for consideration. The Panel determined that the proposal had strategic and sitespecific merit and that it be submitted for a Gateway Determination.

The applicant has now submitted all information required by the Gateway Determination and can proceed to public exhibition.

Pathways Property Group has said that the development would provide public benefits to the local community as it is a low impact development; will provide additional residential care beds; remove one service station which is no longer permissible on the site; provide view corridors and pedestrian thoroughfares to ensure the adjacent bushland is integrated within the centre and surrounding streetscape for access by the local community; and that the ground floor retail and improved streetscape will create improved amenity for residents and visitors.

Mr Skerritt said that the Pathways Residences care model has been tailored to cater to the needs of residents who are 80 years plus. The average age of a Pathways resident is 88 years of age and they do not drive.

“Of the 130 beds being proposed, 40 will be set aside for residents with symptoms of dementia. Our specialist units are beautiful calm living spaces delivering exceptional care that reduces the symptoms of anxiety.

“Our vision for this site is as a community wellbeing precinct, with a range of uses that are all designed to assist our residents and the broader Lane Cove Community to achieve their optimum wellbeing.

“We want to ensure that the precinct adds to the vitality of the Longueville village and Lane Cove community. We welcome feedback from the local community and would be keen to hear about the range of uses Lane Cove residents would like to see located in the precinct. We will shortly commence our second stage of community consultation which will provide residents with the opportunity to share their ideas.”

In 2012, EG Property Group lodged a Planning Proposal which sought to rezone the site with 5 levels at street frontage; 2 basement levels and a FSR of 2.25:1. This was not supported by Council and the applicant did not proceed.

The current Planning Proposal proposes 3 levels at street frontage; 1 basement level and an FSR of 1.98:1.

The proposed aged care facility would be in addition to seniors housing that Council intends to develop at 266 Longueville Road.

According to Council’s General Manager Craig Wrightson, the former Caroline Chisholm Retirement Village and Greenwich Hospital are also developing nursing home facilities.

“Ultimately the Federal Government controls the supply of this accommodation through the issuing of licences.”

Pathway’s Graeme Skerrit says that given the existing and forecast rise in the number of seniors aged over 85 years of age, they believe that there is sufficient demand for multiple facilities.

Flawed RMS proposal for Centennial Ave

Roads and Maritime Services (RMS), without consultation with the community or Council, is intending to introduce clearways in and around Centennial Avenue as part of its strategy to reduce delays on Sydney roads.

Data taken by the RMS in August 2016, when higher than normal traffic volumes were travelling along Centennial Avenue to attend football finals at Blackman Park, has formed the basis of RMS’s plan to address traffic congestion.

The RMS is proposing the introduction of new weekday, weekend and public holiday clearways on Centennial Avenue and Burns Bay Road, designed to change parking conditions in front of residential and business properties on these streets.

They have advised that residents will need to reconsider where they park during the new clearway hours.

Council has said that given that the RMS 2016 data (and Google Maps traffic data analysis) shows Centennial Avenue to only be a problem during morning peak northbound and afternoon peak southbound, it intends to advise the RMS that it only introduce clearways to match these traffic flows and in accordance with their own benchmarks for Monday to Friday only.

Council resolved to request a deferral on the commencement of the scheme together with an urgent meeting with the Premier, The Hon. Gladys Berejiklian MP. The General Manager and the Mayor will also re-start discussions with RMS about improvements to Penrose Street/ Burns Bay Rd intersection to resolve traffic issues.
