. More than 100 Reedsport-area residents and dozens of volunteers came together for a community Thanksgiving dinner, coordinated by the Lower Umpqua Ministerial Association. The traditional dinner included turkey, potatoes, dressing, vegetables, cranberry sauce and a roll. There were even take-out dinners.

‌Douglas County’s seasonally a djusted unemployment rate was unchanged at 9.7 percent in October. That’s the same rate as September.

The county’s rate is above the statewide rate of 7 percent and the national rate of 5.8 percent. A news release states the October rate was .9 percentage points lower than the 10.6 rate of October 2013. D ouglas County had the

fifth-highest rate in the state in October. The number of unemployed rose by 227 people. N on-farm payroll employm ent rose by 40. The news release state a decrease of 40 w as expect. Total non-farm employment rose by 360, when

compared to 2013. Manufacturing declined by 80 in October, due to decreases in wood products (-50 jobs), other durable goods (-10) and nondurable goods (-20). See Rate, A6

Two water line breaks had crews working Thanksgiving ‌City of Reedsport crews were busy over the long Thanksgiving weekend repairing two broken water mains, which affected water to some city customers. One major break happened Wednesday morning on a main water line between St. John the Apostle Rectory and U.S. Highway 101. Reedsport public works director John Stokes said a citizen noticed a “large wet spot” near the church. “They called the water department to see what was going on with that,” he said. “We went out, took a look at it and thought it might have been a smaller break on a lateral. So, they started to dig it up and found it was the actual water main that was tied into the 16-inch main line that had broken loose.”

‌Work will begin soon for an expansion on the registration building at the Salmon Harbor RV resort. The Salmon Harbor Management Committee, at its November 20 meeting, awarded a bid for the 924-square-foot project, which may begin in December. The bid accepted was not the lowest bid submitted. Blitz Construction Company of Medford submitted a bid of $148,800 to do the project, with a 120-day time line. That bid had committee members concerned. “I was concerned that the low (bidder) was outside the area,” Committee chairman Jim Bruce said. He said the contractor would have to find housing in the area and the bid was lower than a local contractor. Salmon Harbor retained HGE, Inc. of Coos Bay to help the committee manage the project bids. “I asked (Salmon Harbor Harbormaster Paul Stallard) to contact you folks,” Bruce said, “to see if we could do a background investigation and get any information as far as quality of work, the size of the company and how long they’ve been in business. “Is it too big of a job for them?” “My concern was that there was $100,000 spread,” committee member Donna Train said, “and somebody coming from Medford would need to have housing during that time. Val Roy McBride

June 3, 1932—Nov. 13, 2014‌

Val Roy McBride, 82, was born June 3, 1932, in Hyde Park, Utah, to parents William LeRoy McBride and Leah Lavon Kirby. He passed away Nov. 13, 2014, at Sacred Heart RiverBend Hospital in Springfield, Ore. Roy was raised on the family farm in Hyrum, Utah, where he helped his father with the cows and also harvesting peas for the DelMonte plant nearby. On Feb. 7, 1950, Roy enlisted in the U.S. Navy and served in the Seabees as a truck driver. While in the Navy, and served in the Philippines helping build the airstrip on the island. He married Doris Hilton Williamson Nov. 24, 1950, in Elco, Nev. At the time Doris had a son, Daniel, who became part of the family. Roy and Doris had three daughters join the family also. The family moved to Oregon in 1953. Roy and Doris divorced in 1974. He then married Peggy Clark and they later divorced. Roy worked in the tire business as a serviceman and later in sales. He eventually owned/operated Roy’s Tire Center for years in downtown Reedsport.

Val Roy is survived by a sister, Jean Sorenson and her family in Hyrum, Utah; three daughters, Lora Jean Brannon of Roseburg, Virginia Hert and husband, Robert of Winchester Bay and Colleen McCurry of Monmouth; their brother, Danny McBride of Roseburg; grandsons, Bill McCurry of Eugene, Deric Hert of Eugene, and Jason Hert and Micah Hert of Redmond; granddaughters, Lori Ann Lewis of Portland, and Debora Brannon of Winston; great-grandsons, Dylan Lewis of Salem, Devin Lewis of Sutherlin and Brannon Hoeppner of Winston; and great-granddaughters, Emily Kaye Hert of Greensboro, Md., Kiley and Natalie McCurry of Eugene, Alexis Lewis of Sutherlin, and Olivia Michelle Hert of Redmond. Roy’s family is very grateful to those doctors and nurses who patiently and gently followed his care and were dedicated to their patient. We know our loved one is now free of the pain he suffered for so long and is in a peaceful place with others from his family. A private family gathering will be held in the summer of 2015. Christmas tree permits now available Permits are $5 For The Umpqua Post ‌CORVALLIS — For many people, adventuring out and cutting a Christmas tree is an annual holiday tradition. If you enjoy the hunt for your perfect Christmas tree, visit a Siuslaw National Forest office and pick up a Christmas tree cutting permit for $5 each. The permit holder is allowed to cut one tree for personal use. While the Siuslaw National Forest promotes this activity by selling the annual permits, people need to be aware that finding the perfect tree may not be easy. The trees on this forest are fast growing; which may render them as less than ideal Christmas trees to some. In addition, areas

with small trees are becoming less available due to fewer young tree plantations and some area closures, including Marys Peak. Douglas fir and Sitka Spruce are the most common tree species available on the Siuslaw National Forest. Highly sought after Noble firs, and other high elevation “true firs,” are not available on the Siuslaw National Forest. For current road and snow conditions, please contact the ranger station nearest where you plan to look for your tree. Siuslaw National Forest Christmas tree permits are valid only on national forest lands within the Siuslaw National Forest. Research shows that snacking between meals doesn’t affect meal intake. This means that eating a snack before going to that holiday party (if you haven’t been skipping breakfast and lunch) won’t translate into eating less at the party. 3) Have the treat. Yes, that’s right. Have the treat. There, I said it again. Nobody likes to feel deprived, and partaking in a dessert or treat at a party is normal and part of the celebrating the season. 4) But don’t have all the treats. This means moderation. If you had a dessert yesterday, it’s probably wise to pass on dessert for a few days. Likewise, if you know there’s a party coming up where several delicious desserts will be served, it’s wise to refrain in the meantime and have smaller portions when you do indulge.

5) Skimp on the gravy, sauce and butter. They add calories without increasing the volume of food we eat. Calories add up to extra pounds on the scale. If you don’t add things that increase calories without adding bulk, you won’t eat so many extra calories without noticing. This translates into fewer — or no, extra pounds creeping onto the scale. 6) Aim for half of your plate to have fruits and vegetables on it. This will serve two purposes: you’ll be cutting down on total calories by choosing leaner plant foods, and you’ll give your body a boost with vitamins, minerals and antioxidants. 7) Offer healthier choices. Whether you are hosting the meal or bringing a dish to a potluck, prepare lighter variations of holiday favorites: cranberry-orange relish sweetened with stevia instead of the canned, sugary jellied variety; baked yams instead of the candied variety; sugar-free apple pie. Life doesn’t come with guarantees, but it is possible that, by trying a few or several of the suggestions here, you could make it through the holiday season without putting on extra weight.

Suggestions for when you have to “bug out” in a disaster Do you have food, water and something to start a fire? DAVE ROBINSON Author‌

‌If you’ve been reading this column for a while then you know I always encourage everyone to carry a get-home bag. Some call it a “bug-out” bag or a “go” bag. But because disasters don’t always happen while you’re snugly at home, you should have some items, supplies and tools with you to help you function (translated: keep you alive) until you can get home. Everyone’s bag will be different. Mine includes some extra blood pressure pills, some food, something with which to purify drinking water, some clean socks and other clothing items (no need to go into intimate detail here) and something I can use to start a fire. Depending on your travel habits, your individual bag will be custom designed by you to

meet your lifestyle. There are literally hundreds of companies online that are happy to sell you a ready-made kit, but again if you’re a veteran reader, you know that I advocate building your own kit. You get to choose the items YOU will need for your particular situation AND you get to pick quality products to fill up your bag. In other words, you are invested in your own survival and there is no need to outsource that responsibility to someone who doesn’t even know you. If you need ideas on what to put in your kit, then by all means look over the list of contents on some of the better kits, but build your own. From time to time, I offer my opinion on a particular product you may want to consider for your kit. Every kit needs some means of alternative fire starter just because you may want to start a fire to keep warm. Imagine being out in the hills, hunting, firewood-getting, or just sightseeing and all of a sudden you slide off the road. Or a fallen tree blocks your egress. Or you find yourself behind a

locked gate. Building a fire would be one of the things you’d want to do to keep warm, keep you company and maybe even heat up some food. I recently came into possession of a “Lightning-Strike” fire starter. There are dozens of products available that use this technology. It is a variation of the old flint and steel although none of these products actually use flint anymore, rather it consists of something called ferrocerium. Commonly referred to as a ferro rod. When you grind a piece of steel against a ferro rod, a spark is produced. The Lightning-Strike fire starter is about the size of a Mini-mag flashlight. Constructed of machined, anodized aluminum, it is an ingenious design that contains dry tinder in the water-tight handle storage area and a tubular-slotted barrel which houses the ferro rod. When the steel striker grinds against the ferro rod, a spark is ejected from the end of the barrel. Because of the larger-than-average ferro rod and a larger- thanaverage steel striker, the spark this thing gives off

is significantly bigger than any similar device I have used. And because of the “shotgun barrel” design, you can direct the spark to go where you want. Now for the downside: It’s not cheap. The $60.00 price tag could put some folks off, but this is after all, the Christmas shopping season. If you want to buy the perfect gift for your outdoorsman or prepper-dude (or dudette), then you can’t go wrong with the Lightning Strike. It is a quality product, easy to use and well thought out. I’m proud of mine and show it off every chance I get. ‌The board of directors of the Reedsport School District has passed a resolution in support of the so-called “Promise of Oregon” campaign. That campaign is designed to create public support for K-12 education and meet the state’s 40-40-20 goal: 40 percent of Oregonians to have a bachelor’s degree, 40 percent to have an associate degree or certificate in a skilled occupation and 20 percent to have at least a high school diploma or similar credential by 2025. connection right there and it popped out.” Stokes said there was a hole about the size of a football and it necessitated replacing a whole section of pipe. At one point, he said, there was a 30-foot geyser coming out of the pipe. Crews worked through Thanksgiving and managed to get the pipe replaced on Friday. “The broken section is completely fixed,” he said, “completely repaired and it’s stable. That’s a good thing.” The second break

happened Saturday morning just off Highway 101, north of Winchester Bay. “It was really interesting,” Stokes said. “When I got the call on Saturday morning, at about 4:30, that they were having pressure problems ... that they couldn’t get pressure through the lines.” Stokes said normal pressure is between 70 and 80 pounds, but that pressure had dropped to about 50 pounds. “That meant there was some sort of a problem, somewhere,” Stokes said. “They started looking

along Highway 101 for a leak and, between 5 and 6 in the morning they found it.” They unearthed the pipe and found that plant roots had worked their way to the pipe connectors. “It actually worked the rubber seal out of it,” Stokes said. “The water just started to spray out of that pipe connection.” Crews then worked to completely replace that pipe, even though it was in solid condition. Stokes said the two events may not have been related.

“Just a strange sense of timing,” he said. “It was a real unfortunate situation.” Stokes admits some of Reedsport’s infrastructure is decades old. “ We h ave a n a g i n g infrastructure,” he said. “ Wa te r, s to r m d ra i n , sewer. We have some of the water lines, from Clear Lake ... are high strength that have been replaced, previously, but there are, probably, several miles of main water line ... that are not replaced. They’re between 40 and 60 years old.”

But that requirement can be eliminated if certain safety

improvements are made. Train engineers can still sound horns to warn pedestrians and motorists for safety reasons at quiet zone crossings. About 600 quiet zones have been established throughout the country, including in Portland, Milwaukie, Salem and Tualatin. The City Council’s initial focus for a quiet zone has been on a 1 ½-mile stretch of Union Pacific Railroad tracks leading from the east edge of downtown through much of the Whiteaker neighborhood.

But resident Jon Belcher and others have asked Mayor Kitty Piercy and city councilors also to examine other areas for quiet zones. Several hundred people also signed an online petition. “If you are going to look at having quiet zones for trains, you ought to consider the entire city, not just the downtown core,” Belcher told the newspaper. Potential redevelopment of riverfront property, including condos, offices, shops, restaurants and a public park, has prompted interest in quiet train horns in downtown. But residents

throughout the city have long complained about the horn noise. Cities can create quiet zone corridors by installing extra crossing arms, medians and other barriers to prevent motorists from sneaking across railroad tracks when a train approaches. Cities can also convert streets to one-way traffic or close crossings, among other measures. But the changes can be expensive. City traffic engineer Tom Larsen said double-arm crossing gates and other equipment can cost up to $1 million per

crossing. The city of Eugene has yet to select which crossings might be changed, what kind of crossing improvements it might make, or find the money to pay for them, the RegisterGuard reported. Salem spent $2.6 million to put in place a quiet zone near the city center that covered 10 railroad crossings. The city financed the project through a $99.8 million voter-approved property tax measure that paid for a variety of street and other transportationrelated projects.

Government jobs rose by 210 jobs, due to a season gain in local education (+290). That was countered by losses in federal government (-50), state government (-10) and non-education local government (-30). There was an additional gain of 10 in local tribal government in Douglas County. Other job movement in October include a loss of 160 jobs in leisure and hospitality and a loss in construction (-20). Job increases also included professional and business services (+80) and private education and health services (+20). Logging was down 20 jobs in October. The news release states the civilian labor force was 43,093 people in October, compared to 42,406 in October, 2013. The number of unemployed was down from the previous year; 3,863 to 4,323. There were 3,636 people unemployed in September of this year. The number of people working in selected industries include 2,790 in wood product manufacturing, 4,220 in manufacturing, 3,210 in leisure and hospitality and 2,500 jobs in food services and drinking places. Retail jobs totaled 4,380 in October, 2014 as compared to 4,330 the previous year.

He said he had talked with the low bidder. “Those concerns are valid,” Stack told the committee. “We don’t know why he’s lower. We don’t know why he has a more compressed time period. “We don’t know them at all.” Stack said they did ask for information about the company and about the bid. The questions including size of the company, projects the company had worked on and a list of references. The company, it appears, is two to three years old. However, people who work for the company have a lot of road construction experience, with a couple of buildings thrown in. “They are totally fine with not being awarded the project,” Slack said. “We got a little bit of feeling from them, right after bid opening.” A company official told Slack the company was “really slammed,” but could start the project after the first of the year. Slack said the company also commented they were having trouble with subcontractors. “We were trying to read between the lines,” Slack said. ‌T here’s a new excitement around Reedsport’s boys basketball team this year, with the Braves fielding an experienced and athletic group. And while coach Daniel Kenagy shares that excitement, he also has another attitude. “I’m very cautious,” he said. “We won two games last year. I keep reminding my guys of that. “I say, ‘Are you content with that?’ To me it’s completely unacceptable.” The players, Kenagy said, feel the same way. Those players include five who started all or many of the games last year—seniors Chris James and Marquece Williams, juniors Mike Mitchell and Tyler Tresch, and sophomore Joe Hixenbaugh. The rest of the squad includes seniors Shallon Zehe and Kuahman Perez-Murray and juniors Griffin Kaufmann, Seth Tabler and Myles Fletcher. “We have quite a bit of experience,” Kenagy said. The team also has the potential for a lot of talent. Tresch and Mitchell earned all-league honorable mention honors last year. Hixenbaugh got valuable experience as a freshman in the expectation that he will have a great career. Several of the others have been successful in other team sports and that could help translate to success for the basketball team. “They have to go out and prove it,” Kenagy said. “There’s no point in talking. You have to go out and do it.” The Braves are trying to overcome a long stretch of losing seasons. Kenagy said the group is filled with players who have great attitudes and also great basketball knowledge. Whether that translates to wins on the court remains to be seen, but he’s confident of one thing. “I expect them to come out and play hard and we’ll see what happens,” Kenagy said. The Braves open the season at home against Riddle on Thursday, with the girls game tipping about 6 p.m., followed by the boys at 7:30. Next week, Reedsport visits Powers and Monday and Pacific on Tuesday and then plays in Coquille’s Winter Lake Classic on the weekend. GIRLS Unlike Reedsport’s boys, the girls are a relatively young

The only player with extensive experience is senior Britney Manicke, and the only other senior is Emily Hutchinson. “Basically, I’m where I was five years ago,” Richardson said, referring to his first Reedsport team, similarly lacking in experience. While the goal last year was to win and reach the playoffs, this year has a different feel. “This year, the pressure of winning isn’t there,” Richardson said. “It’s more about teaching and getting the girls

time hitting the varsity floor.” Richardson is starting the season with 11 varsity players. He might pull another freshman up at some point, he said. As it is, the squad includes juniors Blair Tymchuk, Ashley Wilkes and Kezia Eunice; sophomores Kaylei Lewis, Hunter Priest, Anna Zetzsche and Gabby Analco; and freshmen Natalie Nelson and Heather Wilkes. Aside from Manicke, the Braves don’t have a lot of height. But they have a fairly athletic group. Because of that, Richardson hopes to teach the players to be a pressing squad on defense.

And Reedsport will run more of a motion offense. These concepts will take a little bit of time to learn. Richardson hopes the athletic sophomore and freshmen groups will shine in future years. “It will take two years before we become a real fluid team in the motion offense and fluid in understanding the press,” Richardson said. “This year is working toward that.”

The Umpqua Post ‌R eedsport senior Kaylynn Hixenbaugh earned all-state honors after leading the Braves to the state volleyball playoffs. Hixenbaugh, Reedsport’s setter, was a second-team, all-state pick for Class 2A. She was one of two players from the Sunset Conference to earn honors. Myrtle Point’s Grace Hermann, the league’s player of the year, was named to the first team. Culver’s Shealene Little was named player of the year, while Paula Toney of Burns was coach of the year.

Fishing regulation booklets are now available ‌T he free ODFW booklets regarding fishing regulations for 2015 are now out and available to pick up. While I have no intention of going into the changes for next year to the point that picking up the booklet is unnecessary, anglers planning to fish for spring Chinook salmon, in particular, should pick up their regulation booklets rather quickly. Once again, I feel the need to remind hunters to report the results of their deer, elk, cougar, bear, turkey and pronghorn hunts. The reporting deadline for most hunts is Jan. 31. Report online at the ODFW website or by phone (1-866-947-6339). Hunters need to complete a report for each deer, elk, cougar, bear, turkey and pronghorn tag purchased (or picked up as part of a Sports Pac) — even if they didn’t hunt or weren’t successful. Deer and elk hunters who don’t report will have to pay a $25 fine to get a 2016 hunting license. The easiest way to run afoul of

this requirement is to purchase a Sports Pac and not report for the available hunts you didn’t go on. This happens frequently with Sports Outdoors Pacs purchased and More as birthday or Christmas gifts. My b i g ge s t complaint is t h a t h u n te rs get penalized for not reporting hunt results, while anglers ge t rewa rd e d with a lotterytype chance to Pe t e win fishing gear Heley for turning in their combined angling tags. A secondary gripe is that the purchasers of hunting licenses get free parking permits for many ODFW-managed areas, while the purchasers of fishing licenses must pay $7 for the same document. Somewhat overshadowed by

the opening of commercial crab season on Dec. 1 is that ocean sport crabbing also opens on Dec. 1. A nice combination trip would be dropping off some crab pots near the Umpqua River Bar prior to fishing Winchester Bay’s bottomfishing spots. It’s time for my annual rant regarding the keeping of state fish records by the ODFW. While the agency does a reasonably good job of keeping track of the most popular coldwater species, they turned the duty of keeping track of warmwater fish over to a Portland area bass club. While the Oregon Bass and Panfish Club should be appreciated for undertaking this delegation of “record keeping duties,” there are some major gaps in Oregon’s record fish list. For example, Oregon does not have a state record for carp and its three bullhead species (black, brown and yellow) are all lumped together. I could go on regarding freshwater fish, but my biggest gripe is that Oregon

does not keep track of saltwater fish records. The state of Washington does a very good job of keeping track of both freshwater and saltwater fish records as evidenced by their recent authentication of a new state record for bluefin tuna (41 inches, 39.20 pounds). The one fish species that our local area could produce state, if not national records is the striped surfperch. For more than 30 years the national record was a 2-pound, 1-ounce fish from Washington state. That record was recently broken by 2-pound, 6-ounce fish from northern California. In the last few years there have been at least two striped surfperch weighing more than 3 pounds taken from Winchester Bay’s South Jetty and not weighed on certified scales. If only the ODFW paid recordkeeping attention to all it’s fish species. If you are having a hard time coming up with a worthy gift for

someone special, consider purchasing them a hunting or fishing license for 2015. The licenses became available for purchase on Dec. 1 and the gift recipient does not have to be physically present when the license is purchased. You will need to know their birthday and how to spell their name correctly. Another good choice — sure to produce long -lasting memories, is to pre-purchase a guided fishing or hunting trip — and then figure out how to best present it beneath the family Christmas tree. This Thursday, Dec. 4 at 6:30 p.m., there will be a meeting of the South Coast Chapter of the Coastal Conservation Association of Oregon, The meeting will be held at the Marina Activity Center (MAC) located at 263 Marina Way in Winchester Bay. These meetings are a great place to talk fishing and learn about some of the CCA’s upcoming fishing-related projects.
