Commissioners voted unanimously to amend the county Land Development Code over language defining a “Community Residential Home.” The change was prompted by county staff researching a boardinghouse code violation this year. The Code Enforcement Board has found the Millers in violation of operating a boardinghouse in an area zoned rural residential. A boardinghouse is defined as more than two unrelated people living in a residence. Pastor Renee Miller said the house does not meet the definition of a boardinghouse. She said “family care home” is the appropriate definition for their ministry allowed in the zone. Wa k u l l a C o u n t y Planning and Zoning interim Director Somer Strickland described a Community Residential Home as a facility for the care and housing for, primarily, the elderly, juveniles, the disabled, battered women – and licensed typically by an agency such as Elder Affairs or Children and Families. Asked if the change could affect the Millers’ case, Strickland said, “In the event the Millers’ ministry is licensed by the applicable state agency, as defined now by the Code and consistent with Florida Statute, they could apply for such an approval under their current zoning district.” An affidavit shows the Millers are currently in compliance, because only two unrelated men live there. While Commissioner Howard Kessler said it is good to be in sync with state statute, humanitarians should be able to house people with different last names without being considered a boarding house. He suggested that county staff examine ways to prevent such a zoning violation, and used the refugee crisis in Europe as an example. “We see all the crisis going on in other countries,” Kessler said. “If someone had the good heart to want to house people of a different last name, more than two, it would be permitted at this point in time.” SHELL POINT BOAT RAMP County Administrator David Edwards said another meeting about Shell Point Boat Ramp facility will be scheduled in early November to discuss the construction process with Shell Point residents. “The project came in over budget so we had to break out many of the major components,” Edwards said. “We issued the notice to proceed last Friday for the docks and ramp.” TURN LANE AT CHRISTIAN SCHOOL Commissioner Randy Merritt asked the board to send a letter to DOT requesting consideration of a northbound right turn lane at Wakulla Christian School when the U.S. 319 four -laning

construction occurs in 2018. A center tur n lane there is already projected to be part of the four -lane plans. Commissioners did not

vote on the suggestion, but agreed on the letter. Multiple fender benders have occurred near the school during morning commute time due

to traffic stopping and backing up down Crawfordville Highway as parents pull in and out of the driveway. “It does mean some-

thing coming from us, asking (DOT) to consider that,” Merritt said. “I know it’s not a county school, but it certainly has a lot of traffic in and
