Public exhibition for St Leonards South precinct
There was significant community representation at October’s Council meeting, with residents expressing concern about the proposed development at St Leonards South.

Over 25 individuals spoke at the commencement of the meeting, with a range of concerns around overshadowing, overdevelopment, traffic, the impact of construction, lack of public open space and parking. There were numerous requests for Council to defer its decision to exhibit the plans.
Council resolved at the meeting that it would place the Draft Development Control Plan, Draft Landscape Master Plan and Draft Section 94 Plan, in conjunction with the Draft Local Environmental Plan amendment, on public exhibition from October 30th for a period of eight weeks.
Council’s vision for St Leonards South is to create a liveable precinct by ensuring a best practice approach to housing while having regard to amenity, urban design, open space, pedestrian and traffic movements.
A series of planning documents have been prepared to support the Planning Proposal, which was submitted to NSW Planning and Environment in May 2016.
The Department set out conditions that Council needs to meet prior to public exhibition and Council submitted its formal response to these conditions on Friday 29th September 2017. NSW Planning and Environment are in the final stage of reviewing Council’s documentation and once this is completed, the formal public exhibition period can commence.
The Draft Development Control Plan, Draft Landscape Master Plan and Draft Section 94 Development Contributions Plan will be jointly exhibited with the Planning Proposal. Collectively they will address the built form and the impacts on properties; the integration of the built form and private domain with the public domain to enhance the liveability of the precinct; and how the required infrastructure needed to support such growth could be funded.
Any comments received during this process will be reviewed and evaluated to determine whether or not to proceed with the proposal as exhibited. At least two information sessions will also be held during the period to explain the planning documents.

Planning proposal rejected for Northside Clinic site
Council resolved at its October meeting that it would not support a Planning Proposal relating to the site of the Northside Clinic hospital at 2 Greenwich Road, Greenwich.
The proposal was lodged with Council on 11th April 2017 and sought to amend the Lane Cove Local Environmental Plan 2009 to allow additional permitted uses for this site including ‘Shop Top Housing’; to increase the height of buildings from the current 25 metres to 33 metres; and to also potentially reduce the floor space ratio. Council has determined that the Planning Proposal was inconsistent with regional, local and precinct strategic planning controls as it seeks to provide a relatively small quantity of employment land within the precinct. This is inconsistent with the Draft North District Plan which envisages the site as being part of a ‘Health and Education Super Precinct’.
In addition, shop top housing in the B3 Commercial Core of St Leonards would set an undesirable precedent for future landowners, and is inconsistent with the zone objectives of the Lane Cove Local Environmental Plan 2009.
